The Emergency Declaration clears the way for financial help from the state and federal government. The money will help pay for the massive response to the fire where it also allowed businesses to apply for reimbursement for lost revenue. The city council is set to consider the declaration on thursday. Right now firefighters are wrapping up their search of the building. They have located 36 victims and tell us all, but one has been identified. They say they have officially notified the families of 30 of the 36 victims. Our Team Coverage begins with ktvus ken wayne who is live at the scene with the very latest on the search for a cause of this fire. Ken . Reporter julie, the official cause of this fire is still under investigation, but authorities are zeroing in on the area where they believe the fire started and what may have caused it. Investigators are focusing on a back wall of the building where appliances, specifically a refrigerator were located. Authorities say one person who escaped the building saw flames coming from that area. The fire burned at a 45 degree angle for the most part. You can definitely see a distinctive 45degree angle on the back wall. Right in the area of where the refrigerator was being stored. Reporter investigators say that witnesses told them that the refrigerator was shorting out, blowing fuses. In the meantime a part of one warehouse wall is being torn down so it doesnt collapse on investigators. Dogs were brought to the area beforehand to make sure there are no bodies in the path of falling debris. We not only have run people on through there, but we run those dogs through there and the other search dogs. At this point that we have declared the area where this debris will fall. Reporter and it is a scene even the most hardened and experienced firefighters and federal agents are struggling with. I have not been in the scene. From speaking with our certified fire investigators that have been in there. This is one of the worse scenes that we have seen in regards to the amount of the victims. Reporter one scene has been particularly disturbing. A man and woman huddled together, found on top of an rv after apparently plunging from the collapsing floor above. It does look like the male was trying to protect the female from the fire and the smoke. The male had his arm underneath the female as if they were hugging. The people were there and you can see that. It is very emotional for them. Reporter the sheriff says that there were just two xs, one of them a narrow one. Of the 36 people who died here, nine of them were found grouped together in the middle of the building. Im guessing that they were trying to find an escape and that they were overtaken by the snow and they collapsed due to the smoke inhalation. And the burning structure started to collapse. And they were crushed in together. Reporter they escorted family members to the site so they could see that area firsthand. The Fire Department chaplain says that the fire crews are doing what they can to offer comfort and support. They will need to continue to do their jobs so that there is some kind of resolution to the anguish that the families are facing right now. Reporter joining me now and the time of the death is the Alameda County sheriffs department. Theres about 10 of the area that still has to be gone through. No bodies were found today. Do we think there are any other bodies in there . You are correct. There is still a remaining 10 area. We do not anticipate anymore victims will be located. But you can never say that tentatively. Reporter we just heard a fire chaplain talking about the support that the department is providing for the families. I know you blocked off this area. Were not seeing remains of the body come out of that area. Tell me a little bit more about the support that youre trying to provide to the families of these victims . Since the onset we have had chaplains and counselors. We even reached out to the Lbgt Community to make sure that we have an advocate on hand so that were dealing with any issues or concerns that they may have as well. Were trying to make sure that oakland is a very diverse city. We are trying to make sure that we are supporting everyone where they are. I know when the families came here they saw the structure, the remains of what was here. You as a deputy and the First Responders have seen much more than the families have seen in terms of a loss of life and i know it has been hard on you guys, but you cant think of that now. But at some point down their road that youre going to need some counseling at well, right . You know that is a possibility that there may be some people that will need some counseling for many of us. This is the first Critical Incident that we have ever experienced. Right now you dont have an opportunity to deal with your personal feelings here as you would show up and youre a professional. And when it is all said and done that it is a process that youll need to go through and at least for the Sheriffs Office that well have the chaplains here for their support in place in an event that youll need those services. It will be a lot of concern for a lot of e people affected by the fire. Thank you so much, deputies. Julie, its been a long night here, 10 more and hopefully that they will have no more bodies found. And live at the scene, ken, thank you. And now to the victims, the officials just released nine more names in the past 30 minutes. They have now released the names of 26 of the 27 of the 36 people who have died. The names released tonight include the 35yearold billy dixon of oakland. 34yearold jonny igaz of oak johnny igaz of oakland. 34yearold Amanda Kershaw from San Francisco and 23year oldgriffin madden was from berkeley. 21yearold have a ness is a plotkin from oakland. 32yearold hanna ruax. Nicole was 29 and alex vega was from san bruno. We learned at least three of the victims identified as transgender. Several more had ties to uc berkeley. Jana katsuyama is in oakland tonight with where people have been leaving candles and flowers. Jana tells us what she has been able to learn about those victims. Jana . Reporter frank, it is really so sad, but also you get a really good view of the lives and the faces of the people behind those names. Take a look behind me. This is one of the walls that has just sort of emerged around the crime scene. They have names of the people that have been released just as you said within the past hour. Some of the people have been coming here to pray, bringing candles, bringing photos. As you mentioned two communities especially hard hit. The community of transgender artist and uc berkeley. In downtown oakland wednesday night artist and friends of the victims gathered to heal. Were going to be handing out speeches, asking everybody to plant a seed for the lives of our family members and our friends. Reporter three of the lives lost on fridays warehouse fire were transgender artists, searching for a safe space to express themselves and their identity. The Artistic Community here especially, i put the t first by the way. It is very connected. We dont have a lot of spaces. So eventually we see each other. Ann rubin worked at high wire coffee with donna kellogg. They went to the ghost ship warehouse together friday. A coworker said they were full of love and anne was a poet looking forward to moving to new york. Riley frits went by the name feral pines a 29yearold transgender woman who lived in berkeley and came from connecticut. She loved playing base and electronic music. Cash askew 22 was another transgender artist in the group. Artists looking for a way to express themselves freely. At the cal x Radio Station at uc berkeley friends paid tribute to those who were lost from the Campus Community also hard hit. Chelsea dolan loved music. Friends came to the fire scene to remember her. And another cal student on the list of victims jenny morirs a 22yearold student who went to the warehouse with her friend to enjoy the music and dance. And also among those lost alex gaston. Martha taylor hired him to do a documentary for her history book. I was driven this morning to come back. To be in that space not only with the other people here breathing, but the city. And just that last place for my friend alex take his last breath. Reporter back here live tonight one of the things that you see on the messages, you see on the candles and the shape of the heart and the words of the people who knew these victims best. They hear this word love repeated over and over again. A love that they would have for life and a love that they would have for their art and the love for music. Now now what were seeing out here is the love that they have for them is showing. It is a loss that is really staggering. Jana thank you. Many of those who died were artists, writers, musicians. Several were also students including the 20yearold Michela Gregory who was studying Child Development at San Francisco state. She died along with her boyfriend 22yearold alex vega. Family members say hes been identified through fingerprints. 34yearold edmund lapine lived in oakland after growing up in utah. He was described by his parents as a music lover whose dream was to have a career as a dj. And 31yearold Jennifer Tanouye of oakland was also involved in the music scene helping to organize festivals. She reportedly had a nail booth on the second floor of the Warehouse Space where the fire broke out. Bay area residents are digging deep to help the victims. There are fundraisers on the site bringing in more than 850,000. The oakland as, the raiders, and the warriors joined forces on one of those campaigns. The other was set up by the Gray Area Foundation for the art. It is incredible to be around together. We are trying to face the philanthropy to help individuals in need like this. And the Public Works Committee would hold a hearing on what the city is doing as they still need to do it. We have not had the resources to immediately catch the criminal who are dumping in our city. They would pick up 30,000 piles of trash last year to haul it the Previous Year as they would announce today that they installed special cameras in their dumping hot spots. They would enable people on how to track down the offenders, that they will be reliable for a big find. The committee today, they would approve that plan to immediately lease the come factor truck like this to help with the debris removal. And the city says that they also expect to buy more trucks, which will eventually double the numbers that they would have now in hopes of keeping up with the dumpers, but they acknowledge that they need to do more than just clean up. That 70 of them said that they would find them good or excellent. And those are the highest ratings since beginning their survey 15 years ago. 29 of the riders would rate them as poor or fair and the areas that they said they would like to see them improve would include their frequency, overcrowding, on time and with their performance.
