>> in the meantime meteorologist kate bilo in for kathy tonight and joins us with details of this deep freeze. kate. thank you chris and jessica. definitely a night for dangerous cold and tomorrow morning that will continue the worst of this cold outbreak is happening right now and for the next 12 hours or so. and tomorrow is actually the coldest day of what has already been a very cold week. you can see on storm scan3 not much in the way of precipitation a stray flurry here or there that's about it but notice the wind chill alerts from spread the midwest to the eastern seaboard. we're under a wind chill advisory here in the philadelphia area there are a few wind chill warnings off to our north and off to our west but that wind chill advisory encompasses our entire region. it goes from tonight through early tomorrow morning. wind chill values in the five below range down the shore. 20 below range up in the pock knows and some spots may feel colder than that i can see wind chill of why below in the highest elevations in the poconos through the overnight hours. let's take look are we're at right now as we start to make that transition into the overnight hours. it's 14 right now at airport. 9 degrees in allentown. it's already one below in mount pocono at the moment and 13 is the temperature at the moment in atlantic city. we're seeing some subzero temps off to the west. four below in chicago. five below in minneapolis. and it's three right now in lexington kentucky but of course the wind is still strong. current winds out of the north and west and they are how long 18 miles per hour sustained winds right now at the airport. over 20 miles per hour in mount pocono dover wildwood and atlantic city. so for the next few hours when the winds are strongest that's when it's going to feel the coldest and here we go. subzero wind chills already all across the area and look at mount pocono feels like 21 below coming up i'll physical if you we have any relief to look forward to in the seven day forecast. for now chris over to you. >> kate, thanks very much those are very tough conditions. being outside for even just a few minutes is real challenge. our natasha new jersey. just gauging reaction to this weather. we can tell you that while some folks are embracing it others can't get out of this weather fast enough. for many commuters in center city, waiting on a bus to get home a necessary on a bone chilling night layering up for the wait is a priority. >> boots layers, scarf hat collar up. >> i got a hoodie on under this and a sweater and another shirt. doctors also taking this opportunity today to remind folks to be sure to layer up and to limit their exposure in dangerously cold weather like this to prevent frost bite. we're live here at pennsylvania landing that night natasha brown cbs3 ooh witness news. >> all right natasha thanks so much and you do have to be careful about frost bite in this weather. it can set in very quickly in just a matter of minutes. and the colder and the windier it is the higher the danger. exposed skin is the most vulnerable and being wet will make frost bite happen faster. >> some of the symptoms of frost bite could be numbness or tingling in the areas and you want to watch for anything that becomes white. >> doctors also say alcohol and caffeine increase the risk for frost bite. your home needs care as well in this bitter weather and there are three things you need to watch carefully for when it gets this. we'll tell was they are coming up in about 10 minutes. and for more on how to stay one of the three suspects has now surrendered to police. and that suspect is just 18 years old. meantime police have gathered in a town east of paris. they are searching for two additional suspects. 34-year-old and his 32-year-old brother sharif. brothers and the teenager are believed to have opened fire and side the offices of a satirical newspaper in paris that often character herd the prophet mohammed. they killed 11 people there. then executed a french police officer on the street before driving iowa. one person describes the scene following the attack. >> very horrific scene with -- with no electricity with everything broken inside and many bodies inside. >> france has now raised its terror alert to the mack mum level. more than 150,000 people gathered for vigils tonight across the police officers following a traffic stop on december 30th. the circumstances that led to that stop are not clear but demonstrators question whether the shoot walk justified. >> i want justice for my forcing officers to open fire. in 1994 reid was sentence to do 15 years in prison for shooting at three new jersey state troopers. the officers who shot reid are now on administrative leave pending an investigation. in new york city the widows of two new york city police officers killed in the line of duty met for the first time today and accepted a big donation. they raised more than $1 million to pay off their mortgages. detectives raphael ramos and wenjian liu were killed in brook lip late last month as they sat in their patrol cars. >> meanwhile, one of 2nypd officers wounded in a shooting monday night in the bronx is home tonight. he was released from the hospital today as dozens of officers applauded him. he was shot in the chest and arm while officer andrew daw see was struck in the arm and lower back back. two people believed to be the gunmen and a robbery accomplice are under arrest torments night police are increasing patrols in a bucks county neighborhood after several homes were burglarized on new year's eve. the search is on for the bandits and for the pricey items they stole in lower makefield township. "eyewitness news" in deptford. gas below $2 a gallon at a gulf on delsea drive and a citgo on cooper street there. the price of regular gas 1.91 a gallon and the lines there tonight were long. here's a look at the average price of gallon. deptford best new jersey average 2.19 a gallon. in pennsylvania we're paying 2.49 and in delaware it's 2.34. when it comes to filing your own taxes turbo tax is king. nearly 29 million returns were filed using that service last year alone but now as three on your side consumer reporter jim donovan shows us some of the some of its most loyal customers are up in arms. >> people are just lived. they feel deceased. they feel they've used this product for so many years they've trusted it and now they're being sand bag. >> reporter: consumer advocate edgar dwarsky is among local turbo tax customers fuming aft the maker changed the deluxe version of its software. the changes require customers to upgrade to more expensive versions when reporting investment self-employed employment or rental income. costing an extra 30 to $40 and taking many customers by surprise. >> turbo tax deluxe users have been using it for years. imagine their surprise when they get halfway through doing their taxes and there's a roadblock in the program that says you have to upgrade. >> reporter: product reviews for the 2014 turbo tack deluxe software on amazon haven't been kind. hundreds of consumers have given the product a one star rating leaving comments like, greed and stewed at that time equal lost customers and this was disingenuous and rep pre hence sib. >> the changes were made so the software would be consistent with online versions and says customers were informed in a variety of ways. >> among them, this tiny orange strip was placed on the back of the packaging alerting customers to the change. he says, this isn't enough. >> i think the company did a poor job of informing consumers to the changes. >> reporter: competitors are hoping turbo tax users will make a swift. >> h & r block make a cluck product also they're offering a free copy of their software if you're a turbo tax 2014 basic or deluxe purchaser. they're going to make the most of it and try to grab some of those loyal turbo tack customers away from them. >> reporter: turbo tax spokesperson tell me 20% of customers use software and the change will affect a small percentage of overall users. free up grades have been issued to customers who have complained. meanwhile if you bought the software and want to take of h and r block's much switch to block offer i problems around the house. >> experts say there are three big things to watch out. let's go over them. number one chimney fires. creosote build up can lead to chimney fires. some recommend burning the fire about once a day to get rid of that creosote and they encourage to you only use seasoned wood. secondly beware of ice damming ice can build up on your eaves which puts weight on gutters and then those gutters can come crashing down. it can be very dangerous. finally, look out for unused bathrooms in the coldest parts of your home. the one over the crawlspace or with an exterior wall for instance make sure that you wrap pipes in those areas and trickle the water out of the faucet overnight to prevent those pipes from freezing. meteorologist kate bilo is tracking frigid weather for us tonight. >> kate, what's the latest. >> the latest guys that temperatures are continueing to plumet and we're seeing a lot of single digits here as we check with our "eyewitness weather" watchers. not feeling great if you have to be out and about tonight or early tomorrow morning. long dark winter nights allow temperatures to really drop quickly. it's 9 degrees right now according to barbara lane in willow grove. it is beyond cold. just frigid outside. 12 degrees as we head little bit further into new jersey from robert stewart in clementon his help says 12 degrees very cold wind can't make up its mind from strong gusts to almost none. on and off here where robert is and check in one other spot here here. 5 degrees that's feeling pretty miserable chuck pressler up in the appalachian little bit of snow here perhaps on the field at campbell's field and the ben franklin bridge all lit up it is just a cold dark night clear skies just lending to that cold. on a clear night all that radiation escapes into the atmosphere and temperatures drop very very quickly much winds are still strong so wind chills that's the worst of it here tonight.ing see where the wind is coming from. a lined with those earlier snow bands. those have moved on out. so it's not really any precipitation that we're dealing with here tonight. it's just the cold and the wind. temperatures right now, 14 at the airport. it's one below already in mount peck know. it's nine in allentown. and it's 13 degrees at the moment in atlantic city. and notice we are already feeling those subzero wind chills. it feels like throw below in philadelphia. feels like seven below in allen up to and it already feels like 21 below in mount pocono. and these numbers pretty similar as you head up to the north and west wind chills in the minus 20 range up across portions of the upper midwest and the northern plains as well this has just really encompassed the entire area. heading into your thursday, as you wake up in the morning mack sure you weak up of course with katie fehlinger she'll be tracking this cold all morning as well. wind chills will be below zero in the morning with temperatures only in the 20s in the afternoon it gets a little bet better on friday. but then we hit a stumbling block and we're right back to the 20s on saturday. so wind chills this week in the teens today. subzeros tomorrow. tomorrow is the most dangerous day and that's why we have some schools starting late. perhaps closed you can see those scrolling at the bottom of your screen there already. wind chills in the 20s on friday friday. teens again saturday and then back to the 20s on sunday below average across the board. and we will be experienceing over 90 hours of subfreezing temperatures. temperatures drop below freezing around 5:00 o'clock monday afternoon they've stayed there ever since and we may get back above freezing just barely by friday afternoon. so the snow that fell yesterday it's going to be with us for quite sometime. down to eight tonight the record is two doesn't look like we'll break a record. already feels like minus three. that's only going to get worse. for your thursday we start it off feeling subzero in the afternoon the high struggles to get to 20. and again feeling like the single digits all day. friday gets a little better but still windy. saturday back to the cold. next week we're back to normal. near 40 but a better chance for rain and snow showers monday through went. stay there. we're coming right back. deciding what to buy is one thing. deciding between buying food
