northeast. we still could see one to three inches of rain and gusty winds overnight and rip currents remain a re tropical depression 9 is forecast to become a strong tropical storm before it makes landfall. but the whole track has shifted a little bit farther north. now charleston, south carolina could see the effects of a strong tropical storm. we could see 10 to 15 inches of rain in and around tampa. out in the pacific, we have two category 3 madeleine is going to stay to the south of hawaii while lester is going to stay to the north of hawaii but we still could see 10 to 15 inches of rain on the big island and that could lead to flooding and mudslides. a lot to keep an eye on. as voters go to the polls in some high profile primary races tonight, election officials are worried about how -- nbc news has learned the u has now launched a top secret review. our justice correspondent pete williams with the details tonight. >> reporter: as the nation prepares to vote 69 days from now, nbc news has learneded that a top secret u.s. intelligence group has already been tasked with russia related hacking. today the fbi director things are something we take very, very seriously. and work very, very hard to understand. so that we can equip the rest of our government with options for how to deal with it. >> reporter: u.s. officials say after trying and failing to get into arizona's online voter registration system russian hackers p penetrated a similar system in illinois. but state election officials say it would be much harder for any the completely separate individual devices that count the fall votes. >> if it's not on the internet and you're not voting via the internet, the only way to hack into anything would be machine by machine. >> reporter: states that use optical scanners still have the paper ballots as a backup. even so security experts warn that security systems with no paper backups still in use are much more vulnerable especially to an insider hack. >> i think it's country now not to have a paper trail for their votes, not to have some backup system because the risks are just too great in this cyber wild west. >> reporter: democrats in congress asked the fbi to look into whether russian hacks into the democratic national committee were an attempt to help donald trump's a campaign. tonight officials say they doubt the russians are trying to help trump, but they might -- there are reports tonight that one of the most dangerous terrorists in the world has been killed. the brutal number two in command of isis, systemed of playing a role in one of the most vicious attacks in the u.s. we have seen. >> reporter: he's not a house hold name in the united states, but for isis supporters, he is a major player. spokesmen, also its second in command. significantly it was al-adnani who called throughout the world for lone wolfs to carry out attacks around the world. al adnani has long been linked to violence, he spent six years in u.s. custody in iraq until he was released. there remains a $5 million bounty on its head. u.s. officials have confirmed to nbc news that there was an air strike in syria earlier today, that adnani was targeted and that a car was struck, but u.s. officials aren't sure if adnani was actually that he skied from wounds he received a week or two weeks ago. . >> it is fight night in two key states as two big names in the gop battle for their political lives. it is also a major first test of how donald trump may impact races for his fellow republicans. in the meantime, an african-american trump surrogate is apologizing now for something critics called racist o social media. >> reporter: when donald trump isn't mired in his own controversies, his surrogates stir it up for him. pastor mark burns apologizing for posting a cartoon of hillary clinton in black face. after 14 months of firestorms like that, tonight trump's affect on congressional races will be tested as we're looking for a good turnout on the vote today. >> reporter: both senators walking a tight rope trying to support their nominee without alienating hispanics. at stake gop majorities especially in the senate. if hillary clinton wins, democrats only need four more seats to retake control, making it easier to push through decisions like supreme court nominees. >> holding the senate, i think is a extly the victim of a sexual assault at an elite private school, a case that grips the nation is talking exclusively to nbc news. also moment of impact. caught on camera, a tractor trailer smashing through cars, strangers frantically tonight we are seeing and hear for the first time from a young woman in a trial that captivated the nation because it took place at one of the moist storied prep schools. he was tried with rape and ultimately convicted of sexual assaulting a 15-year-old girl. chelsea prout is 18 and ready to tell her story. and said publicly what happened? >> yes. yes. >> why did you want to do that? >> well, i feel ready to stand up and own what happened to me. >> reporter: on a spring evening in 2014, 15-year-old jesse proud went on a date with then senior owen labrie. >> i was raped. i was violated in so >> it's been more than two years since the incident took place and a year since he was acquitted of felony rap charges but found guilty of a lesser felony and four misdemeanors including sexual assault and endangering the welfare of a child. he was sentenced to a year in jail but is out on bail, appealing his conviction. >> they said that they didn't believe that he did it knowingly. definitely did do it knowingly. >> throughout the trial he maintained the encounter was cons consensual. >> what happened when you tried to go back to school and i guess it seemed like everyone knew? >> everyone pretty much knew and none of my old friends who were boys would talk to me. and nobody was talking about the issue itself. >> the school came under fire for its handling of the situation and for what some said allowed this to occur. what do you hope happens to him now? do you ever think about that? >> i don't, i hope he learns, i hope he gets help. because if he doesn't learn, he will do it to another young woman. >> reporter: she chooses not to talk in detail about that night. >> i have been trying forward. >> reporter: and says it's her family's support that has helped her the most. >> even when i get my panic attacks and i lock myself in my closet because i don't want my little sister to see me like that and she'll come into my closet when i'm rocking on the floor. and punching my legs trying to get myself to calm down. and she'll try and give me the big els hug and she'll say, chelsea, you're okay, and i just can't imagine how scary it is for other people to have to do this alone and i don't want anybody else to be alone anymore. i don't. >> chelsea prout ultimately left the school. the school denied the culture or tradition of assault ever us to look at the issue anew. we are back in a moment with a tenth a southern california today. police at the l.a. mansion of music star chris brown after a woman told police brown pulled a gun on her at a party, which he denies. brown who previously pleaded guilty to felony assault against his then girlfriend rihanna in 2009 had refused to come out and talk with officers for a time today. sources telling nbc news that other witnesses had also been uncooperative. a incident caught on camera at a connecticut gas station. an elderly driver accidentally backs into a pump knocking it over on to another car that has two children inside. within seconds, both cars catch fire. but a quick thinking woman was able to get those two kids to safety. there are still three weeks of summer left, but the plows are out in colorado springs. not to get snow, but to clean up hail, after a powerful storm swept that area. around town and flooded roadways too. at least eight people had to be rescued when cars got trapped in those high waters. when we come back, and semifinally -- finally tonight, that dash cam video capturing a pileup in new york. it happened in the city of binghamton and now the mayor of that city is thanking motorists for saving the life of e >> reporter: like an out of control missile shooting down route 17 in new york, a tractor trailer slams into traffic, leaving a car engulfed in flames and a debris field a quarter mile long. >> there was just cars scattered everywhere. pieces of cars all over the place. >> reporter: through the mangled mess of cars, ed staff spotted one vehicle on fire, smoke and flames pouring from the sedan and elderly woman the windows wouldn't go down and she was screaming to help her get out. >> reporter: staff ran to find a fire extin extinguisher, chris white stepped in to help. >> she was trying to get out of her vehicle, the doors were stuck shut from the collision. >> reporter: soon two more join the rescue. but the inferno grows. >> it must haee be in a care that was on fire like that. >> reporter: together the men carried the elderly woman through her passenger window to safety, incredibly, her injuries only minor. >> it was unique, because the four of us had never met each other before, in fact this was the first time we had ever even seen each other, but we were able to come together by some unknown force and work together as a team and their harrowing rescue, these four together once again, the mayor of binghamton calling them heroes, for reasons we can all clearly see. and that's going to do it
