in ukraine. >> it's our turn this week. >> talk about the big story alex burns, maggie. >> maggie and alex, my colleagues had a great piece with a fair number of on the record quotes. it was a strong story pointing to the fact that his campaign is a running intervention and people around him are constantly trying to guide him. stop saying this, stop saying this and stick to the script and attack hillary clinton and they can't get him to do it and they turn to us in the media to try to pass the message on to donald trump. >> nothing in this story that talked about chaos inside the campaign that we all haven't heard. i thought the most damming quote of the weekend was donald trump afterwards attacking the piece, going there are no anonymous sources. when it comes to campaign, it's just me, it's just me.

significant electoral margin. some bernie people go to the greens and you end up below 50. even that would surprise me. >> what is remarkable is that donald trump has, if he has actually fallen even below our expectations, there's a reason why he's been on his absolute worst behavior over his last month kicking around gold star mothers and talking about second amendment solutions to supreme court justice picks. i can go on and on and on and this is a guy who is in self-destruct mode. >> like he came out of the convention in cleveland which was that angry, nasty convention, but did actually give him a platform. gave him the nomination and gave him that long speech and then he decided that he was going to
almost self-implode and hasn't managed to have a string of good days since coming out of cleveland and that's reflected, joe, in the polls. the latest wave of swing state polling that shows hillary clinton expanding her lead. she has grown her lead to 14 points in the "wall street journal"/marist. and leads trump in the critical den ver suburbs by as much as 40%. in virginia clinton is up and up in north carolina, as well, expanding her lead there to 9%. trump has closed the gap in florida, but clinton still leads there, 45 to 40. and the picture is nearly identical in the cbs battleground tracker which puts the race in florida at 44/49. and trump still leads by four in
georgia, though. 45 to 41%. though other recent polls there have shown hillary ahead. the clinton campaign confirms a report that they are boosting stuff in georgia. they see an opportunity to win in that state. remarkable battleground states that far ahead this morning. >> the good news for trump is, you take all those states. he is going to win new york state. he's assured us all along that this is a state he is going to keep in play. he's going to win new york state. how is that looking? what? >> oh. >> oh, yeah, believe me or don't believe me, you mean. >> this poll is out this morning. wow, okay, i'd take that back. >> hillary clinton is up by 30 points in new york, according to the seena college research institute. >> she's lapping him in that poll. the only poll that she's over 50
in, which is interesting. he's hemorrhaging republicans. he is losing people who vote republican. he can't get them. if he had just given his convention speech every day over and over again for the last few weeks, he would be in a better position right now. >> just given his convention speech and if he had just talked about. if he had just did what he did in his two speeches in ohio and pennsylvania and stick to script. again, whether you're talking about the kids or whether you're talking about his campaign advisors, they've been trying, give your speech, stay on message. and get off twitter. don't blab on tv. let your message carry itself. it's something he hasn't been able to do. look, he's getting absaluolutel slaughtered in these suburb suburban-type areas of philadelphia or you're talking about the suburbs of washington, d.c., or you're talking about
the suburbs of denver. he's getting absolutely routed. and he's down double digits in north carolina. down double digits in carolina and down double digits in virginia. "wall street journal" writes an editorial if trump doesn't clean up by labor day, all men and women for themselves. it's time now, i think. >> this fantasy that he'll get it back in the debates for someone who is so well for the debates. not going to happen. the deficits are too large. he's defying currently what we thought about the, you know, the polarized electorkctorate where a 50/50 nation. he got himself down in the 30s and low 30s in some states. >> new hampshire a state that was his state. >> like george h.w. bush and, you know, 1988. >> where she lost her primary by 20. but the thing he's not doing now
at all is giving republicans any sense that he's got a strategy for a comeback. you know, they're talking like he's ahead. he's talking like he's ahead when republicans have to by labor day, he has a plan. >> the thing is, he is talking to himself. he really is. no logic to this. he doesn't have a ground game. he doesn't even have people in the most important counties in america. the swing counties in america to determine who the presidents are going to be. doesn't even have people working on the ground. he called the state director a couple weeks ago and said you're now in charge of, i'll just say, state x and the guy said, i've never been to that state before. you're in charge of it now. go do something about it. they have no ground game whatsoever. >> the all-important state of ohio. a report that they just put up their staff in ohio. i would say one virtue of the weight of his business on twitter is really him talking. really him talking.
when he says my crowds are huge, it's got to be the media, i think that's actually a really good insight into how he kind of views the election. he think physical the crowds are big, he should be winning and maybe something wrong with the media or it's rigged. it's an accurate kind of world view into where his head is at right now. it's frightening. >> i remember back at the end of the 2012 campaign, romney people calling and saying we have 35,000 people in pennsylvania. we're going to win. meanwhile, obama crowds were not as big. and they were actually far more sedate than romney's crowds for the final weekend of the campaign. >> doesn't matter. maybe that was the fallacy all along the primary process, right? that trump kept seeing the primary turn out in those big crowds and, actually, it was small numbers of people who were voting in the primary elections. and that was, you know, always
giving him sort of unrealistic flaw perhaps. >> a great example in this, too, anecdotal anecdotally. i bet you i have had dozens and dozens of people in the media come up to me and say, i have relatives in pennsylvania. everybody i know in pennsylvania is going to vote for him. that guy is going to win pennsylvania. i can't believe he's going to win pennsylvania. well, they're not talking to any of the 600,000 democrats that are going in, you know, i mean, trump is going to lose 500,000 to 600,000 votes even before he gets out of philadelphia. and he's not going to make those votes up in the rest of pennsylvania. unless he wins pittsburgh and western pennsylvania by record numbers. and he's not going to do that either. like this is, this is math. it's math. >> and there is polling now in pennsylvania that shows that the race is slipping away from trump
there, too. the latest surveys in that state show that clinton is up on average by 9% or 10%. that's what you're suggesting, joe. while campaigning in altunen n trump gave this call to action. >> we're going to watch pennsylvania very quickly. watch pennsylvania. go down to certain areas and watch and study and make sure other people don't come in and vote five times. the only way we can lose, in my opinion, i really mean this, if cheating goes on. and we have to call up law enforcement and we have to have the sheriffs and the police chiefs and everybody watching. because, if we get cheated out of this election, if we get cheated out of a win in pennsylvania, whi is such vital state, especially when i know what's happening here, folks. she can't beat what's happening here. the only way they can beat it in my opinion and i mean this 100%,
if in certain sections of the state they cheat. okay. go around and look and watch other polling places and make sure that it's 100% fine. because without voter identification, which is shocking, shocking that you don't have it. i'm supposed to be a smart person. i have still, i have yet to understand how you cannot approve voter identification at least in some form. right? >> and by the way, trump has added a place to sign up to be an election observer on his home phage. pennsylvania did have a voter i.d. law but struck down it interview feared with the hundreds of thousands to combat ballots and the need to combat fraud. the state's governor opted not to challenge the judge's ruling. party poll watchers are common during elections.
the obama campaign deployed poll watchers back in pennsylvania in 2008 including a 28-page official manual, joe. saying it is the media because there is cheating. maybe the thing, i'm starting to wonder with all of these polls with the thing that we missed at the end of the primary process was that he was never going to expand beyond the primary rallies and the base he managed to turn out in the winter and the spring and maybe that was just always the reality of his campaign. it's starting to look that way. >> he never intended to raise the money he intended to raise or spend his own money in a way that you could meaningfully have a get out of the vote apparatus that would get you elected president. that's what, you know, john meacham back in 2007. i remember seeing barack obama was spending his money on getting out the vote operation and targeting and doing all of
these things. none of them glamorous and none of them sexy. oh, boy, he's learned from howard dean's 2003 run. but, there's something really disturbing here that what he is selling voters is their government is, that even the voting process is rigged and it's a scam and they're going to cheat like vladimir putin in russia. when, again, the fact is he's not running a campaign that is built to win. it is like a guy eating twinkies on the couch all day and then being outrun bolt in the 100 meter dash and saying he cheated. it was rigged. >> he's not really a functioning stakeholder in the process. >> no, he is not. >> so, he's predelegitimizing the election. you can nominees who have had
incredibly difficult times and incredibly gracious and believed in the trustworthy, believe in standing up for the trustworthiness of the system and it feels ever darker. i, again, i thought eight weeks ago, ten weeks ago that the mistake all of us were going to make, once again, is the way we were in november, december, with some exceptions around this table who thought that he was hopeless until the voters got involved. but this is a pretty -- but this sequence of events feels fairly strong. topic a in people i have been talking to for about ten days now is the fantasy scenario that he gets out. just throw that to you two. what do you all think? that he pulls a perot. >> i think if somebody paid him enough money to get out, he'd get out. i qknow that.
but also another game we have been talking about for some time and, you know, so he gets 40%. he destroys the republican party in the process, but he has, what? 35 million, 40 million people to vote for him. he convinces him that the election has been stolen and that the process is rigged and he is the victim of it. you can start, you know, whether it's an online network or a trump tv that way. i mean, there's a play for him that has nothing to do with the republican party that he doesn't care about and never has. >> he'll also blame the establishment. you see the people out there saying the party has taken it away frame him. if trump republicans may have gotten behind him, he may have had a chance. i think watching him perform at these rallies and realizing, again, that for him the trump rally is the campaign. >> right. >> it's the part that he loves. and it's his feedback, his polling operation. he goes to these rallies and
looks and sees how certain lines are playing. if they're playing well at a rally. he keeps going on them and doubles down on them. it doesn't matter to him if it's bad in the polling. he can't get out of the box is the problem. >> the electoral college is forgiven. the margin of error is so small. all he's doing is subtracting with the way he's behaving. going to fox news and main stream media and doing rallies in places where he can't win like connecticut or where he's doing really well. that's why you hear so many republicans talk about cutting him loose come the early fall because he's not in a position to build the party. >> here's a question, what happens if trump spends the next couple months at these rallies whipping up the kind of anger he's been doing suggesting that the voting itself will be rigged and there is cheating going on in the electoral system and then he loses. what happens taall the anger he so carefully stoked at those
rallies? >> yeah. john meacham -- >> that's a real question. >> to some extent a replay of the '90s. if gary johnson and joe stein get enough to keep her below 50, that was a big, that was an important starter gun in the anti-clinton movements of the '90s. and, so, we may be in a position that people will be able to say, no clinton has won over 50% and they're not legitimate. they stole it. just begins the delegit muization all over again. >> i think it's the republican party that will have the most to clean up after afterhi all is all over. a state of emergency in flood ravaged louisiana this morning. more than 20,000 people have been rescued after historic flood water swept across parts of that state over the weekend and tragically four people, at least, at this moment have died. president obama has signed a
disaster declaration and ordered federal aid to supplement recovery efforts. as many as 10,000 people were in shelters as a result of that flooding. let's go to bill karins and get more on that. any relief today? >> little bit, joe. some of the rivers are going down and they're so high that people won't get back in their homes until wednesday or thursday even to take a look. 20,000 rescues by boat, by helicopter and high-water vehicles. an unbelievable number of people had to be rescued from their homes and people were trapped in attics and many rooftops throughout the region and a lot of pets were rescued along with their owners. this was not even a name system. wasn't a hurricane or tropical storm a tropical entity and it still put down, this was the highest total, 31 inches of rain. that's over 2.5 feet. that's why we saw these incredible imnls and why the water is still so high. a piece of the storm has moved

so, a conservative group is working in federal court to try to force the state department to reveal records that could explain how a major downer to the clinton foundation got a seat on an intelligence advisory board. abc news reports that aides to then secretary clinton insisted that a chicago commodities trader be appointed to the international security advisory board, which advises his secretary on nuclear security. on nuclear security and other classified arms control matters. e-mail shows when state department officials inquired about fernando who gave between $1 million to $5 million to the clinton family foundation they were told he was added by clinton's chief of staff. "raj was not originally on the
list sent to s. he was added at their insistence." the clinton campaign told he was added to reflect points of view. like, for instance, people that know absolutely nothing about intel. people that know absolutely nothing about nuclear security. and, by the way, rich people who are completely ignorant about this. it was shocking to the people that actually were on that board. mark halperin when his name was floated but cheryl mills sent this clinton family foundation donor over and forced him on there. >> you want to bounce qualified with unqualified to get a range of skills. every administration puts donors to various causes in jobs. but this is not making somebody ambassador to belize or some other country. this is a security position and
the proof that this went one over the line. as soon as it got scrutiny they withdrew the guy. this is business as usual. but this one went over the line. >> but one where you're dealing with nuclear security? >> that is ridiculous. the government, unfortunately, is full of do nothing jobs and board positions. the president's counsel on the arts for these donors to sit on and say they're a board member for the government or a political appointee. plenty of places to check off the box. why would you put him on this board of all boards? >> yeah. the campaign further added it's not unusual for the state department chief of staff to be involved in personnel matters but i don't know. i can't imagine. can you think of any other situation where you've got a guy who is rich and ignorant of
nuclear, of the nuances of nucleasecurity being in a position where he could influence our policy? it's unheard of, right? >> i can't think of it. we'd have to ask, john is the historian and maybe come up with a case where that happened. not just small countries that you can get the current ambassador to london was also an early don'ter to the-- >> but he does speak english. >> he does speak english. >> wait, trump may speak -- >> very important diplomatic posting. don't feel insecure. >> not insecure. but, i also think that all of this is distracting. so much in the clinton campaign at the moment. so many questions about links between the foundation and the
state department. between whether there was pay for play going on in the foundation with access to hillary clinton. and what donald trump is doing is almost guaranteeing that that's not getting the kind of attention that it might normally get. not from the press we're covering it, but from the public. what he is doing and so whacky and so out there that dominates headlines all the time. it's the absurdity of what donald trump is doing. there is something to investigate in the clinton campaign and making it almost guaranteed that we don't spend as much time on it as we normally do. >> i try not to agree with katty because they did lose india. that's exactly right. in any other context. if george bush were the nominee and marco rubio and this could be articulated. >> but donald trump won't even be talking about it for three days. >> when you have a nominee who is fuzzy about the triad, you
know, you can't quite get to a clinton foundation donor on a board. >> more than that, he sets his hair on fire like every two days. >> he talks in the most elliptical way. there's no following and no connecting up the dots of the current factsc critiquey ways and that's an argument that any of his surrogates can make and he's just not able to make it. and it's strange because in running for the nomination, he could set his sights on opponents and in a discipline way go after them. >> well, that was then. this is now. meanwhile, katty, i guess bill clinton is getting involved in the campaign. pushing back on some of these allegations. >> yeah, he called the accusations of his wife's e-mail use a national security threat, "the biggest load of bull i have ever heard." here he is responding to a question at a forum in vegas on
friday. >> the fbi director said when he testified before congress he had to amend his previous day's statement that she had never received any e-mails marked classified. they saw two little notes with a c on it. this is the biggest load of bull i ever heard that were about telephone calls that she needed to make. and the state department typically puts a little c on it to discourage people from discussing it in public in the event that secretary of state, whoever it is, doesn't make a telephone call. does that sound threatening to the national security to you? if it was something to worry about, would admiral have endorsed hillary? would general colin powell assistant at the state department have endorsed hillary? would a 33-year cia veteran who
was acting director of the cia say never declared party have endorsed hillary? you should ask them, would everybody who ever worked with her before, not trustworthy. >> john meacham, that's what's so maddening about the clintons. just leave the fbi director's statements behind because he gutted them politically. he secured them. don't go back and try to clean it up. he always has to be too clever by half. you know, when hillary's own state department said there was 22 e-mails that could not be revealed because doing so would be devastating to the national security of the united states of america. don't go back and try to clean it up. it can't be cleaned up. move on. and, yeah, yes.
republicans are endorsing hillary clinton. because they think that the republican nominee, who's not even a republican, is a soc sociopath. so, yes, i will take botulism over cancer which most of them are thinking. i talked to a lot of them. why do they do that? why do they do that? >> because they have to be perfect or be seen to be perfect. whenever his hyperbole is a great tell. remember barack obama was the biggest fairy tale i've ever seen. that was the biggest load of bull. that is a tell in his political that it is really under his skin. and i think they understand at some psychological level that this is the thing that is going to blot. they're going to get this. >> almost trumpian. you don't have to go back to it. just keep moving forward. talk to the people in las vegas

"wall street journal" front page has usain bolt and his moment of victory. an extraordinary night for him, but just an extraordinary weekend altogether, especially for u.s. swimmers. >> yeah, i mean, the u.s. is killing it and so far ahead in gold medals and this is the story that olympic and rio officials definitely didn't want on front pages across the country, joe.
ryan lochte an official stopped his interview with billy bush after he was held up at gunpoint. a gun held to his forehead. especially that it would hit in a high-profile way, not just a u.s. but olympic swimming star. here's what happened in his own words in an exclusive interview with billy bush. >> what happened, what time of night, who pulled you over? >> i was with a couple swimmers. and we got pulled over in our taxi and these guys came out with a badge, a police badge, no lights, no nothing. just police badge and pulled us over and they pulled out their guns and they told the other swimmers to get down on the ground. i refused.

tuesday for the first round of the 00 meters and continue that quest to complete the triple triple. and speaking of a gold rush, the american gymnast simone biles continues becoming the first u.s. woman to win gold on the vault. nearly perfect in yesterday's vault final to defeat her competition by a wide margin. biles now eyeing her final two competitions. today the balance beam. tuesday floor exercise. she would be the first woman to win five golds in gymnastics. among my personal heroes, joe. a 41-year-old gymnast twice the age of the average gymnast. she made the vault finals. her seventh olympics -- that what you just saw is called the vault of death.

"washington post" chris, goodern moi morning. katty, let's start with the news. >> donald trump hit with a brutal front page story his allies and family members to folk as candidate preoccupied and who repeatedly promises to change. but is unable to shift the general election. the report cites more than 20 trump allies. almost all anonymous who described their nominee as "exhausted, frustrated and still bewildered by the fine points of the political process." it described how trump's advisors are attempting to steady him with the likes of rudy giuliani, mike huckabee and other constant companions on the trail. how karl rove came away from a meeting stunned by trump's poor and the blunt advise of his pollsters that the campaign will
fail without a major change. trump vehemently denied the report over several hours yesterday calling "the times" a newspaper of fiction adding, the failing "new york times" which never spoke to me keep saying that i'm saying to advisors i will change. false. i am who i am. never said. trump took it a step further at rallies throughout the weekend threatening to revoke the paper's press credentials. >> i'm not running against crooked hillary clinton. i'm running against the crooked media. lately, we have a newspaper that's failing badly. it's losing a lot of money. it's going to be out of business very soon. "the new york times." okay. i love it. these are the most dishonest people. the good news is, i love, you know, i put down failing at "new york times." the newspaper's going to hell.
they've got a couple reporters in that newspaper that are so bad with, i mean, lack of talent. but it's going to hell. so, i think maybe what we'll do, maybe we'll start thinking about taking their press credentials away from them. >> the pivot begins. >> i don't know what to say. >> might block us on twitter. >> he's actually reciting his tweets or the phraseology of his tweets to his crowds. >> he's approvingly quoting himself. >> it is a feedback loop. this is actually on a much smaller level. what the romney campaign was doing in 2012. >> but at the very end. >> they were just watching fox news. they were just listening to talk radio. they were just getting feedback from people who were telling them they were going to win. they were just looking at the gallup polls.
again, it was just this feedback. >> it's all subtraction and all going to a narrower and narrower slice of the electorate. >> i'd be beating hillary clinton by 20%. but john meacham, this has been a problem. but let's just, again, donald trump, i wouldn't say is a microcosm of the republican party and what they've done over the past 30 years. he's just the exaggerated version of it and here we have, again, in the most exaggerated sense possible donald trump with this feedback. which i talked about in the last book that i wrote that you helped me with where we talked about the romney campaign. just listening. just watching fox news. they didn't like what they were hearing else where and that's what's happening here and happening to the republican party for a very long time.
>> it is an addiction to hyperbole and good news. psychological element which reaffirmed your own narrative and as the conservative movement has created remarkable institutions, think tanks, talk radio, its own networks. it's created a means by which they could actually move through the universe in a fairly protected way. >> which, by the way, in a primary, it's just fine. >> exactly. >> in fact, you want rush limbaugh and sean hannity and "wall street journal" editorial page and you want all of them on your side. >> right. >> all of them. drudge. you, of course, drudge. starting with drudge. you want them all on your side in the primary. but you've got to expand when you get to the general election. >> and as mark said a moment
ago, it's just a narrow path. no margin of error for a republican nominee nationally today. as the republican party is currenty constituted. >> you watch him in those rallies. the sense of rapture he seems to have at the rally. where he is beloved and his message is getting through. everybody agrees with him. that is your benchmark and your barometer for the campaign. go back with a meeting with your adviser and said you're going to lose and you're bewildered and scared by it. >> for anyone, katty kay, for anyone that just watched the clip that you ran when he attacked "new york times" you could hear the roar from the crowd go up. and for donald trump, that's an exhilarating moment. so, to go from that moment where you throw that red meat out there and the coliseum roars, it's hard to walk out in your toga and then have somebody come you're losing by 23 points in
new york state. you're going to have to -- he doesn't -- and for a guy like donald trump who really doesn't care whether he wins or not, he just wants to hear the applause and the cheering. >> such an interesting bit in "new york times" piece where trump's reaction to all of this is to say to the family and to theed ave ed ed advisors telli to change. it's because i changed. look how well i was doing in the primary process. i was winning all the time because i was being me. now, he doesn't get that being me is one thing in the primary process that doesn't seem to be working in the general election. but you're right, very hard for him clearly to change. "new york times" also not his best friend at the moment. another front page piece, joe, from "new york times" this morning. the relationship between donald trump's campaign manager in ukraine under new scrutiny
according to "times" government investigators have found handwritten ledgers showing more than $12 million in undisclosed pash payments designated from ukraine's pro-russia party between 2007 and 2012. the dispersements were part of an illegal off the book system whose recipients included election officials. "the times" reports that anti-election officials in ukraine whether he received the money. this morning, paul manifort released the statements saying, "once again the new york times has chosen to purposefully ignore facts and professional journalism to fit their political agenda. i have done work in the united states and done work on overseas campaigns, as well. i have never received an off the books cash payment nor have i ever done work for the governments of ukraine or russia. further all the political
payments directed to me were for my entire campaign team. election integrity and television advertising. the suggestion that i accepted cash payments is unfounded, silly and nonsensical. the clinton campaign released a statement in response to the report saying, "donald trump has a responsibility to disclose campaign chair paul manaforts and all other campaign employees and advisors tie. all those questions still swirling about trump and russia and the relationship there. this doesn't help it. >> john meacham, i wonder if that response is a little too clever by half. take cash out of there and i wonder if the statement still holds up. >> that's the follow-up question. it does feel a little, like a,
depends on your meaning of the word payment. >> so, chris, more questions around paul manafort. more questions around pro-russian tie. i'm sure vladimir putin and the russian government wouldn't write a check to paul manafort and him saying he is never paid directly really is not surprising at all. >> no, plus, look, donald trump cares so much what "new york times" thinks because it's his paper of record. just a fact. the idea that donald trump thinks of "new york times" as a rupt institution. we know and i'm not just saying this because nick's on the panel and he's my friend. "new york times" is a great institution, right? i mean, the idea that "new york times" is publishing things that are false and donald trump is going to lose the election because of the media. and if the media covered his
rallies, he'd be ahead by 20 points. that, to me, is the most stunning thing in that bevy of tweets that you all read. look, no one will be ahead by 20 points in this election. that's not how the country is currently constituted. but this idea somehow that we don't cover the message of his campaign rallies and that if you don't write stories he likes, he's going to ban you. i tell people all the time and i say this from working at "washington post" you don't have to like the media to understand that they are necessary to a healthy democracy. the idea that you can ban people from covering you, running for president because you don't like it, it's not a good story as opposed to it being a factual story is a very slippery slope. i know people think, it's just media defending itself. just think what the alternative to an objective media is. >> it's important, nick, to also remember if you look back over the 2016 campaign going back to
2015, actually. "new york times" that broke the hillary clinton e-mail story and drove it more than anybody else. it was media matters and everybody, all the hillary supporters that were trashing "new york times" for being bias and why do they hate hillary clinton so much? what does maureen dowd have against hillary clinton? it's something that you hear every time the "times" goes after hillary clinton. >> also a small front page story on the clinton's collections and the same story there. so, you know, look, candidates always want to complain about papers. "times" is a big target and i'm very proud of our coverage. i would say, you know, if he's complaining about the coverage of the rallies, sure is hard to cover the rally if you're banning reporters from getting inside the rally. want some more coverage of the rallies, i would say keep us
inside the rallies. >> mark, "the times," again, they hammered both sides. it's just what they do. >> they've been four years around hillary clinton given it's her hometown paper. the notion that "new york times" has been soft on hillary clinton and the media has been soft on hillary clinton. the trump campaign rather than pretends that the press is pro-hillary is missing an opportunity to take advantage of the fact that there for whatever reason, i agree with them, it's unfair. a deep well of anti-clinton sentiment in the press that they're not tapping into because they're making themselves the controversial story that is being scrutinized. >> the type of stories, katty, that donald trump has not been pushing on the campaign trail in a way that a jeb bush or a marco rubio or any effective republican candidate would be pushing would be the type of stories that broke yesterday from abc news about an
intelligence position that was actually given to a donor of the clinton family foundation. >> right. this is what's crazy about what trump's doing. he's shooting himself in the foot by missing clinton's own problems. you're right, joe, conservative group is working in federal court to force the state department to reveal records that could explain how a major donor to the clinton foundation received a seat on an intelligence advisory board. aides to then secretary clinton be appointed to the international security advisory board, which advises the secretary on nuclear security and on other classified arms control matters. e-mails show that when state department officials inquired about fernando who gave between $1 million and $5 million to clinton's family foundation, they were told he was added by clinton's chief of staff cheryl mills. he was not on the list for
secretary clinton he was added at their insistence. fernando was appointed for the board to reflect a balance of backgrounds and points of view. furthermore, it is not unusual for the state department chief of staff to be involved in personal matters. look, there are plenty of things that donald trump can go after on the clinton campaign and there he is saying i'm not going after crooked hillary, i'm going after the crooked media. >> here you have in this case a situation where you actually have an intelligence board that is concerned about nuclear security saying, wait, who is this guy? and then, i mean, in the e-mails, they're told that it was actually this guy by hillary clinton herself. that's a big story. >> yeah. if there are allegations of pay to play issues around the clinton foundation and how they used favors to get people access
to the state department, you know, as we were saying earlier, people get ambassadorships. i have not heard of people getting positions on advisory boards that deal with nuclear security if they're not qualified to get those positions. >> now, mark, another missed opportunity for trump. trump gets in his way time and time again when he should be executing the case against hillary clinton. when he should be leading everybody else. all the other republican senate candidates and house candidates in a certain direction where, you know, it's how i did it. you have the best of the best working presidential campaigns. here is something the presidential candidate would say on the air. that's pretty good, i think i'll use that tonight. >> it's difficult to drive stories. this complicated process. the trump campaign is still small. most of the band width of the trump campaign operation is spent trying to clean up after things he does rather than
pitching stories to the media which is, again, the way it works. pure shoe leather about paul manafort. i expect some of it came with a little bit of help. that's how the world works. they're not having it reinforced by the candidate the way the democrats are doing it. >> you know, i heard, john, what i've heard from the campaign for some time they come up with plans and they come up with talking points. they come up with strategy for the day and everybody is afraid to go give it to donald trump. i would ask you, has there ever been a major presidential candidate this isolated in recent times? but i think the question answers itself. i mean, who has been this isolated? >> no, he makes richard nixon look like he's happy at a reunion mixer. no. it is, it's totally isolated. and reactive. what's so interesting here, we all have the vices of our virtus.
he thinks his strength is intuitive gut reaction to the political stream. the political snowstorm to switch metaphors of the information age. he's where he is because he knows how to react to what's happening right now. and, so, what i've heard is that he'll be on the plane and be watching cable and he'll see something and he thinks that's good or i have to attack that and whatever text he was working with on the way is gone by the time he lands because he's reacting in the moment. and he believes that his gut is his great virtue. and, you know, james david barber -- >> of course. >> said if you want to predict presidential performance, look at politician's first success, not failure.ng for congress in 1978 but running for governorship in '94. not bill clinton losing in '80
but winning in '78. and if you're trump, if barber's right and you're trump and you got this far, just making it up as you went along, then i understand on a human level why he would look at people around the table and say if you're so smart, why am i the republican nominee? >> exactly. you look at the first page of the deal. he explains it all in the very first page of the deal. i don't plan things. i just go into the office and start making phone calls and see what happens. that's his management style. it worked in the primary and it's having a devastating impact on republicans all across america in the general election. and we will show you how straight ahead when we look at a series of state polls in swing states. also, it was night two of violence in milwaukee. one person was shot as the community took to the streets after the latest police-involved shooting. also, donald trump is still

the latest wave of swing state polling shows hillary clinton expanding her lead in some critical states, katty. why don't you take us through them? >> it's not looking great for trump. in colorado clinton has grown her lead to 14 points "wall street journal" marist polls. she leads trump in the critical denver suburbs that could shape elections by 40%. in virginia, clinton is up by 13 points. she's also up in north carolina, expanding her lead there to 9%. trump has closed the gap in florida, but clinton still leads
there. 44 to 39. and the picture is nearly identical in the cbs news battleground tracker which puts the race in florida 45, 40. that poll has clinton up 35 and trump still leads by four in georgia, though. 45% to 41%. though other recent polls have shown hillary ahead there. the clinton campaign confirms a report that they are boosting staff now in georgia seeing an opportunity to win in that state. and, finally a new poll released this morning shows hillary clinton with a 30-point lead over donald trump in new york. the sienna college research institute finds clinton leading trump 57 to 27 in the state where both candidates live. it's increasingly hard, joe, to find battleground states that just disappearing. >> they really are. >> it's remarkable. >> and you hear these promises donald trump has been making for months now that he was going to win new york state. we're now at 30 points.
chris cillizza. you look at some of these states, battleground states that republicans have to win. new hampshire. it's getting blown out by well over, well over 15 points. colorado, not even close. double digits. virginia, not even close. 13 points. double digits. north carolina, a state that mitt romney won. nine points. and the list goes on and on. pennsylvania, double digits. this is, you know, we always have said, well, don't look at national polls. you've got to look at the individual states. there is no good news for donald trump out there. >> no. you hit on the three that i was the most surprised by. colorado, virginia, north carolina. if you don't think those polls in colorado and virginia by nbc are right. look at what hillary clinton did last week. she pulled her advertising in colorado and virginia. you don't do that unless you
have polling that suggests you are going to win those states. north carolina, joe, the last democrat who won that was jimmy carter in '76 before barack obama in '08. not like this is a democratic stronghold. mitt romney won it in 2012 while losing getting 206 electoral votes. it's just very hard to see a map here. it's basically ohio, pennsylvania, florida, right. if you assume colorado is gone, virginia is probably gone. north carolina, if he doesn't win north carolina, even if he wins those three states i just ran through, he still doesn't win. north carolina is a big state. 15 electoral votes now. the other point is, i'm stunned by where he spends his time. he was in connecticut. look, i'm from connecticut. he's not going to win connecticut. there's nothing against donald trump. no republican is winning connecticut in this election. just not where the state is currently. mike pence is going to be in new
mexico today. not happening. this is not going to happen. so, where they're spending. meanwhile, hillary clinton. you know, pennsylvania, florida, ohio, pennsylvania, florida, ohio. tim kaine is in virginia. north carolina. the strategy here is baffling. >> yeah, it really is. i'm glad he came up to connecticut. that's more business for the state. but he's not going to win there. >> look, republicans now are worried about ballot effects. if you said to them, you can keep the house and lose the senate narrowly and win the presidency, most of them would take that today. pretrump. the republican party, at the presidential level, was a great success. congress, state legislatures. the ability to control the supreme court. this is the concern that they have now with early voting that there's weeks to go before they have to make a pivot, unless they see some indication that trump has a plan to turn things around and not lose every news
cycle. >> who is going to believe at this point there is a plan? >> the family doesn't even believe there is a plan any more. >> his plan is to go to a rally and attack "new york times." i think the problem here is that there is a long-term problem for the party. if states like virginia and north carolina become kind of locked into the d column in a long term that narrow path and then the college gets narrower, the trump inflected presidential of the gop is not a wing that can win a presidential election. that's what these polls are saying. it goes back to the 2013 autopsy. we have to add, not subtract. we have to add people and the swing of the party he's doing is not going to create that. >> what is so maddening, john meacham. let's step back, again, and move away from the national party. where the republican party's brand is shattered. let's talk about the republican party on the state and the local level. >> right.
>> where you've got. let's start with the house of representatives. the republican party in 2016 have a bigger majority in the house of representatives in any time since 1928. they're well ahead in the senate. they have over 60% of the governorships. they own over 60% of the state legislatures. they are dominant. they had two of the biggest legislative wins on the state and local level in 2010 and 2014 in history. and, yet, just on this national level, it seems that you have such -- you have, it's a tale of two parties. you've got one party that's thriving more than it ever has. a state and locals. >> right. >> and then on the national level, you have a party that is in danger of extinction. >> my experience in the south is
most of the popular republicans in my home state of tennessee, for instance, are growth oriented, conservative on national security. they stay away from the social issues. you know, bob corker and lemar alexander, the embodiments of what you're talking about. the house is different. they are more conservative. but i guess what your quote, what links your question and nick's point is, is it a wing of the party that trump has created or is it the national -- has he taken over the party or is this an aberration. >> this is a one off. this is a one off like barack obama was a one off for the democratic party. there is only one barack obama and ronald reagan was the one off for the republican party. republicans are trying replica what ronald reagan did for the past quarter century and
democrats are going to be chasing that magic pixy dust that barack obama got in 2008 and 2012 for the next 20, 30 years as far his as his turnout model. donald trump is, i believe, one off on the negative side. so, is the -- >> is there intellectual bat tool be won within the party or a personalty driven if you have national leadership if people step back in at the end of the -- >> the massive divide comes betweens the washington intellectual class that rose up with ronald reagan in the 1980s that focus on free market principles to an extreme degree. and whose plan to raise working class voters' lives is by cutting the corporate tax rate. >> adam smith --
>> and defending carried interest to the death. that's the divide that needs to be broken down. that's what the national republican party needs to focus on figuring out how to speak to working class voters in a way that will allow them to not only carry working class voters, but also carry the republicans that you speak to. let's go right now to washington, d.c., nbc news correspondent hallie jackson. we were asking throughout this hour, why donald trump is doing what donald trump is doing and why he's going where he is going. you have the answer. you're going to tell us now. >> don't oversell it, joe. i want to make 2, 2.5 points here. i think donald trump is going, first of all, when he talked about wanting to win places like new york and california, i don't think anybody in his campaign actually took that in a serious way. that they could actually compete in those very blue states and
flip them. but you see donald trump in connecticut, for example. on saturday night, think about the timing there. part of that are his advisors throwing him a bone. we'll go there and hold a rally there is chatter about eastern connecticut, you know, maybe being more friendly territory for trump. there's possibility for picking up, you know, some donor support or at least communicating with donors in states like connecticut. but not a serious sense that that is a place that donald trump could necessarily flip. he needs to compete in places like north carolina and places like pennsylvania and ohio. he is going to those places, right? you spend time on the campaign trail, as you know. i'm in places like ohio or heading to places like wisconsin, which is another tough one for him. but he's going to those locations. the problem is, he's unable to gain ground in polling. right? that brings us to the second point which is if republicans in washington are starting to accept the possibility that the
white house is slipping away, at which point do they make the shift of protecting the senate majority? the number you hear is like nine, ten points. once it starts to hit that window is when it hits that panic button. trump has until labor day to prove he can get it closer. other republicans say let's see how it is going to start shifting resources away from trump to some down ballot races and shifting money to down ballot races and that calculus can change if you turn into october and trump is still falling in polls, particularly when you look at georgia. he's up by four in the polls we just showed but the fact that clinton is putting that in play is a real concern. i think when you look at trump, his campaign knows where they need to go. trump knows where he wants to go. how do you marry the two and join the two when you have a candidate out over this weekend tweeting about how he is not going to change and he is who he is and nothing is going to change it.
>> also he says, i am the campaign. that was his response to "new york times." i am the campaign. those were 2.5 of the finest points i ever heard. bringing in the 2.5 points. chris cillizza, really quickly, the campaign doesn't have control over donald trump. donald trump does what donald trump wants to do. absolutely no control and he goes where he wants to go. >> the key to understanding him, she a show man. he is sort of the circus ring master. so, i think he says one thing and privately, oh, i have to be more low key and then nick made this point. look, you get up in front of a big crowd and they're all cheering for you and you tell your jokes. anyone who have given your speech. i got it. then he goes into his thing. he is a showman. he wants to make people laugh. he wants to entertain them. that's great to watch. it is not a great formula to win a campaign.

were made. at least one person was shot, though we don't yet know the circumstances nor do we know the person's condition. milwaukee police have tweeted out this picture saying an officer was taken to the hospital after rocks were thrown at the windshield of his parole car. the unrest started on saturday night, just hours after police shot and killed 23-year-old seville smith. police say smith was pulled over because he was in a vehicle that was behaving in a suspicious manner. they say smith ran and then turned toward the pursuing officer raising a loaded gun. that's when an oicer fired, killing the 23-year-old. police say the officer was wearing a body camera. and while demands mount for the video to be released, officials say it shows the suspect armed. >> i have not seen the video. i have, however, seen the still photo extracted from that. and that still photo
demonstrates, without question, that he had a gun in his hand. and i want our community to know that. that he had a gun in his hand. now, the police officer didn't know it at the time, but there were 23 rounds in that gun. which means that he had more bullets in his gun than the police officer had in his gun. >> police also say smith had a lengthy arrest record and in the aftermath six businesses were set on fire and four officers were also injured in the unrest on saturday night. the wisconsin's governor scott walker has declared a state of emergency activating the national guard, but so far has not deployed them. still waiting for the facts, joe, but another city, another shooting and more buildings on fire there. >> all right, thank you so much, katty. joining us from martha vineyard, massachusetts, host of "politics nation" and president
of the national action network. reverend al sharpton. hey, reverend, tell us about milwaukee. what's milwaukee's record on issues of community policing? >> well, milwaukee is known as one of the segregated cities that's still left in the country and the inequality issue there has been front and center. but they've had several cases of police incidents. the hamilton case in 2014 comes to mind where an unarmed man was killed by policemen in a tussle. the grand jury did not prosecute, but the police chief did fire the officers. so there has been tensions building up. and i think that that is part of what i think erupted over the weekend. though we don't know the particulars yet. we've not seen the video. we've not seen the photograph.
but usually, joe, these kinds of things happen because there's a build up and the facts of one incident become separated from a whole kind of culture of grievance that has been allowed to just simmer rather than to deal with it. i think that's what we're looking at in milwaukee. an environment that was never addressed about police issues and inequality and the segregation of the city. >> have you been in contact with local officials there, with church officials there and can you tell us whether we should expect continued riots or do you get a sense of those on the ground that there has been a call for peace and order to be restored there that you believe will be listened to? >> no. i've been in touch over night
from here to benefit with community leaders and faith leaders and reverend has been up all night on this. there has been a call for people to deal in a peaceful way. but to address the issue. we should separate the peaceful protesters from those that are doing the shootings that we are hearing whatever they end up, with they're being the origins of. but i think there clearly is a call for also to address these matters. community leaders that call for the videotape to be released so people could see, in fact, what is being represented that the young man smith did have a gun. if that be the case, put it out there. they said the policeman had a body camera. the video says it, put it out there. put the facts out there immediately if the facts are what you say. when you don't do that, then you only raise the levels of suspicion since you have a real

the conventions. it is as much as 40%. in virginia clinton is up. he is up in north carolina as well expanding her lead there to 9%. trump still leads 45-40. the picture is nearly identical in the battleground tracker which puts it at 44-39. trump still leads by 4 in georgia though, 45 to 41%. other recent polls have shown hillary ahead. the clinton campaign confirms they are boosting stops in georgia and they see an opportunity to win. battleground states are ahead this morning. >> and the good news is you take all of those states.
who will win that? he assured us this is a state he will keep in play. it will win new york state. how is that looking? >> believe me or don't believe me you mean. >> yes. this poll is out this morning. wow. i take that back. hillary clinton is up by 30 points in new york according to the siena college research institute. >> it's the only poll we saw there where she is over 50. he is hemorrhaging ing republic. he is losing people who vote republican. if he had given his convention speech over and over again he would be in a better position right now i think. >> sure, if he had given his
convention speech, just talked about -- well, if he had just did what he did in pennsylvania and ohio and stick to script. whether you're talking about kids or campaign advisers give your speech and don't blab on tv. let your message carry itself. you look and he is getting absolutely slaughtered in these suburban-type regions. if you're talking about the suburbs of washington d.c. or talking about the suburbs of denver. he is down double digits in north carolina and down colorado and down double digits in west virginia. some say if he doesn't clean his
act up by labor day all men and women for themselves. >> and he is always someone so well prepared. it won't happen even if he wins the debates. he is defying currently what we thought about the electorate where it's a 50/50 nation. >> well, new hampshire, a state that was his state. that was like george h.w. bush. >> she lost her primary by 20. >> yeah. >> but the thing he is not doing is giving any sense that he has a strategy for a come back. republicans have to have a since that he has a plan. >> the thing is that he is talking to himself. there's no logic to this. he doesn't have a ground game. he doesn't even have people in
america who determine who the presidents will be. not even people working the ground. he called a state director and said you're in charge of state kprk. he said i've never been to that state before. the guy says go do it now. >> tapd owl important state of ohio. i would say one virtue, it's really him talking, right? >> yeah. >> when he says my crowds are huge, it's got to be the media. i think he thinks if the crowds are big he should be winning and maybe there is something wrong with the media. i think it's a world view into where his head is at. it is frightening. >> it is.
i remember back at the end of the 2012 campaign romney people saying we have 35,000 people in pennsylvania. we are going to win. it just doesn't matter. >> it doesn't matter. and maybe that was the fallacy, that trump kept seeing the primary turnout. it was small number of people voting in the primary elections and that was aullways giving hi an unrealistic flaw. >> and i'll give you a great example. i bet you i have had dozens and dozens of people come up to me and say -- i have relatives in pennsylvania. everybody i know in pennsylvania will vote for him. that guy will win pennsylvania. i can't believe he is going to
win pennsylvania. they are not talking to any of the 600,000 democrats that are going, you know, i mean trump is going to lose 500 to 600,000 votes even before he gets out of philadelphia. he will not make it up unless he wins pennsylvania and western pennsylvania by record numbers. he is not going to do that either. this is math. it's math. >> and there's polling in pennsylvania that shows the race is slipping away there too. it shows clinton is up by about 9 to 10%. while campaigning on friday night trump gave this call to action. >> and we are going to watch pennsylvania very quickly. we are going to watch pennsylvania. go down to certain areas and
watch and study and make sure other people don't wait five times. the only way we can lose is if cheating goes ochbn. we have to have the sheriffs and the police chiefs and everybody watching because if we get cheated out of this election, if we get cheated out of a win especially when i know what's happening here, folks. she can't beat what's happening here, and i mean this 100%, if in certain sections they cheat. go around and look and watch other polling places and make sure that it's 100% fine. without voter identification, which is shocking that you don't have it.
i have still -- i have yet to understand how you cannot approve voter identification at least in some form, right? >> and by the way, trump has added a place to sign up on his home page. pennsylvania did have a voter i.d. law. it was struck down by a judge that ruled it interfered with the ability with hundreds of thousands saying the need to combat fraud was not, the governor opted not to challenge the judge's ruling. party poll watchers are common during the election. they included pennsylvania back in 2008 issuing a 29-page official manual, joe. saying it is the media and saying it is because there is cheating, i'm starting to wonder whether the thing that we sort of missed at the primary process that he was never going to

distances ourselves from this guy. he says my endorsement is not a blank check. i said okay. is there a point at which that checki check expires? of course it is. well, trump is saying i will ride this thing all the way down. i am not going to change. i will be who i am. we may get an opportunity to find out what is that bright line? >>. >> is this something like the speaker's stance on this anything more than political fear? >> well, i think it's political duty. i think that, look, i think if paul ryan was a regular member of congress he wouldn't be doing this. i think he has a sense of political responsibility. i think that's misguided in this particular sense and i think that, you know, he has got to go through serious buyers remorse over the last couple of weeks.
i will say that his victory does in a sense liberate him. i think the way it played out might be difficult for him particularly as the polls go into free fall. that then becomes, you know, that's it. the flip side of this is we are starting the recrimination primaries. we are already starting to see them say who are we going to blame? is this a stab in the back? i think it's something we need to keep in mind to the extent they distance themselves from donald trump. they will be the ones accused by the enablers, by the media fluffers and enablers. they will be the ones accused of undermining. >> and they will be accused either way. >> right. >> like donald trump is going to lose this regardless. you all of these scared leaders in this middle ground.

rates that we need to address. there are other issue that is need to be dealt with there. the criminal justice reform that worked in the states doesn't really deal with that. it's trying to keep people out of prison to begin with so they don't become violent. secretary clinton talked about reforms in a positive way. we'll see what happens. we know both parties haven't really done much to help over the past 30 years. we'll have to wait and see. >> your boys were really young. your daughter was an infant. talk about your first day out. what was that like? take us through that day and being reunited with your kids that never lost fate. >> i surprised my sons actually. we set up a stage and i walked in on them and acted like everything was normal. we tried for a few minutes and then laughed. ever since then we have been
