fell right onto some bart tracks tonight making a mess of the evening commute. enough is enough. tonight the rain is finally starting to taper off. good evening everyone i'm frank somerville. >> i'm julie haener. we want to show you a live look outside. this is the approach to the bay bridge in oakland as you can see the rain has finally stopped here, but the pavement still looks wet after a day long downpour. >> we have live team coverage tonight. our chief meteorologist bill martin has been keeping track of all the watches and the warnings. debora villalon is in kernville where hundreds of people have -- guerneville where hundreds of people have been advised to evacuate. a down tree has strand bart riders. >> reporter: we're going to start in marin county where evacuation sirens sounded this evening in the communities of fairfax, roth, and san anselmo. san anselmo's downtown area was evacuated after the creek peaked at 13½ feet. ktvu leigh martinez is there tonight. leigh, since that reading the creek has receded some? >> reporter: that's right. it has receded quite a bit the last time i checked. it was around 9:30 and just above eight feet. so we are out of the warning zone. it stopped rising. as of right now we're taking a look at some of the clean up that's going on in san anselmo avenue. marin county sheriff's offices set up their flood sirens around 7:00. signaling everyone to evacuate downtown and the problem they were having was trying to get people off of the streets because they all wanted to take a look at the creek for themselves. well the entire length of san anselmo is closed. roth valley fire says people are putting themselves in danger even though the creek is receding. after reaching their peak as 13½ effete high. local business owners, however agonized over leaving their stores. >> i was kind of going crazy, watching the internet. you know the news, they were scared. it just came up. >> they finally have live cameras showing the creek playing on the roth valley fire website as well as updates on the water level every 15 minutes. as of right now downtown is still closed, we still do see some people coming up downtown to take a look at themselves, but they have stopped raining. just to let you know of that as well and the bridges are also closed. so the transit buss and the city is not running tonight. in any word on when that bridge could reopen, leigh? >> reporter: i'm having trouble hearing you guys out here. i think you mentioned about the bridge. as of right now it is still closed off. they are not sure when the bus wills be running, they said it's a possibility it would be back up in full service for the morning. >> all right, leigh, thank you. now to developing news. a section of highway 101 marin county is closed in both directions tonight due to flooding and dangerous driving conditions. the chp says all lanes are shut down between athens avenue in novato. at this point there's no estimate on when the highway will reopen. also in marin county fire crews rescued four people in fairfax this evening after a mud slide trapped them in their house. the people rescued included two children and two grandparents, but it appears everyone is okay. however there is a lot of mud and debris surrounding the home on marin road. it looks like the car was also badly damaged there. >> chief meteorologist bill martin has been watching water levels rise throughout the bay area. what are they looking like right now? >> reporter: the rain let up just in time. we've got watches and warnings, flood watches, flood warnings throughout the bay area. let's take a quick peak at them. the rain has let up for now, but here is a concern up in the burn area of the santa cruz mountains with a flood warning for the san lorenzo river. here is the yubas creek area. you're up here in the creek where the flood warning stays in effect tomorrow morning. it's an offchute of san anselmo creek. flooding up around the pen grove area, you get the picture. there's a lot of activity out there, but the showers, the heavy rain has pretty much ended for now. we do have an area that's going to move here in the north bay, you can see it. but it's not anything like we've seen. they will move through with heavy showers at times. but the heavy rain, that persistent half an hour inch of rainfall some areas getting four to five inches of rain in 24 hours that, should have ended about an hour ago. now a widely scattered pattern as i just said it will be better news for all of the river and all the russian river, they will peak above flood stage tomorrow. we will talk more about that and we will see you back here with the latest computer model. the national weather service is planning to extend the flood warning for several areas along the banks of the napa river. forecasters predict the river will rise to 26 feet in downtown napa by 4:00 tomorrow morning. that's a foot above flood stage there. moderate flooding is also expected. the flood warning was set to expire tomorrow afternoon, but now it may remain in place until thursday. now to guerneville where the russian river is also forecasted to crest well above flood stage tomorrow. 1,700 people were told to evacuate today and landslides are continuing as a risk. ktvu debora villalon is in guerneville this evening where it looks like it will get worse than better, deb? >> reporter: yeah, we're on the sycamore neighborhood. we're on church street leading into this neighborhood where it is under water. last night at this time we could walk. it was dry all the way past that fence. so the situation has gotten much worse, the creek, which runs nearby just has nowhere to go. we found fire crews now going in to help. in sometimes pouring rain it's a trip made time after time. the russian river firefighter chec on resident who is were surrounded by water. offering to bury them out. >> there is nothing for me actually. >> and some people are still choosing to stay in their flooded neighborhoods. something ryan lenz and mark haas could understand. >> you know your houses, they have been there for quite a bit and for any number of a ye they are faar with what happened. >> downtown guerneville is okay, untouched by water. to flood the business district, the russian river has to go well above 40 feet. and it is expect today max out on wednesday just over 38, about six feet above flood stage. >> and what is predicted tomorrow that will be the highest it has been in ten years. 2006 was the highest i remember it. >> new year's 2006 more than 44 feet. and these floods, not even close. but that low lying area isn't the only one in trouble. saturated slopes are now giving way. the biggest mud slide outside guerneville, they cross several roads. because trees are falling, seven homes are now red tagged as uninhabitable. it's a quick sand and impossible to walk through. and water is flowing around in between homes, where other residents have elected to stay despite the risk. >> it's a little concerning, not terribly. but i feel pretty okay. it is worth it. >> life is full of risks and challenges, and things can happen in any moment as we never know. >> and since ions worsen, fire crews will stay close. >> they don't want to leave. they don't want to leave. you cannot force them to go, but there will be water in that trailer later. >> low on supplies and patience, more people are agreeing to be plucked from the floodwaters. a mission that will give everyone in the community confidence. >> our emergency response crews here in guerneville are on top of that and if anybody needs to get out of their homes they can get out of their homes safely. >> there you go. >> along the russian river and their tributaries, there are hundreds of properties with water creeping in or close. so everyone will be watching what happens tomorrow. but as you can see this apartment building is one of many structures in the river communities that have been raised up to take them out of flood danger. down below you see the parking garage is flooded, but the building is up high. and it has no danger of flooding and so this really has e reduced a lot of the property damage from the floods. people out here, they are so resilient about the flooding, you know, they say this is not a river community without the river. it is our life flood, it is our tourism in the summer, so we just have to take the bad with the good. back to you. >> and again as you said it looks like the downtown area, they probably aren't going to get flooded because the flood stage, they would need to go even higher than right now. >> and they would, they would need to go well higher than they have predicted to go tomorrow. the record by the way is 49½ feet. that was back in 1986. this seems to happen every ten years because in 97 there was another big flood. so you can see them count on it every decade. >> all right debora villalon, along the russian river tonight in guerneville. debora, thank you. now to san francisco where bart resumed full service within the last 30 minutes after trees fell onto the track and was hit by a train. it happened three and a half hours ago causing massive delays during the evening commute. ktvu jana katsuyama is live at balboa park station. are the passengers all right, jana? >> reporter: julie, bart says no one was injured thankfully, but they did have to shut down the track as you said and that caused a ripple system throughout the bart line throughout the bay area. now this station just opened about half an hour ago 9:30 as you said they were able to clear the tracks. but this is just one of many problems with toppled trees from the storm. the wet messy evening commute got messier at 6:00 p.m. bart station at balboa park came to a stop. a bart station ran over a tree falling on the tracks near the station. passengers were stranded in the rain. some waited for buses. this bart rider says her friend was on board the disabled train. >> she was on the train, she said they hit a tree and they were stuck for about an hour, i guess on the tracks. they finally got a rescue train. >> reporter: bart shut down service between 24th street and daly city, stranding many passengers including berkhart. >> trying to get home, trying to figure out how to get to the peninsula. >> i probably won't get home until 11:30 due to the weather. >> reporter: the high winds and trees caused power outages throughout san francisco. fire crews tried to clear this one off 280. a 70-foot pine tree fell on to two cars about 9:00 a.m. rupturing a gas main. juan gutierrez heard the tree come down on his uncle's car. >> it started creeking and crunching. and then it slowly fell down. as soon as it hit the car, the power outage just went. >> reporter: in pacific heights the tree came down on jackson street on to muni and electric lines. on japan town in filmore leaving debris blocking traffic. >> this afternoon we have lost 47 trees out of the 225 flights. >> reporter: yellow tape surrounded a giant tree. and then another one fell on mlk way. uprooted from the ground. then the director says the tree that has not been proved are the most at risk because they could act like big sales. back here at the bart station again, the balboa park station is open and they have been able to clear the tracks, causing two-hour long, three-hour long delays for many of the commuters with more rain expected, just hoping tomorrow will be a much smoother ride. >> you could only hope so as they are working to restore power to more than 8,000 customers pulling in crews from around the state. and the east bay is hardest hit with 3,900 outages on the peninsula, 2,400 customers are without power. in the north bay 890 customers are affected right now and the number is about the same in the south bay and 129 customers are without electricity in san francisco. crews are expecting more outages as gusty winds move through the region. >> and the storm created blizzard conditions in the sierra making for a very slow drive up to the mountains. i-80 is still closed at this hour from colfax to the nevada state line. highway 50 was closed earlier, but has since reopened. the storm dumped several feet of snow prompting a number of the ski resorts to shut down today due to high winds in the risk of the avalanche. alpine meadow and squavalley are expected to reopen tomorrow with limited runs. and they did a little damage today from their front door in truckee. look at that. they would show you the controlled slides here in alpine meadows. you see it there crashing through their door, but no one was hurt. and coming up another close call in the east bay. you can see the giant tree come crashing down. >> and new homes for their massive art collection. find out the proposal that would submit the winning bid. >> but first delivering a farewell address and a challenge. >> that is what our democracy demands. >> they need you. with the xfinity tv app, anything with a screen is a tv. stream 130 live channels. plus 40,000 on demand tv shows and movies, all on the go. you can even download from your x1 dvr and watch it offline. only xfinity gives you more to stream to any screen. download the xfinity tv app today. this is the place where star wars lives. move along. come join us...during season of the force. now at disneyland resort.
