"nightly news" begins right now. from nbc news world headquarters in new york, this is "nbc nightly news" with lester holt. >> good evening. there will be no troop movements or a single shot fired, but nbc news has learned exclusively that the united states is poise said for an unprecedented retaliatory assault against russia in response to its interference in the u.s. election. tonight, high level u.s. intelligence to us details of a cia-led cyber retaliation against russian commuter systems. and it could get personal, targeting the russian leadership from putin on down. who the u.s. accuses of sponsoring attacks meant to undermine the u.s. presidential election. >> reporter: nbc news has learned the cia is in the initial phase of a wide-ranging designed to be both clantestine and embarrassing. sources with direct knowledge of the operation tell us the target, the kremlin leadership, particularly vladimir putin. if ordered by the white house, the cia could manipulate things as specific as the banking account and personal phone of the kremlin leadership. >> there's a great deal of offshore money that has moved out of russia through the hands of oligarchs. it would be extremely embarrassing if that way to have a proportional response to what we have seen. >> reporter: the covert operation, the sources tell nbc news, is being run by a super secret group inside the cia. top secret documents indicate they have a staff of hundreds and a budget in the hundreds of millions. the covert operation is designed to send russia a signal to back off. how does it work? u.s. cyber operatives have long been active cyber doors the russians work hard to secure. feeding information back to cia headquarters at langley. inside langley, cia super hackers use that information to direct drones and specialize low-flying satellites over russia, and even submarines positioned off the russian coast. a former senior intelligence official tells nbc news, he believes the u.s. response to the russian hack should be overt, for everybody to see. and that itho include a persuasion campaign designed to inform the russian people about putin. >> if you publicly accuse someone and don't follow it up with a response action, that may weaken the credible threat of your response capability. >> shaun kin okay was the senior u.n. intense official responsible for analyzing russian cyber capabilities. >> you're seeing it play out between two long-time chess players in this field. it in the cyber era. >> unless we stand up to this kind of cyber attack from russia, we'll only see accusers coming forward to say they were sexually assaulted by donald trump. one of them a former contestant on "the apprentice." and trump lashing out again today, continuing to allege a conspiracy, katy tur, tonight, thank you. there's late word this evening from the faa issuing an emergency order banning all samsung galaxy note 7 phones from all u.s. flights. the fear is, the p being produced by samsung, poses an urgent fire risk on board planes. tom costello has the developing details for us. >> reporter: the emergency action takes effect tomorrow morning. the galaxy note 7 banneda all flights. no carrying one on board, not in checked luggage and not in a carry-on bag. airlines must deny boarding to any passenger who has one. and passengers who try to smuggle a note 7 on board could face a fine. >> it has been known today, passengers only had been told to keep the note 7 turned off. >> the root problem with lithium ion batteries is that there's a lot of energy stored inside a tiny little device. >> reporter: reachers at underwriters laboratory recently demonstrated to nbc news the risk posed by exploding batteries. so far more than a hundred fires involving the note 7, including a fire on this southwest plane last week. an on-board fire could take out critical flight systems. >> if youe can actually cause a catastrophic situation for the crew who may not be able to control the airplane. >> reporter: now with some airlines adding fire bags to smother battery fires and ups and fedex refusing to ship the note 7 by air, an emergency order banning the phone on all u.s. flights. tom costello, business news, washington. let's turn now to north carolina. the flood waters are cresting, but it's far too late for several commrunts already under water. nbc's miguel almaguer took an exclusive tour, in one of the state's hardest hit towns. it was devastated 17 years ago and now faces another long road to recovery. >> reporter: in princeville, north carolina, this small town is sinking in sorrow. the signs that paint its rich history are bobbing in the settled by free slaves after the civil war. cherished pictures and historic buildings are drowning in the deluge. governor pat mccrory took us by helicopter to see the catastrophic damage. but to find the sunken city, you also need a boat. up to 12 feet in some areas. and there's no sign standing still here. >> some of the people suffering are the people that can least afford to suffer because they have nothing. >> reporter: the mayor says this poor community, rich in culture, will rebuild. still tonight some worry this historic town may become history after this flood. miguel almaguer, nbc news, princeville, north carolina. delta airlines is being hit with accusations of discrimination after a medical emergency aboard a flight. a african american, offered her help, but says a flight attendant refused to believe she was a physician. the doctor turned to social media where the outrage is only growing. nbc's rehema ellis has details for us. >> reporter: tamika cross, a 28-year-old houston doctor, was midway through her delta flight from detroit to minneapolis when she says she heard someone screaming for help for a sick passenger. she offered assistance, but she response prompted her to write a facebook post that has since gone viral. >> she immediately replied, you know, saying, oh, no, sweetie, put your hand down, you know, we're looking for physicians, or nourss. >> reporter: dr. cross claimed the flight attendant asked her several questions and wanted to see her credentials, but when an older white male doctor approach, dr. cross said his help was immediately accepted. she wrote, i'm sure many of my young corporate american working women of color can all understand my frustration when i say i'm sick of being disrespected. the experience dr. cross described is not reflective of delta's culture or of the values our employees live out every day. tonight, delta says a full investigation is under way. rehema ellis, nbc news. still ahead as we continue here tonight, the fbi manhunt for a the victim's young children targeted in their homes. now another ohio girl, aged 10, managed to escape her attacker. >> it's the worst feeling in the world having your daughter scream at you at 3:00 in the morning that someone's trying to take her out of her bed. >> reporter: investigators say forensic evidence matches and are intensifying their search of this chevy malibu. they also say the parents to take precautions. >> it's really important for
