use building. there are both businesses and apartments there. and we can tell you this is still a very active scene. the battalion chief tells us, flames and smoke are concentrated in the center of the building. so far, this fire is not yet contained. jana katsuyama is live on the scene. jana, the first report for the fire came in at 6:45 tonight. you've learned it may have started in the basement. >> that is what i've heard from one source, frank. there's still a very strong smell of smoke here. we are at 21st and mission. if you look down the block, you can see all of those ladders trying to concentrate on the building that is apparently still burning. i did peak with a pg and e worker who was here, turning off the gas and electric on mission street. i was told by this worker, it appears there is a bakery in the basement of the building and that it might have started with an oven that was left on. again, that is not confirmed. but that is what i was hearing at the scene now. take a look at this video we shot shortly after you arrived. we understand from police, their initial report is that there were residents still inside the building. when we moved here, they moved quickly to get it evacuated. they raised it from a 3 alarm to a 4 alarm fire. part of the top of the building collapsed from the fire. we do understand with all of this thick smoke, they have been trying to work on this fire as quickly as they could. we did speak with police a short while ago, to get an update. here's what she had to say. >> at this time, i can confirm one fatality, it is an adult male. i don't have the age, or further information on him. from the chiefs of san francisco fire department i have received confirmation at least four people are injured from this incident. >> reporter: as we mentioned this is a mixed use building. one of the residents tells me there have businesses on the first floor. the second floor has office space. on the third floor is where most of the residents live. he says he was coming home. he has a family of six who has lived there for 12 years. here's what he told us he saw as he was coming up to the building. >> i tried to go up, and i saw my mom coming down. my dad was just trying to alert both of the neighbors to come out, because there was the fire in the building. because none of the alarms work. we never heard the alarm working. >> no smoke alarms. >> no smoke alarms, fire alarms anything. >> reporter: from our news chopper 2, you can see pictures. see how immense this area is. they are throwing all of their resources on this building to try to make sure they get it out of control. you can see how dense it is. they really want to make sure it doesn't spread to any of the other buildings in the mission district. we have not been able to talk to the fire chief to confirm if there were any alarms working or not. we do understand from the american red cross, they've been in touch with about 40 people. anyone in the area, they're being asked to go to city college. that is where the red cross has set up a station. >> one person has died, four others are injured. are authorities pretty confident everyone who was in that building has now gotten out. >> as far as that police spokesman, woman was concerned, yes, they do believe they have. but again, this fire was so hot and so intense, they really were trying to work. i don't believe they were able to get in at the initial time. we understand from the red cross, they are trying to do a count right know. we will stay on the scene and try to get more answers about that. but at least for right now, one fatality, and those four injuries we told you about. >> jana katsuyama, the mission district. this is a google street view of the three story building that was taken last november. you can see a popeyes restaurant there on the first floor. the building also has offices for dentists. the offices for the mission, local news sight is on the second floor. the top floor of this building is residential. back overhead once again with the view from news chopper 2, this is a story obviously that is going to continue throughout this hour. we will be monitoring it for you, and go back to the scene for updates throughout this newscast. san francisco police made a gruesome discovery late today in another part of town, a suitcase filled with body parts is found in the south of market area late this afternoon. officers received a call about a suspicious package near the intersection of market and 11th. police say they found a large roller bag, containing a dismembered body. then more body parts on the corner around mission. any closed 11th street from market to mission during the investigation. we also have developing new from oakland tonight, two undercover sheriffs deputies were shot at this afternoon as they were investigating a marijuana growing operation. what happened next stunned even seasoned narcotics officers. ktvu's ken pritchett is live from what is still a very active crime scene in west oakland. >> reporter: frank, what they found in these two buildings that are right next to each other. not one, but two marijuana growing operations that were seemingly unconnected. one of those operations was described by officers as one of the largest and most sophisticated they've ever seen. it all started when two undercover sheriff deputies were investigating this building. friends suspected an indoor marijuana grow. >> a person associated with the marijuana grow, came out, saw our undercover officers in their unmarked car. he decided that he was going to follow them. >> reporter: sergeant ray kelly says that suspect hopped in a car and followed the deputies. >> the suspect chased down our undercover officers and fired into their vehicle. they basically tried to get away to a safe area. >> reporter: the officers called for backup. sheriff deputies descended on the house. they found hundreds of marijuana plants and arrested the suspect. >> i guess he was going to return to work. we took it off him. >> reporter: sheriff deputies were inside this original warehouse investigating the marijuana grow. in the smaller section, they found a door, it was blocked. eventually they made it inside and found another marijuana grow, and this one was big. >> we forced entry into that building with a search warrant, and discovered probably one of the most elaborate grows i've ever seen, and i've been in law enforcement 20 years. >> reporter: investigators recovered 30 pounds of processed marijuana, a handgun, and a shotgun. in addition deputies caught three suspects who tried to escape by jumping out of windows. >> one marijuana grow led us to another grow that's enormous. >> reporter: sergeant kelly says it's very likely that the people who were running these operations had no idea, even though they were next to each other, had no idea each other existed, even though the buildings are physically connected, they are blocked off from one another. add to that, yet another layer. a police officer tells me this building just across the alley is a county drug treatment facility. >> ken pritchett in oakland tonight. ken, thank you. a 14-year-old boy riding his bicycle in danville is critically injured this afternoon when he was hit by a car. the accident happened on green valley road near hope lane. police say the teen is from alamo, and was riding his bike on the sidewalk when he veered around garbage cans. the teen was transported to oakland children's hospital, and is undergoing surgery. police closed a portion of green valley road for the investigation. the driver is cooperating with police. the north coast of california was rocked by a powerful earthquake this afternoon. a 5.7 quake hit off the humboldt county coast southwest of ferndale. it hit at 1:08 today. the shaking was felt for miles, but no injuries or significant damage was reported. this is a very active seismic area, where three of the earth's plates come together. the number of terror threats made over twitter has spiked in the last year and a half. there have been more than 50 all together. most of the dozens of other threats have been made against specific airline flights including two out of san francisco. each time, the plane passengers and luggage had to be inspected. the twitter messages frequently refer to isis. twitter says it has now suspended all of the accounts that were the source of the recent threats. the mystery surrounding a military fighter jet, buzzing low over the city of berkely yesterday may have been solved. the website berkely side reports the navy pilot was giving his brother at uc berkely a personal air show. the jet was an f/a-18 e super hornet like this one. military jets are often seen over the bay area like these four flying in formation. super bowl sunday is one of the biggest events of the year, focusing the attentions of 10's of millions of people in the host city. its mayor tells ktvu's mike mibach, he's anticipating spending millions of dollars providing security and other services. what does this all mean for santa clara? the host of next year's super bowl. >> glendale, arizona. home to sunday's super bowl xlix. >> apparently, i haven't scored a lot of points with the nfl. >> had a you would describe your relationship with the nfl mow? >> i don't have a relationship with the nfl. >> i think we're probably going to lose a couple million dollars. >> reporter: the biggest problem he says? public safety. he adds that his city is footing the bill, and claims it will never get the money back. >> it's a hard sell for me to tell my citizens, i'm sorry, i can't extend the hours of your library. we have to shorten them. >> reporter: david russo was chairman of the host committee. >> there's a lot of enthusiasm, excitement from lots of other corners. i think glendale is going to be in the spotlight come game day. >> reporter: another reason mayor wires is not happy, the nfl experience was yanked from his city. the massive exhibit with the fans and money it draws was in glendale when it last hosted the super bowl in 2008. this year, it's nine miles east in downtown phoenix. >> reporter: the mayor of santa clara doesn't seem too concerned about not hosting the nfl experience. he says it's probably best to have it in san francisco, meaning that it's best for the region. >> we don't feel gypped at all. >> reporter: jamie matthews says as part of the bidding process, he actually signed off on the idea of the nfl experience in san francisco, 45 miles away from his city. >> this is a regional event. this puts us on the map to reestablish the fact that we're part of the san francisco bay region, and there's going to be parties going all the way down into silicon valley and beyond. >> the benefit of not having it here is i don't have to worry about the public safety portion of it. >> reporter: more security means more money. >> my city is going to front the burden of the public safety cost, and that's something that's hard for us to do right now. we're doing it because we gave our word we'd do it. >> reporter: levi stadium is the home of super bowl l. he does not expect to lose money protecting the fans, he says the city negotiated with the super bowl host county is now taking matters into its own hands. >> she was there for her clients in court, but she ended up in handcuffs. the unusual comment that led to a bay area public defender's arrest. >> next, gathering to support the family of a jogger who was killed by an out of control car. the changes they're fighting for after her death. tears, hugs, and signs of remembrance. family members had a vigil to honor a 20-year-old college student killed while out for an evening jog. a victim of illegal street racing in san jose. she was killed when two cars crashed. one of them pinning her against a tree on yerba buena road. azenith smith was there as family and friends gathered to honor her memory. >> reporter: about 250 people showed up, and the outpouring of support continues. this area is blanketed with candles, flowers and rest in peace messages. it's a memorial the family hopes will serve as a reminder, speed kills. they were greeted with bright florescent signs, urging drivers to remember kiran pabla, and slow down. she was killed in this exact spot a mile from home jogging when police say two cars racing down the road, lost control, bounced off a guard real, and pinned her to a tree. >> i don't know what i'm going to do without her. she was supposed to be there. >> reporter: their grief obvious, no one more heartbroken this pabla's mother, who dropped to her knees. >> her bond with her mother. i've never seen a bond like that in my entire life. >> reporter: while most in the crowd knew pabla, some didn't. >> we've lived here for 35 years. this is not the first time this has happened. we wanted to come and pay our respects. >> reporter: the san jose mayor addressed the crowd. saying cars treat this road like a freeway, it has seen five fatalities in the past four years. hope people will learn from this senseless tragedy. >> speed kills. when you kill somebody, you kill a lot of people's heart. >> reporter: he lit a paper lantern in her honor. her funeral is this friday at chapel of chimes in hayward. the family has a gobenefit account to help those with breast cancer, since her mother battles cancer. >> such a sad story, azenith smith reporting in san jose. emotions ran high when the man accused of causing that crash appeared in a courtroom. about two dozen of kiran pabla's relatives attended the arraignment of manuel maldonado. accused of hitting the young woman. both men face charges of vehicular manslaughter. cell phone video released today shows a controversial incident at the hall of justice in san francisco. a deputy public defender was arrested after she objected to police officers questioning her client outside of court. ktvu's david stevenson has the video and reaction. >> reporter: cell phone video shot yesterday show one of their own arrested outside a courtroom as her client looks on. >> i was needless to say, shocked by the situation. >> reporter: she is an 18 year veteran of the public defender's office, she was handcuff, and taken into custody for resisting arrest, and held for an hour after sergeant brian stansberry asked to speak to her client and another man outside the courtroom, about an unrelated burglary case. she says she tried to protect her client's rights. >> i was trying to ascertain why he was being detained, and they would not give me any information. >> what are they being detained for? >> reporter: the public defender calls it profiling, and a blatant civil rights violation. >> i have never seen something like this happen to anyone at the hall of justice. yet, they selected these two gentlemen to give this treatment to. >> as far as we can determine at this point, the sergeant acted appropriately. >> reporter: police say she was obstructing a criminal investigation into a set of burglaries unrelated to the case. legal analysts say the police may be right. >> since they're already represented in this other crime, the police can ask them requests about unrelate offenses. >> reporter: police will forward it to the district attorney's office. she wants the case thrown out an apology from the police department. in san francisco, david stevenson, ktvu, channel 2 news. as you know, it's been an extremely dry january around here. december wasn't so dry though. records go back to 1849. but january, it looks like it's going to go down in the books, in san francisco as the dryest on record there. despite this disparity, because december was so wet, san francisco is still 115% of rainfall average. even though it's been dry, dry, dry, we're still in most cities above 100% of rain. 70 in santa rosa today. tomorrow's highs are going to look just like these. a little patchy fog trying to form coast, and in the central valley. there will be valley fog we actually see it here. you can see it try to reform. and a little bit of coastal fog back toward the beaches. the valley fog, you will continue to see a lot of this week. the temperatures outside, 47 in napa. 47 in santa rosa. the dew points are about 45. that's the temperature. fog should start to form in the inland bay valleys. the dew points are in the middle to upper 40s. i think most of that fog is going to end up in the central valley, where you would expect. a dense fog advisory south, down around the modesto area. not for sacramento yet, but in the morning hours, at 7:00 a.m., you see permanente. because together, we thrive. ♪ back now to our breaking news tonight. on the scene of a deadly four- alarm fire. still burning in a mixed use building in the city's mission direct. jana, you have some new information for us? >> reporter: yes, i do. let me show you the scene, and give you the update as quick as i can. they are still pouring a loll of -- a lot of water on this building. you can see the challenge that these firefighters are facing. it is a three story structure. at this moment, i understand they have been able to contain the fire, so it has not spread to any other surrounding buildings. it is still not out at this time. the flames have been flaring up, and they're trying to feed them down. they now say there are six people who have been transported. most of them for smoke inhalation. i've also learned there have been no injuries to fire, or police personnel out here on the scene. and a spokeswoman from the police department, rather says that at this point, it appears there are no signs of arson, or any foul play. we do understand that they are still trying to get this under control, back here live if you can take a look over here down the street. you see all of these fire lines that they have put down there, trying to help get water up there to the fire. part of the problem that we understand they're having now is all of that water is going down mission street. i think our photographer can show you some of the problem. it's not draining quickly enough. so i just learned from police they're now having to shut down 20th street, due to flooding concerns. so again, this whole area is blocked off as a result of the fire, and now flooding. the other thing i've just learned is that they are planning to be out here, they think for a minimum until 6:00 a.m. tomorrow. >> a very long night ahead, not only for fire crews, and emergency personnel, but people who live and work in that area. jana, i know you'll continue to stay out there and monitor the situation for us. thanks very much. new at 10:00, the california measles outbreak is spreading, with 73 cases now confirmed statewide. health officials are working to try to confirm other suspected cases. ktvu's heather holmes is in richmond tonight, where the state lab is flooded with supplies waiting to be tested. >> reporter: state health officials tell me they are seeing a significant increase in testing requests. the staff here at the state lab is doing the best they can to keep up. tonight, i've learned that a bay area county will soon step in starting this week, to try to reduce the load. >> in a sign of a growing concern over the growing measles outbreak, bay area posted warnings about exposure. >> we're already above last year's numbers, statewide. >> reporter: with the alameda county department of public health. she's working to contain the highly contagious disease. alameda county just confirmed its sixth case this year, with three samples awaiting testing. >> in general, they've relied on our state viral lab in richmond. >> reporter: the laboratory handles testing for just about every county in the state, a job that can be challenging, given the high number of measles cases. >> it took a lot of volume for one lab, one health lab to be doing for all the state. we need to help divide and conquer. >> reporter: starting neck week, they will begin testing at its new public laboratory. >> the specimen from the clinic would be manipulated. >> reporter: he says the testing set to be done here will increase the existing load in the wake of the outbreak. >> when they are handling such a large number of specimens it has a potential in length and turn around times. we can get results more quickly. >> reporter: they can confirm a measles case in just about two hours. officials say they are trying to test those samples the day they come in, or perhaps the day of a, trying to get to it as quickly as they can. frank, that new lab in oakland will certainly be an additional resource, as the state continues to battle the measles outbreak. >> heather holmes in richmond tonight. people in the northeast are still cleaning up after this week's blizzard, including in plum island, massachusetts. high winds caused big waves that damage a sea wall. 2 to 3 feet of snow fell in parts of new england, bringing cities to a halt, and knocking out power to thousands and thousands of people. in connecticut, the state's travel ban is now over. many people couldn't get anywhere, because their cars were buried. just now getting out to clear them off. forecasters are predicting another storm could also bring even more snow this friday. here in the bay area, this month will officially go down in the record books as the dryest month ever in san francisco. not a single drop has fallen since the first of the year. we'll get another reading tomorrow when the state surveys the snowpack in the sierra. the department of water resources expecting to find above normal temperatures, and a below normal snowpack. this is the second survey of the season. the first was taken on december 30, and showed the water content of the snow was just 33% of normal. winded up being the most dry january on record, but did we really wind up low on rainfall? >> plus, the outpouring of emotions tonight in san francisco for a young mother who was killed bullet. dozens of people gathered at the corner of engels and revere street. they lit candles, and said prayerers for marie soza. she was killed right in front of her three kids after picking them up from school. tonight, we talked to one of her sisters about what she will remember the most. >> her smile. her face. a wonderful person, friend, sister. i loved so much. >> witnesses say one of the cars involved was green. the other was black. and a black suv did turn up on bay shore boulevard minutes later, a 38-year-old man inside that car was shot and killed, a woman was wounded. the napa county sheriff's office released surveillance video today in contaty. video shows the victim, maria behar with two men. she was seen later that evening at the casa del mar restaurant with two men. she was found dead on highway 29. the 57-year-old was last seen wearing a black asymmetrical off the shoulder shirt and black pants. this is one of the men that's a person of interest. both men are described as latino. one had a medium build and goatee. the other man is 5'5" to 5'7" with a heavier build. facebook is exceeding expectations in its latest earnings report. today facebook reported a 49% increase in 4th quarter revenue. their focus on mobile advertising is apparently paying off. much of their revenue came from mobile ads. facebook now has about 1.4 billion monthly active users. that's more than the entire population of china. despite the news though, facebook shares in after hours trading, the stock was down about 1 3/4%. or $1.34 per share. the broader markets closed lower after the federal reserve announced it plans to remain patient. the dow dropped 195-points, the nasdaq was off 43. the price of crude oil fell today to $44 change. it's at its lowest level since 1989. 407millionbarrels are now stockpiled. a new hard rock hotel, and it's grand opening at tahoe. the $16 million renovation project that experts hope will refresh south lake tahoe's image. >> bill martin sports fans, it's an american tradition. >> it will look like a theater when we're done in here. >> reporter: elaborate lighting. an l.e.d. wall. the envy of any sports fan who plans to watch the big game. the centerpiece for a large scale private party. >> the screen, they set up two days ago, we finished it today. >> reporter: five hours just to plug in all the wires in the back to get it working. 3d productions. an audio and video company, says its annual super bowl party is always a win. a thank you for clients and friends. >> it's almost like a family reunion. you get all of your friends and family down here. i've got a lot of high school friends coming, we only see them usually once a year at this big party. >> reporter: in downtown palo alto at the patio bar and grill, the staff expects every seat and every table to be filled. standing room only. they say super bowl sunday is among the busiest days of the year. >> the last game of the season, so everybody kind of always finds a sight to pick and choose anyway. we're looking at triple our normal liquor order. >> reporter: cases upon cases and more to come in the next few days. the same for fresh ingredients to make those popular finger foods. along with the extra food comes extra staff. in the kitchen, behind the bar, and in security. they expect seahawks and patriots fans. and some who are not rooting for either, but just want a good party. >> yelling screaming, a little bit of trash talking. a lot of fun to do that. >> reporter: the owner of the patio advices fans to get there at least two hours see how it stacks up with the other januaries. the dryest ones, the last closest one was last january, '06. .06 of an inch of rain. 1920, 1976, that was the drought. then 2013. it's been really dry, really the last 15 years around here. out of 15 years we've only had 4 years in january where it was at where you should be or a little above. most of the time we've been a little below average for january. with that said, it was so wet in december that we are in san francisco 119% of average right now. san jose, almost 140% of average. it was warm today. these are some of the highs. 70 in santa rosa. san jose, 67. highs tomorrow, going to be a lot like these. fortunately, we did get that big rain in december, because we're not going to see anything really here, as we move into the next five days. you'll see it on the forecast. what we're talking about the next few days will be fog in the valley. a dense fog advisory that's gone up for the southern san joaquin valley. we will see fog showing up in the santa rosa area tonight. patchy at best. the heavy stuff will be out in the valleys still, but each day it buildings. overnight lows in the mid-40s. tomorrow, a day a lot like today. pretty nice. you wake up, temperatures on the mild side, maybe a little bit of fog. daytime highs are going to warm up nicely. here's the computer model. here's the valley fog tomorrow morning. a little coastal fog wants to show up. then here we are tomorrow afternoon. here we are friday morning. friday morning is interesting. the models don't want to bring a lot of fog in. maybe a little
