reporter: in a police report, witnesses say smizzy had the german shepherd's head in his mouth. >> the real question is, does it appear that your pet was going to suffer serious bodily injury or death? use deadly force. >> reporter: the veterinarian's report backs up the attack, giving shotz's medicine to heal from dog bites. his owner said he is a dog person and feels bad but felt he didn't
