another officer shot and killed the attacker just outside parliament. good evening, i'm julie haener. >> i'm frank somerville. experts are calling it low tech terrorism, and say it's a growing threat. in this case, no gun was used, just a car and a knife. a total of five people are confirmed dead. three were civilians, plus the police officer and the attacker. at least 40 others are injured. while no one is claiming responsibility for the attack, british prime minister, teresa may is calling it a sick and depraved terrorist attack. >> this is a live picture of westminster bridge. authorities have not released the name of the attacker, but say they're working under the assumption he was inspired by international terrorism. ktvu's jana katsuyama with the latest. >> reporter: an official at scotland yard said they are working through the night to track down any evidence or clues about this attack. and a man said the investigation will proceed rapidly. it we have prepared a map that shows westminster bridge. you can see along the top. that's where the man drove the suv across the bridge, and then crashed on the other side near the parliament building before he was shot. the attacker driving a gray suv drove into pedestrians on westminster bridge, and left bodies of the victims behind as he headed straight to the parliament building. the horror and helplessness seen. the attacker then crashed into a fence outside of parliament. >> i see that one car, smashed to the wall, and people started running over. >> reporter: stabbing and killing one police officer. a 48-year-old husband, and father. police shot the attacker. a total of 40 people were injured, including some french school children, and three police officers. the parliament was put on lockdown for two hours. investigators say they know who the attacker is, and are tracking down video prosecute surveillance cameras throughout london to find out more about his past. >> we've been working throughout the night. we have hundreds of officers on this investigation, and focusing on the suspect's motivation, preparation, and his associates. >> reporter: the british prime minister theresa may, speaking out. >> to the victims themselves, and to their family and friends who will not now be welcoming them home. >> the full support of the u.s. government. >> reporter: bruce newsom grew up in london. >> . it's an attack on british politics, on the government, and also on the tourist industry. >> reporter: it matches calls for isis attacks using vehicles as weapons. >> in that sense, it fulfills the typical jihady's objectives, strike at a politically symbolic target, and also damage the economy. >> reporter: police say they are taking statements from hundreds of people who saw the attack, an extra armed police force are being put out on the streets in the next few day, and scotland yard flags are flying at half staff, both for the officer who died and the other victims today. >> what else have we learned about the police officer who had been killed. >> reporter: the spokesperson says the officer had been with the force for 15 years. he been with the metro police in london for 15 years. the britain foreign minister who reportedly lost a terror attack in bali years ago, was one of the first to arrive. he did cpr on the officer trying to revive him, but obviously, it was too late. there are those moments where people try and step up, and try and save lives. >> our thoughts and prayers are with the victims and their families tonight. jana, thank you. video from a static camera shows the suv on the bridge. take a look. the car is speeding across from left to right before it plows into a crowd of people. on the video, you see a woman falling from the bridge into the river below. she was rescued alive from the water. at last report was being treated at a hospital for her injuries. >> the lights on the eiffel tower in france were switched off tonight in solidarity with tonight, a convicted pedophile back behind bars after police in marin say he tried to lure teenage boys, and he did it, they say, with an approach he has used before. debora villalon live in fairfax. >> reporter: fairfax is small. fewer than 8,000 people. just a few registered sex offenders. but police say this man drove from san jose with his scheme. down the street from drake high school, a pizza place, popular with teenagers, and this is where three boys were befriended by a man who offered them money to help him wash cars. >> the parole agent confirmed, that he does detail vehicles. that is his job. >> reporter: only to a sting, did police learn the man is a convicted sex offender. >> his history goes back 26 years with crimes against children. >> reporter: during those first encounters, the boys say 54- year-old richard williams, gave them food, gave them cash, and told them not to tell their parents, one of them did. >> which included sexual innuendos, and inappropriate statements. basically, he's a seasoned pedophile. >> reporter: police didn't know who they were dealing with, but recognized grooming. >> getting them to feel comfortable, safe. >> he's going to open a business, a car wash, a cleaner, you know. >> reporter: finally, back to the pizzeria, where williams arrived a third time, expecting to meet the boys for a movie, but he was under surveillance. >> the police, they were watching him. after the police came here and then they took a picture of him. >> reporter: then an identity for williams. convicted of luring los gatos boys the same way several years ago, and police able to see his long history of child sex crimes immediately alerted williams's parole officer to have him arrested. >> i have two kids in the car, so it's very concerning. i'm kind of frankly shocked, but i'm pleased that the pizza owner and the cops have got this guy and took him away. >> being brave enough to go to their parents and say this is what's happening. >> reporter: with williams locked up, their parents can finally relax. >> she said it really wasn't until today that the whole thing hit her, emotionally what potentially could have happened to her son, and then his friends. >> reporter: richard williams has worn an ankle bracelet the last few years, but he was due to go off parole in eight months. now this case will be filed in marin, if convicted here of annoying or molesting children under 18, he could serve new prison time. julie, the boys in this case, one was 15, and two were 16 years old. >> yeah, you just can't help but think, it's a good thing that those boys decided to come forward and say something. a lot of times kids just don't say something, but in this case, this is what made it. >> that's right. the fairfax police chief is reaching out to other agencies, checking with law enforcement around the bay area because this man has been mobile, and obviously, would leave the south bay, and go to other communities. they want to know if they're hearing about cases like this with the same m.o. san francisco police tell us a 13-year-old girl was able to escape an apparent kidnapper tonight. investigators say it happened about 5:00 tonight on four side avenue in the west portal neighborhood. police say the girl was walking down the street when a man in his 20s got out of his car. he grabbed her, and tried to drag her into the car. she screamed, and several people came to her aid. we're told those good samaritans actually tried to chase down the suspect, but then he got away. investigators are now looking for a white male, driving a volkswagen passat. the owner of a vintage store in san francisco's haight- ashbury neighborhood appeared in court today on charges she told clothing and accessories made from an endangered species. >> reporter: decades of fashion on haight street is known for -- she's charged with nine misdemeanor counts of illegal possession for sale of an endangered species. outside of court, she says she's a preservationist, not a poacher. >> i'm sorry that furs were killed by unenlightened people, 50 and 100 years ago, but maybe something positive can turn out from it, and that's what i have done. >> reporter: according to court records, an anonymous tip to the department of fish and wildlife prompted two undercover wardens to go in the store last year. they tried on a $4,500 jaguar skin jacket. two weeks later, authorities served a search warrant seizing clothes made from dead sea turtles. hansen says the seized furs were vintage. >> the ruling i'd always gone by, because i've been involved in vintage for so long, was anything done before 1972, was considered vintage. >> they're in danger because of human activity, and we're very concerned that right under our noses we had this activity going on here. >> reporter: george gascon says it's not illegal to own the items, but a 2016 law prohibits their sale. >> we want to protect our environment. we want to protect this species, and frankly, once they're gone, they're gone. >> reporter: hansen maintains her innocence. hansen is due back in court next month. she could face up it to four and a half years in jail, and on the next round of heavy rain. >> at 10:30, segment 2 examines an unintended consequence of a legal requirement. >> first, a 2 investigates report. a bay area man says his home is being torn down by his landlord, while he is still staying in it. we're following some breaking news in san francisco, where there is a major backup on southbound highway 101. we're told at least three cars were involved in an accident around 8:30 tonight, and at least one of the vehicles was traveling at a high rate of speed. the accident, plus debris has several lanes closed in each direction. the chp hopes to have everything clear in about 90 minutes. alaska airlines says it will be retiring the virgin america brand as part of its recent merger. the company said that will likely happen in 2019. but alaska will incorporate favorite elements of the experience. seattle based alaska closed the deal to buy burlingame's virgin america in december. tonight, 2 investigates an oakland man's claim that his landlord demolished his home, and the problem is, he still lives there. tonight, much of that home is no longer standing. ktvu's investigative reporter, candace win tells us, there are two very different sides to this story. >> reporter: jahahara is watching his home removed. >> i think i have a right to stay here. that's what i want. >> reporter: he's lived here for years, but says the last few days have been a nightmare, because his landlord wants him out. >> i've had no heat. no hot water. >> reporter: since an eviction conference last week, there's been harassment. >> started screaming at me to get out. said can we talk? i said we having in to talk about, it's midnight. >> reporter: and a visit last week when his landlord changed the locks. >> the police department let me back in. this is kind of hard to say, because i'm a man. i'm scared. i'm scared. >> reporter: jahahara says the holes in the walls were made by the owner himself. >> what happened here? >> i can't comment. >> reporter: gene gorelik and his wife tell 2 investigates they purchased the property last may. >> we can't do anything. he's holding the building hostage the last 10 months. >> reporter: open records show the goreliks submitted to model the house. gorelik's wife says jahahara is ruining the process for money. >> he's ruining our lives. >> reporter: a day before the demolition, jahahara's unit looked like this. less than 24 hours later, this. 2 investigates learned half of the unit is part of the main home, which is still in legal limbo. while the other half was part of an illegal extension. workers started tearing it apart wednesday, but the city stopped them, because the demolition permit was expired. >> did you give you permission to touch his stuff? >> so we gave him notice. >> why couldn't you have waited until he moved out? >> like i said, you can ask anybody you want, but we can't comment until the lawsuit's over. >> you're sitting here, and half of this guy's home is being torn down. how can you explain this to him? >> who? >> your tenant. >> i don't know how to answer that. >> reporter: gorelik told 2 investigates workers were there to make repairs. instead, it's been torn down, and yellow tagged. gorelik says he believes he's helping jahahara. >> it's deadly to spend a single night here. >> shouldn't that be his decision, not yours? >> if someone is going to throw themselves in front of a train, don't you want to stop then? >> reporter: a hearing is scheduled for monday, when a judge was expected to make a ruling on whether the goreliks could evict their tenant, but now it's unclear what will happen in court. meantime, oakland police confirm they have an open investigation into the harassment claims. ktvu, fox 2 news. if you about a new plan to reconfigure a busy road. it was standing room only for the public meeting at the joaquin recreation center. the two lanes in each direction would be reduced to just one lane. a bike lane would be added, along with some parking. >> we're simply right sizing this road, and making it safer without impacting congestion. >> many neighbors at the meeting tonight were skeptical about the city's claim that the new configuration will not impact congestion. the san francisco fire department honored three people today who saved a man from drowning last month at aquatic park. 9-year-old aaron herrera, his 20-year-old brother, and his girlfriend all received medals for their bravery and quick thinking. firefighters say the three could see strong tides were pulling michael shanahan into the bay. they worked together to find a rope, throw it to shanahan, and then call 911. this was the first time that shanahan had seen them since the rescue. we got our dose of rain last night, and this morning. 4inches in the santa cruz mountains. over 2 inches in the marin county area. napa, 2 inches over 2 days. that's a great amount of rain for march. san francisco has already seen its entire month of march rainfall, as of this morning. san francisco got over 1.5- inch. concord, almost an inch. the rain has headed. tomorrow is going to be a nice day. but as we head into tomorrow night, friday looks wet. we're going to see showers pretty much throughout the day on friday. but tomorrow is this right here. it's that gap. with that gap, we'll see more sunshine tomorrow, and temperatures probably in the mid-60s. the showers have ended for now. we did have some funnel clouds reported, as we did yesterday up in the central valley, with some severe weather. current temperatures run a little cooler. it's going to be cool and the winds light. no fog along the coast. tomorrow is going to be a stunning day, with highs in the mid-60s. then everything changes as we head into your bay area friday. it's going to be wet again, and part of the weekend as well. when i see you again, we'll show you the latest computer model, and how it bears out. coming up at 10:30, a 67-year-old dam in the south bay. residents shared their flooding, and earthquake concerns, as the water district shares why the project is taking longer than expected. new at 10:00, mounting concern about the south bay's anderson reservoir, and the potential for catastrophic flooding, if the dam were to collapse in the event of a major earthquake. >> azenith smith told us about proposed changes to fix the dam last night at 10:00. >> reporter: julie, frank, the majority of the people at tonight's meeting long time morgan hill residents who feel the district is dragging its feet with this project, and they're worried their homes and lives could be in danger. >> it should already be in place. they've known about the retrofits needed for many, many years, and they have done nothing about it. >> reporter: carrie hightower knew the dam needed to be retrofitted five years ago. >> there's still a lot of snow melt out there, and the danger is still out there. if the rain comes down again. >> reporter: she is among the more than hundred residents who packed the morgan hill community center, concerned about the progress. an analysis done back in 2008 found a major earthquake could cause the 67-year-old dam to fail. state and federal regulators have told the water district to limit anderson reservoir's water storage to 68% of capacity, to prevent a catastrophe. this winter, the district has been unable to meet that limit, given mother nature. >> there were so many storms in february that came back-to- back, saturated the watershed, and the runoff began coming in, faster than we could discharge. >> reporter: it's now set for 2010, delayed by complications with engineering. new faults were discovered that crisscross the fountaination of the dam. >> i do care about the frustration, obviously. but the way to look at this is, that it's better that it's found now, any engineering complications related to them, now rather than in construction. >> reporter: residents say in light of the oroville dam crisis, and the historic flooding in san jose, they hope this project won't face any more set backs. >> if they had retrofit the dam, and of course, cleaned up the creek, they may not have had this flooding in san jose. >> reporter: right now, district officials tell us they are preparing environmental documents and pursuing permitting in hopes to start construction as soon as possible. as myth azenith smith, ktvu, fox 2 news. we'll introduce you to a bay area high school basketball team, making its first trip to the state championship in more than 30 years. >> up all csu schools this fall. they voted to approve the first increase in six years. outside, students protested the hike. gavin newsom was among those voting against the tuition increase. however, the university says it needs the money to hire 400 new faculty. the price of twice to more than $5,700 a year, before books, food, and housing are added on. on segment 2 tonight, an unintended consequence to prop 57. it passed by a wide margin last november, offering parole consideration for nonviolent offenders. as jesse gary reports, critics say the new law is delaying justice for the families of some victims. >> reporter: the killing of 8- year-old madyson middleton struck at the core of california's conscious. a hidious crime, made more bewildering, because of the identity of the accused. the victim's then, 15-year-old neighbor. >> very emotional and upsetting and harm to deal with. he committed a crime. he committed a crime that wasn't just a crime, it was murder. >> reporter: apartment complex resident, jacob sigman knew both the accused and the victim. two years after the crime, he still hasn't been brought to trial. >> i think he should have been tried already. what's the hold up? >> reporter: the hold up is directly tied to an act by the electorate intended to improve the judicial process. in part, it mandates juveniles accused of a crime to receive a special transfer hearing. >> now it's a judge, and we're talking between 3 to 6 months for added on, that will be added on to what before a d.a. would make a decision within a couple of days. >> reporter: san mateo county dee wagstaff, he says the dish of the transfer hearing has the unwanted side effect of slowing judicial proceedings to a call. a small inconvenience to his county, which has only two cases. but in contra costa, there are 20. in santa clara county, 40 cases. the highest total in the state. >> those occur many weeks down the line, because of the amount of information that must be gathered for the courts. >> reporter: supporting prop 57, while admitting, it has failings. especially in gang cases, which can involve more than one defendant. county paramedic, quinn boyer was fatally shot in the oakland hills nearly four years ago. the alameda county d.a. charged christian burton as the trigger person in a case that has six teenage defendants. three are charged as adults, but three are in juvenile court. >> you may have one of the individuals in adult court. one of the individuals in adult court. >> reporter: not only does it lengthen an already long process, but it forces victims, and witnesses to testify multiple times at transfer hearings, and at trials. additionally, some have raised red flags about the early release of nonviolent offenders. still prop 57 does have its defenders. >> i'm an example of what smart policy does. if it wasn't for certain changes in the law, i would not be out here. >> reporter: michael mendoza, former gang member, who works to try to cut the prison population in half. but in 1996, he was convicted for participating in a southern california gang murder. 17 years later, and now living life a free man, he says prop 57 can offer other young offenders hope he never had. >> now it may keep some of our children in the juvenile court, and not give them an adult sentence. why it's important, is because we don't want to throw away our kids for the rest of their lives, serving an adult sentence. >> reporter: the cause, experts say, the focus is on helping the accused turn his or her life around. an enticing option for defense attorneys who now have another venue to try to help their clients avoid hard time, while the families and friends of victims continue waiting for trials and justice to begin. >> when i started, you could get a case to the system within 6 months to a year. that's now taking 1, to 2, to 3 years. that's why we have backlogs and back ups. that's not efficient. i wish we could be more efficient. >> reporter: jesse gary, ktvu, fox 2 news. ♪ [ music ] this east bay high school basketball team hasn't made it into the state championship in more than 30 years. now, they're just one game away from winning it all. the secret to their success. >> and we're tracking that weekend weather. the rain to come. we have more rain coming as we head toward the next couple of days. >> first, one of the hottest tickets in town, how hundreds of high school students got to see a wildly popular broadway show before it opens here in the bay area. on the eve of a crucial vote in the house, it appears more than two dozen conservatives are still opposed to the gop bill to oppose the care act. the bill looks extremely close with the so-called freedom caucus. and republicans can only afford 22 no votes for the bill to pass and move onto the senate. >> we believe they need to start over and do a bill that actually reduces premiums. >> i think my republicans have lost their human ability to feel. >> members of the freedom caucus want to eliminate more insurance mandates, such as mental healthcare, prescription drugs, and preventive care. they say that is the only way to bring down premiums. high school students from the bay area got free tickets today to see hamilton, which is the hottest show in the city. more than 2,000 filed into the orpheum theater for a matinee performance. the students spent months learning the history of which the show is based. it's part of an educational program launched last year by the creators of the popular broadway musical. the goal is to inspire students to find their own connection to american history. >> pretty cool. i mean, like, everyone is so excited for me to be going to hamilton, so that makes me even more excited to be here. it's just really exciting. >> the students get to see the performances for free. it is paid for by various backers including google, and facebook. today was the first of four all student performances of hamilton. in the end, more than 8,000 local high schoolers will get to see the musical. the musical opens tomorrow night at the orpheum, and runs through august 5. a high school basketball team is dreaming big. their first state championship game in 30 years is coming up on friday. what they attribute for their success. >> and our chief meteorologist bill martin tracking the storm before the weekend arrives. a bay area high school baseball team hopes to make history this friday, by winning its first state championship. >> the varsity boys of james logan high school have come close only once, and that was 32 years ago. amber lee, in union city with the underdog team fighting its way to the top. >> reporter: frank, we're at james logan high. they say their success comes from overcoming challenges. >> way more than basketball. this is about leadership, responsibility, believing in your teammates. >> reporter: the team lives up to the school's slogan. diversity is our strength. they say the strength comes from the sum of their parts. >> the dynamic of the team. how all the players are different, they bring something different to the table. so putting that all together, it makes one great team. >> reporter: the players are physically smaller than many of their opponents, but they have big heart. >> put them up and set it it down. don't bring anybody down. >> reporter: bounce back from challenges. one came on saturday in the northern california championship against palo alto high. the colts overcame a 13 point deficit in the 3rd quarter, to win in overtime. >> it just showed us, you can be down, but you're never out. that's just going to boost our confidence even more. >> for the next game, that fired us up, and gave us that chip on our shoulder that we need to win this game, and make new history for our school. >> reporter: if the colts team wins the state championship, it will be morgan high's first. in 1985, the colts went to the state championship only to lose in overtime. >> they'll remember this for the rest of their lives. >> reporter: melvin easley became the colts coach three years ago. he says his philosophy, and game plan work on and off the court. >> everything you do in life, this transends from being on the court to life. you want to compete in everything you do. you want to make sure you train yourself and your mind to compete. >> reporter: shouldering the weight of possibly making school history, is a burden they gladly carry. it's about realizing a dream. >> we believe we can do it, about you it's just a surreal moment right now. it's just crazy. >> reporter: the state championship game will be played friday night in sacramento. no matter the outcome, the coach and players say they've already great school room for young men and young women. onto our weather. we've got rain to talk about, but not tomorrow. tomorrow, we're in this dry slot right here, which you can see. friday, becomes about this guy right here, which is a fairly significant system for this time of year. there are no showers out there right now. they're winding down. there was some severe weather up there in the central valley, where we saw a funnel cloud earlier today. it's 51 in napa. 48 in livermore, so it's a little cooler tonight. if you look outside, a beautiful shot, beautiful night, but chilly. chillier than it has been. as we push forward, you've got overnight lows. 39 in napa. so as i mentioned, it's going to be a little bit chilly out there. we look at a series here. the storm we went through last night is gone. that's thursday. here's the friday system, and another system comes in on sunday, basically on sunday night. sunday afternoon into sunday night, and monday morning. here's how the model plays out. partly cloudy in the morning, cool in san francisco. something like that when you you wake up. that's your lunchtime, which is nice. partly cloudy, partly sunny, and then later in the day, you'll even see a little more clearing, so a nice day, a dry day. then friday, it all switches around. here's what the model does. the other model. this is more of a plain two dimensional deal. that's tomorrow evening. 6:00, commute's dry, both of them. here's friday, or thursday night. here comes friday morning. right there. so you see the showers on the early morning commute, especially in the north bay. here's friday at lunch. boom. that's rain. that's the real deal there. you've got real rain. some wind with this. then friday evening, it's gone. saturday looks like a nice day. sunday afternoon beyond that, we get into some more clouds and a chance of a shower. so something like this. we've got a nice break tomorrow. here's some showers. wet day friday for sure. then saturday break. sunday afternoon, sunday to about noon or 1, not half bad. just cloudy. then showers develop sunday late in the afternoon into monday morning early. actually, it's more of an overnight sunday morning thing. i think monday morning will be dry. >> we could go into next week with rain. >> we could. that's right. some of the models put a little more rain into it after that. we're getting down
