Captioning sponsored by cbs this is the cbs evening news with scott pelley. Pelley good evening. Well begin tonight with a developing story. Late today, the c. Domestic confirmed that a man in texas has just been diagnosed with ebola. It is the first time the disease has that has claimed thousands of lives in west africa has been diagnosed in the United States. Dr. Jon lapook is here with us to tell us more. Jon. Reporter scott, the unidentified man has been kept in isolation at Texas Health Presbyterian hospital in dallas since sunday. The c. D. C. Said the patient, who was not a Health Care Work eflew out of liberia on the 19th and arrived in texas on saturday to visit family on the 20th. On the 24th symptoms developed. Two days later he sought medical care and was sent home. On sunday he went to the hospital and was placed in isolation. Now, scott, we just got offof a Live Press Conference with the head of the c. D. C. , and he made a couple of point. Number one, people who were on the same plane as this gentleman when he flew back from liberia, obviously concerned, but he made the point it is not contagious. Ebola is not contablous until the person has symptoms. He felt very strongly the people on the plane were not in danger. Two, from the 24th to the 28th he was sent home before he came back and was put in isolation. He did come in contact with a hand full of people, and, again, its reassuring ton that its directly spread only by contact with direct with fluids. So specifically, its not spread through the air. And the c. D. C. Is going to be contact, the people who came in contact with and following them, making sure that their symptoms are followed. And finally, people worry about, you know, could it spread here widely in the United States . And the c. D. C. , again, dr. Frieden, very firmly says this is not africa. Here we have a very Robust Health care system. Yes, its expected and they prepare for people coming here, but theyre going to isolate these people and theyre going to very specifically follow their contacts and with that it should be contained. Pelley he said there was no doubt that this case could be controlled and would not spread widely. Reporter yes. Pelley jon, thank you very much. Well, over 6500 cases of ebola have been reported in four west african nations, and more than 3,000 people have died. We learned today that the c. D. C. Headquarters in atlanta was the scene of yet another security lapse involving the president of the United States. It happened two weeks ago while the president was there to talk about ebola. Bill plante is at the white house tonight. Bill, this security lapse involved a man with a gun. Reporter yes, it dscott, a security guard, who was on the elevator with the president at the c. D. C. , and began taking pictures with his phone. Secret Service Agents asked him to stop. He didnt, and he was taken for questioning. And when he was fired on the spot by his boss, he turned over a gun, which the secret service didnt know he had. The agency then discovered that the man had three prior assault convictions. So now there are more questions about how the secret service could have allowed an armed criminal to get so close to the president. Pelley and three days after that incident, a man identified as oma Omar Gonzalez jumped the fence at the white house and got deep inside the mansion. Today, the head of the secret service got a bipartisan drubbing over it on capitol hill. And bill continues our coverage now. The fact is the system broke down on september 19. That isnt just getting inside the portico. Thats half of a white house tour. Dont let somebody get close to the president. Dont let somebody get close to his family. Dont let them get in the white house, ever reporter as a federal grand jury indieded Omar Gonzalez today on three counts carrying a maximum sentence of 16 years, Embattled Secret Service director Julia Pierson admitted the agency had failed its mission. Its clear that our security plan was not properly executed. This is unacceptable, and i take full responsibility. And i will make sure that it does not happen again. Reporter pierson, on the defensive for more than three hours, said an automatic emergency lock has now been placed on the front door of the white house. She promised a robust investigation was under way. Oversight Committee Chairman darryl issa that an internal investigation by the secret service is not sufficient. I repeat, is not sufficient. Reporter pierson also revealed that on the day Omar Gonzalez jumped the fence, two secret Service Officers recognized him from a previous encounter this summer. They did not report his presence. They observed him for some time. He wasnt acting inappropriately. He didnt violate any laws. Reporter pierson insisted that the exprt his family are safe, but Committee Members were unrelenting. Stephen lynch of massachusetts and i wirk to god you you protected the white house like youre protecting your reputation here today. Today. Reporter and nevadas Stephen Horsford let be frank i believe you have done a disservice to the president of the United States. Reporter the white house says the president still has full confidence in the Security Agency and, scott, despite some veiled hints from members of congress today, secret Service Director Julia Pierson has not offered to resign. Pelley senior White House Correspondent bill plante. Bill, thanks very much. Tonight, there is new urgency in the hint for a survivalist who is charged with shooting two Pennsylvania State troopers, killing one and wounding the other. Eric frein has been on the run, presumably in the pocono mountains for 18 days. Vladimir duthiers reports on todays discovery. These are very similar devices. Reporter the pictures are of who explosive devices. Police say theyre pipe bombs, suspected cop killer eric frein left in the woods. The explosives could be lit by a fuse or triggered by a wire, according to Pennsylvania State Police Lieutenant colonel george bivens. Did he build these devices . He know shes experimented with explosives in the past. This would be consistent with some of the work he has done. Reporter today, armed officers once again fanned out into the densely wooded backcountry. They last spotted frein at a distance about 24 hours ago, forcing thoam shift their search area slightly south. But their message for frein is the same i am calling on you, eric, to surrender. While are you no doubt weakening, our troopers revolve is very strong. We are not going anywhere. Reporter the manhunt is wearing on local residents and business owners. Angelica brose owns a restaurant at the frog town inn, a bet and breakfast where business is down 50 . You have had a lot of cancellations. We have, more than usual. They see all the Police Activity and they just kind of turn away because they dont theyre scared. Reporter over the past 18 days, search teams have found a rifle, ammunition clips, even discarded diapers and cigarettes they believed left by frein. Every new clue has sent helicopters buzzing and dozens of police cars roaring down oncequiet country roads. Eric frein allegedly shot and killed Corporal Brian Dixon back on september 12, scott. Today, state police say Corporal Dixon died filling in for a coworker. He wasnt even supposed to be on duty that day. Pelley vlad, thanks very much. A showdown is developing in hong kong where protesters are demanding that the communist government in beijing butt out of the upcoming elections. Hong kong used to be a british colony. The chinese took control in 1997, promising democratic freedoms. Seth doane is it there. Reporter prodemocracy demonstrators are digging in and refusing to move from hong kong streets. Protesters want a free vote in 2017 elections, but last month, the Chinese Government said the only candidates on the ballot would be vetted by a committee in beijing. Do you think beijing would ever budge . Reporter legislator martin lee was one of the founders of hong kongs democratic party. We hong kong people will fight for our dwaems and you see them. Heavy rain will not drive them away, tear gas will not drive them away. Reporter they have been tested. During a downpour today, protesters put to use umbrellas that originally protected them from the Tropical Heat and pepper spray. Over the weekend, lines of riot police lobbed tear gas at demonstrators to clear streets, but it seemed to only draw thousands more. But today, we found few Uniformed Police and protesters were watching out for each other. One group of friends was assembling makeshift gas masks. What is this . It looks like an old bottle. October 1 is Chinas National Day hol day, a traditional day of protest in hong kong. Demonstrators kiana tsui sees it as an opportunity. I dont think chinese know what is democracy because they they do not know how to fight for this. And i think hong kong can be an example for them. Reporter protesters have been telling us that they hope visitors traveling here from the mainland will witness these protests firsthand since so little news is getting to them have a the staterun media. Scott, october 1 is said to be a critical day for the protest movement. Pelley well be watching. Seth doane in hong kong for us tonight. Seth, thank you. Today, the u. S. Signed an agreement to keep american troops in afghanistan after major combat operations end this year. Its seen as crucial to keeping afghanistan from plunging into the kind of chaos that we see today in iraq. Major garrett is at the white house for us tonight. Major. Reporter scott, the Security Agreement had been languishing for almost a year, but was timely signed today by the new afghan government. President ashraf ghani said doing so was in afghanistans national interest. Under the terms, 9,800 u. S. Forces will remain in afghanistan after 2014. Thats down from 38,000 at the beginning of this year. The vast majority will train and advise afghan army and police forces. A small contingent will carry out raids against taliban and al qaeda forces, and this deal will continue to flow of billions of dollars in u. S. Reconstruction aid. Now, scott, u. S. Forces will operate with immunity from afghan law. That was a Sticking Point never resolved in iraq, and that impasse prompted president obama to withdraw all u. S. Forces from iraq at the end of 2011. Pelley major, thanks. That withdrawal in 2011 left iraqs army to weaken and finally collapse this summer when isis extremists attacked. The u. S. Launched more airstrikes today against 11 isis targets in iraq and 11 more in syria. The idea is to support moderate local forces like the fighters Clarissa Ward met today. Reporter these are the men the u. S. Is counting on to fight isis. Members of the hazm brigade, a moderate rebel force of roughly 4,000 fighters. They have received sophisticated antitank missiles from the u. S. And will head to saudi arabia soon for training. But despite their partnership, the groups leader Hamza Al Shimali told us she had no warning of last weeks airstrikes. We saw it on tv, he told us like everybody else. So what was your reaction . We were shocked. We were supposed to be allies, he said. We should have been informed before the event. Contribution of groups like hazm complain they are disorganized and question their able to fight both isis and the assad regime despite u. S. Support. So how much time do you need to get to a place where you will feel ready to take this fight on . I think we need several months, he said. Were more ready and better trained than before so maybe that period can be accelerated. President obama has said that u. S. Intelligence underestimated the isis militants. Al shimali said he warned the americans many times that the group was growing stronger. Do you blame the u. S. For isis success . In a way, yes, he told us. Explain that to me. Maybe if they paid more attention and gave more support to the moderate groups, h its he said we wouldnt be in this position but at least now were on a different track. The question now, scott, is whether u. S. Backed groups like hazm can actually gain more ground on the battlefield, because even with american training and weapones, they are still outnumbered and outgunned by isis. Pelley Clarissa Ward on the Turkish Border with syria tonight. Clarissa, thank you. Coming up, the days of the plastic shopping bag may be numbered. John blackstone tells us california today became the first state to ban singleuse plastic shopping bags. Reporter in california, no longer will paper or plastic be asked at checkout. That may not be as wrenching as some fear. More than 100 california communities already have banned singleuse plastic bags. Theyre glad to do it. Reporter kendra doyle is Vice President of ralphs, one of the states biggest supermarket chains. In the areas that we operate, over 85 of every transaction that goes through our registers, people have a reusable bag. Reporter habits have changed. Habits have changed. Reporter californias statewide ban is a vict rear for those who declared the singleuse plastic bag an environmental enemy. Americans use about 100 billion of them every year. Each bag is used for an average of only 20 minutes, but can last for 1,000 years in a landfill. Up to 50 million end up as litter each year. At recycling centers, workers have to pull the bags out so they dont clog and shut down machinery. The bags have no value for recycling. The plastics industry is vowing to fight californias ban with a referendum. It has argued the ban will be expensive for consumers and cost jobs. Kendra doyles Company Started out as an opponent of the ban as well but came to see it as a change whose time has come. I absolutely think well see this spread all the way to the east coast.
