also this noon, an escaped suspect is back in police custody after a hours long manhunt near roosevelt boulevard in northeast philadelphia man managed to make his escape while handcuffs but he did not get very far. good afternoon i'm jan carabao jim's off today. here's how it all unfolded chopper three over a large police presence on the boulevard near somerdale avenue. police say that is where suspect, crashed in the off-duty pennsylvania state trooper right around 6:00 this morning. the man was hand cuffed and put in the back of the police cruiser, with you authorities say that he managed to kick out back window and runaway. man who works nearby expressed certain for children heading to school. >> kid are all here. i'm scared for them. they could be around the school bus, they could be inside school bus while he is running around. that is crazy stuff. >> thousand, police recapture the still happen cuffed suspect a to blocks away. they found him hiding in an alley near godfrey avenue right around 9:00 this morning meantime philadelphia police are investigating several shootings that took place throughout the city overnight. here in the 2400 block of seventh sixth avenue a 19 year-old hand was shot ten times, and killed last night. another shooting took lays in frankford where a man was shot execution style, outside of a bar there. four other overnight shootings happened city wide, in all two were killed and seven were injured. philadelphia police say that warm weather could have played a role this is break out of crime. and just minutes ago the the department obvious advertise released findings of its report on reform efforts by the philadelphia police department. back in march of 2015 the federalists ted 48 findings and 91 recommend dayses focusing on use of deadly force, training, policies, race and community involvement the doy says that the department has completed 61 of the recommendations and made progress on 22 more. >> all of these things that the department still has to deal with and provide, high quality, crime reductions services and police services while i momenting significant changes is impressive. i wanted to make the announcement today about that because i think in many ways, that the philadelphia police department will now be a model for the rest of the country. that transition and people wanting to know what their future looks like. future is strong if they follow the lead of the philadelphia police department >> and the philadelphia police department requested the federal probe, in 2013, and we will have a live report on the rest of the finings and what it means for community polic ing in philadelphia, that is coming up on "eyewitness news" at 5:00. turning to weather now, the mild overnight temperatures are falling, this noon, setting stage for weekend snow. but despite the cold moving in it is still a day to even eye some sunshine before we see that snow. still very noticeable out here. it is very bright. you'll walk out door needing winter coat and pair of shade. we came from some very mild territory. if you were up dark and early like jan and i were and perhaps you stepped outside maybe to take the dog for a walk, something like that you will notice it. lets look at where we ended up in fact. there is a very early morning hours. we were at 60 degrees at one point. the average high on this day is a solid 20 below that. and we are starting to get a lot closer, to what is typical at this point. lets take a look in the last 24 hours since noon time yesterday we have dropped anywhere from ten to 15 plus degrees in most locations. as that translates to the thermometer and handful of spots it is 48 right now as opposed to the mid to upper 60 's we saw yesterday, but again that wind is becoming far more noticeable out of the heart west blowing as high as the teens, here in our area possibly as high as 20 miles an hour before it is said and done. storm scan, empty. we have clear skies, couple patchy clouds here and there but overall a very nice looking afternoon, and we just to have keep in mind that this cold front passage, again, it is lucky to be alive today and officials say that is thanks to the help of the the good samaritan. investigators say trooper edward anderson was shot while responding to a car accident, during the attack, a passing driver stopped and asked trooper if he needed help. troop are said yes and that is when driver went in his car and got his gun and came back and shot the trooper's assailant. >> would i just say at this point, thank you, because i do not know that my trooper would be alive to take without his assistance. >> trooper anderson was shot twice, he is listed in serious but stable frankly totals are not the that i am rest i have but there could be slick travel but you don't to have break out shovel. lets get to it. we will start off in fact by taking you through a monthly summary. the month have of january so far. we have 50 plus degree spread here, guys, it is unbelievable , the kind of temperatures variation we have seen, but interestingly we are technically for thousand, at least 2 degrees above average for the month of yan, thus far , and we hit 67 yesterday and just in the last week and a half we were down to 12 degrees. precipitation is at a surplus .21, just over what we would fine. now we are expecting some additional presip. i don't think it will add to that total but here's beginning of the substantial ice storm right now across southern illinois and missouri this will be a very big headache, for folks out this way and at the moment along i i65 and up to i70 a huge stretch of that highway will be impact by all of this icing this is a real concern, across this part of the country. for us, it is just mainly, going to be as i mentioned a nuisance. take a look we have got multiple, just, so many different counties, involved in this essentially entire state of missouri, kansas, oklahoma and panhandle here, in through texas, ice storm warning for this huge, area, and, again, real concern, in that regard, so if you were maybe trying to go see a playoff game in kansas city perhaps, it will be an interesting weekend, with that said. looking at the future snow amounts we will start to see things get underway in the afternoon hours of tomorrow, and then, it is basically out of here no later then 11:00. this is it, that entire span of time, maybe a few tenth of an inch of snow. now we know why we're using word nuisance but not so fast. we are jumping into noon time. no earlier then 1:00 o'clock, two especially when things start to build in here. it is looking menacing. the with us for multiple hours we will have that rain/snow line developing through southern delaware and new jersey. we can end up with freezing rain as well. some sleet, snow as well as freezing rain a concern across those areas. then it is gone by ten or 11:00 at night but even though you got that long window of time we are still seeking less than a inch of snow. icing, that is ative rent story. you only need a fine glaze to create headaches. so no shovels required, but you want to be careful of slick travel out there. if it is treated, i say from philadelphia on north you are probably fine but any untreated surfaces certainly please use caution as you head out and about tomorrow. hazard are whole mixed bag of wintry opportunity out there, out identify we will go to our neighborhood network cameras. i saw kid laying at recess. they have gone back inside. i can tell you they were all dressed in parkas and winter coat. west northwest wind at 13 miles an hour at 44 degrees that will feel more like 30's. here we go dropping off again, can you tell, cold front moving through?
