office says the son has given animal control permission to euthanize the dogs as early as this evening. some u.s. agriculture department offices in fort collins are among those closed around the country this morning because of anonymous threats. four buildings used by agriculture department agencies at the natural resources research center more than 1,000 people from several government agencies work at the campus near colorado state university. the threats are considered serious. offices have been closed in connecticut, maryland, north carolina and west virginia. the offices will be closed until further notice. a small town just outside denver known for its aggressive traffic ticketing exposed by 9wants to know is under scrutiny again. state investigators have been asked to see how mountain view may have mrs. used state grant money. investigative reporter jeremy we've confirmed there is an investigation into mountain view's police department which was apparently requested by the chief himself. it involves money that is supposed to go to dui enforcement, but something weird has been happening with that money prompting the state of colorado to freeze funds for that town. if you've never heard of mountain view, it's really easy to miss. he is only 12 blocks small -- it's only 12 blocks small with a population of 500 people just cdot tells me they have frozen thousands of dollars of grant money for mountain view because of potential misuse. we do know the jefferson county sheriff's office has been investigating potential fraud. the district attorney's office is also aware of the investigation and we're talking about tens of thousands of dollars here that is supposed to pay for dui enforcement. this investigation is still ongoing and the case may be handed over to prosecutor a spokesperson for mountain view's police department cooperating with the investigation but cannot say much at this point. just to be clear, nobody has been charged yet. to repeat, i was told the chief of mountain view asked the jefferson county sheriff to look into this when potential improprieties came up. you'll recall our investigation found the town of ticking drivers essentially for financial survival. nearly 50% of the town's budget replied on traffic tickets. we'll keep watching this to see where >> jeremy jojola reporting, thank you. rtd is punishing the company that it blames for problems on the train to the plane. it's withholding a portion of its payment to denver transit partners because of delays on the new a line between union a spokesperson for rtd says it chose not to pay $65,000. it's actually part of the contract. that is the maximum amount the department can withhold as a deduction for poor performance. rtd already paid $10 million. rtd has the option to deduct more for service problems in july and august. a decision on that could come by the end of the week. the a line has been delayed several times for various reasons since it opened in april. public works crews in colorado springs have been busy cleaning up and making temporary repairs after damage to roads and drainage systems caused by monday's severe storms. crews have been working to clear clocked drains and identify where theycan preven more flooding. eigh stuck in deep water. the city reports damage at several intersections. crews are having to prioritize repairs. the sub is encouraged to report road -- the public is encouraged to report road damage and clogged drains. we may not see quite as many storms this evening as yesterday. that said, there is still a chance forced crews to close westbound evans avenue through evening rush hour. this particular main was built in 1949 and the age is potentially a factor in what caused the break. it's a 12-inch diameter main at evans and galapago. three businesses are without water service. that service is expected to be restored later tonight. no homes are affected. finished until wednesday afternoon to the road. few weeks with their host family. nicole cosby says a mama moose and her two calves moved into her backyard on the east side of town. they showed up a couple weeks ago. she's taken pictures and videos over the last week from safely inside her house. cleaning because the moose are eating the trees in the yard and one of the calves likes to lick the windows. her family has lived in the house for 12
