The heavy rains opened up a big sinkhole and closed a large area in a busy part of town. Officials now asking some people to stay indoors after the sinkhole led to a gas line rupture. That sinkhole opened up this afternoon at the corner of ring boulevard and center street. Thats where ktvus Debora Villalon is live now tonight with the very latest on repairs. Hows it going, deb . Reporter the gas is still flowing. Thats why we are being kept very far away. We hear the sound of jackhammers. Pg e is drilling down at different spots to examine the four inch pipe. So they can pinch off the leak. But its been about five hours now since stores, restaurants, Movie Theater and a gym were all evacuated. Behind the tape and barricades, a sinkhole. Eight feet deep which already had Moraga Police and fire on the scene midafternoon. Then the sinkhole became something more. Trying to assess it. We dont want to let people in until we know for certain. Reporter the acting police chief says a traffic light pole unstable in the sinking pavement dropped seven feet and pierced the plastic gas pipe. When the poll dropped, the officers and firefighters on the scene heard the gas go. So you heard a loud hissing noise. Reporter 450 people were evacuated from the shopping center. And some 60 homes in the nearest neighborhood, caryl ranch, received alerts to shelter in place. Worst storm damage would have to go to 87yearold joyce nielsen. Her family home of 55 years is trashed. Tree limbs poking through the kitchen and laundry room ceilings. No one was hit but this home may not recover after a huge eucalyptus tree fell from across the street. Nielsen says she worries all the time about the screen, undeveloped lots, but the owner refused to do anything about them. All we can do is look up and say oh my gosh, they are really growing. Reporter now neighbors wonder if theyre next. The ground is dry for so long. Totally saturated with water. Its like, were taking a chance. You know . A tree could come down. Weve enjoyed living here all these years. So i really am sorry it has to end this way. Reporter were back live now looking at the ongoing gas leak in moraga. The hope is to have it fixed and businesses in this area open again in the morning but the street is still going to have a sinkhole. And its one thats growing by the minute with all the water flowing in from the bottom. In fact the acting police chief told me the newest measurement he had, 10 feet by 10 feet by 15 feet deep, so its actually doubled in depth. They cant figure out, heather, whats causing the sinkhole and get to the bottom of that until they get the gas leak capped. So plenty more work to be done there. You mentioned that gas line might be repaired but i guess right now no indication on when the road may reopen once the sinkhole is able to be prepared . Reporter right. Thats still probably days away because you havent even figured out if its a storm drain, a culvert, a sewer line that failed. They dont know what the sinkhole is all about until they have the gas situation taken care of. That may take them hours because they havent even isolated yet where the break in the line is. Its a four inch plastic line so its not one of these big transmission lines or anything like that. They did decide not to shut off the gas at a valve for the route because that would affect a lot more customers and its a lot more of a problem turning gas back on afterwards. So right now, they are doing what they call pothole in, drilling down, trying to find the leak. Once they have it, they will pinch it off another side. So many more things for them to figure out. Blocking highway 1 for more than three hours. It happened above janet road south of fort ross. West Sonoma County, a couple stalled out in floodwater just before 11 00 this morning. Take a look, no one was injured. The man was eventually able to push his car and get out. Also got a tow truck. Its a good reminder though of course, not to try and cross those flooded roads. A garbage truck crashed over 75 feet off the road and into an embankment off of Petrified Forest road. The driver was lucky to escape with only minor injuries. While the Russian River isnt expected to flood, boy, its getting really close. Take a look at the river flowing here, near monte rio and guerneville, there were concerns heading into the weekend that the river would flood. Even with steady rainfall, it did not. So is this round of rain over . Lets go now to meteorologist mark tamayo who has the latest on the storm system. You were there in guerneville. Surprised a bit that it hasnt swept over the banks . The rainfall thursday night, heather, was not as much as anticipated. As a result the river levels were coming down a little bit, at least the forecast coming down. Still some impressive numbers over the past couple days. You can see this is just the rainfall from saturday, 5 00 p. M. Until sunday, today 5 00 p. M. , look at these numbers, the radar activity moving across the bay area, San Francisco, 1. 64 inches, also toward kentfield, 1. 70. Ben lomond topping 3. 5 inches. South bay just over half an inch in san jose but over an inch for concord, same for oakland and santa rosa, nearly 0. 75. A very active march, take a look at these numbers, these green boxes show the days we had measurable rainfall for the first half of march. Look at these totals, really adding up especially for the coastal hills, as you would expect, over 16 inches for the first half of march. Ben lomond, over 18 inches in the first half of march. On the satellite and radar, see the system moving across the bay area right now, still have scattered rain showers out there, nothing too major, but still some activities you can see up towards parts of Solano County approaching fairfield and vacaville. Shifting the map to the south, out toward berkeley and albany and a good portion of the east bay toward orinda, lafayette, walnut creek and danville looks like we have coverage to talk about here, a little bit of shower activity closer to the south bay, for morgan hill, approaching gilroy but things will be gradually winding down over the next few hours. Thats going to set the stage for a big change over the next few days. Well talk more about the change and let you know if we have more rain clouds in the fiveday forecast. Also in moraga a mudslide has forced to families to move out of their homes. Residents say east bay mud has known about the issue for weeks but has only recently taken action to try to prevent further damage. This is whats left of the back deck behind one of the homes on augusta drive in moraga. Underneath this tarp theres a 15 foot gap between the foundation and the frame of the house. One of the homeowners says the problem started a couple months ago when land at the very bottom of the hill just below the Lafayette Moraga trail eroded away. The problem didnt affect the homeowners above, until just this week. On tuesday, homeowner tim alford says he started to notice the railing on his back deck sliding down. Im not used to seeing the earth move. When it moved a foot overnight, wednesday, i was very concerned. Now after several days, of real in this reign, even more land has eroded. Alford hired a soil engineer to test the stability of his home. The engineer warned it was not safe for his family or the family next door to stay. So they moved out on friday. Lower foundation of my house is now about 5 to 15 feet below the frame of the house. So the upper roughly 2 3 still in place for now, is holding that up and hanging above the foundation where the earth has dropped substantially. East bay mud owns the land sliding downhill just below the houses. Early sunday morning agency sent soil engineers to the site but representatives say the soil needs to dry out completely before they can take steps to shore up the hillside. Were doing what we need to which is to protect it. We cant actually get equipment in their, if you start moving soils around, when they are wet, you can cause additional damage and make it more unsafe and more unstable. So our goal is to keep the area as safe as possible. So were going to be putting additional tarp and out there. East bay m. U. D. Says theres nothing the agency could have done to prevent a landslide from happening in the first place. And that many hills in the east bay are susceptible to this kind of problem during heavy rain. s back effectuation of 175 campers in santa clara county. The thousand trails campground near moraga morgan hill rather was cleared out this morning and it sits alongside uvas creek. Officials released water on friday to try to ease pressure on the uvas dam. That led to the creeks water level arriving rising. The patient there were concerns people might become trapped. Those campers are spending the night at a Church Shelter in morgan hill. They could be allowed back in the campground tomorrow if the water subsides and inspectors determined that that bridge is safe. Semper cisco police are now looking for two hit and run drivers involved in fatal accidents since friday. The latest one happened just before 7 00 last night near leavenworth and ellis streets in the tenderloin. Police say a man in his 50s was hit as he crossed the street and he died. A second man in his 30s was injured but will survive. The suspect vehicle was apparently a silver van that sped west on ellis. In a hit and run on friday the victim was hit by a white van near the broadway tunnel. The accident happened around 6 00 in the morning. Police have only said the victim was a man in his 60s. The van had no windows and probably sustained frontend damage. Now to the race for the white house, the candidates are gearing up for tuesdays crucial president ial primaries. More than two dozen inches has fallen in the tahoe area over the past two days. Skiers and snowboarders have flocked to the area to take advantage of the conditions. This is video from kirkwood resort around 4 00 this afternoon. The latest storm brings snowfall totals in some areas to more than 400 inches this year. The totals are still under what an average year would be before the drought. Earlier i spoke with kevin cooper to medications director at heavenly and kirkwood resorts. He says the totals are adding up. Kirkwood used to be known as a 600 inch annual resort. After the last four years of drought, we dropped that down, the average dropped to 395. We are now cresting over the 400 inch mark with more snow in the forecast, were looking at a robust year, hopefully well see april and role in that four and 50, 500 inch mark. Cooper says with the onslaught of snow, the threat of avalanches very real. Ski patrol have been out the past three mornings working avalanche mitigation. Right now 24. 6 feet should be cresting, 25. 7 so approaching 26 feet. That is below the flood stage of 32 feet and the levels will continue to recede later in the day monday and tuesday. Fouryear veteran jacai colson was killed in an unprovoked attack. Days after several businesses were destroyed or damaged in devastating natural gas explosion in a neighborhood in seattle, that Community Came together today to rebuild. Hundreds of volunteers gathered all weekend long to clean up the neighborhood. They planted flowers and also painted murals in the greenwood neighborhood. Local artists even helped out by decorating boardedup windows on some of the damaged buildings. We are willing to give up our saturday to come help people that we dont know at all. This video is from the Alameda County Fire Department facebook page. It shows crews responded to a broken water main in the 8100 block of o road around 2 40. Several streets in the area were temporarily closed while they worked to make repairs and stop the flow of water. The break was kept to around five deck 15. No one was hurt. And more water to show you in alameda, a driver apparently struck a fire hydrant around 5 00 tonight on the landing and oak avenues. Take a look. That sent water shooting several feet into the air. Storm track will be pushing up to the north over the next few days and as a result no significant storms in our forecast at least in our five day. A bit of a change compared to what we have been dealing with. Right now you can see the coverage on the radar, some rainfall focused in the east bay and also out toward the Santa Cruz Mountains, not too much action in the north bay except toward Solano County right around fairfield approaching vacaville, some showers to talk about, still light to moderate cells. And a big blanket over the east bay from san ramon out toward concord as well coming in closer to show you the action, so right around 680 closer to walnut creek and 24 toward the orinda area as well we saw a rain showers to talk about. Back of the map to the south, not as much activity but still some scattered showers from the Santa Cruz Mountains. Also out toward morgan hill and gilroy. A lot of the things we deal with our people in crisis. Becoming more and more common especially in our city where there are people who are in crisis, and they need help. They want to hurt themselves or commit suicide. So were being called out more often to talk with these individuals and basically try to explain to them that the option they choose is an option that only works one time and they can never get that back. And we try to open up doors for them to let them know that there is hope and we do have ways to help them. And you do listen specifically to what this person is saying . Tell me about trying to find a hook to connect to this person . Exactly. One of the things, the main thing that a negotiator has to do is actively listen to the individual. And its a lot harder than most people think because you are looking for keywords and key phrases that you can use to try to get that person to come forward and trust you. You want to be careful with words that you could use that may want them to basically jump and you have to be careful in choosing those words right. A hulk is what we call that specific thing that they want. For instance we had an incident where there was a person who wanted to jump off a ledge of a building. And our negotiators reached this individual and after a few hours of talking with this individual, our negotiators realized that he mentioned his cat. And it didnt take long for them to put two and two together. We were able to actually get his cat and his cat was his hook. That was the one thing that made this person not want to jump off the ledge. And we were able to peacefully resolve this, get this individual down. He was able to see his cat and we were able to get him the help that he needed. A lot of times people feel like im going to go to jail. Im under arrest because i have these officers out here and now they are going to arrest me. Not true. Were here to help you. We want to make sure we give you the help they need. You may see Police Officers but as far as a negotiator is concerned our job is so that we can get that help and resolve this peacefully and that you can trust us because if we break that trust, if this ever happens again, why would that individual want to trust us again . Oakland firefighters held a Training Session today at an abandoned School District building that was filled with graffiti. The Fire Department set up four training stations inside the rundown building on second avenue. The exercise helps teach firefighters about forcing their way into the building, creating ventilation in smoky situations, searching for victims and also safeguarding their own lives. The trainees include a 30 included 35 firefighters who are in their probationary period, recently finished probation, looking at video now from the oakland Fire Department taken during todays training. Each of these stations are taught by firefighters of the oakland Fire Department.
