Ayman mohyeldin alongside Yasmin Vossoughian. We begin with the latest developments concerning iran as the Trump Administrations justification for the attack that killed that countrys top general continues to evolve. Defense secretary mark esper says that he saw no specific evidence that iran targeted four u. S. Embassies days after the president said so on fox news. I can reveal that i believe it would have been four embassies, and i think that probably baghdad already started. But i think it would have been four embassies, could have been military bases, could have been the lot of other things too. But it was imminent, and all of a sudden he was gone. The president didnt cite a specific piece of evidence. Are you saying there wasnt one . I didnt see one with regard to four embassies. I share the president s view, probably, my expect is they were going to go after our embassies. And demonstrators shouted antigovernment slogans, to protest the admission that they shot down a jet which killed up 176 people on board. At first senior officials denied allegations of a missile strike framing it as western propaganda. On saturday, irans revolutionary guard acknowledged it failed to close the airspace in the International Airport as it waited for the u. S. To retaliate after irans missile attack on Iraqi Military base housing u. S. Troops. Yesterday marked the second day of protesters. The New York Times reports the unrest spread outside of teheran to at least a dozen cities. Tear gas, bullets and live ambition to disperse demonstrators. Hundreds gathered at universities to protest the governments changing narrative which prompted President Trump to tweet in support of the protesters in english and in far si, saying in part this, we are following your protests and inspired by your courage. The president warned the iran government to allow human Rights Groups to monitor. Lets go to doha, qatar where cal perry joins us. Good to have you. Lets get up to speed on these protests. Certainly a week ago, everybody was talking about the millions that turned out for the funeral of Qassem Soleimani, and now protests against the iranian government they was part of. Reporter we saw video crossing social media of people tearing down the murals that were put up for that very funeral. This was the second day of protesting. It will be interesting of course to see how things develop this morning. The protest originally started around two universities in teheran, organized by students, and its really, what theyre saying that is so stunning, death to khamenei, and the enemy is not the United States, the enemy is the government of iran. People clearly upset by the downing of the ukrainian airliner. 82 iranen ians were aboard that plane, a number of students, headed to canada to study overseas. And growing outside of teheran, a negative sign, a bad sign for the government there. We had seen violence late last night. Security forces firing at least into the air, and using tear gas to disperse the protesters. A vulnerable moment as they are opening the doors for foreigners to come in and investigate the crash site. Certainly not good timing there as you have protesters on the ground. When you see some of the video coming in on social media, its stunning to see as this whole thing progresses there. Cal, as you look historically at u. S. Intervention in the middle east and iran along with the middle east, does it help or hurt the situation when you have the president of the United States tweeting support of protesters. Reporter well, i think it probably hurts. I mean, look, this president in particular is known for lying. When you see those tweets, you know, you have to remember in the first months he was in office, he tried to ban iranians from coming to the United States. It was in the last month that he threatened to bomb the cultural sites, and as you said, the United States has this history of betraying people in the region, of calling for people to rise up against their governments and then not being there when they need them the most. Add to that, you know, the alliances that the United States has, clearly in bed with the saudis. We heard the president say the saudis put a billion dollars into the u. S. For its role in the middle east. Very questionable comments there to say the least. I think it probably does not help, and i think it will actually spur on the iranian government to do something about these protests. Cal perry live for us. House Speaker Nancy Pelosi is expected to meet with democratic lawmakers as she prepares to send the articles of impeachment to the senate. Pelosi suggested the house could appoint managers who will act as prosecutors in the Upcoming Senate trial. She also said the impeachment articles may be sent to the senate sometime this week but gave no specific indication about which day. She wrote on friday this, i am very proud of the courage and the patriotism exhibited by our House Democratic caucus as we support and defend the constitution. I have asked Judiciary Committee chairman jerry nadler to be prepared to bring to the floor next week a resolution to appoint managers and transmit articles of impeachment to the senate. I will be consulting with you at our tuesday House Democratic caucus meeting about how we proceed further. In an interview yesterday, pelosi suggested President Trump is impeached for life no matter how the Upcoming Senate trial plays out. She defended her decision to delay sending over articles of impeachment. Watch this. We have confidence in our case that it is impeach skpable this president is impeached for life, aregardless of gamesmanshp of Mitch Mcconnell. We feel proud of the courage of our members to vote to impeach the president. Theres nothing the senate can do that can ever erase that. Ten months from now, we will have an election if we dont have him removed sooner, but again, he will be impeached forever. Any second thoughts about holding on for three weeks . No, no, we feel it has a very positive result, in terms of emails and unredacted information that has come forward that bolton has said that he would testify if subpoenaed by the senate, other information that has come forward. Now, and more importantly, raising the profile of the fact that we need to have witnesses and documentation, and if we dont, that is a cover up. In an interview that aired friday night, President Trump told fox news he would seek to use executive privilege to block impeachment testimony by former National Security adviser, john bolton, as well as chief of staff mick mulvaney. Secretary of mike pompeo and former secretary of energy rick perry. Why not call bolton, and allow him to testify. I would have no problem, im talking about future, many future president s and have a security adviser, anybody having to do with security and legal and other things. Youre going to invoke executive privilege. Well, i think you have to for the sake of the office. I would love everybody to testify. I like mick to testify. I like mike pompeo to testify. I like rick perry to testify. I want everybody. But there are things that you cant do from the standpoint of executive privilege. You have to maintain that, so well see where it all goes, but especially a National Security adviser, you cant have him explaining all of your statements about National Security concerning russia, china, north korea, everything, you just cant do that. Meanwhile, house Speaker Nancy Pelosi yesterday said that she would not rule out subpoenaing bolton. We havent eliminating the possibility of ever subpoenaing and Going Forward with bolton, but he has said in this twoweek period as another piece of progress that we made that he would respond to a subpoena from the United States senate. If the senate does not subpoena john bolton, and other witnesses, will the house move to subpoena them . Its not excluded. Its not excluded, but well see what they do. But we do think that theres enough evidence to remove the president from office. Joining us here onset, msnbc legal analyst, danny cevallos. Good morning, thank you for joining us on this. Good morning, everyone. House Speaker Nancy Pelosi preparing to send both articles of impeachment ahead to the senate. There was this oped by george conway, and neal katyal, the president faces two separate impeachment trials in the senate, what do you make of this suggestion . Its a clever suggestion based on the fact that the constitution doesnt really have a statute of limitations, it doesnt have a speedy trial provision, so the house can exploit the fact that theres no real rush, and article ii is about obstruction and the argument goes, well, we know everything there is to know about obstruction, that can go forward to trial, but if you want to continue investigating the ukraine scandal, that can be held back and fwarorwarded only when they have enough evidence. Its a clever use that there are arent a lot of time limitations. Were getting a little bit of insight into the president s mindset about witnesses in particular, some of his closest aides and confidants, you heard him in the sound bite we played with laura ingram, i believe, the president saying hes seeking to execute executive privilege to block people like john bolton, mick mulvaney, rick perry from testifying. What do you make of the president s decision or desire at least to try and prevent those specific witnesses from testifying. To prevent a witness is to invoke whats called absolute immunity, means they dont have to show up at all. And the courts have said recently, really only twice in history, people who have let the executive branch, generally you dont get to assert absolute immunity. They have to show up and they can assert privilege, executive privilege as to individualized questions, but i have to put a big asterisk here, the court has suggested though it didnt squarely deal with the fact that when youre talking about somebody who exists in the National Security arena, then the rules may possibly be different. There is possibly immunity in that situation, although they didnt address it. John bolton may fall into the narrow area as someone who may be able to exert immunity. Can you exert immunity when theres a crime. Theres a crime fraud exception to privileges, most often with the attorney general client privilege is where this has come up. If its used to perpetrate a crime, privilege can be defeated instead that instance. Okay. Danny cevallos, always a pleasure, appreciate. Still ahead, we are three weeks away from the Iowa Caucuses, and new polling showing Bernie Sanders is leading in the hawk eye state. U. S. Welcome back, now to the latest in the democratic president ial primary race, senators Bernie Sanders and Elizabeth Warren lead the field in iowa, both statistically tied for first place. Cnn Des Moines Register media kom poll. Warren sits at 17, up 1 point. Former mayor Pete Buttigieg follows closely behind, 16 , down 9 points. Former President Joe Biden has 15 , unchanged since november. Senator Amy Klobuchar at 6 , andrew yang at 5 , and with less than a month to go, 11 of iowas likely Democratic Caucus goers say they are unsure of our first choice, up 6 points since november. Joining us from washington, d. C. White house reporter for politico, gabby orr, great to have you with us on this monday morning. This is the first time i believe senator Bernie Sanders has actually topped the iowa poll. What do you make of it coming so close to the actual caucus day . Well, if youre working for Bernie Sanders, you have to be a happy Campaign Volunteer at this point. Every other top tier candidate, joe biden, Elizabeth Warren and Pete Buttigieg have all sat atop this poll at one point or the other. Senator vermont to now be in the lead, six weeks out from the iowa caucus i think is a big sign for his campaign. If you dive into the numbers a little bit further, you can see that t that he also has a lot of enthusiasm behind him. Thats important in the Iowa Caucuses, Bernie Sanders supporters are with him, they are ready to support him, eager to caucus with him for the Iowa Caucuses, whereas other candidates, supporters, have second choices, back up candidates they might have an eye toward if their candidate doesnt do well in the first round in the precinct. 45 of respondents in this des moines, iowa, poll, indicated that they still are unsure whether or not theyre firmly behind the candidate that they currently support. So while senator sanders is currently leading the pack, there are a number of other candidates who could gain from those voters who are still unsure. Bernie sanders came very close to winning the Iowa Caucuses in 2016, and if he ends up winning 2020, he will have a lot of momentum going into New Hampshire, which is also expected to be a state that he performs well in. Gabby lets turn to impeachment, Speaker Pelosi explaining her delay in sending those articles to the senate by citing john bolton who we know has agreed to testify if in fact hes subpoenaed. How crucial do you think john boltons testimony is for the senate trial . I think a lot of reporters are asking themselves if john bolton had something to say that was important, why hasnt he said it so far. There are questions about his reasons for coming out and issuing that statement just a couple of weeks ago, and saying that he would be willing to testify if the senate does subpoena him. Right now based on what the president is saying, it doesnt look as though republicans are going to actually subpoena witnesses. Of course the president said in that interview at fox news that you played a little bit earlier that he would love for all of these administration officials, including former National Security adviser john bolton to testify before the senate, but last night he logged on to twitter and said having any type of witnesses called as a part of this trial lends credence to the entire impeachment witch hunt, the words that he used and so i think its important to note that republicans including Senate Majority leader Mitch Mcconnell have been in close consultation with President Trump about the procedures, and his threat to invoke executive privilege has to be something influencing the direction of this. Gabby orr, thank you, were going to talk in a little bit. Stay close. Still ahead, an update on the status of the Deadly Wildfires burning across australia. Thats devastating. Finally going to see relief. Temperatures are cooling off, back in the 60s and hopefully the thunderstorms really subdued some of the fire danger in the area. It has been, man, a deadly weekend across the south and southeast. We had a rare tornado outbreak. We havent seen this since 2013. You can see the squall line that made its way through friday, saturday, into sunday, and unfortunately we had 11 fatalities. This storm system has pushed offshore. Behind the front is some leftover moisture from montgomery to atlanta. And this is going to be in place at least until wednesday afternoon. Its on the light side, only forecasting potential of 2 to 3 inches, but this is once ge again, just that nuisance rain, could have potentially a little bit of river flooding across the southeast into wednesday afternoon. This will be a stalled out front. Then it pushes offshore, and final tli we finally were going to see some dryer air in place. What you really have noticed is the above normal temperatures taking over 2 3 of the u. S. And it is not backing off. I mean, we have spots that are 5 to 15 degrees above average. Today, across the central and southern plains, dallas, a high of 64. Were going to see the cloud coverage in place, but man, people are really soaking up all this warmer air, and thats going to continue all the way into tuesday, wednesday afternoon. The bubble of this heat, it really sticks down for charleston, roanoke, to charlotte. Nearly 25 degrees above average by tuesday afternoon. Then kind of backs off a little bit by late week. Now, the dryer conditions are kind of a quieter weather pattern that were currently seeing is always good news, but we have another storm system. Were going to watch really closely coming out of the Pacific Northwest. Again, this could be deja vu, another Severe Weather outbreak, potential of widespread snow and ice going into the weekend. So watch out. Thanks janessa. Still ahead, were going to dig into new reporting about the conversations that were going on inside the trump white house, both before and after the drone strike that killed irans top general. Plus, senator Bernie Sanders is escalating his attacks on some of his top 2020 democratic rivals. Now hes taking on Elizabeth Warren and joe biden ahead of the Iowa Caucuses. We are back in a moment. Com welcome back, everybody, im Yasmin Vossoughian, alongside ayman mohyeldin. We begin this half hour are more on iran as the Trump Administrations justification for the attack that killed iranian general Qassem Soleimani continues to evolve. In a time line of the internal conversations at the white house after that u. S. Drone strike, the New York Times reports secretary of state mike pompeo cited the need to force imnegligent attack that President Trump has amplified. Administration official said they did not actually know when or where such an attack might occur. According to the times there was no single definitive piece of intelligence. Instead officials said cia officers spoke of the mosaic affect, multiple scraps of information that came together indicating that general soleimani was organizing proxy forces around the region to attack american embassies and bases. Several officials said they did not have enough concrete information to describe such a threat as imminent but they did see a worrying pattern. Meanwhile, in an announcement, the president s National Security team, Washington Post reports the attack on soleimani reflects trumps growing comfort in his job in the presence of National Security advisers, who are more willing to provide him with aggressive options and trump floated the possibility of killing soleimani in the spring of 2017 when the iranian backed rebels in yemen filed a Ballistic Missile at saudi arabias capital before trumps arrival to the country. Defense secretary at the time jim mattis resists any such action, white house officials viewed the absence as one of the reasons the strike proceeded, surmising that mattis wouldnt have supported such a strike or wouldnt have even presented the option to the president. On friday, the Trump Administration announced another set of economic sanctions against iran in response to irans missile attacks against military bases housing u. S. Troops in iraq, secretary of state mike pompeo and treasury secretary Steve Mnuchin spec specified that the sanctions are issued against individuals involved in irans construction, manufacturing, textile and mining sectors, including its largest steel and iron manufacturers. The Trump Administration singled out eight iranian officials to be targeted. Soon after President Trump issued his own statement reiterating the call for sanctions saying in part this, these punishing economic sanctions will remain until the Iranian Regime changes its behavior. Over half of americans disapprove of President Trumps handling of the situation in iran, according to a new abc news poll, 56 percent say they disapproved. Broken down by party lines, that cou includes the approval of 87 of republicans, 57 of independents, and 90 of drats disapprove of trumps handling of the crisis. 52 say the strike made the country less safe. 25 said it made us more safe. Senator Elizabeth Warren is calling out her progressive 2020 rival senator Bernie Sanders for reportedly smearing her campaign. According to talking points obtained by politico, Sanders Campaign has begun stealthily attacking warren as a candidate of the upper crust who could not expand the Democratic Base in a general election. Heres how the two senators responded over the weekend. I was disappointed to hear that bernie is sending his volunteers out to trash me. Bernie knows me and has known me for a long time. Democrats want to win in 2020. We also saw the impact of the factionalism in 2016 and we cant have a repeat of that. We have over 500 people on our campaign. People do certain things. Im sure that in an elizabeth Campaign People do certain things as well. But you have heard me for months, i have never said a negative word about Elizabeth Warren who is a friend of mine. We have differences on issues. Thats what the campaign is about, but no one is going to be attacking elizabeth. Warren is capitalizing off that report, and has since sent out a fundraising email to her supporters, asking for donations. And senator Bernie Sanders campaign attacked former vice President Joe Biden accusing him of trying to rewrite history over his vote for the invasion of iraq in 2003. On friday, the former secretary of state john kerry who is one of joe bidens top surrogates pushed back against sanders during an iowa stop saying biden was not in favor of going to war. I think he knows full well as a lot of other people do, there was a difference in people who felt they needed to give the leverage to get Saddam Hussein back to the table without going to war, and that was structured in a way that it was either or, but that didnt mean you were in favor when the Administration Made the decision of going to war. Releasing a statement, biden made clear that he was voting for war, calling the decision the worst Foreign Policy blunder in modern american history. I did make a bad judgment trust the president saying he was only doing this to get inspectors in and get the un to agree to put the inspectors in. From that moment, i was opposed to the effort, and i was outspoken. Bide skpn hn and his surroga it was never the intention to grant permission for a war indefinitely. Joining Us White House reporter for politico gabby orr. Politico reporting that the Sanders Campaign is instructing reporters on how to sway voters away from Elizabeth Warren. What does this mean for the relationship between the two progressive candidates on the campaign trail. It looks like the gloves are coming off between Elizabeth Warren and Bernie Sanders. The two candidates have been fairly kind to each other over the course of the campaign. They havent targeted each other, despite knowing a lot of their support comes from the same progressive flank of the democratic party, and yet now here we are just a couple of weeks away from the Iowa Caucuses and the New Hampshire primary, and you can see that they really are vying for the same supporters, and in order to gain new voters and bring them into the fold, they have to go after each other on not only their progressive policy chops but also the campaign theyre running. Thats what were seeing right now. One thing that was important in the Des Moines Register poll that we were talking about a little earlier on the program is the fact that Bernie Sanders 20 of voters who supported him in the 2016 Iowa Caucuses have now gone and supported Elizabeth Warrens campaign, and so he still has a great deal of support from 2016 that has stayed steady through this primary, but a lot of his supporters have left and gone to candidate warren and its something that his campaign is very much aware of, and something now the closer we get to primary voting, theyre trying to take steps to prevent that number from growing further, and possibly even to gain some of those supporters back. What do you make, gabby, really quickly, the wait this has broken for Bernie Sanders so close to the vote, that were just a couple of weeks out, and this is the first time according to this poll that he is in first place. Is that likely to change, are we likely to see the momentum swing back in favor of others at some point. I know at some point, every one of the candidates has been number one briefly. Its hard to tell. A couple of months ago, mayor pete was at 25 in the iowa poll, and now hes down 9 points this time around and so all of these candidates have incredibly strong ground games. They have volunteers out there door knocking. Theyre going to be ramping up those efforts you can expect over the next few weeks. This could change the dynamic of the race in the next few weeks. Bernie sanders is sitting steady at the top of this, heading into iowa and New Hampshire with a great deal of momentum, and i think the one thing that is telling about his campaign, and makes his campaign unique is the sort of devotion, and enthusiasm that you see with his supporters. It is unprecedented if you look at polls, the number of supporters, the percentage who say they are enthusiastic about the candidate they support and that candidate being Bernie Sanders. We have that looming Senate Impeachment trial which is going to take many of these senators away from the campaign trail for a couple of weeks ahead of the Iowa Caucuses. Gabby orr, thank you so much, appreciate it. Ahead of the primaries and caucuses, a majority of americans say that voters in iowa and New Hampshire do not represent their views. According to a new poll from nbclx and Morning Consult 59 said early voting states are not representative of how they feel in the primaries. 41 said those contests represent their views well. 60 of americans are satisfied with the tradition of iowa and New Hampshire voting first in the president ial primaries, 41 said they were not satisfied. Still ahead, much more on the 2020 primary, including the extent of joe bidens massive lead amongst black voters and the candidate russia may be trying to sabotage this time around. According to bloomberg news, they are looking into whether the new object of interference, u. S. Intelligence is rig to determine in part whether russia is working to promote the turnovers of Hunter Bidens business dealings in ukraine. A spokesperson for the Biden Campaign told bloomberg news, Vladimir Putin has interfere insteed in our elections before and no surprise hes doing it again. This comes as senior officials are warning that russian interference could be worse. Michael bloomberg is not ruling out spending a billion dollars of his own money on the 2020 president ial race even if he doesnt win the democratic nomination. Bloomberg told the New York Times that he would use his political operation to help senators Bernie Sanders or Elizabeth Warren win in november if either is the party nominee. Nbc news reported last week that bloombergs Massive Campaign of some 500 staffers would work through the general election, and shift their efforts toward helping elect who ever. Joe biden is far and away the front runner amongst black registered voters with a lead of 28 points over the next candidate. The former Vice President sits in first place with 48 . Bernie sanders in second with 20 . Elizabeth warren in third with black voters coming in at 9 . The other five candidates are all statistically tied in the four point margin of error. Michael bloomberg and cory booker at 4 andrew yang at three. Lets bring in nbc meteorologist janessa webb. It was a tragic weekend for millions as we had Severe Weather outbreak saturday into sunday. And the National Weather service just issuing over 700 reports, six of those tornadoes. Over 400 to 500 wind damage reports and this is the scene in south carolina. North central high school. Good news, we didnt have any fatalities in this area, but in areas of the southeast, eleven fatalities over the weekend. Now, the National WeatherService Survey team will go out and assess that damage but just looking at that video, potentially an ef 2 to an ef 3. Now, behind that front that we saw that sparked up that Severe Weather is cooler temperatures for the upper midwest, but man, the heat is still building for atlanta to charlotte. 62 waking up this morning. Now, we want to advise you early, its a very quiet start to your workweek, but we have another system that is going to be multiphased from Severe Weather, heavy rain from the south, also the potential of flooding for the midwest, and then heavy snow from the great lakes to the northeast. California looking to Lower Health Care costs by creating its own Prescription Drugs. What can you tell us about this . Its an interesting plan put forward by the governor. The first state to undergo anything of this kind, but california wont be looking to partner up with generic drug manufacturers, they will, to start making their own Prescription Drugs. We dont have a lot of detail how much it will cost, which drugs cheh make, how much the state will save, but its part of a plan to tackle Rising Health care costs. Im sure a topic you talk about frequently especially when it comes to the shortage of those generic drugs out there. Worth bearing in mind in california a high potential to pass this proposal because democrats have a super majority in both houses. So it could be actually a sea change in when it comes to states getting involved in Rising Health care costs. Wondering if other states will follow suit. If california does this, would they be allowed to sell those medicines across state lines as well. Could be a gamechanger for the country. Thank you. Up next, a look at axioss one big thing. The Trump Administration starting to resume outreach to the North Koreans trying to kickstart negotiations over the nuclear program. This comes from a conversation recently with the new National Security adviser robert obrien. Trying to restart talks that stalled last year in october, in europe. Havent had movement lately. Trump trying to work on his personal relationship with president kim. He speaks fondly of him, talks about the communications at the summit meeting hoping to use that relation to get things moving again and obrien tells us somewhat optimistic about chances for new talks. Remember, the christmas surprise never happened. A lot of talk, what kind of Christmas Present north korea would give to the world. Phrasing for a new nuclear test. There wasnt one of those. Obrien is optimistic because no nuke colors test over the holidays may be open to communications again. And in the future remember what a former National Security adviser john bolton said recently. The Trump Administration tried to talk with north korea and time to admit nothing will come of them. And a focus group with pennsylvania voters. Trump supporters generally were approving of the attack. This focus group, very swingiest of swing vetters. Folks who voted for obama in 2016 and flipped to trump in the more recent election saying they endorse what President Trump has been doing but an important bit of wariness that if it spreads to more wore an conflict in the region they would quickly turn on the president an his decision. What other interesting things emerged from the focus group . A lot of sense of very much Backing Trump sort of more broadly. We hear this a lot and they like what trump . But dont like how he does it. Israel is an scaexample. Great to take out a known enemy of the United States. They wish the president would change his tone, work more with allie allies.
