Here, really, is whether or noth the review, got approval, and then a higherup in the National Security council, someone who worked for definition vin nunes good day, im Andrea Mitchell in washington. Continuing our breaking news of the president s, did not grant final approval. Coverage of the second stunning andrea, its not a legitimate defeat for the trump position for the white house to administration from the Supreme Court just this week. Take, that everything the today, a surprising 54 majority president says is classified. Decision written by chief its just not true. Justice john roberts that the it doesnt stand to reason. Trump administration cannot shut it wouldnt stand up in a court, down the Deferred Action Program and it wont. The real problem here, andrea, known nationally as daca, is that for the first time in allowing nearly 800,000 dreamers modern american political to avoid deportation from the history, the National Security u. S. Adviser to President Trump has Justice Roberts writing that the declared President Trump unfit administration did not give an for office. Adequate justification to end and thats the same claim that the program. That leaves an opening for the james mattis has made and that president to again try to end jim comey has made, that former it. Chairs of the joint chiefs of but that is considered unlikely staff have made. This is an extraordinary, in an Election Year. Unprecedented situation. Just a few moments from now, ill speak to House Speaker and the details in this book are very damaging for the president nancy pelosi for her reaction to the daca ruling and whether politically, obviously, but also there can be a compromise in terms of how we should want our president to conduct foreign between starkly different house and Senate Versions of Police Reform this summer. Policy on behalf of the American People. First, joining me now, nbc justice correspondent pete nick burns, the other issue williams, and an assistant dean here is, the way other leaders at the Lyndon Johnson school for Public Affairs in austin, texas. Have leverage. Pete, first of all, take us Vladimir Putin, for instance, through this decision. Daca, remember, was born by according to john bolton, thinks the stroke of a pen. That he can take advantage of obama and his administration in 2012 created the daca program. President trump, especially so when you can create by after helsinki. Executive order, you can end by there was this clip from john executive order. So to be clear, President Trump bolton on abc. I think putin thinks he can could have ended daca by play him like a fiddle. I think putin is smart, tough. Executive order but he chose not to do that. I think he sees t with a seriou perhaps he didnt want to take the political heat for it, whatever reason. What happened here is the here. I dont think hes worried about donald trump. Justice department under Jeff Sessions said daca is illegal. Then the department of homeland and, nick, the other issue is security wrote a brief memo for the chinese. The reasons it shut it down. President xi, at the same time today the Supreme Court said as this book is being released, that explanation didnt meet the demands of the law. There is a federal law that says the Chinese Foreign minister is sitting down in hawaii for a when the government creates a meeting with the secretary of program that a lot of people depend on, you have to have good state, mike pompeo, and all reasons, you have to carefully say why youre shutting it down. These details from the book thats where the Supreme Court said today that the administration failed. It said basically the department being splayed across the front pages, what kind of leverage of Homeland Security didnt take sufficient account of how many does that give china over the u. S. . Andrea, the last thing we people depend on daca to stay here and also get work permits. Should want is for the american president to be beholden to xi jinping and Vladimir Putin. And frankly, im searching for the four conservative words here, its shamef fuful t dissenters, Justice Thomas said this, todays decision must be recognized for what it is, an an american president would ask effort to avoid a politically president xi, an authoritarian controversial but legally dictator, to intervene, correct decision. Andrea, this reminds me of the effectively, in american decision from the Supreme Court elections by upping his purchase a year ago when the court said of american products. The administration went about it shameful that the president the wrong way, trying to put a would offer to intervene in American Court cases against Citizenship Question on the chinese and Turkish Companies census form. What the court basically said is, you cant hide the ball, that had violated our law. Come right out and tell us why we havent had a president act like this. And so i think this book is you want to do it, and they going to be probably the most didnt do it. Damning set of evidence in the thats in essence what happened with this decision. To be clear, daca continues. Last 3 1 2 years against how young people in the program can President Trump has acquitted himself as our president. Renew their status every two years as the program demands. And the administration, as you nick burns, thank you so noted, could try to shut it down much. Kristen welker as well. Again. President trump could issue an coming up, united for executive order. Change. How the sisters of people who dhs could go through this all have died in Police Custody are over again. Your guess is as good as mine working together to try to help about whether they would try to do that, on whats become a end police brutality. Stay with us. Youre watching Andrea Mitchell relatively Popular Program reports on msnbc. During an Election Year. Youre clearly someone who takes care of yourself. So when it comes to screening for colon cancer, dont wait. During an Election Year pete, because when caught early, its more treatable. Im cologuard. Im noninvasive and detect altered dna in your stool to find 92 of colon cancers even in early stages. I just wanted to read a tweet tell me more. Its for people 45 plus at average risk for colon cancer, from the president who tweeted not high risk. Today, you get the impression false positive and negative results may occur. That the Supreme Court doesnt ask your prescriber if cologuard is right for you. Like me, a sense of humor im on it. There. Thats a step in the right direction. He will really find out whether they like him in another couple of weeks when the court rules on two cases that he brought to the Supreme Court on these demands for his financial documents in texas. And sometimes, you can find yourself victoria, were dealing with heading in a new direction. 800,000 Young Americans who came but when youre with fidelity, a partner who makes sure every step is clear, as toddlers with parents to the theres nothing to stop you from moving forward. United states who were not documented. No other countries besides the awes, to qualify, many of them are in the military, they have to be enrolled in school or college, and theyve been wait to go find out whats been happening in their lives. Andrea, this is the country they know. Ive had the fortune to have many dreamers in my classes at the university of texas. Theyre like any other college kid, any other young person. Andrea, this is a fight thats been going on for close to 20 years. The very first iteration of the dream act, which is the model for daca, was back in 2001. Weve seen over ten attempts in congress to get it passed. Usually what we see is a very strong bipartisan effort, it comes close, but it doesnt get it. We saw in 2012 president obama be able to put this executive order in. And in the last couple of years theres been this limbo. Weve come a ways. We have a sigh of relief. But i want to underscore here that were really not going to a partner who makes sure every step is clear, see substantive change until i have moderate to severe pnow, theres skyrizi. This is codified into law, until things are getting clearer, yeah i feel Free Congress says, okay, were going to provide protections, a to bare my skin yeah thats all me. Pathway to legalization, for these kids who came here through nothing and me go hand in hand no fault of their own and who nothing on my skin thats my new plan. Are as american as apple pie. Nothing is everything. Thank you so much to victoria keep your skin clearer with skyrizi. And of course to pete williams. 3 out of 4 people achieved meanwhile, in atlanta, after 90 clearer skin at 4 months. A night where a number of police of those, nearly 9 out of 10 either didnt show up or called sustained it through 1 year. Its very emotional, all i by police against black communities, nbcs morgan keep thinking about is my radford sat down for a powerful husband wont be here, no matter conversation with seven women how many charges they face. Whose siblings have died from its ridiculous, its still police violence. Some of them met with President Trump this week but refused to take part in a white house unjustified, regardless of how public event. Now for the first time theyve they feel, its unjustified. Come together, all pushing for the distance of him running change. Away, it should have never went to that. For them to try to justify their reporter a moment of joy. Actions is ridiculous to me. Andrea, let me tell you, officers in the other five cases thats really just that whole were found not guilty, awaiting trial, or are no longer under discussion is subterfuge away investigation. From the real important issues thats a scary place to live in this case. In, to know that at any time my i will just say that we stick by life can be taken from me. And im doing everything im our comments made on yesterday. Told to do, and we still are but im hoping people will turn back to the crux of this issue. Looked at as easy prey, easy and the crux of this issue is targets. How many of you saw the that mr. Brooks is dead for really no valid reason at all. Videos of your loved ones being killed if such a video existed . Theres a lot of visual four of you saw your siblings evidence, obviously, many die. People, including the mayor, from her comments last night, were not aware of those still i saw terrence lying on the photos showing one officer, ground with blood everywhere. I have not been able to get that officer rolfe, kicking mr. Image out of my head, of my twin brooks and officer brosnan laying on that ground like road standing on him. Tell me your reactions and how important that was, as well as kill. What did that image do to the shot that was fired into you . Traumatized me. Another car, with three i didnt watch George Floyds video because the thought of a witnesses. Well, my staff and i all grown man crying out for his mom probably had visceral reactions bothered me, because then i started to kind of obsess over when we saw the surveillance it, did he cry for our mom. Tape showing the kick and showing officer brosnan standing reporter now theyre on the body of mr. Brooks. Channelling that pain into purpose, pushing for a bill that changes the use of force i could not imagine a circumstance that would standard, ends qualified immunity for officers, and illustrate a more total lack of respect increases oversight of Police Funding as well as mandatory represented. But you also got to consider, psychological evaluations. Earlier this week, after meeting privately with families whose not only with them disrespecting loved ones were killed by mr. Brooks, this action took police, President Trump signed an executive order on police place in an open parking lot, at reforms, a list of recommendations that he says a restaurant were people were will raise the standards for police conduct. Out filming them, and the these standards will be as officers apparently that did not mean anything to them. High and as strong as there is the shot that was fired into the on earth. Reporter but some say the president s order did not go far car of the gentleman who was enough, including another visiting from memphis, it just grieving family member, the mother of Ahmaud Arbery whose shows how this situation had son was shot by two white men in really gotten out of control and georgia earlier this year. I dont think thats enough. How reckless it was to fire that i do think it is a start. Weapon at a restaurant parking i want to have laws in place lot, not being able to control where policemen are held where the projectiles would end accountable for their actions. So what do you say to the up. And as one of those witnesses rest of us who are raised by said yesterday, its really fortunate that were not talking black men, who, whether we are about an additional death other than mr. Brooks. Black, white, or latina, or asian, will be raising black men, who have brothers we want do you have any concern that you may have overcharged officer to protect, what do you say to rolfe given how hard it is to the rest of us as we hope to protect them, as we hope to convict a Police Officer and how raise them, how do we metabolize much visual evidence there is whats happening . That there was at least a lets be transparent. Struggle before mr. Brooks ran lets be honest. Lets start opening up away and was clearly shot in the back . Conversations and treating no. Children as theyre humans. We have made a careful examination of the evidence. Because theyre treating our children like theyre adults. And in this case, because weve we need to have the conversation not just with black and brown moms and kids. Had the opportunity to review white people need to have that conversation. Right now we need to face it eight separate videos or video headstrong, because i dont want surveillance incidents of what to see another traumatizing happened, im not concerned video. Our main focus is change. About being overcharged. Changing the laws, changing and also this marks, i believe, policing in general, because we about the 39th or 40th police know that pain. Case that weve prosecuted, this i live it every day. They live it every day. Marks the ninth time that we and we dont want anyone else to go through that. Have been involved in a police on behalf of all of you, i shooting that results in want to thank morgan radford, someones death. Thank you, morgan, for bringing and so weve charged a felony these women together to tell their family stories. Murder before. Well be right back. It has not been problematic. No uh uh, no way so im not really concerned about overcharging. Come on, no you presented in your case, no nnnnono only discover has no annual fee on any card. When you made your presentation yesterday, that the taser was not functional after it had been fired twice. I feel the weight you carry, as i carry it myself. Downed how this got out of but as i reflect and see all the Amazing Things youve been doing. Control, where for 41 minutes one thing is clear, technology has never been so important. There was what visually seemed to be a normal conversation, a cooperative person. Do you know how it got to the youre turning living rooms into conference rooms, point where mr. Brooks was shot backyards into school yards, in the back . Well, when you watch the and bringing doctors into homes virtually and securely. You are transforming Business Models incident, as weve talked about, and virtualizing workforces overnight. The 41 minutes, its a very because so much of that relies on financing, informal, casual, almost a we have committed two billion dollars to relieve the pressure on your business. Jovial conversation. But at the end of that 41 and to help us all emerge from this, weve opened our supercomputers and patented technologies to scientists minutes, the officer, based upon around the world, accelerating the search for a vaccine. His own departments this isnt easy. Regulations, was supposed to but as you adapt and move forward, inform mr. Brooks that they were were here with the people, financing, and technology, arresting him for a dui. Ready to help. The officer did not do that immediately, as the regulation required. But what he did was, he moved to the rear of mr. Brooks and he attempted to restrain him. So when he did that, you could see mr. Brooks react, and his reaction was to start running. So an incident that had been calm up until that exchange then turned into something that we all know now had progressed to the shooting of mr. Brooks. Im going to be speaking to the House Speaker in a moment. How important is it, do you think, that there be a National Standard for the use of force, given what has happened repeatedly with this kind of issue, with the police using force against minority communities, principally black communities . Andrea, i believe that we really need to stop playing around with this issue. I really believe thats what weve been doing in this country. Weve been just talking about it. Were really not serious yet, because when we are serious, i think that what were going to do is were going to form a national, independent, new department in the federal government that will do four different things. One of those things is to in this world where people are staying at home, many of lifes moments are being put on hold. Collect data. At carvana, we understand that for some the second thing that they would do is to create standards and getting a car just cant wait. Thats why the new way to buy and sell a car is also the safer way. Training. The third thing i think they at carvana, you can do it all 100 online from home ought to do is to reward communities and police with a touchless delivery and pickup process to keep you safe. Departments who deescalate and for even Greater Peace of mind, all carvana cars situations. And the fourth thing this come with a 7day return policy. National agency should do is so if you need to keep moving, its our goal to keep you safe. Create a place where citizens check out carvana, the safer way to buy a car. Can complain and get cases prosecuted. I dont think were going to see any real significant reductions until we put together this agency, because that agency will send a signal to communities continuing our breaking News Coverage of the Supreme Courts that finally, we are serious big decision, the 54 ruling about this problem. Because right now people dont siding with dreamers, the think that our country is children of undocumented serious about solving this immigrants, thereby blocking the administration from possibly problem, we just keep talking about it. Deporting them immediately. Nearly 800,000 young people at paul howard, thank you very stake. Joining us now, nbc news correspondent jacob soboroff. We did talk to one dreamer in for small prices, you can build big dreams. Phoenix. Lets take a look at what this spend less, get way more. Dreamer had to say. If you go to tijuana, just a couple hours drive from los angeles, its not hard to find deported members, former members of the United States military who were undocumented and served this country, just like their brothers and sisters alongside them who were citizens and thats a fate that other dreamers have avoided today. Thank you so much, jacob soboroff. Great to see you again. That does it for us for Andrea Mitchell reports. Katy tur and chuck todd pick up our coverage after a short break. Todays Supreme Court ruling preserving daca for now at least, is a major victory for democrats and of course the dreamers. Lawmakers who have spent years trying to protect the rights of dreamers around the country. House Speaker Nancy Pelosi joins us right now. Lets start with the Supreme Court. The president has tweeted he doesnt think the Supreme Court likes him very much. I guess not. Two surprise decisions this week. But after all these years, the dreamers are safe for now. Its not about whether the court likes the president. He should know that. Its whether the court likes the constitution of the United States. And with the lgbtq ruling the other day, and now with the daca, clearly this is a victory for the American People. And it isnt about it isnt personal about the president. Its constitutional about our country. Do you think that there needs to be legislation to protect dreamers no matter who is elected, that there has to be some permanent fix for these people . Because he can change it by executive order if hes reelected. While the future of work well, lets not even remains a question mark, entertain that thought, lets enjoy the moment. One thing is certain we passed the dream act in 2010 reopening will be a journey. Thats why salesforce created work. Com in the house, and had hoped that to help at every step of the process, could be passed in the senate, with tools like manual Contact Tracing but it was not. To help prevent one from becoming three we have now passed it again, and and three from becoming more. While displaying Key Information in one place that would include many more people, many more dreamers on a Customer Relationship platform you trust. Beyond the daca category as well because heres one more thing were sure of. As temporary protected status relationships are the heart of business. And some other categories. So lets tackle this together. That is sitting in the senate. We would hope that senator mcconnell would follow the but a resilient business you cacan be ready for it. Re. Wishes of the American People. A Digital Foundation from vmware helps you redefine whats possible. Now. Overwhelmingly, threequarters from the hospital shifting to remote patient care of voters, threequarters of voters support the dreamers. In just 48 hours. To the university moving hundreds of apps overwhelmingly, republicans, quickly to the cloud. Democrats, independents, support the dreamers. Or the City Government Going Digital 62 of people who support to keep Critical Services running. President trump support the dreamers. Its just that republicans in you are creating the future the senate who just have chosen on the fly. Not to see the light. And we are helping you do it. Vmware. Realize whats possible. But hopefully this decision will give them some currently. Courage. Madam speaker, the George Floyd Justice and policing act on the house side is now, youre saying, going to conference with the senate. Do you think there can be a compromise between the Republican Senate position and the position coming out of the house and really get Police Reform done this summer . Well, lets just say we always hope there can be a compromise. We always strive for bipartisanship. We have a responsibility to find our common ground. But when we cant find our common ground, we must stand our ground to say, no chokeholds, no racial profiling, no to noknock warrants. That list goes on. Maybe there can be a compromise in language in other aspects of the bill, ill leave that up to karen bass, the chair of the congressional black caulk u. Kac to mr. Nadler, chair of the Judiciary Committee, as to how we go forward. But the American People have spoken in large numbers in good afternoon out east and protest against the status quo. Good morning out west. I hope that the senate im chuck todd. Heres the latest on a very busy republicans are listening. News day. The Supreme Court upheld president obamas signature is there any possible compromise on the issue of qualified immunity for Police Officers . Immigration achievement today. The deferred action for that depends. Childhood arrivals policy or its something that we strongly daca. Support, a repeal of the more on that in a moment. Quite an unusual way the court qualified immunity. There could be a reform of it, ruled. One of the Police Officers charged in the death of rayshard thats a matter of discussion. Brooks has turned himself in. Were going to speak with but you see a lot of the sports figures have now come out in officer devin brosnans attorney in his first live interview support of the repeal of the qualified immunity. Since his client arrived at the courthouse. Were very proud of not only President Trump is lashing out at his former National Karen bass but in the senate, security adviser john bolton for his new book today. Senator harris and senator trump criticized bolton in an interview with the wall street booker helped write this bill, journal and on twitter calling and well see how they guide us him a, quote, sick puppy and his book a compilation of lie in terms of how we deal with the senate on all of this as well as chuck schumer, of course, a long time member of the Judiciary Committee in the house and in the senate. The president has moved his tulsa rally from tomorrow to saturday. It was originally, as you know, on juneteenth. And hes now tweeting that he made juneteenth famous by having originally helped plan that commemoration, his rally on that day. Do you think juneteenth should be made a National Holiday . Its stunning, the president says that the Supreme Court liked me, or i made juneteenth. This is a person who is ethically unfit, intellectually unprepared, and unqualified to be president of the United States as he says everything is about him and not about our country. Juneteenth is a very important day for many of us, even before whats his name ever heard of it. What were doing here in the capital for tomorrow, later today, i have put forth a letter asking the clerk of the house of representatives to remove the paintings of four confederate soldiers and participants who became speaker of the house, who were speaker or became speaker of the house. We didnt know that until we were taking an appraisal of the statues, and then we found out from the curator that four of them had been part of the confederacy. So later today, those paintings will come down, and thats how we will be observing juneteenth in the capitol. What about the statues, do you have any way of dealing with that or does that have to be done by the states . Well, the states, the statues are there, as you indicate, thank you, representative of the states. I put robert e. Lee in the crypt when i was speaker before. And now the public mood and understanding of why this temple of democracy, this capital of the United States, should not have figures there who advocated for something completely different, is clear. So barbara lee and benny thompson, the chair of the Homeland Security committee, they have legislation to remove the statue of the confederate participants from the capitol. I think now were up to 14 or 15 of them. Were doing the research. But imagine, they committed treason against the United States of america, and they have statues in the capital of the United States. I dont know what will happen in the senate, theyre trying to do something in that regard in the senate as well. Im sorry, i didnt mean to interrupt you. In john boltons book there are new revelations including that the president , at the g7 summit, asked president xi to help him win reelection by buying soybeans from american farmers, which would seem to be akin to what he reportedly did with ukraine, also bolton saying that Vladimir Putin can play him like a fiddle, the president praising president xi for concentration camps holding the muslim uighurs. Your reaction to all of this . Well, let me just say that i said already, the president is ethically unfit, intellectually unprepared, and personally unqualified to be president of the United States. And i think that what were seeing in some of the statements of those who have served the president , to see that point confirmed. As far as the book is concerned, shame on john bolton for not coming forth during the impeachment. He wants to have a con with the far right by saying, oh, im criticizing the democrats for not going further in the impeachment. But the fact is he refused to receive a subpoena from the house of representatives. He said he would only receive it from the senate. Well, he knew the senate would never issue one. So he chose loyalties in his book instead of patriotism to our country, knowing how unfit donald trump is to be president of the United States. I dont know if it makes any difference to the republican senators, i dont know if it would have given them any courage or patriotism to vote differently in terms of impeachment or removal from office. But i think his words would have rung stronger if he had backed them up in the forum where it mattered instead of at the Cash Register for his royalties. House speaker and by the way, on that subject yes, maam. No, please proceed. I was going to tell you, the president was at the g20, at that meeting with president xi and all of that transpired. I did speak to him on the phone, he called me about some other things. I spoke to him twice. The first time he called, i said, mr. President , mr. President , can you Say Something at the g20 about whats happening in hong kong . At that time all the young people were in the streets, asking for democratic freedoms. And i said, im sure youre observing what is happening there. He said, yeah, did you see the size of that crowd . And he said, 2 Million People were in the street. I said, 2 Million People was a lot of people especially when you realize that that is 25 of all of the people who live in hong kong. But then i said, could you Say Something to president xi about the uighurs, because we had bipartisan support, house and senate, democrats and republicans, concerned about the camps that the uighurs are being put into. So when i talked to him again, he said, i spoke to president xi, i mentioned it to him and he said they like being in those camps. But yesterday the president signed our uighur bill sponsored by senator rubio in the senate, again, bipartisan, support of the house and senate, yesterday, he signed the bill. So, interesting times. Interesting indeed. Thank you very much for that personal anecdote, we really appreciate it, madam speaker. And eliquis has significantly less major bleeding than the standard treatment. Eliquis is fdaapproved and has both. Dont stop eliquis unless your doctor tells you to. Eliquis can cause serious and in rare cases fatal bleeding. Dont take eliquis if you have an artificial heart valve or abnormal bleeding. If you had a spinal injection while on eliquis call your doctor right away if you have tingling, numbness, or muscle weakness. While taking eliquis, you may bruise more easily and it may take longer than usual for bleeding to stop. Seek immediate medical care for sudden signs of bleeding, like unusual bruising. Explosive new details from former National Security adviser john boltons new book are emerging today as the department of justice files a motion overnight to get an emergency injunction to stop the book from being circulated although its already been published and distributed widely. President trump is bashing bolton on twitter and fox news. He broke themple. As much as its going to be broken. Its highly classified. Its highly classified information. And he did not have approval. In one of the most stunning revelation in the book, which nbc news obtained, bolton writes that President Trump asked chinas president xi at their last summit, as weve been discussing, to help him win reelection, bolton writing, quote, he then, stunningly, turned the conversation to the coming u. S. President ial election, alluding to chinas economic capability to affect the ongoing campaigns, pleading with xi to ensure that he would win. He stressed the importance of farmers and increased chinese purchases of soybeans and wheat. Trump also telling xi that he agreed with his policy of creating those concentration camps for the muslim uighurs, as i just discussed with nancy pelosi. Joining me now is nbc correspondent Kristen Welker and an adviser to the biden campaign. Kristen, first to you, a lot of this we sort of knew. This is confirming information from the highestranking insider, from the National Security adviser, a former fox contributor and a wellknown conservative. But the president is just fuming about this in reaction. The president is fuming about this, andrea, and he is trying to essentially dismiss john bolton to tarnish his name and so are his allies, Rudy Giuliani for example tecxting me overnight, calling bolton a backstabber for writing these revelations. The problem for President Trump, something you just pointed to, the fact that this is a wellknown conservative, someone widely respected in conservative circles. And hes now effectively painting this pattern of behavior by President Trump, suggesting that he would ask president xi for help with his reelection, thats the entire reason the president was impeached in the first place, andrea, the fact that he asked ukraine for help with his election. And of course now he disputes that characterization. But the bottom line is, it does create this broader question around President Trump and what specifically he is saying to these other foreign leaders. Now, the president lashing out, firing back. But how will this affect him politically. Moderate conservatives will say, wait a minute, if bolton is raising these alarm bells, we need to take this seriously. Could it dampen his turnout among that group . How will it impact undecided voters, suburban women . You can bet, andrea, President Trump will continue to hammer bolton, so will his allies. He has that big rally scheduled in tulsa, oklahoma, over the weekend, his first since the covid crisis started. So much at stake in the middle of this ongoing covid crisis. But now these new revelation in the book, will he try to use this to energize his base . I wouldnt be surprised if we heard some of what we saw on fox news overnight at that rally on saturday, andrea. And as he continues nick burns,
