Investigation into it. Just over an hour ago the committee voted 139 on party lines to adopt and issue that report. It will soon be sent to the Judiciary Committee which will decide whether to draft articles of impeachment. Make no mistake the report is conclusive and damning for the president. As the report points out most of the facts presented are uncontested and solicited the interference of a Foreign Government ukraine to interfere in his election. The evidence of the misconduct of the president is overwhelming and so too is his obstruction of congress. Indeed it would be hard to imagine stronger or more complete case of obstruction than that demonstrated by the president since the inquiry began. Heres Intelligence Committee chairman adam schiff explaining why all of that matters. Now, what does this mean for americans . Why should they care about what the president did visa vi ukraine . Why should they care indeed about ukraine . First of all, this is not about ukraine. This is about our democracy. This is about our National Security. This is about whether the American People have a right to expect that the president of the United States is going to act in their interests, with their security in mind and not for some illicit personal or political reason. Americans should care deeply whether the of the United States is betraying their trust in him. Given that we saw with our own eyes over 30 hours of public testimony from those witnesses and we read for ourselves, of course, the call notes released by the white house where President Trump said the president of ukraine, quote, i would like you to do us a favor, though. Considering all that before we saw this report we thought, i thought we were operating basically with the full set of facts. But thats not true. Theres some crazy stuff in this report we just did not know. And the House Democrats were sitting on it, and has to do with phone records that are just even more incriminating about the breadth of the entire plot. If this were a tv drama youd expect the plot lines to intersect. Youve got trump and giulianis scheme to extort ukrainians into announcing an investigation into trumps political opponents, right . But youve also got this criminal case in the Southern District of new york where two associates of Rudy Giuliani have been charged with making Illegal Campaign donations in furtherance of the plot to knock out the ambassador to ukraine in order to take over policy to run it for corrupt ends. The report released today explains or at least indicates where the two plots come together. Call logs revealed in the report show on april 24th the day the u. S. Ambassador to ukraine was recalled, Rudy Giuliani called the white house seven different times. He had a nearly nine minute conversation with a conspicuously unidentified phone number. And someone from the office of management and budget called him twice. Think about that for a second why would someone from the office of omb, why were they calling the president s personal attorney . We also learned and heres again where those two plots are coming together that lev parnas, one of the men indicted by the sdny, had multiple phone calls with the ranking republican on the house Intelligence Committee, devin nunes. On just april 12th the two men shared four phone calls including one that lasted nearly nine minutes. Again, the man charged with the plot to smear the ambassador to ukraine and now says he wants to cooperate with the impeachment inquiry he was having conversations with the one charged with investigating this whole process. Devin nunes sat there the whole time through hours and hours of testimony talking about about what a contemperable circus it was while he and his colleagues had the nerve to say adam schiff should be called to testify. Heres how chairman schiff explained the revelations in the call logs. Certainly the phone records show that there was considerable coordination among the parties including the white house. Coordination in the Smear Campaign against ambassador yovanovitch which cleared the way for the three amigos to take over a significant part of ukraine policy. Coordination in the execution of that policy, and that that this was indeed a continuum that began even prior to the recall of the ambassador. You had this as sort of coming onair and were pulling out the startling bits. What jumps to you that we learned that we didnt know before today . Rudy giuliani as you reported quarterbacking the money, seizing u. S. Taxpayer dollars to help Donald Trumps reelection. I mean, we thing unt election donations as a couple thousand dollars. This was hundreds of millions of dollars. Youre talking about aid to ukraine. Yeah. Because Rudy Giuliani doesnt have an appropriate reason to that. There are former members of congress in jail today for the bribery schemes that involve hundreds of millions of dollars and giulianis fingerprints are all over that. It obviously undercuts his false claims he was doing what the state department asked him to do. The calls were coming from donald trump and went outside to Rudy Giuliani and back. And before you know it critically as you mentioned omb was also initiating calls to giuliani showing they were taking the orders to talk to this guy. Thats a key point. Again, its one thing for giuliani to say i dont think it passes the sniff test, but its one thing to say im going to ukraine on behalf of my client, its another when hes interfacing with kirk volker and the machinery of American Foreign policy and still when hes talking to omb i mean theres no possible justification for him to be interacting with omb. This explains in my view why they were willing to take the hit on the defiance. This report lays out worst that nixon immeasurable ways in obstructing the probe. The only two president s who have ever actually been impeached because nixon left beforehand, johnson and clinton faced articles on obstruction in congress. And the final question for me are the loose ends of the fact finding here. Here we have they subpoenaed at t apparently. Theres also the fact schiff says we dont know everything, all the facts. What do you see as the sort of set of facts that we dont know . I think youre finger on something really important. You and rachel have done segments on this going back to the election. The midterms have consequences, subpoenas have consequences. If we take a step back from the details of the report, part of the counter factual, counter law defiance of trumpism is this idea of maybe nothing matters, well get away with everything. And that can create an environment where even people who criticize trump start to believe that. Theres also very clearly the subpoenas from this congress to any entity thats not directly controlled by donald trump, which includes the telephone companies, Auditing Companies and the tax and financial institutions. If sdny didnt already have these colleagues, if they didnt theyre coming for them tonight, too. And that is another she yet to drop. I think its quite possible as chairman schiff has said that it will continue as witnesses either decide to come forward or are compelled by subpoenas to come forward. I think we could be interviewing more people. But today we did send the report to the Judiciary Committee. And i believe after their work is done, theres enough evidence there where they will draw up articles of impeachment that will be voted on in thohouse of representatives. We know from the call logs reported in the report your committee produced he was in touch with lev parnas whos been indicted by sdny in part for the role he played in the scheme to oust yovanovitch. Did members know that as he was sitting there calling the entire thing a sham and a circus . I certainly didnt know of those calls and his involvement. And he didnt say anything to the committee when we were going through the process. Whats most striking is this was a whole of government corruption. I think whats striking is the network of assailants who were helping the president achieve this corrupt goal of taking out a political rival, remember this is a pattern with donald trump. He invited the russians to interfere in the 2016 elections. He was actively getting another former government to interfere in the 2020 elections. It was his network of assailants that may well include devin nunes. When you characterize him in that sense, what do you mean by that . Well, i mean that rather than serving a few years ago as the chairman of the Intelligence Committee and watching out for the National Security interests of his country, he essentially for a few years now but especially in this ukrainian affair has been acting as a henchman for the president. It looks like he was clearly in bed with these two ukrainians and may have been not somebody who was on the side lines but affectively helping President Trump achieve a corrupt and illegal goal of taking out a political rival by conditioning, the Ranking Member, thats the lead republican member of this committee would be undermining the National Security of the United States to help President Trump achieve a corrupts goal. There is a note in the report that lev parnas of course one of the two individuals thats been indicted as cooperating with the committee, hes made a lot of noises about that. What can you tell us about that . The committee has had limited interaction with he and his attorneys. You know, we were very busy before the thanksgiving break with our active hearings. So now were going to have a chance to basically assess what he has to offer. But as chairman schiff has said, were open to hearing from people that played a significant role. Thank you very much. Next, the Ranking Member of the Intelligence Committee implicated in the impeachment report. The newly uncovered phone calls between Rudy Giuliani and Rudy Giulianis indicted buddy all while the ukraine scheme was unfolding after these two minutes. Are you aware of yesterdays daily beast story reporting the indicted ukrainian lev parnas has been working with Ranking Member devin nunes on mr. Nunes overseas investigations . I am not aware of that. Mr. Chairman, you be been falsely accused throughout these proceedings by the Ranking Member as being a, quote, unquote, fact witness. Now if this story is correct, the Ranking Member may have actually been projecting and in fact he may be the fact witness if he is working with indicted individuals around our investigation. That was congressman Eric Swalwell from the last day of public impeachment hearings raising the red flag about Ranking Member devin nunes involvement in the scheme the committee was investigating. At that time all he had was that daily beast story. Today we got the report the house Intelligence Committee released and Ranking Member devin nunes name appears in it 50 times. The first time is on the page of it report where they list the committee. You can see it right there. More than half of the 49 other times he appears in the report are apparently him being involved in the very scheme to hijack ukraine policy that is the subject of the report and the impeachment inquiry itself. Amidst Ranking Member nunes antics during the hearings, his rants about how it was a circus and his insults tossed at the committee chair, he somehow never felt the need to disclose to anyone the fact that he was, apparently, a principal in the very scheme that they were investigating. As we now know from the report, he spoke on the phone multiple times with Rudy Giuliani and indicted lev parnas. One of the men at the center of the whole ukraine scheme. We know from that daily beast reporting lev parnas also says that he helped arranged meetings and calls in europe for nunes related to his investigative work. And here is parnas lawyer today taunting the Ranking Member saying he should have recused himself from the outset. Im joined by no way christina wi wilke, White House Reporter who has been covering this story. Christina, you know, weve had reporting of parnas and his lawyers saying, look, i worked with devin nunes, i setup meetings for him. But theres a bit of an unreliable issue there. Now we have black and white, some sort of evidence there was some contact. Absolutely. I think what happened today was that the last fig leaf was pulled away under which nunes could have reasonably argued that he was conducting his own parallel kind of investigation, which was the message we were initially getting that nunes and his staff were interviewing ukrainian prosecutors and interested in pursuing depending how you look at it a reasonable line of inquiry. And all of a sudden today what this breaks apart is that idea that nunes was conducting a straight inquiry on his own, and now we see he was really among the collaborators and not simply a member of Congress Interested in what was happening in ukraine. And theres a history here, which is pretty fascinating. Nunes had to recuse himself from the House Intel Committee investigation into russian interference way back when it first started because he was essentially running interference for the white house and was essentially nabbed doing it. This time around hes not recused himself but it does look like theres a little bit of pattern of behavior here. There is. And one of the questions im working on tonight is, how many of his republican colleagues on the committee and in the house generally knew about this, knew about his personal involvement . I would wager the number is pretty low. Minority leader Kevin Mccarthy earlier tonight was asked about the new revelations, and his only answer was a very terse sort of nunes can call whoever he wants to. Which you would think if it had been known previously or more widely they would prepare a better answer about nunes conducting an investigation or whatever he was doing. But i cannot imagine the House Republican caucus is very pleased with congressman nunes tonight. Theres also a question here about parnas as this kind of you know, hes this sort of loaded gun on the table right now, right . Yes. Heres this guy who is under indictment in sdny. Who seems to know quite a bit because hes intimately involved in the entirety of this scheme and talking to the president s lawyer, talking to the Ranking Member. He says he talked to the president himself and was tasked by him and this a guy desperate to make a deal. He is. And one of the questions is whether hes telling the entire truth, whether hes holding some back in the hope that it will be of such interest to schiff that schiff calls him in. I think as he goes through his trial we had news yesterday that additional charges could be added to the charges hes currently facing, which are Campaign Finance related. But as hes staring down potentially hes pleaded not guilty but well see what happens. He may be interested in presenting himself as a good ci
