in there as to why the white house didn't express to anyone in congress -- and remember, it got bipartisan support, this $400 million to be sent to be military aid to ukraine. why wouldn't the white house have expressed to any members of congress we're going to hold off to make sure none of this money is being misused? i can't imagine anyone saying that is a bad idea. >> reporter: you're right, that was congressionally mandated money. aid that was to be delivered to ukraine. and you talk about the evolving explanations, they have evolved dramatically in the course of just the last 24 hours or so. initially the president's argument here was that the reason that he had been -- he delayed that money, didn't give in a money to ukraine, is to make sure that they were looking into bureaucratic corruption within the ukranian government and he intersected that with the need for an investigation into joe biden and his son hunter biden.
