were taken into custody in san jose. one was caught after jumping over a wall. we've got more now from ktvu rob malcolm who is in san jose tonight. >> reporter: based on early evidence, they believe they have the right man in custody. they credit great police work with bringing him in without anyone getting injured. after a two-day man hunt, two robbery suspects finally in custody. this is no ordinary day on the job. >> that is pretty crazy. seeing everything like that going into the jump. they would take us out with the gun and everything. >> reporter: the suspects are accused of robbing a bank in scotts valley thursday, then breaking into a home stealing a van in redwood estates. police at one point shut down highway 17, but the alleged bank robber flipped through by stealing an unmarked police cruiser. that cruiser was spotted this afternoon in san jose and a suspect fled to this apartment building on north seventh hiding in a stairwell. home alone resident marina perez had the scare of her life. >> i was home. maybe it was about 3:55ish. i heard some screaming in the back parking lot. >> reporter: with guns drawn, heavily armed police scoured the neighborhood. on foot by car and air and shouting commands as the suspect lead them on a two- block foot chase. >> one of them then dropped their bag. and then maybe two to three seconds later there were two very loud almost loud booms. i don't know what they were, i had never heard them before. then it was just screaming, screeching through the back parking lot. >> reporter: the suspect then fled to a nearby construction site, sending workers scurrying for cover. >> and they told everybody to get down on the building, get out. they didn't tell us why. >> reporter: were you nervous, scared? >> yeah, because police said he was carrying a gun. it is kind of scary. >> reporter: police secured this suspect to a gurney. they have not confirmed if both men arrested today were connected to the robbery in scotts valley. the investigation continues as late tonight a silver malibu was towed from the parking lot of the apartment. it was a day many here will likely never forget. >> i have never experienced anything like that before, so it was pretty terrifying. >> reporter: it certainly was. back here live there is a question on who this suspect was and how he got some of the help as he received the investigation and they are still continuing. we're in san jose rob malcolm ktvu fox 2 news. >> do they think there is still more suspects out there or do they not know it at this time? >> reporter: frank, it's a question of whether three people were involved or two. but san jose police did confirm two people were involved. of course we know two people were arrested. so right now charges on this investigation are over, but we are pretty sure they have their guy. >> all right, rob malcolm in san jose tonight, thank you. >> president trump signed an executive order today that will temporarily close their borders to refugees. the order would halt the entry of all refugees in the united states for the next four months. the order also stops the admission of syrians who are trying to flee from the silver war. the order also puts in place what president trump would call extreme vetting for citizens of seven predominantly muslim countries. iraq, syria, yemen, sudan, and somalia. in an interview with the broadcasting network today. president trump said christian refugees would be given priority over muslims. >> i'm establishing new vetting measures to keep radical islamic terrorists out of the united states of america. we don't want them here. >> the countries that produced a terrorist that attacked us on september 11 are not on that list. >> last year the united states admitted to 12,000 refugees from syria. most of them were women and children. and after the september 11 attacks the u.s. put in place what is already considered the most rigorous vetting process in the world. for example before the president issued his order today, syrian refugees were subject to biometric and data base screening. and security screens by the fbi. the department of homeland security, the state department, and the the national counterterrorism center. the prospect takes nine months to two years to compete. and so far they issued a dozen executive actions on their first week of action and their first order on inauguration day to dismantle the large parts of obamacare. and they also issued an executive action for the construction of the border wall between the united states and mexico. a ban on federal funding to so- called sanctuary cities, another order to revive their oil pipeline and he issued an order withdrawing the u.s. from the transpacific partnership. president trump and mexican president enrique pena nieto spoke on phone today about plans to build the wall. this is video of the two leaders when mr. trump visited mexico last august. the white house said today the calm lasted for about an hour. their conversation comes after mr. nieto canceled the planned meeting with the president in washington next week. he was upset about the president's insistence mexico would pay for the wall. today an increasing number of mexicans are calling for mexico to push back against president trump's policies. ktvu jana katsuyama takes a deeper look tonight into how much power mexico actually has over the united states and what actions mexico might take. >> often people might think of the united states as having the upperhand, being a stronger political and economic force. but we talked with the berkeley professor who says there are many ways mexico could flex its muscles and create less stability in the u.s. >> reporter: the grocery in berkeley might be far from the mexican border. but look on the shelves and you'll see signs from tequila and beer to fresh produce. >> you've got peppers and cucumbers. that is all for mexico. the products that could cost them more if president trump amends the propodus mexican goods to pay for a border wall. >> and they are increasing. then the retail rices could follow suit and then it would be perhaps harder to sell things. >> that will include automobiles and other goods made in mexico. this week after president trump and president enrique pena nieto. some are calling for a retaliation. >> the the united states is a more powerful country by a whole lot of measures. but that fact could convince us that mexico doesn't have any options, which is a big mistake for us to make. >> reporter: uc berkeley professor says they could respond to u.s. terrorists by slapping their own taxes on mexico. >> it is the third largest trade partner overall. and it is the second largest market for exports in the world. >> reporter: some mexicans are calling for an outright boycott of the american product with social media saying adios to the american company. mexico's richest businessmen on friday would call for national unity rallying them to buy mexican products. the country should respond without surrendering. and another option mexico could stop assisting the u.s. with border patrol and stop inspecting vehicles for drug shipments, excelling their law enforcement agents. some mexicans have suggested if the trump administration begins mass deportation, mexico could refuse to receive them. unless u.s. provides proof of their mexican citizenship. professor says if president trump continues his aggressive policy position it could result in pushing mexican politicians in the next election there to move towards a less friendly, more hard lined stance. that could make the mexican u.s. relationships in the corporation more difficult. >> if this hard line from president trump all part of an attempt to start associations from a position of power? >> and that devastating loss. >> reporter: valerie had several advanced degree and a pioneer in her field. >> her whole research was to study better methods of braille reading. and so this is an area with not a lot of research and needed it. >> reporter: those mourning the couple remain mystified by what killed them, but that does not stop them from paying tribute. >> they are people who look at the world with a lot of wonder. you know just appreciate it. it breaks your heart. >> reporter: a gofundme account has been set up. it has $5,000 above its goal in just three days. the funds are to help the families with travel and burial expenses. a student scholarship is also being considered. police in oakland's china town after seeing folks come together to celebrate the most important holiday in the chinese culture. amber? >> reporter: frank, tonight is chinese new year's eve and celebrations are underway at homes, restaurants, out on the streets. workers at the supermarket on 10th street laid out fireworks to welcome the year of the rooster. they set off 100,000 fire crackers to chase away evil spirits. >> it's what you would remember. you would carry on for the next generation. >> reporter: inside the market a shrine is set up with offerings to a higher power asking for a happy new year. in cantonese the market's owner tells me she wishes for good health. special new year decorations and flowers are sold at street stands. vibrant colors such as red, gold, and green are desirable. they represent happiness, prosperity, and life. >> we decorate the houses, we bring out the different lights, we bring in colors just to make the cold season into a brighter and more festive time. >> reporter: at pioni restaurant people started arriving in the early evening for the night. a major part of the celebration is the the dinner with family. one on the eve, one on new year's day, and another some time early in the new year. >> things are going in different directions. you go to college, you know, you get a new job, new careers. once a year you remember to come back really for quite some time. look at this bad boy out in the pacific and out by the day line we would have some weather coming, but not this weekend. the weekend will be stunning, really into the early part of next week and then things will deteriorate. tomorrow it is mostly sunny allodia. it will be a cool start for the morning, kind of like this morning, you will see a little bit of frost out there down to 40 in santa rosa and 39 in fairfield. so it will be chilly out there and winter and so the mornings and the evenings will be chilly. if you would get stuff for the early morning jackets it will warm up. tomorrow afternoon they could get into the lower 60s for some places. so it will be a little warmer, marked by increasing numbers of temperatures. in some cases up to the 60s, maybe some upper 60s down south. so there is the bridge and there is the night and there is the overnight low forecast. 32 in napa. 31 in santa rosa. you would wake up it's frosty and cold. frost in many inland day valleys. the cooler spots are up in dayton and santa rosa. get ready for some frost tomorrow morning. then get ready for temperatures tomorrow afternoon that are going to feel a little obamacare. what some republicans are saying about replacing it and why they need to be so careful if they do. retired general james mattis was sworn in as the 25th united states secretary of defense. the ceremony took place at the pentagon's hall of heros. mattis is a decorated general with more than 40 years of military service. he retired from his service as position of commander in 2013. his nomination was confirmed last week by the u.s. senate in a vote of 98-1. thousands of anti-abortion activists rallied in washington, d.c. today for the 44th annual march for life. vice president mike pence and presidential advisor kellyanne conway spoke at this year's march. before this no vice president had ever addressed that march. >> this administration will work with the congress to end taxpayer funding of abortion and abortion providers. and we will devote those resources to healthcare services for women across america. >> abortion opponents now have the political backing of the new trump administration as well as anti-abortion majorities in congress. president trump expressed support for the march today on twitter. he has vowed to appoint an anti- abortion justice to the u.s. supreme court. the trump administration is withdrawing $5 million worth of ads for obamacare planned for the final days of open enrollment. the health and human services says it is a money-saving move. mike emmanuel tells us some experts are concerned that republicans expectations are too high. >> just about every republican wants to replace obamacare, but the challenge is doing it right and quickly. california congressman tom mcclinton expresses his views. according to the washington post, "that's going to be called trumpcare. republicans will own that lock stock and barrel and will be judged in the election less than two years away." while tennessee senator lamar alexander urged members to focus on long-term solutions, lowering costs saying, "our goal in my opinion should not be a quick fix. we can to it rapidly, but not a quick fix." >> i think the president is open to whatever we can pass to solve this problem. this is is not the republican's problem. this problem is caused by the democrat. we feel it is an obligation to fix it. we are committed to fixing it. >> reporter: dr. tom price to lead health and human services has been offering a conservative approach. price would fully repeal obamacare, would offer tax credits based on person's age rather than income to help buy policies in the private market. grants to states for high-risk older and sicker population. the concern is his plan that might not ensure as many as obamacare. another medical doctor senator rand paul has offered his own plan in recent weeks. he focuses heavily on tax credits and health savings accounts, abolishing many of the central components of obamacare and would encourage allowing inexpensive insurance. >> get rid of all the obamacare mandates. let people buy whatever insurance they want. that'll drop the prices down. >> reporter: the most moderate alternative is offered by susan collins in louisiana. they also happen to be a doctor. their concept would give states the option to keep obamacare, choose a new alternative and design a solution without federal assistance. they would scrap the individual and employer mandates. some suggest it is too close to obamacare. leadership sources say the replacement is not going to be a 1,000-page bill. they know some things will get done in their repeal process, which requires a simple majority. sources say the big changes will come by the trump administration scrapping thousands of pages of regulations and then in the final component it would be bills that would require 60 votes in the senate with reforms sources predict some democrats will support. in washington mike emmanuel fox news. still to come students and faculty members at cal are angry about who will be speaking at the school next week. why they support allowing him to talk even though they think he's a troll. a 17-year-old from the south bay is inventing a device to help doctors treat people with parkinsons disease. all centering around the soon play host to milo a controversial figure on the political right. he writes for the conservative bright bart website made headlines when he was banned from twitter for hateful comments he made about actress leslie jones. >> i don't have opinions that are outrageous. i would like to say them in outrageous ways because i like attention. >> reporter: they are lavishing attention on him. the registered student group not the university has invited him to speak at a sold-out event on campus wednesday night. >> if you have issues with milo and some of the things he has to say, listen to what he has to say. if you do so the event will go off as planned and there will be times to offer a rebuttal through a question and answer session. >> reporter: that's not sitting well with many students and faculty who want the university to cancel the talk. >> when people feel it is okay to hate and spread messages of sexism, racism, we don't want people with those opinions to feel like it's okay to have those opinions. >> reporter: uc berkeley police will be on hand to keep attendees safe and monitor protesters. nicholas dirk described him as a troll. but he and campus officials say annapolis has the right to speak. >> the law is clear that we may not ban from the campus of a public university. somebody based on the content of their speech, or their perspective. >> reporter: torrey warden was a student who invited him to campus. >> it is already to allow the dominant views here to be challenged. but i think for both the faculty and the students to basically deny what liberal education means. >> on the campus that's ohm hop of the free speech move -- that's home to the free speech movement say the speech will go on. at uc berkeley henry lee ktvu fox 2 news. earlier today transition officials approved crucial funding to help build suicide nets. the golden gate board of directors allowed to pay $2 million to chp for officers to close lane during construction. and their suicide net will be built 20 feet below their walkway and they will extend out 20 feet acting as a deterrent for people who are thinking about committing suicide. this has taken us quite a while to get to that point. everyone here is very excited, very eager for this wednesday. nothing that will do in the scale that is needed, etc. the overall price tag for the project is $193 million. a third of that will come from the bridge district's general fund. the rest will be paid for by state and federal money. in the south bay the punishment for missing school is changing. the santa clara superior court is granting amnesty to over 12,000 people. court officials announced that all fines and penalties are now eliminated. officials say financial penalties against students who miss school only increase for repeat offenders. according to the da, 70% of students who received meetuation instead of those fines or penalties would return back to school. the south bay teenager has invited a device aimed at helping to treat patients with parkinsons disease. he was recently honored. ktvu rob roth talked to the young man about the high-tech ring he invented and how it works. >> you can recall this student the lord of the ring. 17-year-old -- the 17-year-old is suing the company. as he made them to help patients with the parkinsons disease. >> it brings those doctors to our finger streps. >> reporter: he has a computer chip inside linked to an app, but the device records tremors and other movements associated with parkinsons. >> it'll create and report and those reports will be sent to the physician on a day-to-day basis. >> reporter: utkash was invited to the international consumers electronic show in las vegas last month. utkarsh tandon became interested after seeing the most famous parkinsons disease patient alone lighting the torch muhammad ali. >> that was the moment like -- that was the moment like what is going on here? >> reporter: he got the idea after volunteering here at the parkinsons institute in sunnyvale. he's definitely on to something that could help and treat their patients. >> one of the things that's challenging for us as physicians, really understanding -- as physicians, really understanding what happens between our patients. we see them once every three months. a lot of things will happen during that time. >> reporter: they could help fill those time gaps. he calls it just one ring two years ago. since he is hoping to get clear, then they could consider mass producing them. >> it is great where i am, but i do have a lot more goals in life. >> next emissions cheating scandal involving volkswagen. the former ceo may have known about what the company was doing even though he claimed he didn't. and the weekend is here. we would talk about the warm. we'll also go looking for the next chance of rain as it shows up in the five day. german prosecutors now say they have evidence the former ceo of volkswagen may have known about the car maker cheating on emission tests earlier than claimed. martin stepped down in september of 2015 just days after the scandal became public. at the time he said he was not aware of any wrong doing by his company. but today prosecutors say winterhorn is being investigated on suspicion of fraud on information from witnesses and seized records. the metropolitan transportation authority in new york and new jersey will be the first public transportation agency to screen all of their employees for sleep apnea. sleep apnea causes breathing to stop and start during sleep leading to day time sleepiness and poor memory. many train operators in recent crashes say they don't remember the moments leading up to the crash. they were later diagnosed with sleep apnea. the director of ntsb says they have been pushing for required testing for now. >> that doesn't exist in the railroad. it is just hearing envision. and it is a discrepancy that existed for a long period of time and it is something we're looking to get
