Officers responded to the accident scene around midnight on the 3500 block have of east crown avenue in northeast philadelphia. Authorities say that two people were trapped after their car hit a parked car. Police tell Eyewitness News that one person remains in Critical Condition. Seven people are displaced this morning after an overnight fire in north philadelphia. Fire fighters responded to the scene on 5,000 block of d street just before 4 00. Red cross is working to help 49 adults and three children displaced while fire investigators spark what those flames. Several family pets are missing. New guidelines will take effect to help fight spread of ebola here in the united states. Eyewitness News Reporter Syma Chowdhry is live from the Satellite Center with more on those changes. Same, good morning, what can you tell us. Reporter good morning, nicole Pennsylvania Health officials will begin to monitor travelers from three west african countries starting tomorrow. They will be actively followed for 21 days to see if they develop ebola. Pennsylvania is one of six state around the country set on begin monitoring, people, traveling from one of these west african countries. Liberia, guinea, and sees a leon have seen most cases of ebola. Passengers must travel through one of five designated airports with knew work air part and jfk being the two close toes our region. When they arrive in pennsylvania they will have to check in dale which county or state health officials, to see if ebola symptoms develop. Hup will be designated as a Treatment Center for Infect Health care workers and is in the process of building an era tight isolation unit. Anyone who does present symptoms face owes an immediate quarantine in new york, and in new jersey. That happened to trace i a nurse with doctors without borders. She was quarantined on friday after returning home from sierra leon with a slight fever. She tested negative for ebola so far and has criticized the process writing in the Dallas Morning News she said an official bark questions at me like i was a criminal. This is not a situation would i wish on anyone and i am wills scared for those who will follow me. Meanwhile in new york city fiance of the doctor diagnosed with the virus was allowed to return home. She had been quarantined after having extensive contact with doctor craig spencer. Spencer is in the hospital after being diagnosed with ebola earlier this week. And although the doctors fiance was allowed to return home, she will remain in quarantine, and in the harlem apartment she shares with the doctor. Good morning to you. Thanks so much for being here. We want to talk about this dallas nurse nina pham recently cured of the disease. Yes. How does it happen so quickly and how does it a happen . Batescally so her body for the it off. Our bodies produce antibodies which fights the infection. When she was diagnosed it was at a very early time as opposed to being later, so they were able to get fluids to her and other type of measures to help machine for her so if her liver or kidney had a problem they were able to a trust variety quickly. What you do is check the viral load, amount of virus in the body. They check it. It was positive initially. Now it is negative. She no longer has detectable evidence of virus at all. Shes clear. That is how you can tell. We do blood tests and go by symptoms. Shes clear. Shes been in quarantined for the appropriate amount of time, shes symptoms free and shes doing well and she will do well. Will she remain that way for a certain amount of time. Yes, ebola was first detect in 1976. There has been a lot of experience, about 39 years. Once the person has survived it and done well, they say they have protection in their own antibodies for at least ten years if not longer. In fact, the World Health Organization is recommending that we take antibodies of survivors and use that to help people who have been infect to help protect them and build up their antibody response. Very interesting. Nigeria and senegal both declared ebola free last week. How can we be absolutely sure that is the case. This is how we do it. 95 percent of all people who are going to get ebola do it within 21 days. 98 percent within 42. What the World Health Organization does to declare someone a region ebola free is in new cases, within 42 days. And in those two countries, they took a lot of measures, in fact, exactly what were doing isolation, trace people who have it, and get them in medical care, and so that is actually some good news coming out of the africa that two regions declared ebola free. That is great. Hopefully as we get more resources in the three countries affected the most, hopefully it will start to slow down where we can get it better under control. Good news there but a lot of people talking about a vaccine. Yes. What is the latest on the development of a vaccine fore bowl. There are two vaccines that are starting to be in what is called clinical testing. Is there one that started already, in people, it just started this week, and then next week or week after that, another company is going to do it. So vaccines heres the thing, you have to normally it takes five to seven years to be developed. These are sped up in a matter of months. We have to make sure theyre effective. We have to make sure they are safe. We have to make sure that we know what dose to use. One of the organizations glaxo is producing a vaccine now in numbers. They are starting Clinical Trials in people. Hopefully earl any 2015, it will be fun to be effective and safe so they can try it but were still ways off. Why has it taken so long to develop when there have been so many cases in west africa already. So that ace great point. They have known about this for a while. Vaccine Development Started many years ago but because it wasnt a priority, it was not funded presently but now that there is an urgency, emergency in the special area of the country now they are starting to really do it quickly because more money is put in and it is a priority. Unfortunately it wasnt priority before. Real quickly in just about 15 seconds left, are we making too big of a deal with this or are we right on point in our country there is in need to panic n developed countries with medical care is there no need to panic. The reason why we got behind the curve we didnt send in personnel early n those three affected country they spend less than a hundred dollars a year on people. They didnt have health infrastructure. We could have stopped this earlier. The the good news is in the areas that have got protective measures people are doing well because we diagnosis them early, we isolate them early, we track people who have been identified and really look after them and that is what we need to do get more resource necessary western africa. The transport Workers Union local 234 represents bus drivers, subway and trolley operators. They have been working without a contract since march. Service interruption plan will be released if and when the situation changes. Well, Philadelphia Police are looking for two people wanted in connection to a Violent Crime in queen village. Investigators say a man and woman approached would the man waking on carpenter street. According to police the woman struck that victim with the baseball bat in the chest and a man fired two shots at that victim trying to get away. A neighbor said police told them he was a suspect in the string of cure burglaries and shooting was a form of retaliation. Seeing somebody looking in the cars, trying to break into cars and then he gets attacked. Police would the not confirm if the crime was retaliation, they did however tell Eyewitness News that when the two suspects approached that victim one of them shouted quote you know what you did just before that attack began. Three people are injured in the serious crash in limerick, montgomery county. An suv and a car collided near 422 and lewis road. Crash caused all four lanes to be shut down saturday evening. A helicopter transported one of the victims to the hospital, the cause of the crash is still being investigated. An apartment fire, displaced 17 people in philadelphias tioga a nicetown neighborhood. Flames tore through the building on the 3800 block of north 15th street saturday afternoon. Reporter witnesses say 14 yearold Jaylen Fryberg walk in the School Cafeteria and shot at people that he knew. One girl died, four other student were seriously wounded. Family members say that two of the victims, boys were the popular freshmans cousins. They all went to the prom together. They all got pictures together last saturday. They all did everything. Went to dinner together. Only god knows what escalated it. Reporter just a week ago fryberg was name home coming prince and police say he fatally shot himself. They have recovered a 40 caliber handgun. Authority are still working on motive but one student told investigators that fryberg had recently gotten into a fight with another boy over a girl. Classmates admit they are still in shock. I feel like it is in the real, not other school anymore. Reporter all sports and activity at the high school were canceled this weekend and there will be no classes here next week. Police cleared the crime scene on saturday, student were allowed to return to retrieve their items that they dropped when they ran away as the gun fire started. Police in new york said they have determined that his car stolen from the poconos and found in new york, is not linked to frein. Pennsylvania state police have been searching for frein since an ambush outside their barracks in Blooming Grove on september 12th, that shooting left one state trooper dead and another wounded.
