building, there is plenty to do this new year's eve.>> with all those crowds expected, what's the best way to get into the city?>> reporter: it's a pretty good deal for vta a --, offering free bus shuttle service, some beginning at 8 pm. part will be running at 3 am. plenty of reasons to leave the car at home. taking a live look right now at san francisco from our camera on sutro tower, you can square into a fortress to prevent a possible terrorist attack. they say there is no specific threat but after two truck attacks in germany and france, the nypd says it will be using 65 trucks filled with sand to create a protective barrier around times square. 7000 uniformed officers, special counterterrorism units, and bomb sniffing dogs will be on duty. revelers will go through two security checkpoints and they must leave backpacks and umbrellas at home.>> the eyes of the world are upon times square at new year's eve. there will be no complacency.>> crews are sweeping nearby hotels in theaters and removing mailboxes and trash cans and ceiling manhole covers shot. authorities will be monitoring hundreds of surveillance cameras and heavily armed officers will watch the crowd from are aimed at breaking russian-american ties. paul ryan and others today suggested the president steps are too mac little, too late. gop leaders who support taking strong action are calling on trump to impose stronger penalties in office. it is also possible trump could lift the executive orders on russia after he is sworn in. today the president-elect downplayed the russian interference in a statement. he said, it's time for our country to move on to bigger and better things. in the interest of our country and it's great people, i will meet with leaders of the intelligence community next week to be updated on the facts of the situation. legislation that would make it illegal to smoke marijuana while driving is on its way to capitol hill. the recreational pot initiative only says it's 7.57% of children in this zip code has elevated levels of lead in their blood which exceeds the average of 2.5%. the 5% of children exposed during the water crisis in flint, michigan.>> there are 25,000 people, and this has the highest concentration of children and the whole city. all these schools are over enrolled because the children are here. that's my greatest concern. >> reporter: noel gaia lives in that zip code and tells me he has received a tremendous amount of calls and emails from concerned neighbors questioning if there water is contaminated. the likely lead source was clarified today. >> because of flint, michigan, lead has been synonymous with water. what we think is have written -- happening in the east bay's lead in paint and soil that is the primary source of lead poisoning in the east bay. >> reporter: properties with contaminated soils and older homes with lead paint are the culprit. children unknowingly play in the dirt and ingest that does that falls from chipped lead paint. >> it's not safe for the kids. they are my nieces and i don't want them to take any lead, concerned about their health because we live here in fruitvale. >> reporter: the question is how many homes and properties are out there?>> the information i received, we know where they are, we are not serving the level of residential units that we should be, but the children are there. >> reporter: that's why keio is demanding leaders address the issue in the way of forcing communication with the public and continued testing lead levels.>> we make too many excuses from the new year. man who was homeless for 20 years tells us how he changed his life. it is been a deadly year for the bay area's biggest city. changes coming to san jose comment to keep residents safer. >> been its deadliest year in decades. there have been 47 homicides in san jose. that's the highest number in 25 years. smith live at police headquarters with how city leaders are planning to turn it around next year.>> reporter: the city of san jose averages three homicides a month, typically 36 a year. they don't have a reason why it's significantly higher this year but they do tell me they plan to focus on getting prevention -- gang prevention and staffing in the new year. it's hard to miss the balloons and candles on this streetlight. if you look closer, a picture of the victim, 18 years old. gunned down at a specific -- in a suspected gang shooting.>> it's sad. it tells me there are tragedies happening in my neighborhood. >> reporter: it's not the only tragedy. the city grapples with 47 homicides this year, the most since 1991.>> domestic violence was up this year and also homeless on homeless violence was up and gang violence was up. >> reporter: many killings involving relatives, notably in april, a 22-year-old charged with killing his parents. most recently on christmas eve, a 38-year-old man was arrested for stabbing his wife to death downtown. henderson is with next-door solutions.>> i am not exactly surprised. the homicide rates have been increasing the last few years.>> reporter: she says the increase calls attention to the need for more resources for victims.>> we only have just under, just over 60 demented -- domestic violence beds. other counties have well over 100. >> reporter: johnny camwest says in comparison to other big cities in the area, san jose with a population of 1 million is a safe city. the city's focus is on prevention, adding $1 million to a task force. when it comes to staffing, he is optimistic.>> we think this is an anomaly. we hope that next year we won't go down this path and we hope some of these programs will kick in and start getting kids interested in more than gangs. >> reporter: going back to staffing, i wanted to mention that the next police academy looks promising with 36 officers set to graduate in march. still a long way to go. >> azenith smith live in san jose. a man was arraigned on murder today after police say he beat his mother to death with a baseball bat on christmas day. no word on what led to the attack but neighbors say matthew zalewski suffers from mental illness. his mother cock claudius salinsky, was a retired teacher and an active member of the gilroy community. matthew salinsky is due in court on january 19. two brothers were charged in connection with the deadly stabbing at a target in hayward on christmas eve. frankie archuleta and jessie, his brother, face murder charges in the death of tyrone griffin. police say jessie killed him right in front of his four-year- old son. investigators say if it had complained about loud rap music on a cell phone. a winter storm is dumping snow across the northeast and it is it's acted -- it is expected to intensify overnight. source of flames. police in san francisco are investigating a shooting in the cities tenderloin district. the shooting was reported about 5:15 on golden gate avenue near leavenworth. the victim was taken to san francisco general. no word on his condition or a motive for the shooting and no arrests have been made. learning more about a south bay teen killed early christmas morning when a drunk driver slammed into his family's car. maureen naylor has more about the team died and the woman behind the wheel of the other car.>> reporter: one friend to skies -- described andrew win as outgoing and a nice go. he was -- guy. he was killed after a suspected drunk driver crossed over the median in san jose and it alexis win was writing with. -- -- hit the alexis win was riding in.>> he was shocked by the story also, him passing away in that horrible accident. >> reporter: it online fundraiser was taken on thursday at the request of the family with a post that read our family would like your choice. >> reporter: at the scene of the accident, two growing memorials, one with blue balloons and personal notes to andrew. the other with pink balloons and notes to the drunk driver. jessica samara was also killed while driving that malibu. she was supposed to appear at the courthouse on december she was supposed to appear at the courthouse on december 1 but when she didn't show up to her court date, a warrant was issued for her harassed -- arrest for driving under the influence. several of andrew wins classmates told us the christmas day accident is a brutal lesson in why you shouldn't drink and drive.>> drinking and driving, people shouldn't do that. they could call a taxi, éber cost sleeping at the place they are partying -- partying, asking a friend to take them home. from a bay area man who spent half his life on the streets.>> it's overwhelming. i can't believe it's happening. >> how of bay area nonprofit helped him get a new lease on life. the mistry odor that will not go away. a foul smell in san francisco for two days. a bay area man with a new lease on life after spending 20 years on the streets. he has just signed a lease to his first apartment. >> he did it with the help of a nonprofit. amber lee is live with more on how he was able to turn his life around.>> reporter: i spoke with christopher miller tonight. he describes a difficult journey that is made easier by the help of others. he succeeding perhaps because he wants the change. a new beginning for the new year.>> i was really excited, hoping i would get it. >> reporter: inside the apartment building is christopher miller's first home in decades.>> it's pretty much overwhelming. i can't believe it's happening. here is the kitchen. >> reporter: he showed me his new apartment.>> a fridge cost of.>> what have you cooked? >> a big state. >> reporter: miller is 49. he became homeless in his 20s. he graduated from james logan high in union city in 1986. he trained and work as an apprentice electrician. an addiction to alcohol and drugs cause did down list -- downward spiral in the homelessness. >> i started sleeping underneath overpasses. i would pick up aluminum cans and plastic bottles. >> reporter: he became a fixture along the median at industrial and willful. panhandling, holding a cardboard sign asking for donations to survive. a year and a month ago, he says he reached a turning point.>> i did want to die out there. i saw a couple of my friends literally die in front of me. >> reporter: miller asked a friend for help. that led to rehab and eventually a stay at a homeless shelter. then he got a job. samaritan house, a nonprofit which offers homeless services, helped with temporary and permanent housing cop finding him a studio apartment. julia parmer posted the photo of miller signing the lease days before christmas on social media. >> it was this really human moment, it was a very extraordinary thing to witness. i was very moved by it. >> reporter: she described miller's changes remarkable. it is particularly difficult to find housing for the chronically homeless. >> you have to want to change.>> and you did. >> yes. it takes hard work and patience.>> reporter: miller hopes his story will encourage other landlords to take a chance on renting to the formerly homeless. he tells me his plan is to use his experience to help others with addictions by becoming a counselor. he currently works full-time as a dishwasher.>> amber, we wish mr. miller the beth. how many other people have samaritan house helped? >> reporter: it is helped about two dozen people get into apartments, but that number does not include getting them rooms for rent and reuniting them with family. >> a remarkable story. a new start for the new year. new details on an apartment fire in san leandro. investigators say and unattended pot left on a stove was to blame. it was reported at 3:30 this afternoon near interstate 580. no one was hurt. the fire destroyed one him apartment on the first floor. two other units had smoke damage. brews were able to keep the flames from spreading to the rest of the building. the red cross is helping more than a dozen residents displaced by the fire. bay area air quality officials are investigating the source of the foul odor around san francisco for two days. pg&e says it got more than a dozen calls including a call from the fairmont hotel about the smell. crews say they didn't find any gas leaks. officials are looking into a number of potential causes including two blaring incidents at a chevron very seriously to see what we can do to increase patrols. >> we are happy to do patrols but this is an epidemic. the reality is this is a nonviolent offense. until these criminals are convicted and a ways out. kind of dangerous to going to this much detail. this is essentially monday night into tuesday. intentionally around 3000 feet, 3 inches, maybe flurries down to 800 feet and a rain snow mix close to seed level. we will watch this into monday and tuesday, a major frigid cooldown expected. tomorrow, a few high clouds for friday, saturday morning, more clouds, the chance of up pop up shower, we will clear things out for saturday night and sunday morning. sunday the rest of the day should be dry as well. temperatures for tomorrow in the 50s, the lower 60s for eyes , and here is
