Carolina Law Enforcement officials and it gives us a better idea of what happened when officer Michael Slager first made contact with walter scott. Saturday morning in north charleston, South Carolina 50yearold walter scott sat inside his car after being stopped by officer Michael Slager who pulled scott over for a broken taillight. Scott then toll officer slager he didnt have the proper insurance paper work because he was getting ready to buy the car two days later. If you dont have the insurance on your car you have to have insurance. He told him the insurance card was with his friend. My car is down. Officer slager told scott to wait in the car. All right. Ill be right back with you. Almost 45 seconds walter scott opened his door and began running officer slager started running after him his microphone recorded the officer use the word taser three times. This leads to the next piece of video. This cell phone video slager pulled out his gun and fired eight times toward walter scott. Slagers mother spoke to cbs news. I grieve for them. I grieve for us. Because this is a live changer. And its hard. Its very hard. Reporter ron haas company used to head up the fbi criminal investigation division. To shoot this victim in the back multiple times while hes merely trying to flee from a non Violent Crime is deeply troubling. Reporter officer Eyewitness News has learned grew up in mt. Laurel and graduated from Lenape High School in medford in 2001. Eyewitness news spoke to officer slagers former classmate. If i was weak in a subject hed be right there to help me. Never would have thought that he had any violence towards anyone. But its these actions on video tape that could put Michael Slager away for the rest of his life. Given this set of circumstances, i think a strong case could be made that thats murder. Reporter Walter Scotts family says he ran from officer slager because he had been behind on some Child Support payments and feared getting arrested. Sleigh good was fired from his job earlier this week season in jail tonight. Live in the digital center, david spunt cbs3 Eyewitness News. David, thank you. Breaking news out of the midwest tonight. Officials say that a large twister touched down near the Central Illinois community of rochelle. The violent weather in that area has left one person dead and damaged several homes and businesses. Now that same strong storm front is moving east tonight and so we have our eye on the storm. Meteorology kate bilo in for kathy tonight fracking would be kate the first Severe Weather of the season. Thats right, chris. Certainly for us we do have the risk for severe thunderstorms moving in along that same cold front that has been causing Severe Weather across the midwest all night long and it is still going on at this hour. Lets take you back out to storm scan3 and you can see weve got a warm front lifting through our area at the moment. That is just rape for the most part few rumbles of thunder and flashes of lightning down in maryland but the stronger system cold front is back to the west. That is that system brought that Severe Weather to portions of illinois into missourily yell today and that is moving east and will be heading our way tomorrow. The question is how much sun do we get in the afternoon how much warmth do we get to fuel these storms as they come through later tomorrow afternoon. That remains to be seen. You can see for our area this evening were seeing some showers again there are some lightning bolts showing up here oh on storm scan3 near d. C. Maybe a rumble of thunder overnight much its been going on all night long across portions of illinois this is the system spawned that tornado north and west of chicago earlier this evening. Future weather for us shows showers moving through tonight. We get a little bit of a break in the action a few showers tomorrow morning and then heres whats the key. Tomorrow midday we start to see some breaks in the cloud cover if we get any sun and get temperatures into the 70s then about 5 00 p. M. We get this line of thunderstorms you can see how it has that little bowed shape to it an indication it could produce severe damaging wind gusts well have more on that the timing of this system fit clears out the for the weekend coming up with the seven day forecast. Police discovered this bullet riddled car at 39th and baltimore in west philadelphia. They say driver pulled over there after he drove his friend to the hospital of the university of pennsylvania. Police believe that shooting happened somewhere around 25th and wolf in south philly. Philadelphia International Airport is number two on a new list but this is nothing to brag about. Since 2004, our airport has had the second most Perimeter Security breaches anywhere in the country. New at 11 00 oclock diana rocco shows us how people are getting into areas of the airport that should be off limits. Reporter philadelphia International Airport is at the top of the list when it comes to Perimeter Security breaches at the nations biggest airports. Need to be truthful know it doesnt surprise me. Kenneth mazik drove his jeep through a security gate and on to the runway at 100 miles an hour as plane was landing and 75 others circled above. He was sentenceed to 16 months in federal prison. We did have extensive and expensive perimeter hardening that went into effect. Reporter after that incident phl reinforceed perimeter faces with cable upped patrols and added extra cameras guard rails and crash beams to keep cars out. The aps report cites 25 breaches here since 2004. In 2014, young driver lost control of his mothers car and hit a fence. In 2013, a woman took a turn too fast and hit a fence coming close to a parked plane. Also inn tock indicated woman was arrested after she walked past a guard into a secure area. Other breaches include two people partying who stopped to ask for directions and a lot of elderly woman looking for the mall. 16 times a car hit the perimeter fence causing lit or no damage. Anyone those incidents. Anyone of those 25, could have resulted in a catastrophic incident. So theres really no room for any of those incidents. We have to not even be in the count. Reporter aviation expert arthur says one time is too many and security measures need to be tighter. I dont think it matters whether its intentional or not. One intentional person could have been a terrorist that generates a horrible disaster. Reporter the report cites more than 260 combined breaches at the nations 33 busy yesterday airports. More than 40 times someone made it on to a runway most notably in san jose last year. 15yearold boy climbed a fence and hit any a jet wheel surviving a six hour flight to hawaii. At ohare a mans toed his bike over and pedaled on to the runway and in detroit woman snuck past the gate with knives in her backpack. If they could do a better job i think its really important. Reporter so San Francisco did rank number one on this list list. While philadelphia was number two, boston and new yorks airports did not participate. Familiar an alleged home grown terrorist Keonna Thomas hurried out of federal court in philadelphia today. A judge denied thomas bail saying that she is a flight risk. Inside of the courtroom the 30yearold north philadelphia mom who is accused of of trying to join isis said nothing at all. Prosecutors argued shes a danger and would try to run if set free. The judge agreed with them and decided to keep thomas behind bars. Complaint does lay out number of communications allegedly made by miss thomas regarding her desire to join isis. We believe when all the evidence is presented at the time of trial that Keonna Thomas will be found not guilty. Only Eyewitness News has this video of the april 3rd arrest of thomas. It happened at her home on north tenth street. A Chester County schoolbus driver is facing criminal charges tonight. Hes accused of leaving a child unattended on a bus for several hours. This is rows land. He picked up that sevenyearold girl from her home last week. She was the only passenger on his van but she never made it to school. Investigators alleged rows land drove right past the school and then parked this van at the craft bus lot leaving that little girl all alone. Luckily for us she was fine. But if this had been a month ago, given the weather she would have frozen to death. If this would have been a month from now given the weather she could have died from heat exposure. So we were this close to a tragedy happening. The craft schoolbus company did issue a statement tonight saying the matter is under investigation and that they are working closely with the air School District and local authorities. We are told that rows land was fired from his job. Tonight the former revel casino is dark. Acr energy which provides electricity to the vacant building cut the power this afternoon. Thats because the propertys new owner glenn straub and acr could not reach a deal regarding payments that straub took op as the new property owner. Straub says for now he wants to hook up portable generator trucks. A philadelphia landmark is on the move tonight. Mc father dens on third street in Northern Liberties is closing its doors after a 14year run at that location. The owners have decided to find a new home in the city and plan to reopen there at a later date. Two teenaged sisters are viciously attacked in a trenton park as bystanders record it all on cell phones. Now city leaders are speaking out about this. The violence at greg grant park was caught on cell phone video. Police now say that theyve identified the attackers and plan to make arrests. In the meantime were hearing from the sisters, one who needed 15 stitches in her ear after she was hit with a brick. Oneonone her is there hit my sister a like no. Her mom hit me. Her cousin hit me. The victims are upset at police saying they were slow to investigate after they reported this fight. The mayor of Trenton Eric Jackson says hes looking into that complaint. New at 11 00 oclock a Community Comes together hoping to save a church that is slated for demolition. The group assemble at the shisler rec center in fishtown wants to save the now closed saint laurentius church. Archdiocese plans to tear down that church this summer saying that the building is unsafe and could collapse without warning. But some say the church should be saved. We will fight until it takes us to chain ourselves to the doors of the church to keep the church open. The group trying to say the church says that in addition to its religious significance it also has great cultural and architectural value. The governor of pennsylvania tom wolf came to philadelphia today to discuss education funding. The Kensington HealthSciences Academy the latest stop on what the governor calls his schools that teach tour. He once again talk about the need to invest in Public Education saying that its not only good for kids but it saves the commonwealth money down the road. Community policing certainly a hot button issue nationwide and also among philadelphias Democratic Candidates for mayor. Tonight cbs philly teamed up with the Philadelphia Association of black journalists to host a forum for those candidates. It was certainly an insight full 90 minutes that focused on city safety an whole lot more. The six democrats gathered at Community College of philadelphia to talk about the citys biggest challenges. None more urgent than the financial struggles of the citys public schools. I am hopeful the Governor Wolf will do the right thing and make sure that our children have enough money from the state which has been limiting the al of money going to philadelphia for far too long cheating our chin out of a first class education. They all a add 53 indicating for some return of local control but warned dissolving the src could lead to less money coming to philadelphia. Id rather spend my time and efforts lobbying for reimburse many for Charter Schools that corbett took away and lobby for fair funding formula statewide. Candidates discussed ways to grow the business community. And make the city a more attractive and affordable place for families. We need to basically eliminate the wage tax eliminate that business tax and put the burden where it belongs in the commercial taxpayers. But the highlight of the event moderated by cbs3 Ukee Washington was a discussion on crime and policing. The only people that will stop the crime and restore the the trust between the Police Department and the community are the people that live in that community. You cant import people to do that. If someone allows someone to have hatred in their heart stop and frisk results in 98 of those people being thrown up against wall and more importantly somebody shot dead eight times in public without retribution. Would be mayors promising to make things better in a city thats been marched by violence. It wasnt always like this. This is something thats happened as weve continueed to diss invest in schools this has happened as weve removed activities from our community and while we know how we got here, we know how to get back. This weather in the midwest making quite a punch. It really is dangerous storms out there. Weve been seeing videos on facebook and twitter just very scary stuff with these tornadoes moving through and tomorrow that same cold front that is bringing the Severe Weather in the midwest will come through our area probably not packing quite the same punch but we have at least a slight risk for Severe Weather even here in philadelphia. So lets take a look outside tonight. Complete different story tonight tonight. Just looking at the clouds, the mist and the dress drizzle a few drops on our camera there we look live from skycam3 down towards center city and the foggy night as well and the fog will continue to thicken in spots during the overnight hours. So be safe out there. Especially during your morning commute. Talk more about that in just a moment. Lets take a another look at storm scan3 and here is that front that cold front that spawned those super cell thunderstorms that produced tornadoes fatal toward nay dough no northwestern illinois tonight. You can see in our area, were dealing with the warm front. Now, between the warm front and the cold front and this wedge here thats known as the warm segment of a storm thats what well feel tomorrow. The surge of warmth at least until the storms arrive. For tonight weve got a couple of showers moving through mainly north of the city. Down here we have lightning being reported north of dc heading into baltimore and maybe a rumble of thunder could be heard across the area this evening. For most of the us, though, it will ab pretty quiet night outside but again our Severe Threat this is where it was today. And you can see thunderstorm watches in effect and warnings south of champagne now and north of chicago as well. So that front keeps chugging eastward and we will feel the brunt of it tomorrow afternoon. Temperatures right now are on the cold side. Low 40s were at 39 degrees at the moment in allentown. Lets take you through the next 12 to 24 hours and see what to expect. Overnight were in the low 40s. Youll wake up tomorrow morning to chilly temperatures. 38 in allentown. 42 in philadelphia at 7am with some fog. Not the kind of day even though it will warm up that you want to head out in shorts and tshirt. Wear the jacket tomorrow morning morning. Watch this surge of moisture and warmth in the afternoon. Temperatures jump into the 70s. Warm fronts like these are tricky. Allentown could stay in the low 60s while we get into the 70s it all depends how much clearing we get and how much sunshine we get but enough heat, enough sun enough destabilization and strong storms to pop up notice the hook shape on these storms thats an indication that they could produce severe damaging wind gusts which would be our biggest threat here in philadelphia Straight Line winds with these storms. Chilly with patchy fog through the morning hours. Some sun and temperatures surge through the midday hours. Actual physical we want the Severe Threat to diminish i would hope for less sun and less warming because that would keep the storms weaker. Well have to see how the day plays out. Take a look at the fog. 9 00 oclock tomorrow visible near zero in spots. So when you head out for your morning commute leave yourself extra time it is going to be tough to see out there reduced visible and it comes up on you quicklily overnight patchy fog its damp at 41 degrees. That big warmup tomorrow. But again an interesting day we start the day in the 40s. Then its a very quick warming into the 70s. And just as quickly as the warmup comes it ends as the storms come through between four and 8 00 p. M. And the temperatures drop as we clear thing out overnight. Once we got through tomorrows interesting weather again cool dreary start giving way to severe storms, weve got much nicer weather for the weekend a big pay off and we deserve it this week has been rough with the cold and the clouds and tomorrow storms.
