of outrage and the team. roger goodell suspended the running back indefinitely after tmz sports posted this video yesterday, showing rice punching his now wife in at anulantic city elevator knocking her unconscious with a left hook to the head. he is seen droging her out of the elevate and he moves her leg as though first the door closes and he tries again to get her out through the elevator and drags her as though she were a rag doll. why didn't they go after the tape after seeing what they released in february? evidence she had been punched out while inside. lots of reports that that tape existed. this is the violence against women act. joe biden will be giving a speech this afternoon and spoke to tamron hall exclusively. >> the nfl suspended him indefinitely and the ravens fired him. this was after the most brutal video you can imagine of him knocking his wife out. >> the nfl did the right thing whether for the right reasons or not. they had no choice. >> joining me now is tamron hall, host of "news nation." on the "today" show with joe biden. the question occurs, how could they not have known? how could the nfl and ravens management not have known? >> there have been a number of analysts who say they saw the video. one of the things that we have discussed all day is does the video from that vantage point really matter this this sense? we saw this woman was unconscious and knew she was the person responsible. never did this warrant a mere two-game suspension. this was always an offense i think that many would agree at this point that warranted ray rice is you suspended from the league. we get another glimpse of what happened in the elevator, but for some, it leaves the opening saying well maybe something happened. maybe she did something that justified her husband or fiance hitting her and knocking her unconscious. that's what the vice president touched upon. never is there a time when there is a man or anyone should be an abuser. a part of this landmark legislation, the violence against women act, what this deals with is a change in culture. we are 20 years later and the reaction from former and current players who were outraged on social media that the nfl must act and they didn't want to be associated with the league. it's a change in culture that we were hoping for when he fought for the legislation. >> i wanted to play more of your conversation. he was the spearhead back in the day to get this legislation passed. >> the first reason the nfl responded, there were so many women's fans. all of a sudden they said wait a minute, he got suspended if are a couple of games? that's not enough! >> so when we see all of this conversation about violence against women, how do you justify the fact that they then married them and was brought in with him during the finding by the ravens by the nfl. it's rule one that you don't bring the woman and the man accused of abusing her into the setting. she has no room to give her side of the story. >> that are leads to the victim shaming. why did she do this? a person who is the victim of domestic abuse will go through the channels. we have not spoken with her personally. i didn't want to make a judgment on why she went in, but part of this violence against women act enabled police officers to make an arrest without the victim having to come forward and say yes, i was abused. if the police officer walked in and saw there was clear evidence of abuse, because many people live in fear. they feel powerless and were unable to step forward when placed in the situation of being between the abuser and the officer who in many cases was the one line of protection. >> i wanted to read this at the same time. we requested from law enforcement any and all information about the incident including the video from inside the video that was not made available to us. first of all, there has been so much online about this video existing. elements from the video that was described online. how could they not have asked for it? i wanted to play jenay's original statement last february when she appeared side by side with ray rice. >> i deeply regret the role that i played in the incident that night. i am happy that we continue to work through it together and we are continuing to strengthen our relationship and our marriage and do what we have to do for not only ourselves collectively, but individually and working on being better parents and continue to be good role models for the community like we were doing before this. >> you have to feel for what she is going through. there is a psychology to all of this victimization. she made a statement which the baltimore sun verified from her facebook page. she was posting this from her instagram account. i woke up feeling like i am mourning of death of my closest friend. you have to accept that the reality is the nightmare. no one knows the pain that the media and unwanted options caused my family to make us relive a moment that we regret. every day is a horrible thing. to take something away from the man i love that he worked his butt off for all of his life to gain ratings is horrific. i don't want to make you uncomfort annual, but you have been so public and outspoken about the tragedy in your own family's life where victims of domestic abuse are unwilling to confront the reality. i'm not speaking about rice, but generically now. >> we talked about what happened with my family and my sister. with the situation and to your point, we say since the nfl implemented the violence policy, i believe there have been three other allegations of abuse. it took the nfl up until this point after countless allegations and cases to come up with a domestic violence policy. they had a drug policy. you want to keep the sport pure, but these are men that are propped up as the giants of their sport and it was only now that the nfl felt that it was time to implement a policy that levelled a punishment that some people see as lenient against the players and the vice president in my conversation said it shouldn't be just the nba and the nfl. all of the sport world should stand behind zero tolerance policies. we tell our children that. why shouldn't this extend -- i know there is a company corporation and the list can go back and forth. the victim shaming and some of the things i read on social media proved that there is so much more needed in the conversation and we need to focus not just on this one couple. if they mend their relationship, that is something that they may choose to reveal to the media at some point, but domestic violence is not an issue that came to the forefront because of ray and jenay rice. that one couple that this legislation was passed with support at one point in time. we had ebbs and flows with this legislation of leadership, but the bottom line is that domestic violence shouldn't just be about family. it should be about all of us and it is the responsibility of all of us to speak out. with the "today" show, shine light on domestic violence. seven women told their stories so they could save a life. 20 years ago i don't know if you could have gotten seven women to tell those details. now they know they are not alone. >> thank you for your courage and everything you have done. we will post your segment because that was compelling. thanks for what you are doing. >> with more on the nfl's response to domestic violence, i have kim gandhi, president and ceo of the network to end domestic violence. you fought to get this passed. this is the anniversary. you will be gathering with others tonight. how does the nation finally come to grips with this. the nfl is more powerful than any brand in america. is. >> yeah. nfl is one of the strongest brands in the country. that's why it's important that they are taking this issue on. beyond the ray rice issue, the nfl made a commitment to do a huge forward facing campaign, a campaign and domestic violence awareness campaign. they are committed to working with young men, middle school and high school and work on the connection between masculinity and violence to say you can hit hard on the field, but you can come home and be a good husband and father. >> as the president issued a statement from his press secretary, real men don't hit women, but the fact is there a lot of women fans on one of the nfl who love the game, but this behavior and response was so unacceptable, there were two other players who are still playing and their case is pending. >> it was shocking to me and they got a standing ovation from the fans. there was a push and pull. some fans were getting a standing ovation when some fans including some i know personally were mailing the pink jerseys back and saying i don't want any more of this. >> the ravens have tweeted they will do a jersey buy out from the sales of his shirt. look at the way they tried to appeal to women. the september vogue look at the lay out in vogue appealing to women with nfl products. this is part of the nfl. a lot of men don't get to go to the games. there a lot of women at the games. i'm one of them. a lot of men don't get to go to the games unless their partners and spouses agree with the amount of time invested and money invested. >> and money and their fan base is close to 50% women. that's the part of their fan base that is growing. the fan base is growing. there is a huge outcry. that's why they took action. they were confronted by literally tens of thousands or hundreds of thousands of fans outraged at the two-game suspension. it was clear they needed to take action. i think they took it seriously at that point. they said we got it wrong and we are going to do better and take leadership. what remains to be seen. released shows the american people are more willing to become more active in world affairs than previously. an eight-point jump from last april. could it be the uneasiness and the awful beheadings. i am joined by ed royce, chairman of the foreign affairs committee. what do you want to hear from the president? >> i think what we would like to hear is a strategy to defeat isis. one uses air power because there is not support among members of congress from combat troops, but there is support from air power and support for bringing the nato allies in to carry out those air strikes with us as well as support for bringing the gulf states in. there is a lot of support for the idea of army, the syrian army and the kurdish forces to provide them the wherewithal to roll back isis and to defeat isis. that's the kind of plan and strategy we hope to hear laid out. >> is there a feeling among some that it's too late to arm the free syrian army that isis has become so active and the other very radical group and there is not a space any longer for the moderate rebels. they frankly have been trying for several years to get that support. you have the request last week, the request from the foreign minster of curd stan saying the forces also needed the anti-tank weapons and artillery on the ground. we want to see a strategy that gives them what they need in terms of weaponry to match isis and it's unfortunate that isis was not stopped earlier as it began the trek across the desert. that's when they should have hit the columns. that was the request from the embassy at the time. i think it would have retarded their ability then or pushed back the ability to take so many cities. we have to do it now. otherwise they are using that to plan the new attacks. because they are targeting europe and the united states, it's necessary for us to go forward with the air strikes to take them out. >> public opinion has shifted in terms of the nbc "wall street journal" poll. it's really gone up in terms of the people who want the u.s. to become more active in world affairs. still a plurality. it has been a big shift of seven points. >> when you have a situation where something like this where we don't put together a coalition and don't engage early on and make certain, for example, that the kurds had what they needed, it is unfortunate. there men and women on the ground in the kurdish forces that did not have the weaponry. they were defeated unnecessarily in the battles. we have got to pay attention. our goal should be to empower allies in the region so we don't have to get in. it's necessary for the air power to be used in order to defeat isis. >> the final point. there is support to be used in iraq and that's what the president is talking about now. what about in syria? >> i think there is support in congress, but it will depend on the strategy. the nato allies will join us along with australia with the air force and explaining also that the arab league, we are engaging to try to bring them on board. the gulf states are going to be supportive of this effort. it needs to be not just the united states. this is their region. they need to do the work on the ground. we can be supportive. for that, if that strategy is laid out well and we will coalesce the support not just from congress and probably from the american public and certainly from the international community. in order to deal here with an isis threat that is not directed at the united states, it's australia and the capitals in europe and central asia. most of the foreign fighters have come through the virtual region. many have passports to go home. i think we can put together the international coalition here to help deal with the problem and defeat that organization. >> support, but not necessarily a vote. >> i think there has to be a vote on the funding. the president of course will argue that he has the authority because he has the previous authority to go after al qaeda. i think there has to be a vote on the appropriation. that's the vote i would expect, yes. >> thanks so much from the hill. the support for going after isis in syria, nick burns joins me now will you are an expert at putting together the coalitions and know how the coalitions of the willings work. are they going to be willing to do the air war against isis and syria? >> i think the big question that the president will need to discuss what coalition this is going to be. it's important to have the support of our european allies. particularly the british and the french. they have the experience in deploying from libya and nato operation can be useful. there is no reason why the u.s. military or american taxpayers should shoulder the burden. we are taking on a cause here. the rest of the world believes in it and we ought to be able to share the burden. will it be a western coalition. a canadian coalition or will the states play a big role. the pressure will be on saudi arabia, kuwait, and qatar. will they rise to the challenge. they will take on isis and coordination in the united states. in particular, will they use their influence in their own societies to convince citizens not to fund sunni jihadist groups like isis. that's a very powerful contribution they can make. >> you have a real division lately in the last months between saudi arabia and the uae and qatar on the other. are they going to work together against isis in syria? >> i don't think that qatar will join the air war. it's more likely if you are looking for contrary contributions from the saudis and the you can wadies, those need to stand up and be counted. they need to come forward. they are in a different category. they and the turks have other responsibilities. turkey is the nato ally and isis is using elicit oil to funnel through the black market and some of the fighters are coming through turkey. into iraq itself. the turks have a responsibility. the united states has a [sfx] roaring altima engine woah! ahhhha! we told people they were riding nissan's most advanced altima race car. we lied... about the race car part. altima, with 270 horsepower and active understeer control. how did you?...what! i don't even, i'm speechless. innovation that excites. reaching out, widely criticized for ignoring outside advice in the past, president obama had a wide ranging dinner from experts from both sides of the aisle. he and joe biden brought in sandy berg in, tom don lon, jane harman, looks like the review of our guest list here at "andrea mitchell reports". john boehner brought in dick cheney to brief house republicans. joining us is contributor and managing editor and white house correspondent for the associated press. why did the president reach out and bring in all of the different voices on foreign policy. >> it was a pretty unusual thing for the president to do. not only does he not reach out to folks like this, he criticized the washington chattering class. this was a real attempt by the president to bring the people into the fold and let them hear directly from him. hear from them. get advice a lot of these people on the list are great guests on the show. people who have been through a lot. they might have advice that he could learn from. >> there is a new "washington post" abc poll that shows a dramatic change. supporting air strikes in june and went up to 54% in august. now 71%. >> remarkable. >> it's the isis video reaction poll. >> you are right because i asked the pollster about it. his name is scott clement. i had to write something about it. it's so interesting. his point is isis struck what he described as a terror nerve. the videos and the beheadings. it is now people feeling as though they understand the stakes and see what isis is doing as so outside the bounds of common decency that it moved up the acceptability of it. that's the wariness that we talked about. people are so wary of the years of conflict in u.s. involvement. now that it has been put in their face with the videos, that's what is so radical. you never see something so rapidly change public opinion. they previewed the out line and the strategy with chuck todd from "meet the press." >> you will hear the president talk about a mission to go after them in iraq perhaps in syria as well. the white house notably is doing this in prime time. it will be a 9:00 p.m. eastern address. that raises the stakes and the expectations for what we will hear from the president. >> initially the early warnings were it may be prime time. he did a speech exactly a year ago september 10th. it will be a year after he declined to go after assad on making the decision to let congress hold the decision making. it turned out that was not a good decision. you could argue the merits in terms of war and peace, but on allies that under cut his train in the persian gulf. >> i would say to your point if you are choosing between noon and 9:00 p.m., there is quite a clear message. this is meant to be a big speech, a speech that is about a major foreign policy decision. all they this attics or optics suggest this is a big moment in which he is going to announce. something somewhat big. what that means with public opinion with the interests and lack there of, i don't know. they understand by putting it at 9:00 p.m. >> i have something to say. exactly. what they are conveying to the american public when they postpone prime time viewing for the president of the united states. >> thanks so much and coming up next, could the fumble on the ray rice case cost them fans? i don't understand that. if a man hit another man like that it would be horrible. he hit a woman like that. it was horrific. this shouldn't be a football issue. this is a real life issue. he should have been in jail. >> the prosecutor has not been heard from as to why that was not released earlier. there a lot of facts in the case. this is what steve young had to say. >> we have to make an ark firmatifirm ati -- affirmative stance. domestic violence. any company in this country. any big company, if that happens, they send you home. they might pay you, but you don't come to work until we figure this out. >> you spent a lot of time with some of the wives and partners and girlfriends. there is a dependency factor. it's socioeconomic and a classic victimization. >> i think a lot of these women spent years going through their career. it is not easy to become a professional football player in the united states. a lot of these wives have been with them since high school and college and have gone through the trades and the drafts. all the tough years. to turn their back, they feel disloyal. in the football culture, a lot of wives are commended for sticking by their man through the tough times. that's where we are seeing right now, her having a hard time turning her back despite the fact that she is abused. >> what about roger goodell, the commissioner. he acknowledged that he blew it. is there going to be a call for him to be ousted. there is talk of condi rice who talked about one of the life's dream. >> i think there will be talk about it. the patriots owner came out and vouched for roger goodell saying he told him that he had not sewn that tape. roger goodell cannot win and i'm not sure anyone can. it was a horrible incident. if they didn't see it r, if the did see the video, that was the only penalty. that's not enough. the reaction they had was months ago. there no winners in this. i don't think he is going to louz his job as a result of it. >> building a coalition against isis. we will talk to the intelligence about what he wants to hear from the president in that prime time address tomorrow night. ♪ [music] jackie's heart attack didn't come with a warning. today her doctor has her on a bayer aspirin regimen to help reduce the risk of another one. if you've had a heart attack be sure to talk to your doctor before you begin an aspirin regimen. i am so noh my gosh...now, it's not even funny. driver 1 you ready?
