Somewhere out there Philadelphia Police say there is a driver, who likely knows that they struck a man, and then dragged him, and then left him for dead. M. , 24th District Police responded to reports of a hit and run, with injuries. On the scene they found a manage 35, clinging to life with several injuries, and then also, unresponsive.
