be screened for the zika virus. testing is already under way in puerto rico and areas of florida where there have been outbreaks of the mosquito-born illness. but today's advisory expands zika screening to every blood bank in the country and all of the territories. officials say this will ensure that safe blood will be available for all americans who need a transfusion. just last month, the fda ordered blood centers in miami and fort lauderdale to stop accepting donations ti , now, there is some promising news regarding zekea. officials from the world health organization say so far they have received no confirmed cases of illness, and spectators, athletes or anyone, who was associated with the rio summer olympics. now, because the virus has a one-week incubation period, it is possible a few cases still could pop up. experts advise rio travelers to continue to wear deet and to more weeks. now, let's talk about interest rates. will they or won't they go up? it is a question for many people, for a while now. and today federal reserve chairman janet yellen said that the case for raising interest rates is getting stronger, this in the light of a solid job market, and improved outlook for the u.s. economy, and inflation. and yellen stopped short of offering any timetable, so only time will tell. we will keep you posted if we hear anything. ou it really is nice out there right now. we are just in the low 60s. a few clouds in some spots like in boulder but things will change again this afternoon. belen, what is going on, i thought we were about to have a great weekend? >> it is back and forth, back and forth, there will be a chance for a few isolated storms this afternoon. but most of that rain will be out in the eastern plains. it looks like it is good news because our farmers and ratchers out there need it. >> okay. and let's take a look at the forecast. our temperatures right now are actually on the cool side. 70s in northern colorado and closer to the foothills, temperatures in the 60s and in the 50s. we will be below normal again today, and highs are in the mid- 70s this afternoon. with temperatures in the 60s and 50s, closer to the foothills. and now, right now, check out the metro area, and it looks a little hazy out there still, and the humidity levels right now are pretty high but that rain that is actually falling is up towards northeastern colorado. and a heavier bout of rain actually over the panhandle of nebraska. and we will get another chance of seeing some storms out in ea green outline looks like a duck, doesn't it? >> yes. >> we zoom in a little closer and it is the eastern plains that will have the best chance of seeing those stronger storms this afternoon. and some of those storms will contain some hail, and some strong winds, and some brief heavy rain, but stick around, i will time it for you coming up in the full weather and a look at the warmer weekend, and you know what the cooldown, we have been experiencing it are we done with the 90s, and is summer winding down. and so many teases, and i've got the answer coming up in the and larimer county today, sheriff's deputies have a driver that they believe hit a cyclist overnight and then just drove away. this happened right around midnight on mulberry street between riverside and la may. in fort collins. emily clark is the name of the woman on her bike when she was hit. the 26-year-old was left lying on the left-hand side of mulberry street. she was hospitalized with serious injuries. now, deputies caught up with the driver, 31-year-old kenneth la june, a short time later. police believe alcohol or drugs homeless people here in the denver area say they cannot get a fair shake here. so they are suing the city. nine homeless people are named as plaintiffs in a lawsuit against the city of denver. their lawyer says the poor and homeless are unfairly targeted in certain city ordinance, namely camping bans, and the ban says they can't sleep with clear sidewalks of piles of items. and some who had their possessions taken away say it is unfear and this suit is seeking an injunction against such laws. city leaders tell us they can't comment on the lawsuit right now. they have not fully looked at it. two environmental groups have filed a lawsuit, and this one is challenging federal oil and gas leasing on public lands. the groups want the government to consider climate change in all of this. the environmental protection groups are challenging nearly 400 leases. and utah. and the group's wild earth guardians and physicians for social responsibility say almost 10% of u.s. greenhouse gas emissions trace back to publicly owned oil and gas reserves. a spokesperson for blm, the bureau of land management, says he can't comment during pending litigation. this next story is just heart breaking. she gave her life to save her son. friends and family are having a powell. chelsea russell died in lake pow until the southeast corner of utah. it all started when her toddler fell off a moving houseboat. his mom jumped in after him. but neither had a life vest. and another family member got in a smaller boat to help the pair and when they got to them, the child was alive and awake on chelsea's chest, and she was unconscious, and they tried cpr. but could not revive her. we have the story coming up, on this later today. worse for ryan lochte. police in rio have charged the swimmer with filing a false robbery report over the incident during the olympics. we all heard about it. police say the indictment will be sent to lochte in the united states, and to the international olympic committee's ethics commission. the charge carries a penalty of up to 18 months in prison. don't know the likelihood of all of that playing out. according to "usa today," ryan lochte is supposed to star in the 23rd season of "dancing date. some members of our 9 news team decorate masks every time the mask project comes along. it is a benefit for denver hospice. and in our "fix this" segment today, becky will show us how she used bubbles and paint to transform her mask to a masterpiece. it is going to be auctioned off, coming up this month. >> and first though, we could still see some more showers later today, despite the blue sky out there. belen says things are looking really good for the weekend. hi, everyone. a nice afternoon in the temperatures today are going to be in the mid-90s. mid-90s -- no, in the mid-70s. we won't get to the 90s. but so far this year, we have had 49, 90-degree days or hotter. and so most of you are asking yourself, with the cool spell, are we done with the 90s, is summer winding down. the last day of 90-degree days is september 4th and that is approaching. take a look at the extended forecast to see if we have any more 90s. but at least for today, normal temperatures. mid-70s will be your high. scattered showers and thunderstorms. and some of these storms could contain some small hail and strong winds. 48, 68, oh, my gosh. i am mixing all of the numbers this afternoon. 68 degrees right now at d.i.a. here in the backyard, our numbers are 62. okay. check of the weather across the state, in northern colorado right now, upper 60s, and 70s out in the eastern plains, for my friends there and 50s and this afternoon, 80s out on the western slopes, and 60s in the high country, and mid-70s, for lower elevations and out on the eastern plains. now here is what is happening. we have a dip in the jet stream right now over parts of utah and into colorado. so this is a reason why we are seeing cooler temperatures and a bit of rain. currently on dopper 9, we have a few storms that are trying to develop in the mountains and another batch of heavier rain that is moving out of the state, and now causing some problems over the panhandle of nebraska. and now the wider view country, it is to the north of us, and out on the east, where we could see the stronger storms, this afternoon in the eastern plains where the scattered showers will be developing but more isolated storms on the front range. let's me take you to the future cast and watch what happens and the storms stay mainly out east and through 3:30 this afternoon, a few isolated storms in the mountains and to the south of us, in northern colorado, at that time. and by the time you clock out of work, it should be smooth sailing, when you are headed home, and a few storms will south, and then overnight, maybe a stray shower in northern colorado, overnight, and areas of fog will develop with some low clouds. and tonight, temperatures will drop to 52. and early showers and then a bit of clearing. tomorrow, the high of 82. so we are warming up, but there is a chance for an isolated storm in the afternoon. and sunday is looking nice. with some thunder and storms in the foothills and 87 degrees. and then after that, notice how the temperatures just kind of remain in the 80s. and we will come really close to 90s. and next wednesday, with a high of 89 degrees. but kea afternoon storms in the forecast, for the next several not only an art technique, it is something near and dear to our plastic cups, and straws, and a spoon, water, and dish soap. take your plastic cup. and fill it with equal parts dish soap, paint, and water. then mix it all together, to i will admit, this next part is going to be scary but trust the process. put your straw into your cup, and do what your mama told you not to. blow bubbles. i let those bubbles fill up the cup, and spill out falling where they may. i then worked my way around the mask, and filled in the blanks where needed. >> once it was dry, you can see all different sizes, and shapes and colors of bubbles, all over the mask. piece. that curtain will be mounted above the window and mark the cardboard. make a hole where you marked. mark the holes on the wall and do it it both sides and use command hooks and a curtain rod with heavy getting all sorts of flack again today. now, mylan has moved to offer a $300 discount to help offset the high price tag is dismissed as a pr move. over the last 10 years, the price of the epipen auto injector shot up from $90 to more than $600. the ceo of the company, heather pressure, is blaming what she calls, a broken health care system. >> the patient is paying twice. price at the counter, and they are paying higher premiums on their insurance. >> and after she and her company lobbied to make epipens widespread on planes and schools across the country she is playing defense about her compensation and how it has gone up. lawmakers are flat out accusing the company of price gouging. and have called for a congressional investigation. and now, a big name in hollywood is weighing in. >> we learned about my son's peanut allergy when he was very, very young. >> that who has a son who needs the epipen just in case he has an allergic reaction to peanuts. yesterday the actress cut ties and who better to keep calm, agitated passengers, then therapy dogs. do you know d.i.a. trained dogs, working at the airport? i have seen them out there. as of today, they have a lot more. 53 therapy dogs have joined the canine airport therapy squad. or cats, as it is called. which is a pretty acronym for a group of dogs. >> the idea of the program is to offer stress relief to passengers and employees that work at the airport. the airport is a very stressful environment. and can be a very stressful environment. and these dogs offer a sense of calmness encounter. >> all of these dogs do
