Im frank somerville. The suspects family members said he came back from iraq with Mental Health issues. They said 26yearold Esteban Santiago was born in new jersey and raised in puerto rico. He served as a combat engineer in iraq six years ago. Last august he was discharged. He had been living in alaska working in a security job. Officials said he went to an fbi office in anchorage this past november and said the government controlled his mind and forced him to watch isis videos. Ktvu Monty Francis with more on what happened and the investigation. Monty . Reporter the fbi has not ruled out terrorism as a motive, but the suspect was undergoing treatment for mental illness. He was hearing voices urging him to commit acts of violence. Cell phone video captured the panic and chaos after a lone gunman opened fire inside the baggage claim area of terminal two at the ft. Lauderdale airport. Witnesses said the man was firing into the crowd. I picked up my first bag and heard the first shot. The person right next to me fell to the ground. I wasnt sure. It was very surreal. I turned and looked and he was holding a handgun. He was firing into the crowd. I heard the gunshots. Everyone was running, screaming. Reporter investigators say 26yearold Esteban Santiago arrived in ft. Lauderdale as a passenger. From anchorage, alaska with a stop over in minneapolis. Legally bringing his gun unloaded along with his checked luggage. He also had ammunition in his baggage. He went to a bathroom, loaded the gun and came out firing killing five people. Eight others were rushed to local hospitals. Everybody outside, lets go. Reporter the airport went on lockdown. Passengers were stranded on planes. Others in panic were told to run to safe zones on the tarmac. People started running out. Somebody was shooting. I started to run too. After the shooting there were reports of more gunfire at another terminal and inside a parking garage. Swat teams responded, but the reports were unfounded. There was only one thing. The lone gunman would lay on the ground until police came and arrested him. The fbi says santiago walked into the agencys field office in anchorage, alaska a few months ago claiming the cia was controlling his mind and forcing him to join isis. His erratic behavior concerned fbi agents who were interviewing him. And they contacted local police. After that incident the fbi said santiago went voluntarily to a Mental Hospital for treatment. President obama said its too early to comment on the gunmans motives, but expressed grief for the victims families. How heartbroken we are for the families who have been affected. These tragedies have happened too often. Investigators say santiago got into an altercation with another passenger on one of his flights, but not serious enough to contact police. Unclear why he decided to open fire at that particular time and at that particular airport. Do we know whether santiago had a criminal history . There are reports he was arrested for Domestic Violence in anchorage a year ago, accused of joking choking his girlfriend, but the only offense. Monty, thank you. Thank you. The airport in ft. Lauderdale remains closed tonight. These pictures are from about 90 minutes ago when large crowds of passengers could still be seen outside the terminals. The airport says commercial flights will resume tomorrow. Well it is legal for Airline Passengers to travel with guns and ammunition under certain conditions, which apparently were met in the ft. Lauderdale case. The firearms or ammunition must be placed in checked luggage and declared to the airline at checkin. The gun must be unloaded and locked in a hardsided container. Tsa tell travelers to make sure theyre in compliance with local and state gun laws. Todays shooting has reignited the discussion about the mentally ill having access to firearms. Ptsd services for veterans. Amber lee visited a nonprofit that helps those vets returning to civilian life live on the status of the flights to ft. Lauderdale. Amber . Reporter heather, the shooting has impacted flights here at sfo. Normally there would be three red eye flights going to ft. Lauderdale. Now all have been canceled. Those passengers never made it here. The airport duty manager says both airlines plan to fly out delayed passengers on first available flights saturday morning. United airlines scheduled a second flight also on saturday to accommodate their delayed passengers. In San Francisco uli nelson works with helping military families through their non profit. We do need to have a better more robust plan for Mental Health. Reporter the u. S. Navy veteran says they are dispinted to learn the ft. Lauderdale suspect Esteban Santiago is also a military vet. He points to the need for services to help vets transition to civilian life. The military is very much can do power type of environment. But you have support when youre in the military. That powering through it on your own is not something you can do when you come out. Reporter santiago is 26 years old and the father of a newborn son. Family members say he returned from iraq a changed man. One says he lost his mind. His brother says santiago had recently been receiving psychological treatment, but did not know what his condition was. You are a completely different person when you come back. Reporter many young people join the military right out of school with little knowledge of the outside world. Upon their return the world they knew and technology have changed. The civilian world is completely different from the military world. Thats why we have a boot camp. You go into the boot camp. It takes a very long time to figure out how to become a military person. Reporter yet there are few resources to help veterans transition back to civilian life. When youre in the military you have a whole network of people you can rely on. You are told about uniforms, youre told about who do report to with a chain of command. When you get out of the military its just you. And some people, you know, they struggle with that. Reporter without more information its hard to know what went wrong with santiago and in the meantime back here at sfo the airport duty manager is citing passengers for tomorrow or if you are expecting an arrival to please check with the airline. Beautiful shot of the city in the bay bridge. Right now the leading edge of the storm is already bringing in some showers to the bay area. Needless to say crews spent the day cleaning storm drains ahead of the rain and the potential flooding it could bring. We found public works crews in San Francisco using vacuum trucks today to make sure tens of thousands of catch basins were free of leaves and litter. Our chief meteorologist bill martin is tracking this storm. As you mentioned they are seeing some showers out there. Just real light prefunnelling stuff. Nothing big. But the big stuff will be here in the first round of real rain late tonight and early tomorrow morning. Weve got a couple of systems we are tracking. We have been talking all week on sunday night or sunday morning. And here is your saturday system. Here is the strongest part of the storm. Its right in here. Thats your saturday night sunday morning. There is that plume of moisture. Blining for the bay area. Its the atmospheric river, Pineapple Express or subtropical moisture tap. There it is. The moisture is moving in. The rain is just the copius amounts of moisture. Its not just for the San Francisco bay area, but it will be from Northern California all the way south to santa barbara. Everybody is getting wet with the rainfall now. Mainly up around fairfield and santa rosa getting some reports of the drops out there. Here is the morning for you the rain will start. 7 00 a. M. Its going pretty good with the good thing. Tomorrow afternoon, it is at least the models that will need to break it off and then look right here with the problem. This area down here, you can see where it is coming from the south and the moisture tap. Thats the problem for you right here. Thats what we are worried about for sunday morning. This thing will start to move in on sunday morning and they dont just do that. Thats 6 00 a. M. And this thing will go for a while expecting a lot of rain. Its a wet weekend no matter how you look at it with the flood watches and the warnings. Weve got it all. Youll see a lot of interesting weather over the next 48 hours. Tonight we have more sandbags than cars at this late hour. Reporter well the creek is actually looking pretty low, but good luck convincing people this is not something to be worried about. Many people here we have talked to either remember the flood of 2005 or heard stories about it. So when they heard theres going to be a lot of wet weather this weekend they went over to the free sandbag area. It was like a field trip race. People were racing it seemed like to fill up their sandbags then run them to their car. We saw people with 20 or more sandbags hoping to go back to their house to build a dam around their front doors. The struggle is real. Shovels, pack, and haul sandbags to your door before the water makes it there first. Can you count . 22, i think. Every 15 minutes more sand comes. And so do the people. Go ahead and park anywhere. We have a house thats on a hill. So we need to make sure the water doesnt get into the windows and the doors as it goes around the back. Because it will get pretty cold in the backyard. Even if they have not experienced a summer flood, everyone knows it could happen. We have the 2005 floods, but we only had a close call just a few weeks ago. So it did happen any time. 2005 we were not here yet. And we heard about the stories of 2005. Reporter public works free sandbag area was almost like a party. Kids showed up just to help. We want to do it for the community. It feels really good to help. Reporter it has worked getting the shovels full of dirt into the bags. I think probably 20. Because me and tony are using small shovels. Reporter families look like bobsled teams pushing the heavy carts out. It was lifting them. Theyre heavy. Sand is suppose to be light when you make sand castles, but not these ones. Some will come with a flood risk. We bought the building a year ago. This is our first winter. So i knew what i was getting myself into, but now the reality hits. Maybe i have to take some swim lessons. Reporter hopefully this is their last trip for sand balls. I just put floors in last week. Im hoping they stay dry. It seems like almost everyone here in the downtown area is prepared to do a sandbag city out here. We also talked to pg e and they had staging points. It happened all over the northern bay and also in the Santa Cruz Mountains. Their main concern is actually the wind. They say thats the biggest culprit in bringing down some power lines. Weve got flash flood watches in effect for the bay area. Right through sunday morning. Sunday morning is when youre going to notice it the most. Starting on saturday afternoon. Here is the model. Thats 4 00 a. M. Tomorrow morning with the rain. Theres 7 00 a. M. Tomorrow morning with the rain. Then break. So this would be good. But then youll see this bad boy start to fill in, the main event. Its coming underneath. Its warmer and it is wetter. We will push it up for you one more time on midnight saturday night 1 00 sunday morning it will start to hit and it keeps going on sunday morning right until about 9 00, 10 00, 11 00 in the morning, a pretty impressive event. As bill mentioned the Santa Cruz Mountains could be hit the hardest over the weekend. They could get up to 10 inches of rain. Thats why folks there arent taking any chances. We have a full tank of gas in the car. We have all of our water jugs ready to go with buckets of water to flush the toilet in case it goes out with all the candles out. Pg e set up a staging area in scotts valley. They will have 100 workers at the base camp there for you and the crews will be dispatched to restore service as needed. And preparation for the storm the National Park service has closed all roads leading to the yosemite valley. Park Officials Say Visitor Services and the facility wills be extremely limited through the duration of the storm. Campgrounds and the hotel are also closed as of 5 00 this evening. The valley floor has seen severe flooding in the past. The park service says the roads leading into the yosemite will remain closed at least through sunday.
