by. everybody has a right to their own opinion. on history, i would want to be here with this bill today. this hour, chris christie ready for another white house run, moving his blistering public feud with former president trump to primary states and debate stages. it comes as ron desantis is barnstorming across iowa, making four more stops today in his push to win over those iowa trump voters. >> now he is attacking me over some of these disagreements. i think he is doing it in a way that voters will side with me. i will counterpunch, fight back on it. i will focus my fire on biden. he should do the same. >> coming up, steve kornacki will break it all down. i will be joined by a congressman to talk about a frightening new warning from science and tech experts on the threats to humanity's future presented by artificial intelligence. good day to you. i'm peter alexander in for andrea mitchell. she's on assignment. in washington, there's a critical numbers game playing out on capitol hill ahead of tonight's make or break debt ceiling vote with kevin mccarthy trying to secure every republican vote possible to support his deal with president biden. a number of democrats in the minority, led by hakeem jeffries, prepare to hold their noses and support a compromise they find politically repulsive. joining me is garrett haake and kristin welker. garrett, let's get to you. that's where the action is this evening. a lot of optimism from the speaker and his lead negotiators on passing this deal. still, there are questions on the number of democrats who will be needed to make up for the republican defections. where do things stand? >> peter, i might find myself regretting saying this late tonight. it looks like this vote this evening could be a relatively low drama affair. we have been keeping track of the whip count for a couple days. only about 35 house republicans have said they would vote against this bill. that tracks with what hakeem jeffries told me yesterday, the speaker promised him 150 republican votes in favor of it. i asked the speaker about this. he was projecting confidence. he did not have the actual count, but he was quite certain that this would pass. his chief deputy, one of his chief allies who negotiated this bill with democrats, was especially confident this morning on cnbc talking both to his members, their audience, and the markets saying, stay calm, we got this. take a listen. >> it's going to be a long day. i think the votes are there on both sides, democrats will produce some votes in the nature of a deal like this, both parties have to reach votes. republicans will carry then lion's share, as we should. >> hakeem jeffries has said he is going to vote for this compromise bill. a lot of other members of leadership and the center of the democratic caucus will find they will -- themselves doing the same thing. progressives fall off. some have started to come out and say they will be nos. with the majority of the house republicans voting in favor of this and i think a big chunk of democratic caucus, we appear to be on a reasonably good path to get this through the house sometime tonight. >> in spite of the efforts, the dow and s&p on its way down. i want to get to kristin welker at white house. the president is holding a briefing on hurricane and fire preparedness. worried about the summer disasters that we see. hurricane season begins today. his advisers have been keeping him in the loop through every step of the process as they try to sell democrats in the house and senate on their deal. what's the word from there right now? >> peter, white house officials are echoing that optimism that you heard garrett talk about. they say that the progressive defections were baked into the cake. having said that, they are not taking anything for granted. there have been more than 100 phone calls to members since sunday. six briefings. there's another in-person briefing today. they also have their eye on the senate, the outreach has begun as well. senate leaders trying to really add to the urgency today. look at what they had to say. >> i cannot stress enough that we have no margin, no margin for error. either we proceed quickly and send this bipartisan agreement to the president's desk, or the federal government will default. >> when this agreement reaches the senate, i will be proud to support it without delay. >> i'm told president biden has been working the phones as well. he has been in touch with leadership. he travels to colorado a little later on today. he will deliver the commencement address for the air force kad academy there. he will keep a close eye. top officials will be working the phones throughout the day. >> both of you, we say thanks. california congressman and progressive caucus member khanna joins me. >> i'm a no. i have full confidence the deal will pass. many house progressives said if they need our vote, we will be there. we can't, in good conscience, vote for a process that ran roughshod over the constitution and it's going to leave a lot of vulnerable people without food assistance and leave student loan holders without relief. >> let's break it down. the budget director said this is a compromise, a bipartisan effort that not everyone will get everything they want here. in your view, did the white house give too much away? >> the president did the best he could under a hostage situation. he and his team deserve a lot of credit. it could have been a lot worse. they have a deal that's better, frankly, than the deal that was ten years ago. the point is that they have increased defense spending, because of the republican extremism, while cutting aid to the most vulnerable, while having student loan recipients not get continued relief, while having the mountainview fossil fuel pipeline made permanent. that's just not something that most of us can get behind. >> let me ask you about the cbo. they say work requirements in particular, the expanded work requirements for food stamps, will actually cost more, $2 billion increase with the exemptions for homeless and veterans. is that not a win for progressives? >> the president deserves credit for making sure that veterans now will get food assistance and for making sure that the homeless get food assistance. it shows that the republicans weren't serious about the deficit. let's talk about the people who will be left out, the 50 to 54-year-olds, many women, many african american women, and they now are going to have to go through a lot of bureaucratic hassles and be denied food assistance. i don't think they should be victims when we could have had cuts in defense, we could have raised taxes on the rich. for the republicans to hold the country hostage to get to hurt 50 to 55-year-old women is wrong. >> congressman, let me ask you what senator warren said. she said every rock you overturn in the deal, there's something else sliming under it. i imagine that's your view. what is the biggest slime? what do you think the senate in particular could try to do through the amendment process to get rid of? >> first, i think we should not be hurting people from getting $6 a day food stamps when we have an affordability crisis. look out for the 40 million student loan borrowers who will have to start repaying in september if the bill is not amended. then this mountain valley pie -- pipeline, we shouldn't give a green light. >> congressman khanna of the bay area, nice to see you. >> thank you. more on the debt limit deal coming up in the next hour. chris jansing will speak with byron donalds and brendan boyle. one more in the mix. chris christie preparing to jump into the republican race. what are his chances of winning over trump supporters? >> when we talk about chris christie, we have to go back to 2016. he was really that first credible figure that stood on stage and endorsed donald trump. after his tenth place finish in iowa and sixth place finish in new hampshire. rubio, kasich, cruz were in the race. chris christie, in a surprise move, endorsed donald trump. in the past years, he said at the time he thought he could shape donald trump into, as he said, a better candidate and better president. he said he was wrong. he said he made an error. he suggested that this go around that if he were to get in the race, which an advisor tells me he will, that he is going to, if he gets on the debate stage, go on the attack against donald trump, like in the sound bite you heard. i was in new hampshire with donald trump a couple weeks ago. he was going on the attack against chris christie calling him sloppy, saying he has a big mouth. this is for a moment, for chris christie, the numbers right now show him at 0%, 1%, 2% among the gop field here, it's clear that he wants to make up for what took place eight years ago. notably here when you are talking about chris christie, there's an idea that perhaps there would be a coalescing around one governor. maybe that being ron desantis. now you have hutchinson, desantis, chris christie and still the likes of glenn youngkin and chris sununu. >> the former governor nikki haley of south carolina as well. steve, let's break down some of the numbers. we look at what republicans think of chris christie right now. as you note, he may face the steepest uphill climb of all the gop candidates. >> yeah. i think there's two questions here when it comes to this candidacy. looking at the numbers, where are the numbers? this is a poll yesterday. they asked republican voters, who do you want to be your party's nominee in 2024? you see 0% volunteered the name of chris christie. trump well in the lead here. desantis in second. notably, if you went back monmouth did this at the end of last year as well. notably, desantis dropped 20 points in the poll. trump has climbed nearly 20 points. in neither poll did chris christie even register. when you are just asking republican voters now about him as a nominee, that's not where their minds are. when you ask this basic question, do you have a favorable or unfavorable view of these republicans, from the monmouth poll, look at his negative number. it's nearly 50%. 21% positive. nobody -- maybe pence here at 35% unfavorable. nobody is in this league in terms of being underwater this far among republicans as chris christie is. the question, can he get traction, win the nomination? these numbers suggest, as you are saying, a steep climb. the other question -- that's what vaughn got at and what the sound bite coming in gets at is -- in 2016 when he ran, numbers were better than this. he never really was a major factor in the polls in 2016, but he ended up being a major factor in the outcome, not just because he made that early endorsement of donald trump. though that was important. remember the debate in new hampshire, the saturday night before the primary, donald trump had lost the iowa caucuses. marco rubio had momentum in the polls. ted cruz had won iowa. chris christie chose that moment on the debate stage to use his -- he has strong communication skills. he has presence on the stage. he chose that moment to go after not trump but marco rubio. it was devastating to rubio. it may have helped save trump in new hampshire. by trump avoiding the two back back-to-back losses, set him on the course to win the presidency. if he is using that against trump this time, it's a variable we didn't see in 2016. >> almost 50% is stunning. stunning is that you are not wearing your traditional khakis. we will save that for another time. we will talk about the gray versus the brown another occasion. david, let me ask you more seriously, ron desantis went after donald trump in iowa. he said republicans need a disciplined president, his words. he went after the former president yesterday for his criticism of florida during covid lockdowns. here was that. >> if you say cuomo did a better job with covid than florida did, first of all, that's not what he used to say. his family moved to florida under my governorship. are you kidding me? leadership at the end of the day, it's not about entertainment. it's not about building a brand. you really need a very disciplined, energetic president willing to spit nails and fight the needed battles every day for eight years. >> david, desantis leaned in to his trump criticism, but he has done his best not to say donald trump's name. how does that more careful approach go versus chris christie who is not afraid to challenge former president trump head on? >> peter, ron desantis has to go at donald trump for a very specific reason. the 20 plus percentage that ron desantis has held among republican voters has stayed steady for a year. there's been some pops here and there. what it has indicated is that desantis might be the ceiling. he is yet to take a loyal trump voter away. he has taken a 2016 voter who says, i'm just tired of donald trump, he is a good guy, i like him but i want somebody else. that same voter in 2020 wants somebody else. desantis has been a successful governor in republican eyes. ron desantis is yet to demonstrate he can take a voter from donald trump. which is why chris christie and youngkin and others are getting in. not because of the weakness of donald trump but because of the weakness of ron desantis. i think chris christie, i agree with kornacki, the viability will not be there at a candidate, but he will have a role to play in the primary. ron desantis actually lies about his covid record. he shut down the beaches and bar and restaurants. he issued a stay at home order. chris christie is the type of person that calls out lies of the members of his own team. that's what he did to rubio. it is what he intends to do to donald trump. perhaps he makes the other republican candidates stronger. but he will hold them to account. it's good voters get to see that. >> robert gibbs, chris christie noted that he and the rest of the republican field made a strategic error, believing that each of them could winnow the field into a one on one matchup with donald trump. is there a risk that's what is about to happen again here? >> absolutely, peter. you see i think the desantis weakness even though people thought he was going to be either the frontrunner or close to donald trump, has not stopped anybody from getting into this race. i think it will be interesting to watch chris christie. vaughn had the right really term here. if chris christie gets on this debate stage. i think there are going to be requirements for fund-raising and polling that might be hard for him to get on stage. if he does, then certainly look out. it's going to be -- there will be a lot of fireworks. i think the other thing to watch out for is, what happens in a multi-candidate primary when two people start attacking each other is you almost always create a lane for somebody else. i think that's, quite frankly, why ron desantis has been not sort of wanting to use the trump name so much. if it becomes just a dog fight between these two, there's a lane for somebody to come in and say, look, we need a leader, not a bunch of squabbling. we need somebody who can get things done. let these two fight over here. i want to be your president. i think that can open up a lane that's going to be interesting to watch. that's in iowa and new hampshire in the coming months. >> robert, you know what it's like. i want your reaction to donald trump attacking his former white house press secretary, who is a fox news host. cited numbers he didn't like. he said the former president -- he posted, she gave out the wrong poll numbers. the rhinos and globalists can have her. fox news, fox news should use real stars. it's striking to hear the former -- his own press secretary because she's not on board with him. >> yeah. i would love to tell you that i'm surprised. i'm not in the least. i think donald trump never misses and opportunity to punch somebody, regardless of who it is, regardless of the role that they have played for him in the past. i think that's evidenced by he will be critical and has been of somebody like chris christie. it's just a remarkable thing that you have a guy running for president of the united states attacking former staffers in this way. it's what the republican party wants in a nominee and in a president. it's befuddling to me given the problems and challenges that we have that he would be the profile they want to lead the party into the next election. >> robert gibbs, david jolly, vaughn hillyard, steve kornacki. south carolina tragedy. a 14-year-old shot and killed in a store. what happened? >> the depth of the tragedy is hard to articulate. we know there was a back story, which is the owner of the gas station had experienced issues previously with thefts at his store and had called police and reported it. apparently in this case, as you suggested, the authorities say there was no evidence that this 14-year-old had actually tried to steal the water bottles. he picked up four and put them down. according to authorities, he chased the boy out of the store. that picture came courtesy of state representative todd rutherford who received it from the boy's mother. he said he did a double-take because he said it looked like his own son. when authorities responded, they did find a firearm near cyrus. there's no indication at all that that firearm was wielded or pointed at the shop owner. shockingly so, the shop owner spoke to the sheriff about what actually did transpire and didn't. take a listen. >> he said, we chased him. my son said he had a gun. i took aim and a shot him. pretty simple by him explanation. he never said the gun was pointed at him or his son. never said that he was in danger. never felt like his life -- his son's life was in danger. that's the standard you have to have in order to use deadly force. it wasn't necessary to shoot a 14-year-old. even he had shoplifted, it was not necessary to shoot him, particularly in the back. >> the first degree murder charges -- or murder charges, i should say -- did come down. the store was vandalized. we will see what happens. >> it's an awful tragedy. thanks for the update on that. next, the end of us? what needs to happen? >> not close. the fact that industry leaders who have been developing ai for years only just now came out and called attention to how dangerous it can be just shows how far we are behind as an industry, as a country, and certainly as a government. i have been pushing the pentagon for at least three years now to get out ahead of this. i'm sorry to say, we are way behind. >> let me ask you about the secretary of state, tony blinken. he is attending the trade and technology council meetings in sweden. he said this. >> we had a very intensive and i think productive discussion on artificial intelligence today, incluing generative ai. we have an important role to play in helping establish voluntary codes of conduct that would be open to all like-minded countries. >> congressman, is that sufficient, a voluntary code of conduct? >> absolutely not. it's especially not sufficient to limit it to like-minded countries. the danger here is what comes from our adversaries. you mentioned how the united states has made a policy decision that humans still pull the trigger. the patriots missile system that's defending ukraine, it's an autonomous weapon system. a human, a well-trained soldier, has to make the moral decision to push the button. just today, the russians announced that their anti-aircraft system operated entirely autonomously. if you hand vladimir putin a killer robot, you say, this robot can take out every soldier in a building, it will be careful and methodical, but if you flip the switch, it doesn't care about civilian casualties, it will just do the job much more quickly and more effectively, i mean, what's vladimir putin going to choose? he is leveling ukrainian cities. the danger is not that you don't get like-minded countries in the west to align. it's that we don't make international standards that are adversaries, nations led by awe toe considerates like by xi and putin, we need to get them on board with these norms. >> congressman, let me ask you about other headlines you are familiar with. the debt ceiling deal right now. are you going to vote in favor of this bipartisan agreement? >> absolutely. it's the right thing to do for the country. it's easy to find reasons to vote against this compromise bill because it has something that everybody doesn't like. i certainly have concerns with it. the alternative, pushing our country into a catastrophic default, is terrible for everybody. the right thing to do is for democrats and republicans to come together, agree to this compromise, and save the country from economic catastrophe. >> we expect to see that happen on the house floor later today. let me ask you about a chinese fighter jet. you likely saw this. it flew in front of a u.s. aircraft. the pentagon called it unnecessarily aggressive. what message is china sending the united states? >> china is continually ratcheting up tensions in the pacific. china said that they are willing to take taiwan by force. the united states doesn't want a war. taiwan doesn't want a war. xi said he is willing to start one. this dangerous behavior could be the prelude to a terrible tragedy. that's why i sit on the china committee. we are working hard to prevent that kind of war. >> congressman seth moulton of massachusetts, we appreciate your time and perspective. thanks for being with us. the russian wagner group is known for its ruthless role in the fight in ukraine. however, much of the group's power comes from its exploitation of mineral rich africa. in this exclusive report, richard engel takes us inside the central african republic where some of the world's poorest people are facing a devastating foreign war. >> reporter: it's not just about russian mercenaries funding the war in ukraine. it's about russian mercenaries funding themselves. we talk a lot about russian mercenaries these days from the wagner group. they are leading some of the fighting in ukraine. that is not where he this make their money. they do that in africa, especially in the central african republic where they are exploiting the mineral wealth of some of the world's poorest people. it's a failed state, torn apart by civil war. in the capital, i saw children starving to death at the only pediatric hospital. what's it like for you as the director here to see all these cases? it upsets me, she says, moerns don't have money to buy food. the children fall into this state. they are young victims of africa's resource curse. desperately poor people living on land with vast untapped wealth. here it's gold and diamonds. they are not lifting people out of poverty. much of the riches are now flowing to russian mercenaries from the wagner group. russia's private army known for its brutality in ukraine. wagner is led by president putin's former caterer turned commander. wagner fights for the kremlin. it makes its money here. according to two western diplomats, wagner extracts a half a billion dollars a year from this country in gold, rare timber and blood diamonds. this woman, who asked us to conceal her identity for her protection, lived near the village where her husband was a gold miner. she told me how russian mercenaries drove the villagers away. >> translator: they were beating people and whipping people and chasing them away. >> reporter: when her husband and seven others refused to leave, they were executed. what do you think the russians wanted? gold? it's as simple as that? >> translator: yes. they came for our wealth and for our gold. today, my children don't have a father. they don't have anything at all. >> reporter: working with the research group the century, nbc news reviewed more than a dozen allegations of wagner violence, including here. this was 2019 before the russian takeover. an image taken this month shows the mine expanded dramatically. now capable of generating untraceable profits. wagner was invited in to the central african republic by the government, to help crush a rebellion. the government became dependent on russian support. wagner even provides the personal security for the president. mr. president, it's a pleasure. richard engel. thank you very much. what do you say about reports that allege that the russian forces who you brought in to help secure this country have committed abuses? where does this stand. >> reporter: comer and he has t backing of the speaker of the house kevin mccarthy, are intent on filing these contempt of congress charges against christopher wray. they're planning a markup in the very near future. the only thing holding back right now is this conversation that's going to take place between wry and comer this afternoon. the ranking member of the oversight committee jamie raskin of maryland second-degree to be -- asked to be a part of that call and comer turned him down. which has that information you were talking about, that it does involve human sources of which the fbi wants to take very careful protection of. now, you know, it's important to point out here, peter, that if there is a contempt filed against the fbi director, in order for anything to be enforced related to that contempt, it would have to be sent to the department of justice, and merrick garland who works every day with christopher wray would have to decide whether or not to prosecute a criminal contempt of congress charge, something that he did do with someone like steve bannon as you rightly point out. the chances that he would do this in a situation such as this are very slim. the fbi, you know, gets its guidance from the department of justice as to how they should comply and not comply with these subpoenas, so it seems very unlikely that this will be anything more than a symbolic gesture. >> phil, it is part of a pattern, right? plenty of republicans campaigned on these types of issues, attacking the fbi, the biden family. these are some of the far right favorite targets right now including former president trump who it's now become a presidential campaign issue, ron desantis weighing in on this too. >> yeah, that's right, peter, and in fact, it's been a priority for the new republican majority in congress, congressman jim jordan is leading a committee that is purporting to investigate law enforcement and the fbi specifically for what republicans allege is partisanship. that investigation has not turned up any significant wrongdoing yet, but what jordan has been doing and what we're hearing now from congressman comer are just more evidence of the republican push to really try to discredit the fbi, which for years now has been investigating various aspects of former president trump. >> harry, let me ask you about "the new york times" reporting that special counsel jack smith has subpoenaed additional trump what house aides in the election interference probe that he's leading. that includes ones with info on the firing of trump top cyber security guy christopher krebs who publicly called 2020 -- these were his words -- the most secure in american history. is this about jack smith establishing a time lean and mr. trump's state of mind? >> i think that's exactly right, peter, and what that means it's not about is some kind of big expansion or roving commission on everything that happened between the election and later. this is smith, i think, zeroing in on specific parts of the puzzle relating to january 6th itself and the report also has him zeroing in on the white house personnel office and its overtures to the doj which were arguably improper. that's the whole peter clark episode. it isn't some big fishing expedition. it's very much about trump's state of mind and the like. >> phil, where does the special counsel investigation stand, specifically as it relates to those documents? that seems to be where the smoke was related to the series of investigations he's been a part of? >> we don't have a ton of visibility into exactly what smith is planning and his time line, but every indication based on the activity at the grand jury and the reporting of my colleagues here at "the washington post" is that smith is in the final stages of that mar-a-lago classified documents investigation and, in fact, there is more evidence that we are starting to learn about of things that smith has uncovered regarding the potential obstruction of the investigation and efforts by trump and some of his employees to evade the investigators looking for those documents. >> harry litman, the fbi pushed back on this investigation, this effort by james comer as what?
