the scene is still blocked now, nearly six hours later. san mateo police cars says chp vehicles blocked all lanes of highway 101 north surrounding a dark pickup truck. a yellow tarp was nearby on the ground. one suspect dead. in what police say was an officer-involved shooting that happened just after 5:30 p.m. friday. >> the suspect was fatally wounded in the officer-involved shooting. >> the the suspect was armed with a handgun and got into a confrontation with three chp officers from the redwood city office. >> all three discharged their firearms. this occurred right here on the shoulder. >> reporter: traffic friday evening came to a halt as police shut down all northbound lanes of highway 101 south of 92 diverting vehicles on to hillsdale boulevard while investigators try to piece together what happened. >> there is an investigation into the legality of the shooting that's handled by the san mateo district attorney's office. there is an investigation into the criminal act of the suspect that led to the shooting. that is being handled by san mateo police department with an administrative investigation that has been handled by the agency with the officers that were involved in their shooting. >> reporter: and now the police captain says all of those investigations are being carefully coordinated. they are trying to get all the evidence we've seen people walking up and down this section of highway 101. looking down at the ground and the vehicles that are there. one other thing they're looking for is a video tape of whether there were any video tapes of this either through the chp officers or also people who might have been around in the area. so we are again trying to find out exactly when they might reopen this, but you can see they have a big light right in the middle of the highway. they say it will be many hours until they make sure they are doing their investigation right before they reopen the highway. >> jana, there was another pickup truck parked in front of the suspect's truck. it looks like they would have rear-end damage. is there any connection with their accident before this suspect was shot? do we know anything about that? >> reporter: frank, that's a good question. we were seen a little bit of -- we were seeing a little bit of glass on the pavement they were looking at. i asked them about the other vehicle. there was that one and also a light vehicle on the side. and the captain says he could not release any new information. they're being very tight lipped about this. i try to make sure they will have their facts before they give that out to the public. >> all right, again the bottom line highway 101 northbound lanes all shut down tonight no word on when they will reopen, jana katsuyama live for us tonight, thank you. a 19-hour standoff came to an end in martinez this afternoon. police identify him as 38-year- old gregory whose last known address is in walnut creek and martinez. investigators convinced the suspect to drop his gun and two knives out of a car window where he had been held up since last night. then authorities fired tear gas into the car forcing him out. a police spokesman says the lengthy negotiations paid off by keeping the suspect alive. >> and we -- we want to get him in custody with no win injured or hurt or killed. >> he's accused of fatally shooting and killing roselyn policarpio yesterday near larky park in walnut creek. the two had been dating. we have an update tonight on that mob attack last weekend at the coliseum bart station in oakland. police police were able to identify a juve -- police say they were able to identify a juvenile through surveillance video and hopes more help will come. they are creating a task force to draw on resources of surrounding agencies. more now from ktvu's cristina rendon. >> reporter: robberies and cell phones, laptops, other electronics at bart stations in san francisco, oakland, and pittsburgh, they talk. associated with those thefts, bart says their -- bart says their police department have seen a lot of crime. >> when i was young i used to fight those guys. >> we will have increased staffing at the coliseum and particular fruitvale and bell fair. >> since march we've arrested 19 individuals that were involved in group robberies. >> reporter: some extra patrols would stop passengers from robbing a bart train on saturday. there were multiple warrants in the system is for juveniles to be arrested in connection with those crimes. they're known to bart police and neighboring agencies. >> and we have taken one of the suspects into custody. >> we're developing a redirectional task force. we will work with alameda county sheriff's where the juveniles are creating crimes. >> reporter: on thursday bart officers are working emergency staffing levels with five days on, two days off verses four days on and three days off. >> it's crazy because so many people rely on bart because of the traffic in the bay area now and now it's like you don't want to use bart because you're worried about somebody robbing you or jumping you. >> bart says the juveniles are more likely also evading a chance to commit the the crimes. but car thefts, break-ins, andbike thefts in oakland are down. there were delays for bart commuters this morning after a new bart train stalled during a test run. they caught the train being pushed into the maintenance yard. early morning commute, they would have this single track around it causing delays. they said this has not happened with their new trains in previous testing and it's not clear yet what might have caused the trains to stall. >> now to fairfield where a man is facing a long list of charges including hate crime and attempted murder in connection with three fire bomb attacks around the city. 39-year-old matthew scott jones of fairfield was booked into the solano county jail. he was taken into custody near the first crime scene and at an apartment complex. fairfield police say they believe he jumped through a propane tank around 10:00 last night. and an hour later police say jones blew up a car. and then early this morning a third bomb went off outside the fairfield police station where authorities say jones was caught on surveillance cameras. jones had been using racial slurs directed at his neighbors. >> you don't see something like that, but it takes it to the core. >> this morning hours after the arrest, police located yet another explosive device at a local warehouse. the area was evacuated while the bomb squad neutralized it. north korea carried out another test of a medium-range missile today. the u.s. and south korea said the missile broke apart minutes after launch. it's the third failed test this month. the test firing came just hours after u.s. secretary of state rex tillerson appeared at a special immediating. tillerson said the united states and its allies must step up the pressure on north korea before the regime develops a nuclear warhead. conservative commentator ann coulter gave a speech tonight in modesto. it comes one day after she was suppose to speak at uc berkeley, but had to cancel because of the threat of violence. modesto police said the mounted patrols blocked streets, giving coulter a secured entry into the upper floors of the doubletree hotel. security inside was handled bay private company. coulter's conservative supporters came out in force, but they stood peacefully alongside those in opposition to her visit. >> well the controversy is a thing that should not be happening. freedom of speech applies to all sides. >> we don't need another person stirring the pot. that's all ann coulter does, she stirs the pot. so even though she has a right, you know, she has a right to say what she $10,000. a reporter with the modesto b was inside the event saying coulter told the crowd she doesn't like the u.s. immigration policy and thinks president trump needs to have his feet held to the fire. coulter also said she doesn't like california much suggesting the state should -- should succeed from the rest of the nation. tonight's nfl draft results. the 21-year-old from richmond gave an emotional speech about the promises he made to his grandmother just before she died. >> ktvu paul chambers went to mckinley's alma mater to learn more about him, kennedy high school. >> reporter: as the thieves nabbed just a minute later after a chase. sonoma county says it might be the tool thefts that has been plaguing the bay area for years. the masked men grabbed $15,000 worth of tools from a john deere store in santa rosa. they were gone in three minutes. the alarm system sent a feed to the manager's phone providing law enforcement with the description and a police officer who spotted the thieves just a few miles away. >> i think it's a big deal. i mean there's a lot that could get hit. we want it to stop. >> all of the stolen items were recovered and they are now back on store shelves. other vendors in the area are hoping it means the plague of burglaries is over. in san jose the clean up continues two months after major flooding along coyote creek forced thousands of people from their homes. ann rubin tonight tells us members of the santa clara valley water board met with san jose city leaders today to try to come one a plan to preventose -- to try to come up with a plan to prevent severe flooding. >> reporter: this meeting was personal for ted smith whose granddaughter had to be rescued from the floodwaters. >> she was terrified. she came running out of her house with a couple of dogs and a bag. >> reporter: he has questioned how san jose and the santa clara valley water district will keep coyote creek from flooding again. the answer it won't be easy. officials meet with washington tomorrow to help approve funding. >> ten years ago they denied the project along rock springs. they're bing originned to listen again. >> reporter: out of this meeting came a joint form of communication. and an agreement to look at short-term fixes. >> we were very aware of regulatory barriers. but the real issue is are we going to start? and you can only get there by taking the first step. it's critical that the water district with the city take that first step. >> reporter: it's a step both sides plan to take together. in fact city officials stated publicly they would not sue the water district. the attorney the water district hired says they are pleased to see an end to the finger pointing. >> i'm encouraged in today's meeting that seems to be a lot less than that. >> reporter: still they want more than just plans. they want action. >> i think unless we can continue to get other sites from the community they may slip back into their old ways. >> reporter: the emergency action plan will be activated by mid-december. the idea to have something in place before the next rainy season begins. in san jose ann rubin ktvu fox 2 news. in stockton today authorities found more than 80 dogs, dozens of cats, and a turtle living with a man and a woman inside a home. police responded to the home on a medical call. a 51-year-old woman was taken to the hospital where she died. animal control was called in after that. investigators say none of the animals appear abused. >> surprisingly they do appear to be healthy and well fed. some needed some grooming. we've already spoken with the animal owner and it appears to be a case of just trying to do the right thing and just got out of hand. and then there's probably some mental health issues. >> animal control officers say the man at the home will be allowed to keep three animals and the department will make sure they're vaccinated and fixed. get ready for a jump in gas prices. governor brown signed his controversial gas tax increase today. it's set to take effect in november. vehicle registration fees are also going up. the taxes projected to raise $52 billion over 10 years to pay for repairs to california's roads and transportation systems. new at 11:00 tonight, a warning is out about a dangerous toxin in shellfish along the marin county coast. the state department of public health says dangerous levels of a toxin called psp has been detected in muscles, clams, and whole scallops caught by recreational fishermen. the toxins can cause illness or death and cooking does not destroy it. fortunately there have been no reports so far. it does not approve sources. some oakland city council is members are worried money from the new soda tax could be siphoned off. measure hh raises the price of sugary drinks by $0.01 per ounce starting on july 1 expect today raise nearly $6 million a year for educational, health, and recreational programs. according to the new budget released this afternoon the money will be used for helping children's programs that are consistent with the measures and their goals. until a required advisory board is set up. >> current prices are today. and to 84 tomorrow. from 77 in concord today. to 83 tomorrow. so they think it will warm. air rises and cools, pretty simple. oakland, a beautiful night. it is really a good night if you're out there tonight and outside having a barbecue, what have you. this whole weekend is going to be exactly that way and perfect outdoor weather. anywhere you go in the bay area it does not matter if you're at the coast or inland, it will be absolutely perfect from sacramento to santa cruz to point reyes to santa rosa. sunday will be cooler than saturday, but it will be nice. sunday will look a lot like this, but instead 83 in sonoma. no big difference. but as we get into monday and tuesday, things will really warm up. we'll see temperatures back into the upper 80s and the low 90s. then it really heats up, but not this weekend. this weekend is just pleasantly warm. here's your five-day forecast. minor cooling on sunday and warm. you get some upper 80s there as you go into wednesday. so a nice 9-4 against the astros. well you couldn't blame the 49ers for patting themselves on the back after the way things have gone the last couple of years. it looks like on paper they have done a great job in their draft on your right. solomon thomas, reuben foster from alabama, and they are projected to be probably starters for the team that was terrible on defense, slowly rated in the nfl last year. and very happy to try to turn this franchise around and all signs point towards positive stuff that's going on in santa clara right now. >> i'm definitely going to try to be a part of this defense,
