cameras on the plaza where the memorial stands. investigators think they know who is responsible for this latest incident. denver's police chief says it is disheartening to see the memorial vandalized a second time. >> i really felt sick. that memorial represents men and women who have given their lives serving this community and to deface it is a dishonor to those individuals and the men and women in this department and the community. >> the mayor michael man congress said he was -- hancock said he was extremely upset. a number of people got a rude awakening this morning. victims tell us vandals were throwing rocks through windshield. denver police say nine cars were hit about 11 a.m. officers chase down four juveniles. they were arrested. damage ranges from dents to shattered windows. a live look at mountain all those lucky people who had the presidents day holiday off are now not so lucky in that they are stuck in slow traffic coming down the mountain. this is i-70 at u.s. 6. we are expecting some slope spot just like this one as people head -- slow spots just like this one as people head back from the long holiday weekend. what do these people do? look at this weather. and if they weren't annoyed by traffic, odd are they were annoyed by the wind. i was like can it stop any time soon? we were expecting overnight lows in the 30s for the metro area and the front range. meteorologist belen deleon joins us from the weather center. we're in for a warm dry week. could we just cool it on the wind for a little bit? >> goodness. we do have some warmer temperatures on the way, but just listening to you guys, it's like we can't have the best of everything. it needs to come with a catch, right? certainly our warmer temperatures today came with those really strong winds and in the high country that snow let's look at a couple travel advisories in effect for our emergencies along i-70 now icy in some spots and wet. we have that winter weather advisory that is in effect until midnight, but by the time this is all said and done it looks like we could see accumulations 5 to 12 inches in our front range mountains and areas like meek are and trappers lake and beaufort 5 to 10 inches. the 24 hour snow reports are really nice for copper mountain 7 inches, loveland 8, cooper 5, steamboat 4 and at a-basin 9 inches. so this is, oh, my goodness, so welcome especially because all of colorado is really under this very dry spell. here's what we have on doppler 9 now. we have some very light snow falling along the front range mountains and even some light rain into northeast colorado, but on the front range the biggest issue has been very strong wind. we have gusts at times that have been up to 50 and 60 miles per hour of currently those northwest flow up to 35 miles per hour. here in the metro area 66 mile- per-hour gusts in broomfield and we're not done with the strong winds. in fact, that high wind warning is still in effect till midnight for our western suburbs, front range mountains, foothills, northern colorado, southern wyoming. all the area shaded in lilac, lightweight vehicles, high profile vehicles, you're encouraged to not travel there, gusts up to 75 miles per hour. another beautiful view of the city. we started off with clouds and it's cleared off some, upper 50s now, 60s in longmont, 40s closer to the foothills. look at the rest of your evening, looking really nice. if you do have that date flight planned this evening, ladies, pack on that hairspray. it's still going to be very windy, but temperatures will be in the 50s, 40s and eventually 30s. coming up in your forecast we'll talk about the snow and wind, when it will be decreasing. the temperatures will just keep could see near record high temperatures this week. today is day no. 12 that it is dry out at dia. we'll look at if there are any chances of seeing any kind of rain or snow out at dia soon. >> that wind is something. i saw a bunch of guys at a construction site today trying to hang onto all the plastic, you know. >> it affect lots of people, lots of the folks up in the cranes looking at our forecast as well. i've got some good news as far as the wind go in our forecast. >> i wouldn't even want to be a bird in this. what do you do? there's no way. >> you're grounded. you're not flying today. that's crazy. >> thank you. it's been just over two months since three people were killed during a shootout at the colorado springs planned parenthood. today the clinic reopened its doors to begin offering all of the healthcare services again. damage from the militarized police vehicle that broke through the front of the building that day still needs repaired. it will be a few months before planned parenthood of the rocky mountains ceo credited the staff with saving lives the day of the shooting and also say the clinic has reviewed and updated security measures. >> we want people to access healthcare freely and with a sense of welcome and warmth, not with a sense of fear. so we're working very hard to make this space, this new space, exactly that, warm, welcoming, a symbol of high quality and a safety zone, a place where people can come something like that. >> a couple of pro life protesters stood outside of the today. one man said what the shooter did was horrible and wrong and doesn't represent what they stand for, but he says he does want the clinic to shut down eventually. the shooter will be back in court the end of the month. he is currently undergoing a mental health evaluation. continued federal funding for planned parenthood passed overall government funding bill. 9 news political expert floyd ciruli said although the controversy of funding for planned parenthood is over for now, it's still a major issue in the presidential debate. >> it's still a major controversy if you listen to the debates. they disagree, many of the conservative candidates disagree with donald trump who has expressed some positive aspects towards planned parenthood. so while the federal funding has gone away because the overall spending bill was passed and funding planned parenthood was buried within it, the issue is still very much alive and i expect it will stay alive all this year. >> on sunday republican presidential candidate senator ted cruz released a campaign ad attacking donald trump for his defense of planned parenthood. there are new details about a shooting at northern arizona killed in that shooting. prosecutors say steven jones charged with first degree murder had superficial injuries and downplayed the distance he ran before firing the first 10 shots in the fight. paperwork also alleges seven of those shots struck the victim collin bru. he was killed. he graduated from castle view high school in 2013. earlier this month jones defense attorneys asked for modified police conditions, but prosecutors considered jones a flight risk and are fighting that motion. jones is also charged with six counts of aggravated assault for shooting three other students. he is expected back in court friday. a 15-year-old girl is hospitalized. her mother was killed after a car crash last night in arvada just after 10:00 near west 80th avenue and sheridan boulevard. police say the driver of a jeep ran a red light and slammed into the car driven by the teen's mom. three men inside the jeep got out and ran. police caught up with the sandoval cruz and another man a couple miles away at u.s. 36 and pecos in westminster. westminster police took both into custody. police are still looking for a passenger who was in that jeep. police believe alcohol was involved. a construction worker is okay after falling while working in a 20-foot deep hole today. the construction site is at 1717 broadway. authorities say he was working in the 20-foot hole, stepped backwards and the ground shifted. he didn't fall far, maybe a couple feet of, but he did injure his back and was taken to the hospital with minor injuries. all of us as parents expect that our children's teachers have been thoroughly vetted and cleared with background checks, but an investigation by usa today reveals how teachers stripped of their licenses end up back in classrooms. in our story dishonor role we >> reporter: they're supposed to be honest, but troubled teachers cheat background checks by crossing state lines. >> i'm not a liar. >> reporter: colorado elementary schoolteacher daniel garcia lied about qualifications to at least five school districts. after several forced resignations he moved to seattle and lied his way into schools again. was it a mistake to put this guy in the classroom? >> he wasn't necessarily a danger to children. >> i'm not saying i'm perfect. i made my mistakes obviously. >> reporter: florida was revoking lenny wolf's teaching license for forgery. she got certified in colorado. texas revoked this man's teaching license after he was alleged to have tried to contact a boy on the predator. kendall said he never hurt kid. >> they pulled my license when they really didn't have grounds to and i let it happen because i didn't have the money to fight it. episode this guy got a substitute job in the state of indiana. he was supposed to be flagged in a national database of problem teachers, but there's confusion as to why the system failed. the nonprofit maintains the database for states. we found it can take months and even some names are forgotten to be added allowing teachers to cross state lines back into school. there's no federal law requiring reporting. >> we want to make sure that the federal government is doing everything they can to insure that our children are protected while they're in these schools. >> reporter: we found 9,000 disciplined teachers missing from the database. >> it's not a perfect system. >> reporter: the data business director believes it usually works. why aren't all states on this same page to mick this whole system more efficient and -- make this whole system more efficient and more reliable? >> because each state is different. they have different rules and regulations and laws that govern these certificates. it seems like we could come up with a clear, consistent set of terms and rules. >> reporter: a case of states not completing their homework and allowing problems back into schools. usa today graded each state on how it does teacher background checks. colorado gets a c because it does not share proper information with other school districts in other states regarding teachers with discipline history. you check out more about that on 9news.com. in the meantime tonight we have our second dishonor role investigation with a perfect example, a man who deceived five school districts in the denver area with qualifications he did not have, mark. that's tonight. >> jeremy, i think all of us expect that the people we turn our children over to every day in the school environment have been vetted and are cleared and are people that you can trust your children to be with. >> i think people expect with the technology to vet those people to be up to date for 2016, perhaps some change is on mark. >> we look forward to your next story. thanks, jeremy. the body of supreme court justice antonin scalia is back in virginia. the 79-year-old died of natural causes in texas while on a file and what you need to do we're looking at this for two reasons. first of all, we're checking out the light traffic at i-70 and genesee, not too bad right there. however. >> however, as you're saying, if your stomach is queasy, it's because you're looking at this picture right now saying that's the wind that has me going up and down on the ride i never chose to get on and we're all on this ride right now. >> just howling just all day long. >> it's been like this since yesterday. oh, my goodness. >> it's some serious gusts that pick up dirt and everything, garbage cans and everything their plastic out of the trees which was impossible in the wind. it's a mess. >> you feel for them and the construction signs and things that can go flying and everything else. hopefully it settles major cities. the majority problem was unavailable cable channels. comcast does not know how many people were affected. we talked about it before and it's happening again, just a few weeks into tax season and the irs is already alerting taxpayers that there could be something really wrong with their returns. taxpayers across the country are getting letters from the irs saying the agency is again dealing with an onslaught of fraudulent tax returns. last year millions of social security numbers ended up in the hands of identity thieves. 9wants to know reporter chris vanderveen covered this then he found out after audit after audit showing the irs figures it's losing about 5 billion a year to people who file tax returns on someone else's behalf. >> in most cases we're hearing that they're e-filing and just doing this in bullet massive amounts of returns and they know -- bulk massive amounts of returns and they know a lot of these will be caught by the irs. >> some good news, the irs says more security measures are in place this year to detect a real return from a fraud one, but the best thing to do is get your taxes done as soon as possible. get all of your w-2s and 1099s right away and file as soon as possible. if you do something to file and if says that someone has already used your social security number, put a freeze on all your credit accounts and check your credit reports to insure no new fraudulent accounts have been opened in your name. if you file your taxes through the mail, make sure you include an identity theft form. it says if you're a potential irs can mark your account to identify questionable activity. that form is available on the irs website. >> just another reason to get it done early. >> yes. paying employees to lose weight may not help with physical fitness, but it tarps out taking money away sure does. re-- turns out taking money away sure does. financial incentives to walk 7,000 steps a day, programs that paid workers for achieving their daily goal was no more effective than not at all, but programs that gave cash up front which it was taken away if the workers did not meet their goal, they were 50% more successful. >> yeah. show me the money. >> and then get the money and say i don't want to lose the money, right? >> i want to keep the money. like gerbils on a treadmill, the whole newsroom moving at once. if you have teen-age boys, little bit earlier tonight. little bit earlier tonight. employees hear from the donor alliance today to answer questions about organ and tissue donation in colorado. there are more than latin american countries that are also seeing an outbreak of the zika virus. the world health organization is tracking symptoms of guillain-barre syndrome. researches are say if zika is to blame for the increase or if another mosquito borne illness guillain-barre. the most effective repellants carry a high amount of the 25% deet. >> experts say the ratio of ingredients is very important. repellants with 100% deet are no more effective at fighting zika and could actually have dangerous side effects especially for small children. they also advise skipping products made with natural plant oils because they don't stand up strong against mosquitoes. you constantly have to reapply them and they aren't as effective. the cdc and world health organization still recommend pregnant women or women thinking of becoming pregnant should avoid areas where zika has been detected. michigan's governor wants to expand medicaid coverage to people under 21 and all prone to problems after flint's here is your mission if you choose to accept it. tell them to go to bed earlier tonight and every night. a new study out of penn state suggests teenage boys who don't get enough sleep could be at risk for type 2 diabetes. researchers monitored sleep patterns of 700 children into their adolescence. boys who got less sleep as they aged were more likely to develop insulin resistance than those who maintained good sleep habits. sleep quality did not influence diabetes risk in girls, interesting. >> teenage boys love saturday >> yeah. and any other morning, any morning we give them. >> that they can sleep in. >> school starts way too early for any teen-ager. >> we've said that for years. they need to adjust. all the studies show that they should be bumped back an hour or two. >> anyway. go to bed. that will solve your problem, teen-agers. go to bed. we're expecting another warm week in the metro area. >> yes, we are. oh, my gosh, if you're heading to the mountains, there should be some horsetooth mountain. >> it's a little quieter there. >> yeah, but there's no flag in front of us. >> we have no way to know. >> no birds trying to fly in the wind. i'm telling you it's crazy. >> even the birds were giving it up today, trust me, belen. >> my hair was flying all over the place this afternoon. i was joking i felt like i was in a music video. >> the wind machine. >> the beyonce fan. >> yeah. >> but now the hair is at half >> well, we are seeing some improvement as far as the winds go. i'm going to stop talking about my hair, but first let's look at those temperatures because around this time of year we should be at 46 degrees that. sun has peeked up from behind the clouds. we're finally starting to see some clearing, just a beautiful afternoon even though we do have those winds, but the high today was able to manage to the upper 50s in the metro area. also in fort collins and greeley 60s. these are the highs today and in the high country we managed 40s and 30s. right now we're at 57 degrees at dia, but check out those wind, 26 miles per hour. out here in the backyard our temperatures are at 55 degrees and just from this afternoon our 11:00 to noon show i was out here, big improvement as far as the winds go. the temperatures right now across the state are in the 50s for fort collins, greeley and denver, so slightly cooler than out east temperatures in the 50s and 60s and in the high country 30s and 40s. so still pretty mild afternoon. now for the rest of the evening our skies are going to start to clear and our temperatures will be in the 40s. if you are out and about around 10:00 in the overnight hours, our temperatures will drop into the 30s, but i think the main story for us here on the front range at least will continue to be these strong winds. we've got gusts right now in broomfield in the 60s, aurora reports. so far we've had reports at dia up to 45 miles per hour, nederland 67, el dorado springs 70 miles per hour. we still have that high wind midnight. so this area could still see gusts up to 75 miles per hour. as i take you through this wind gust forecast, you'll notice the strongest winds will happen before midnight and after that they'll be strong but not in that high wind criteria. let's take you through this wind gust forecast through the rest of the afternoon. speeds closer to the foothills up to 50 miles per hour through tomorrow morning. here in the city winds coming in from the south possibly from 5 to 10 miles per hour, but still a possibility of gusts in the foothills up to 40 miles per hour. so an improvement in comparison to what we're seeing now in the foothills for tomorrow morning and even into tomorrow afternoon. now as far as any rain or snow goes, that's also on the decrease in the high country. what we've got going right now is just some wind blown snow along the front range mountains. in northeast colorado we have some light rain that's falling it. that's about all the snow we're seeing now falling on doppler, but we so desperately needed that snowfall in our north and central mountains because our snowpack just from a week to two weeks ago has dropped about 6% statewide. so a lot of that affected in well. although if you do like that warmer weather and sunshine, that's dandy, but we need to through colorado to help with our snowpack situation. satellite and radar taking us through the rest of the evening, notice a possibility for showers in northeast colorado, light snow lingering in our north and central innocents, but by tomorrow morning that snow -- mountains, but by tomorrow morning that snow wraps up. tonight skies partly cloudy, winds 10 to 20 miles per hour, lows in the 30s in fort collins, denver, greeley, 29 and teens for some of our mountain supremes. an improvement because this spot usually sees temperatures be -- valleys. an improvement because this spot usually sees temperatures below 10. 40s in the high country, 50s and 60s in the lower elevations and the eastern plains as well. what we have going on right now is this northwest flow bringing these strong winds along with the jet stream and also that moisture, that snow. what's going to happen through the rest of the week? this high pressure ridge that will bring us warmer temperatures and also some very dry weather. by the end of the week thursday and friday we get our next chance for snow, but that will be only for the high country. the weather on the front range is going to stay dry. we're also going to see those temperatures become so warm that they'll be close to record highs, tomorrow the high 64, on wednesday 69 when the record high is 72 and on thursday i'm forecasting a high of 71 and the record high is 72. so let's look at the extended forecast and you'll notice the weather stays pretty dry for us. wednesday 69, thursday 72, friday 65, so very dry and breezy and saturday 64 degrees for the high. if i missed something, you can always go to 9news.com to get the full forecast, but, kim and mark, as we settle into this dry weather, we have to start also being very cautious because this pattern is also conducive to the threat for wildfires. we need to be careful with that extended forecast is looking really, really dry for us? and the wind. that's another factor. it's a serious risk. we've seen them all time of the year in colorado. thank you. for nearly a dozen years a spacecraft called cassini has been orbiting saturn and its moons taking amazing pictures from a world 1 billion miles away from our earth. >> the teen in charge of taking those pictures for us earthlings is in boulder and maya rodriguez got inside their lab today to see how this is all done, pretty cool. >> it is so amazing the work they're doing there. it is called the cyclops lab and this team literally gets pictures of saturn ready for the public to view. back in 1997 nasa launched a spacecraft called cassini which also had a lander from the european space agency attached to it. the lander went to the surface of one of saturn's moons called titan while cassini continued orbiting the planet taking pictures. the cyclops in boulder is in charge of taking the raw pictures and cleaning them up filtering out things like haze and space dust. so far they've handled hundreds of thousands of images from cassini. >> it's amazing learning. i mean these guys amaze me every day with their knowledge and it's great to see the process. i mean it really is like a once in a lifetime opportunity to work for a space mission. >> every morning i show up and look at images that i'm the first person to see them, they're from 1 billion miles away. it's interesting. it's really cool to see that. >> it is pretty cool. sadly cassini is reaching the end of its life entering what's known as the grand finale. it will deorbit eventually crashing into saturn by next year, but before it does it has a few more tricks up its sleeve thing it will do in its final days coming up tonight at 6:00, one more thing it needs to do and it's something that's not been done before. >> that's intriguing. the website is incredible. it's just art. it's incredible art. >> it really is and the way they clean up these pictures. when you see the raw pictures, there's a lot of haze and sort of space dust in there. you can't really see it, but once they clean it up, boy, those images are something else. >> it's eye popping. >> that's so cool. i wake up every day and look at pictures a billion miles away. >> what a job. >> for humans to be seeing unbelievable. >> that's a great gig if you can get it, a lot of work in why. >> worth it. tonight. coming up who the experts are predicting to be the big winners. >> yeah. big winners coming and a huge stories about your life today, a piece of lafayette's history is getting a facelift this month and it's so big that city's fire station. that's big. >> the coca-cola mural was found when a building on lafayette's public road was in the process of being demolished. workers discovered it when they removed some asbestos siding back in june. because it was protected by the siding the mural is actually in pretty good shape especially given its age. the town's preservation board said it could have been painted near the end of the 1940s. the town is now taking steps to make sure it is preserved for the future. >> we had had an inkling something was there, but we didn't know for sure. so it was a really exciting discovery. a majority of people in the community came together and were really excited about saving it and learning about the history. >> how about that. saw those all over when i was a kid. that was a long time ago. the restoration team will spend all of february working on the mural making sure that each piece of flaking paint is put back in place. the town is currently working on finding a new home on public road for the artwork. that is remarkable, a beautiful piece. night, 58th grammy awards. kendrick lamar, taylor swift and the weekend are expected to capture more than a few emmys. taylor swift and the weekend have seven nominations each. swift and kendrick lamar teamed up for her song bad blood. lamar is leading with 11 nominations, the most in more than a decade including song and album of the year. >> he's such a critical darling. to pencil butterfly is literally on the top of almost every critic's list. he's really pushing hip-hop forward in a very intelligent way, but he's also a huge commercial success and that's a sweet spot when you get the person who is a critical darling and also topping the charts. that's something the grammy committee definitely looks at. >> two years ago he had numerous nominations including in some of the big categories and he did not win in those major categories. so many people were surprised. >> lamar's 11 nominations is just short of the 12 that 1984 related to his classical album thriller. also among moments to watch for tonight, tributes to the recently deceased david bowie and the eagles glenn frey. >> we have a list of nine things you may not know about the grammies on 9news.com and the 9news mobile app as well, one of which the award statues are made by billings artworks in colorado and we have a quiz like which female artist has won the most grammys? how many grammy awards did the beatles win during their career? there are 10 questions. see how you do to test your music knowledge. >> i'm not sure the beatles won any. is the answer zero? now i have to go look. i'm intrigued. >> good questions on 9news.com or the mobile app as well. if you're more of a movie person and perhaps a star wars fan, woo-hoo, filming started on the next installment. >> wall disney announced shooting began on episode eight today in the united kingdom. the filming starts right where episode 7 left off. harrison ford, mark hamill and keri fisher are slated. episode 8 is expected to hit that's rights in december of 2017, big -- to hit theaters in big. successful. >> one of the reasons it made so much money they say is a lot times. i really enjoyed it, but i mean i don't know. kick. >> got to be on that beam there. we'll look back at some historical presidential visits here in colorado. >> next the president who liked hey, what is that? on this presidents day indiana university unveiled a significant artifact that once belonged to president abraham lincoln. it is honest abe's mallet. this rare tool was used as a splitter to drive iron wedges into logs for making fences and to drive pegs into furniture and other fixtures. this mallet is called one of the most significant artifacts ever found. >> you may recall that abraham lincoln being referred to as the rail splitter during his political career. it was a moniker that hearkened back to his days in indiana and his rural roots and his hard work in industry. so today i'm pleased to announce that we've uncovered >> how about that. >> the 16th president engraved his initials and the year 1829 on the side of this artifact as well. >> that's incredible. one of the best museums in the country is the lincoln museum in springfield filled with all kinds of stuff like that. >> quite a discovery. it is presidents day, a holiday that is celebrated on the third monday of february every single year. >> that's right. it was established in 1885 to recognize president george washington in 1885 but now a day to celebrate all united states presidents. so we checked out history colorado's archives today to check out some of the memorable presidential moments that have happened here in colorado. president roosevelt traveled across most of the state speaking to locals on the back of a railroad train. he also went on a bear hunting trip to east divide creek. the hunting group spent a lot of time in garfield county and most of them were on horseback. >> the photos of him are riding with packs of dogs and other dignitaries. president roosevelt gave a speech at the little blue school house in raven, colorado. more than 1,400 people showed up for that speech. we are watching that drive because a lot of people decided well, maybe i'll go do a little skiing and now they're coming home with all their friends. >> that's right. next a look at backups and another check on the forecast. well, it's still pretty slow, but it's not a dead stop. you know what? this is actually not terrible. it was a lot slower earlier, but these are all those lucky holiday revelers who got up to ski today winding their way home. >> yeah. it's not too bad. probably some people game back early, do you think? or others are saying we'll stay up here and have dinner. >> that's the way to do it. it looks a lot snowier up there than i would have guessed. it's pretty nice
