to student services special education supplies libraries and staffing. the superintendent said her revise recommendation is $9 million in cuts. 5.2 million cuts from the central office. 23 layoffs and 3.8 million to school sites.>> we have to do a midyear adjustment as opposed to waiting until next year because we do not have a reserve as a district.>> reporter: the superintendent says as a former teacher and principal she understands the pain. the district has overspent and now it risk not being able to pay bills or maintain is state- mandated 2% reserve. the puts the district at risk of being taken over by the state.>> we are one .1 million short of our minimum 2% reserve.>> this is a mistake you guys made. it should be coming out of your salary rather than the students.>> reporter: some said the board should be more transparent and find other places to cut such as moving district offices to a lower rent space. cuts to the central office and cutting school police officers.>> we can potentially lose for valuable teachers. personal experience i know what it is like to lose a teacher.>> we have heard one proposal for how the cuts can be made. there are other options.>> reporter: they have not yet voted tonight here on how many positions to cut. there up to 44 people who could potentially be laid off. that would kick in in march if it is passed. the superintendent said oakland has to do better on their budget management policies. so they know exactly how much they are spending.>> is not the first time this has happened. an update on a manhunt in the south bay. police in san jose are zeroing in on a burglary suspect has been the subject of a search that has lasted 10 hours. the man ran off when officers tried to make contact with him at 12:45 pm. they are keeping people out of homes and a four block area near pocatello drive. between lewis road and independence drive. jesse made it inside the perimeter were s.w.a.t. officers are conducting a search of several homes. bring us the latest.>> reporter: within the past couple minutes right before the newscast began we heard a double bang inside one of the homes on pocatello drive. i am joined by police captain jason dwyer. tell me what that was.>> we know we have within the perimeter a wanted fugitive. we believe there was an individual inside the house that was being kept against their will -- against her will. the window of opportunity presented itself to help the person exit the house. we use a flash device that for the neighbors is harmless. it was loud. for all intents and purposes it was a harmless for this area. it enabled us to gain an advantage to get the paper out safely.>> you believe the only person left in the house is the fugitive max santos who was wanted for burglary. he has been hiding inside the house.>> we now believe he is alone. we have tried to negotiate and make contact. we have been unable to do it successfully. the end result what we are hoping for is a peaceful resolution. we are hoping to make contact with him. we hope to take him into custody without using force or damaging property.>> reporter: i imagine he is afraid. from your position you would prefer he comes out and surrenders as opposed to having to go in to bring him out forcibly.>> if he gets up we will ask him to come out to the street. we will handcuff him. no force will be used and he will be placed in a police car. you can have an attorney.>> reporter: how much longer can residents stay outside? >> people can shelter in place right now. we are treating it as an isolated incident. have the house around it. there is no way for him to get out. we also don't want residents to fear for their safety. there is no danger to the surrounding area.>> reporter: that is the latest here in south san jose. a search for a suspect started around 12:30 pm. now wrapping up with the merge unit were s.w.a.t. unit that has the suspect cornered inside the home. they are trying to talk him out. he will bring you any updates alive. the student at san francisco state university in the hospital recovering from serious injuries after a violent confrontation in a dorm room. police were called to the dorm on font bovard after 4 pm. and heard someone screaming for help. they forced their way inside where they found an 18-year-old male choking a 19-year-old student. the 19-year-old was taken to the hospital with serious injuries including blunt force trauma and cuts. he underwent surgery but is expected to survive. the attacker who is not a student was identified as samuel splinter. no word on what led to the attack. the family of a oakland man killed by a hit-and- run seeking answers. he was waiting for a bus when he was hit by a speeding car. they want justice. the heartbreaking story.>> reporter: the victim's daughter describes him as a good man who was always ready to help others. she is asking for witnesses to help find a hit and run driver who killed them. keisha johnson with her husband by her side this is the side of the crash that killed her father mark. trying to make sense of what happened. she found damage to the base of a sign at the parking lot of walgreens. a downed tree and partially knocked over a fence. but no answers. she is asking for the driver responsible to come forward.>> he really broke my heart. we don't have justice. we don't know where they are.>> reporter: she says december 4 her father was on his way home when the crash happened. around 1 am a black charger appeared to be racing a bmw along international boulevard near 82nd avenue. the charger crashed into johnson.>> he was coming from bingo. he was waiting on the bus to go home.>> reporter: oakland fire and paramedics tried to save him. he died at the same. it was almost a nightly routine for her father to be in the area to play bingo.>> he raised me and my brother. a single parent until we were adults. now i don't have him anymore. it is heartbreaking.>> reporter: he worked as a handyman. he had a big smile and a big heart.>> always trying to help people. i'm really hurts that this happened.>> reporter: the driver of the charger lost control. the driver and passenger left the vehicle and fled. it is unclear if the charger was stolen. the other vehicle fled the scene.>> it is about justice. come say something. that's all i want.>> reporter: she was planning to celebrate christmas at her new home with her father. instead she is planning his funeral.>> he was a great man. he always seemed happy. i don't know.>> reporter: a wake will be held this sunday. police are offering a $10,000 reward for information leading to an arrest. a stretch of road in oakland hills is closed indefinitely after a fire this week. oakland department of transportation says the 6600 block of snake road will need to remain shut down because of damage to a retaining wall and the foundation. there is no estimate on how long it will take to repair the damage. the fire the amount cleared neighborhood broke out monday night and burned for several hours. the flames destroyed two homes under construction and damaged several others. no one was hurt from investigators are trying to tragedies. the program bringing these groups together. >> reporter: in santa rosa's fountain grove neighborhood here among the gray lots filled with ash and debris to fire survivors are hanging stars man who wanted to honor his business partner killed in the attack on 9/11 by offering support to victims of other tragedies.>> new yorkers will never forget what people did for us in our time of need.>> reporter: the manager josh garcia was working at the nightclub in orlando florida when a terrorist shot to death of 49 people. the club received similar stars and he wanted to get involved with the program.>> was the first time i saw a glimpse of hope from our employees faces.>> reporter: in a classic case of paying it forward the stars hanging in fountain grove hand-painted by children and survivors of the san bernardino attack in 2015 that killed 14. san bernardino received the stars from victims of other shootings and natural disasters.>> your mind is playing tricks on you. there is not hate in the world. there are some people's bill full of love. it helped in the healing process.>> reporter: it might seem like a small gesture but it has healing powers for those making the stars and those receiving them.>> i feel incredibly supportive. and understood.>> reporter: once fire victims get back on their feet they will be asked to make stars for victims of some disaster in
