But rescue groups and animal advocates say the rule restrictive and will make it more more difficult for groups to find homes willing to foster animals meaning more pets being left in the shelter. Last year the rescues pulled more than 2500 animals out of the Animal Foundation, placements, and if the rescue groups who rely solely on the fosters can no longer find fosters, theyre not going to be able to pull these animals out. He says since the Animal Foundation is not a nokill shelter, less adoptions means more animals could be put down.
