i'm nicole brewer. it is 7:00 o'clock. we will have have a cold forecast but get used to it, right, carol. >> and a it could be a wet one tomorrow with the rain that we will be finding coming in here. so we will get a combination coming up. it is a little bit warmer today then what we saw yesterday. yesterday's high temperature was 44 degrees. we should be right around 48, 49 degrees this have afternoon. that is not much, is it. we should be about 56 or 57 degrees. so things are chilly but not as cold as they will get. lets look outside and find a glummy start to the day but it will be dry today. we have clouds over us. i want to take you to our storm scan three and show you the wide view here and this is just showing the precipitation, you can see kind of the direction that things are going to be moving in and they will be moving in our direction, so expect to find some rain here tomorrow if you are far enough to the north and west, you might even sianni this is in the poconos where you may be finding a little bit of sleet or freezing rain mixing in with this. weather is definitely changing right now, today, the calm day with just the clouds out there and anything that you see that looks white and scary like that precipitation up by new york state that is not hitting the ground. we do have some winter weather advise wrist starting at 7:00 tonight until 9:00 tomorrow morning for carbon, monroe and sussex counties in our area for a chance of get something sleet, freezing rain, maybe a tiny bit of snow before everybody changes over to rain as these temperatures warm up. 3 degrees right now. cold in pal will my use cove nature park in new jersey. we have a temperature of 36 in philadelphia. it is in the 20's. twenty-nine allentown. just now 32 degrees in millville. a a slight warm up on the way right now. high temperature getting to 48 degrees. all we're dealing with today will be clouds. we will start to bring in other kinds of weather after that and we will talk more about that just ahead, nicole. >> carol, thank you. breaking news this morning the white house is trying to confirm the authenticity of the video that shows islamic state militants beheading american aid worker peter kassig. now isis posted video on social media that they say shows the beheading of kassig. he is a former u.s. army solder from indiana. he was captured last year in syria doing charity work. kassig change his first name from peter to abdul rahman after convert to go islam. back here at home, a deadly accident in south philadelphia is under investigation this morning. police say a a car crashed and wrap around a pole on columbus boulevard. it happened just before 3:00 this morning. only one vehicle was involve in the crash and the cause of the accident is still unclear. police say a ten year-old boy accidentally shot himself in the face, in darby township delaware county. it happened last night around 10:30 in the 1400 block of hook road. two siblings were sitting at their father's car at his place of work when the boy shot himself with the 357 magnum gun that was left in the car. >> one female juvenile came into hell her fat their her brother shot himself accidentally with the gun. we believe the weapon belong to the father at this point. >> the first officers on the scene put that boy in a police cruiser, one drove while the other performed cpr on the way to the hospital. that boy unfortunately is in extremely critical condition. authorities tell us that there is a possibility of charges against the owner of have that gun. a deadly shooting is under investigation in north philadelphia. it happened just before 2:30 in the 2800 block of north 21st street. investigators tell thaws 27 year-old man was shot once in the chest. he was taken to temple university hospital where he died. there is no word on a suspect or motive at this time. also new this morning, crews are making a second attempt to remove iconic pnb letters from the top of that philadelphia high rise. over the summer workers suspended the operation after removing only three of the 12 letters. "eyewitness news" reporter syma chowdhry is live from center city with more on that story and how it impacts the city, syma. >> reporter: good morning, nicole. hopefully second time is a charm, third time around here but as you can see around me, these iconic letters, pnb, they are still on this building. they will be removed later today, it has been such an iconic part of the philadelphia sky line. we're talking about more than 50 years. back in august, crews used the helicopter trying to take down the 12 letters but they only managed to remove three letters on the the south side of the building. now each letter is about 16 feet tall and they are in poor shape which is why they are being removed. but during the first a attempts, crews learn the conditions of the letters were in worse shape then they original willly had thought but they actually had to stop. now they are back with a plan b, a better plan in place, to remove the nine remaining letters. this also means lots of road closures here in our city. if you take a look live at our location, we are on chestnut street, you're facing broad street, you could see that there is a road closure there, lots of road closures in this area, it will be like this until at least late afternoon, so if you do have any plans to be in the city today, make sure you give yourself enough time to be around this area if you have to come here. give yourself enough room to just travel around the city, there will be some traffic, in this area, and again, it will probably be until late this afternoon. we're live from center city, chime a chowdhry for cbs-3 "eyewitness news". police are searching or two teenagers caught on camera vandal icing a newly built park in philadelphia's manayunk neighborhood. damage is extensive, and park users are angry. "eyewitness news" reporter matt rivers has details. >> reporter: security camera did just what it is meant to to, clearly showing the two suspects as they begin their vandalism. you can see one swing under a railing and begin kicking over lights in the mulch. one by one until they are all knock over. >> they don't understand the time, energy that goes into these places and it is a big deal for people. it is very sad. >> reporter: that same suspect sits on the steps and starts picking at light ago this illuminates the stairs at night. appears to use a small tool he pops out a light strip and they shut off. >> so unnecessary, we have a great facility here that was just put in and that is the way it gets treated for no reason that makes sense. >> reporter: surveillance video went that same suspect throwing the lights in the air. police say both suspects appear to be teenagers. their vandalism tarnishing the opening of the venice island performing arts center. >> i know manayunk is trying to revamp around here and just so sad that someone would do this to a nice building. >> damage outside performing arts center is estimated to be upwards of $30,000. we are in manayunk, matt rivers, cbs-3 "eyewitness news". a 58 year-old man is fighting for his life this morning after he was struck by a septa bus. the accident happened near allegheny and aramingo avenues in port richmond. philadelphia police say a witness saw a man running in the street, nobody on the bus was injured. penn state's president says that he will now thoroughly review the freeh report. the report conclude that had high ranking university leaders concealed key facts about jerry sandusky's abuse of children to avoid bad publicity. 2012 report divided the university and it's a alumni. some criticized finding that led to the severe ncaa football sanctions. president eric baron doesn't want anybody to believe that the university was quote hiding something. president barack obama is heading home from ebola a epidemic in west africa. another doctor whose credited ebola while working in sierra leone is being treated in the united states. sergeant martin salea is at the a hospital in omaha, nebraska. cbs news correspondent danielle nottingham has details. >> reporter: doctor martin salea landed in owe had man had saturday afternoon and then went by ambulance to nebraska medical center where he is than going treatment. the 44 year old surgeon is working at a hospital in the ebola zone in sierra leone's capitol of free town but not with ebola patients. he startedded showing symptoms last week. a medical team in sierra leone says salea was critically ill when he left for the u.s. >> we just need to keep calm, everything will be okay and so far he is responding very well to treatment. >> reporter: salea is a citizens of sierra leone who lives in maryland with his wife and two children. his son says his father was aware of the risk going to work in west africa. >> the fact that he left here to go back to his country that made me worried a little bit when he said doctor and he treats patients that is carrying this virus. >> reporter: salea explained during an april interview why he returned home to help his country men. >> i did not return that i wanted to but i found it was a calling that i go. >> reporter: nebraska medical center is one of four u.s. hospitals with special units to treat people with highly infectious diseases. salea is the third ebola patient to undergo treatment there. eight of the nine ebola patients treatedded so far in the u.s. have survived. workers and send a fifth person to the hospital. the hazardous chemical leaked at the du pont plant east of houston. chemical is used to create insecticides and funk is sides. the causes under investigation. family and friend gathered in fairfax count va to celebrate the life of hanna graham. missing university of virginia students remains were discovered last movement friend and family spoke about the 18 year-old's humor and kindness. graham's parents thanked those in a attendance for their support. jesse matthews is behind bars charged with graham's abduction. a criminal of students and parents visited west virginia university saturday the campus was reeling from a loss of one of its own. freshman noland birch was pledging the cap a sigma fraternity when paramedics discovered him unresponsive. law enforcement confirmed that alcohol was a factor in his death and police are conducting a criminal investigation. official also tells cbs news that 30 minutes after paramedics picked up birch they were called back to the fraternity house to transport another student to the hospital. corry ferris is teen of student. >> i won't deny that students party and students drink as happens in every college community. we're certainly not unique. lots of us that are in this business around the country talk about that 800-pound gorilla in the room of being alcohol. >> reporter: police sources say party culture at the school has reached critical mass. they point to chill-related incidents, riots and other fraternity arrests including three last week. there is also this student run twitter account that encouraging students to send pictures of the blacked out classmates. and just days before birch died the school learn that the cap a sigma fraternity's charter had been revoke by its national office. and that was julianne goldman reporting. records show police were called to that fraternity house 18 times this year. they show criminal citation for under age the poconos. everybody else finding, climbing in the 30's. we will get in the 40's later this afternoon and upper 40's at that, which is supposed to be a consolation prize for us here i guess after the cold, and it will feel like one. it will feel like the grand prize by the time it gets to tuesday when temperatures are owe cold. storm scan three clouds over us, this is not hitting the ground, it is up there, it is just sort of mocking us on the ground that it is cold enough a aloft, for a little bit of snow but not making its way here. we have on rain on the way, not today but as we start through tonight and overnight that is when rain comes in, our temperatures today will be in the upper 40's, tomorrow they could be getting in the 50's, which would be great, depend on how much more warm air can come in advance of a very strong front that is coming here. if enough comes in here we will be, well up into the 50's. 58 degrees or so, if not, if it stops, just shy of making it into the area we may be stopping in the upper 40's. so temperatures are a question tomorrow but it looks like a lot of rain and what is not a question is tuesday. low temperatures, high winds, horrible combination we will get on tuesday a and cold around wednesday too. here is the future weather, this looks out in time and this is a a look at 5:00 this afternoon. obviously sun will be setting and will have set at that point. we have got clouds out there. then tomorrow, overnight 1:00 o'clock in the morning. notice rain showers, through allentown, reading. could there be a wet flake? snow flake that is. mixed in with some of this. it is possible. that is why it is in the poconos and we have them from 7:00 to 9:00. the winter weather advisory for chance of picking up sleet and freezing rain bye to it and we are saying hello, to some really cold temperatures, by the time we get to tuesday as that arctic air starts to build in here. our rain amounts, well, it looks like we could be dealing with one to 2-inch amounts, probably closer to a half or an inch and a quarter through the philadelphia area. just know some decent amounts of rain are likely tomorrow, today's the clouds, 48 philadelphia, 52 at the shore. poconos 42 degrees. wind not a factor out of the southwest at five to 10 miles an hour. tonight we will drop down to 38 degrees. and then we are looking at some wet weather on monday, maybe as high as 58 degrees if we can get enough warmer air in here but we definitely get cold air in here tuesday and wednesday, look at those temperatures tuesday, third two, 35 miles an hour wind. twenty-two at night. to start the day on wednesday get all of your cold weather gear ready now, you will be needing it and make sure your pet during this entire time are kept as warm as you are. wednesday, also looks just not good. but thursday, we will moderate 46 degrees and then we should be in the lower 40's still way too cold after that. all right, carol, thank you. franklin bridge here. your traffic heading over the bridge on the right side of the bridge here. that is heading in to new jersey. we have the two right lanes here closed for construction as you can see which is not causing any major delays this morning. but it is something to keep in mind heading in to new jersey, that is ben franklin bridge two right lanes closed for some construction if you you are heading westbound into philadelphia. no problems to worry about. but something to keep in mind if you are heading in to the city, today, now, to 4:00 p.m. we have several center city roadways closed for the removal of the pnb sign. this includes market street, that will be shut down. thirteenth street into 16th street. also broad street will be closed. walnut street to arch street and john f. kennedy boulevard, juniper street to 16th street will be closed. also some of those surrounding roadways, expected jam ups today, again, until about 4:00 o'clock. and this from the cbs-3 track is in sugar in those cranberry products. so that would be why it is best to use veterinary products. >> okay. >> here is a beagle shepherd mix rescued from north carolina. the doggies very nervous. but then even smells after batting. what is going on here. does nervousness have anything to do with the smell of the dog even when bat hed, as far as the trust on the animal, yeah. fit is suppresses the immune system and it will more likely to pick up things. i would be concern about some skin conditions, or something to that effect. a thyroid problem. so i would have that check because that is in the normal will. >> so get that dog to the vet. >> right. >> here is a cat that is having some trouble going to the bathroom, ten year-old large male tabby what should this person do. >> that would definitely get to the vet because being a male cat he could potentially blocked off a urinary blockage and then you have to worry about the bladder rupturing, things like that. again if you see your cat going in the litter box but not producing any urine or producing are small amount of urine that is a medical emergency. >> and the cat is on... for arthritis. >> yes. >> and is that creating any problems for that cat. >> no, it should be solving some problems. >> yes, it should be solving problems. the cat is cons pated. >> animals have the same emotions but you in different ways to express it as people and prozac is used for them when they are in stressed situations what do you think about that. >> it works. it works again. i would have an animal behavioral expert take care of that kind of an issue because there are different medications you can use that would work. >> fiz treatments for cats that are holistic because you are a holistic veterinarian too. >> since that effects the immune system, i would keep environment of the cat very stress free. i would try to keep the level of stress very, you know, low and you can give again something called a support of the immune system. going on in our area at all. we are not expecting to find any problems today just clouds out there but notice as we go to the north for tonight there is a winter weather advisory from 7:00 tonight until 9:00 o'clock tomorrow morning for carbon, monroe, sussex counties for chance of picking up sleet or freezing rain out of the system coming up here. possibility of the tiny bit of snow but more right, nicole, sorry, it took me a second to hear you. it is really loud over here. is there a helicopter above us. you cannot see it but you can hear it. chopper had has arrived to remove the iconic pnb letters. it started by taking off the base of the south side of the building. those three letters were removed back in august but base was still there. helicopter came moments ago removing that. it will make its way, dropping that off and coming back and taking remainder of the nine letters. now as i said back in august they used a helicopter to dot same thing they are doing today but problem was they did not realize how much of a poor shape these letters are in. each letter is about 16 feet tall and they were being removed back in august. during the first attempt crews learn the condition here it is. the helicopter is live above us and, have of course, trying to remove these letters. as i said the first thing it did was remove the base, on the outside. there is three letters, pnb. it dude for philadelphia fat bank. it was on each side of that building, that square. so it is on the north side, south side, east and west being a very iconic part of the philadelphia sky line for more than 50 years. in august the crew where is able to get the once on the south side. coming from the south side you wouldn't see pnb letters, but you obviously can see it here on 15th and chestnut so you can see those letters up there and earlier, just moments ago, the chopper took the base of it. now he has to work on getting the rest of the nine letters. we will be here all morning long, watching the chopper do so. a as for the the road closures the roads were closed about an hour ago and it will remain closed for the next few hours. so if you do have to be in this area in center city, give yourself plenty of time make your way around here and figure out a different route because it is pretty busy here and there are road closures. i'll send it back to you, nicole. >> same, cut the ribbon officially opening the northern liberties community center to those seeking information on health plans. enrollment, will help residents sign up for coverage until the health insurance marketplace. well, president obama is also urging consumers to go to the health care web site and review their options. he a said they could end up saving money or finding a bet are plan. cbs news correspondent wendy gill legal has details. >> your identity has been verified. >> reporter: new jersey resident joya cornie is a applying for health insurance for the first time. >> i never even thought bit really. it was pretty healthy. i'm usually pretty healthy. i didn't think i needed anything. >> reporter: but two months ago diner host got sick suffering from vertigo and high blood pressure. she spent two days in the hospital. >> so now what do you think about health insurance. >> everybody needs to get it. >> reporter: she brought her unopened medical bills here to jersey city for an event kicking off the the second year of open enrollment for health insurance offered under the affordable care act also known as obama care, one of 200 events nationwide. more than 7 million people got insurance through the the program through 2014, but many experienced technical nightmares when the web site healthcare.gov, first launched and repeatedly crashed. this year there have have been in reports of problems n his weekly address president obama urged consumers to shop around. >> it is worth starting right away and it might make a big difference for your family's bottom line. >> repairing a home for disable veterans that was damaged by fire. it doesens cleaned up the rooms at the dillard house in north philadelphia, "eyewitness news" was there on the 3,000 block of north between the second street. last friday a's fire broke out inside of a third floor bedroom. one resident was kill. volunteers, were busy. we have put in some windows, we have washed down some walls, so far, we have just cleaned up some, got rid of some trash inside the room and things like that. >> reporter: investigators say it appears that the fire victim fell asleep while smoking in his room. we "eyewitness news" at corporal marks memorial run for the fallen. proceeds go to the scholarship name in corporal ryan's honor. he died ten years ago in a roadside bombing in iraq. participants paid tribute to the gloucester's world war two set veterans. and such a worthy cause. we had so much fun, out at the the plymouth meeting mall yesterday for the eyewitness weather kidcasters. that little will girl, was phenomenal. she's so cute. i was there with members of the cbs-3 weather team. we saw on youngsters show off their forecasting skills and it was so much fun. everybody had a terrific time out there. so, good job, kids. don't even think about coming here right now, okay, i'm here now. our weather watchers are weighing in. what do they say. 27 degrees. that is kind of a chilly temperature out there for gary killian and he says as a cold start to the day, out there, and we've got a very pretty picture. this is down in tuckerton, new jersey. take a look at this picture from tim, the sunrise there. so pretty start to the day but boy, it is cold in just about every single location. it is also quiet. we have very quiet weather conditions especially as you go through the the ocean city area where the boardwalk, it looks pretty filled, doesn't it this time of the year and we had quiet festival going on for another day. they celebrate everything, that is quiet down there such as their boardwalk. we have a temperature of 31 degrees. cold out there in kutztown with that temperature but you'll get the farm look, silo and the clouds and unfortunately we have clouds with us all day long. i think, we will probably wish we just had clouds tomorrow. now our temperatures are in the 30's now, they will start to climb up in a lot of spots. thirty-six in philadelphia. thirty-eight in wilmington. thirty-three in millville. thirty in trenton. still in the 20's through allentown and poconos. then we will go to the south, do you remember yesterday how cold it was in the south. they had temperatures in the 20's. they have had temperatures in the 40's now. we will be seeing some of this warmer air start to move in our direction, and then that will make it a little bit warmer around here tomorrow, until we will get this and this is up through the midwest, it is ten in bismarck. minus one rapid city, eight in billings. nine in omaha. that cold air is on the era. it get here tuesday, tuesday night and wednesday night. we have the cold in place. we have the warmer air and the rain to the south. and that will start to come up here, the two will join forces and we will be finding, a really wet time of it as we go through tomorrow. for today, just mostly cloudy, we will be setting the stage and then tomorrow, we could be as high as in the 50's, tomorrow, if enough of that warm air gets in here in time. and then the rain comes in, and transitions any in mix of people, well to the north and west might find, and this evening, over to all rain, and then just rain tomorrow and then remember in the poconos there is that winter weather advisory. you may find colder weather there a little bit longer, chance of picking up freezing rain and sleet through the poconos during this overnight time period this cold front comes through and then later on monday and then by tuesday it is in the 30's for highs. barely in the 30's for highs and the wind gusting in the 30's as well. future weather, nothing really, i stopped it 59:00 just to show through was no reason to stop it. and then at 1:00 in the morning we have got some rain showers that tart to move in here. could there be a wet flake or two? maybe. that leaves pretty quickly. it transitions to all rain as we go through the overnight and tomorrow. heavy pockets of rain even possible and we will be watching for these rainfall totals to possibly pick up in some locations. that is a look at # o'clock. here's 7:00 o'clock tomorrow night. 8:00 o'clock tomorrow night. 10:00 o'clock tomorrow night. then the cold air comes in. we have lots of bright conditions on tuesday but it is so cold you won't want to be out. as far as picking up rainfall it looks like by the time we hit tomorrow, later on in the take we could be seeing anywhere from a half to almost a inch and a quarter have of rain around here. forty-eight in philadelphia today. shore 52. poconos, 42 degrees. everybody gets the clouds, everybody gets into the the upper 40's and then tonight we will drop down into the 30's, the rain comes in, overnight though, so carry your umbrella with you. make sure your pets are dry and we will keep everybody warm here, i hope, by tuesday and wednesday. look at those temperatures. remember to factor in the the wind, it will feel so much colder. now monday, could be as high as 58 degrees. again if enough warm air gets here in time otherwise in the 40's and we will get quieter by end of the week but still it is way too cold around here. do you love watching the weather? well,
