it's actually the castro street itself. the city expanded the sidewalks by about 10 feet on each side making more room for the people who are in costume or in giants color. in the dark of night, people crowded into the castro. a parade of colorful costume, the crazy and the creative. and this is a halloween where the colors of pride tonight were blazing orange and black. >> san francisco pride. >> orange and black. yes. >> nothing better than the giants and freaking halloween. it's awesome. >> reporter: a historic halloween falling on the same day as the giant's third world series parade. >> the love of the giants, and celebrating halloween it's just extraordinary. it's amazing. >> i knew i could not miss this. i knew i had to be in san francisco for this. it's a once in a lifetime coming from alaska to san francisco for this. >> we're looking for super heros. >> reporter: last minute shoppers can't be choosy. >> anything we can find. it's four of us so we need four themed costumes that fit together. >> reporter: officers are patrolling the streets. looking to dispel any rowdy halloween past. it was trickty for drivers too. maneuvering roads with the critical mass ride. and the night came with plenty of treats for the children out. >> happy halloween. >> reporter: and no costume or make up can mask the happy halloween feeling and giant's sense of pride. that's filling the city tonight. the night is still young and people keep streaming into the area tonight. lots of crowds here, we'll be back here and bring you a look at some of the best costumes that we've seen as well as an update on how things are from the safety perspective of the castro tonight. for now, reporting live, jana katsuyama, ktvu news. >> jana, thank you. halloween night has turned tragic in a southern california neighborhood. three teenage girled were killed in a hit-and-run crash as they were out trick or treating. police in santa ana say the girls were struck while in a crosswalk tonight. they ranged in age from 13 to 16 years old and were carrying bags of candy. police say they have located a suspected hit and drive vehicle behind a store and two men. the girls appeared to be texting while crossing the street. halloween night is the most dangerous of all when it comes to kids being hit by cars. in less than 15 minutes the tradition in one bay area community that keeps kids safe and out of the path of vehicles. new information tonight in the case of a school teacher in jail accused of child molestation. tonight our exclusive interview with joseph martin just ahead of his retrial on monday. martin thought in concord before his arrest. amber lee live now here with her exclusive interview at the jail in martinez. >> reporter: joseph martin initially faced 150 counts of molestation involving more than a dozen students. at his first trial the jury split but leaned in his favor. when we met late today at the contra costa county jail ahead of the retrial on monday, he appeared confident and relaxed. >> reporter: our interview took place in a small room where inmates are allowed noncontact visits. >> mr. martin, can you hear me? >> hi. >> hi. >> reporter: martin's defense attorney sat next to me. martin appeared upbeat after more than a year in jail. his attorney patrick clansey says his prosecutor recently informed him that 73 of the 100 counts will be dismissed in court monday. 22 counts remain. >> did you ever molest any of these students? >> absolutely never at all whatsoever. >> reporter: the 46-year-old tells me he's thought for more than two decades including 18 years after wood side elementary. he says the case against him started with a former student visiting him in the classroom. >> the event is a misconstrued affection that i do in front of the whole class. pats in the back or hugs that are only done with students if they're comfortable with that and with their permission. >> reporter: martin told me he only patted disruptive students as a technique. something he says he learned from his own first grade teacher. >> i had attention deficit disorder. she sat me right next to her. if she thought i would not paying attention she would give me gently pats like this. >> reporter: in the first trial that ended in august, the jury acquitted him of charges involving three of 14 students. the jury was split on the others. >> my heart was in the right place and there was no sexual intent with any of this and i do believe that i'll be acquitted when the jury sees the truth. >> reporter: martin blames some of his predictment on a police investigator who he says was inexperienced and improperly trained. when i asked him if he will teach again he says he doesn't know. >> reporter: when you were talking to him were there any restrictions on your interview and how does he feel about the students and parents who are accusing him. >> i was only able to speak with him for 20 minutes a limit set by the contra costa sheriff as a limit set. as for the students and families that are accusing him, martin says that they were his friends and they were manipulated by investigators. >> so we'll hear the rest of your interview. >> that's right. he tells us what he would tell his students if he had the chance. we're on storm watch as we get a break in the rain. take a look at this sunset from our camera in emoryville. it's postcard perfect. the rain did bring the usual problems on the roads. ktvu problems brought a number of spin outs. many drivers seemed unprepare -- unprepared for the first significant rain. caltrans expects to have chain controls in effect at donor summit. that could see a half foot at donner and even more in higher elevations. the story with the rain has shifted. it's to the east where it's becoming snow where that winter storm warning remains in effect through tomorrow. look at the showers as they move out of the area. what they typically do this type of year, they get hung up in the west slope of the sierra nevada. slows down and creates stormy conditions. we have snowfalling right at the passes. right here at echo summit. as i go into the next few hours, i suspect that snow level will continue to come down. up to a foot of snow. that's good news for the mountains. it's good news to us for the rain. as we head into tomorrow morning. there's a chance of but there's a lot of people that can't get in every night. and this gives them an opportunity to come out here and we get to see this kind of stuff. it just lets you know how much in city loves us and think so. i don't think so. i think it's pretty incredible what these guys have been able to do. >> reporter: when the parade reached city hall the team took the stage and they had the crowd in your 2013 three time world champions, san francisco giants. >> reporter: eric rasmussen. san francisco police chief greg suhr says most of the crowd was well behaved. as soon as the parade passed by crews started cleaning the streets. they said there could easily have been more than 20-tons of soggy debris. and fans leaving the city were urged to take public transit and many people did. numi says that they saw more than twice the people they see daily. here's a look at the line for the ferry shortly after the parade wrapped up. >> they looked like parking tickets but there's something you should know before they pay off. >> i think it's a flat out rip off. >> reporter: number two investigates reveals why you can fight them and when. a police officer accused of stealing nude photos from the women he arrested. we're asking why the women aren't also in legal trouble. an explosion blows the roof off of a building. the illegal activity that may have sparked it. two people are hospitalized tonight in critical condition after an explosion blew the roof off of an apartment in walnut creek. butane gas canisters were found at the scene and people cooking hash oil likely are the ones who sparked the blast. ktvu's ken pritchett is live at the apartment complex on sunny vale avenue where crews tonight were trying to stabilize the debris and what's left of the building, ken. >> reporter: frank, after hours and hours of waiting just five minutes ago we saw some of the neighbors escorted into this complex of townhomes. some of those neighbors going home for the night. others gathering what they can because they can't stay here tonight. what you're looking at right there is what's left of a 6plex the home. the explosion did much of the damage an explosion the result of a drug lab. the people in the townhome that exploded are in critical condition. five neighbors suffered minor injuries and many more neighbors lives were put at risk. before any neighbors saw this townhome in splinters and on fire they heard a thunderous boom. >> it sounded like an explosion, a loud one. then i heard my roommate screaming. get out, get out. >> i was down the road getting some coffee when i heard the explosion. >> reporter: ron boguslawski ran toward it. >> the first person i came upon was a man laying on the ground with his clothes burned off and his skin peeling off from the burns he sustained. >> reporter: ron did not see the second victim. >> the women were screaming that they were trapped inside. >> reporter: james shot this video after he says he and police officers helped the women inside. >> the source of that explosion is a very common product butane. and it's exactly found in these type of containers. and the drug that was being manufactured was butane honey oil. >> reporter: the victims a man and woman were air lifted to the uc davis burn center in critical condition. they likely face charges if they survive. >> here you have other tenants, innocent tents that have no idea what's going on right on the other side of the wall. such a dangerous process is occurring. >> reporter: the fire investigator says these labs that turn marijuana plants into butane honey oil are becoming an increasing problem. in walnut creek, ken pritchett, ktvu channel 2 news. police in oakland are invest good faithing -- are investigating the shooting death. investigators are still on the scene looking for clues. no arrests have been made. the man is the 70th person to be killed in oakland so far this year. last year at this time 81 people had been killed. a u.s. nurse who treated ebola patients in west africa won her legal fight today and will not have to follow a quarantine order by state officials in maine. a judge ruled today that the state does not have the power to confine nurse kaci hickox in her home for 21 days. going forward hickox needs to take her temperature, report her moves outside of her home. after a volatile month, wall street is back on the rise. the dow ended the week in a new record after gaining 195 points. the nasdaq was up 64. the rally was sparked by news from overseas of a new stimlouse effort by japan. new developments tonight in the case of a police officer who was accused of taking nude pictures from women he arrested. >> reporter: prosecutors in two counties here in contra costa and in alameda tell me that they are looking at all the traffic stops that sean harrington made in the last year that involve young women. those two investigates could lead to more charges. 35-year-old sean harrington is expected to turn himself in on monday and then face a judge in court. >> that's for twice taking scandalous photos from arrestees phones. >> reporter: harrington is accused of taking photos from women's home. in one occasion, harrington texted the nude photos from other officers. they made comments like still looks good to me. her body is rocking though. and nudes are always better with the face. only harrington is charged. >> i think it is cunning and devious and abuse of power. >> reporter: a potential third victim came forward this week but that incident is still under investigation. julie and frank. >> all right, patti so harrington is expected to turn himself in on monday. >> reporter: that's right. that was arraigned by his attorney who is known for representing other officers. >> patti, thanks very much. tracking a few showers now. lingering until the area. big storms or big rain and even snow showing up in the lake tahoe area where there's that winter storm warning. some of this moisture spinning on the backside here. seeing some showers now toward san jose. this mission peak area. remember we talked about topography ringing out extra range. that's what we're going to tomorrow morning. i mentioned a slight chance for a sprinkle as you start heading out the door tomorrow morning. here it is 5:00 a.m. in the morning. here is the unstable air sliding through. that's where we got the steady rain this morning. and the parent low. the thing that started that whole pressure the system slides through. as that goes through it has a will the of cool unstable air. that's reporter: parents decided they wanted to enjoy halloween without stressing out. so now the street belongs to the kids. >> trick or treat. >> happy halloween. pick one. >> reporter: we started in marin while it was still light out with two trick or treaters so excited that dad dressed as safety officer had to keep telling them to get back on the street. >> i have to keep a constant eye out. >> all they're thinking about is candy. >> indeed. >> reporter: nolan and his body rio have the holiday figured out. >> because you get to have as much candy as you want. >> reporter: and a mother figured out how to make halloween safety. as easy as getting a permit and that's it. >> reporter: more children are hit by cars on halloween night than any other night of the year by far. and those most often injured or killed are between 12 and 15 years old. perhaps on their own with friends for the first time. >> if they're a little more active.they're running from house to house. they're guarding in between the cars. they're a little less attentive and that's the age group. >> reporter: instead, here it's carnival games and house parties. a night all ages dress up and have fun. parents able to socialize without such a tight grip on their kids. >> we started especially when the kids are really young. they just take off on you and you don't know what's going to happen. that was even more food was filling up with candy. as it was gray and loommy in marin we did not feel one drop of rain. reporting live in san rafael, debora villalon, ktvu channel 2 news. we now know the name of a woman who died yesterday in san francisco after falling from a steep cliff at lands end. the victim is 26-year-old randy salmon of seattle. rescuers say she and a male companion got stuck on a rocky cliff high above the ocean. he was rescued unfortunately swimmers pulled her body from the water 300 feet below. more than two months after a 6.0 earthquake shoot the bay. the federal emergency management agency will open its disaster recovery center in vallejo tomorrow morning. the center will make money available to people living in the area who need to rebuild and repair their homes. on wednesday, femo opened a recovery center in the city of napa and so far hundreds of people have showed up looking for help -- fema. pay up or get taken to court for a parking meter violation. not so fast. why some drivers say a private company is ripping off people using these bay area parks lots. but first, debris strewn across the desert floor after a rocket designed to carry tourists crashes. it's estimated that 30% of the traffic in a city is caused by people looking for parking. that's remarkable that so much energy is, is wasted. streetline has looked at the problem of parking, which has not been looked at for the last 30, 40 years. we wanted to rethink that whole industry, so we go and put out these sensors in each parking spot and then there's a mesh network that takes this information, sends it over the internet so you can go find exactly where those open parking spots are. the collaboration with citi was important for providing us the necessary financing; allow this small start up to go provide a service to municipalities. citi has been an incredible source of advice, how to engage with municipalities, how to structure deals, and as we think about internationally citi is there every step of the way. so the end result is you reduce congestion, you reduce pollution and you provide a service to merchants, and that certainly is huge. a virgin galactic spacecraft designed to take tourists to the edge of space exploded and crashed today during a test flight above the mohabe desert. wreckage was scattered in the desert. the co-pilot died in the crash. the pilot was able to parachute out but was badly injured. virgin galactic could only say there was a malfunction about two minutes after the rocket was released from its mother ship. this was the first time a new fuel was being tested. >> a rocket model today that had been through a qualification series and of course we expected no anomalies with the motor. richard branson's virgin galactic had hopes of starting to fly tourists. it's already sold 700 tickets. two investigates tonight uncovers real looking parking tickets that demand you pay up but are not as legitimate as they appear. frustrated drivers contacted 2 investigates after receiving tickets. while there are signs that warn drivers they could get a citation, the city has warned managers to knock it off. the tickets may not hold up in court. >> they seem to be intimidating people on trying to get money and almost extorting money out of people. >> reporter: tota last month got a ticket at the shopping center after using a metered parking space in a small lot just behind the gap store. he immediately noticed a $60 ticket. and noticed an unusual pay option. >> if paid within seven days, the ticket would be $30. >> reporter: parking enforcement here is contracted out by the shopping center to empark. a vancouver based company. this besides the city banning tickets by private companies. >> i think it's a rip off. >> they all know the city stance is they should not be penalizing people with citations. >> reporter: enpark that manages lots describes these as notices asking for payment not citations. in a statement a spokesman told us, enpark is not aware of any law restricting it from providing such service to its clients in california. but joe hannon says the manager of the center had been warned as far back as may of last year. >> i don't know their motivations but i do know that unless they're told to do other wise they will do what they believe they're authorized to do. >> reporter: in fact, e-mailed obtained by ktvu show enbark was asked to stop issue citations. >> private properties don't have the right to make that kind of enforcement unless there's a local ordinance saying so. certainly they have the right to tow any type they're parked in a way they don't like. >> reporter: one e-mail from an enpark manager indicates agents gave out 2,100 tickets or citations in the emory lot. 47% were actually paid. >> the assumption is that the money is going to the city of emoryville. is that the case. >> none of the money is going to the city of emoryville. >> reporter: tota says he could not get his citation dismissed. he fears that they could refer him to a collections agency. >> i already called them and let them know that i have no intention of paying the ticket and not only that, there's really no fair reason why they should have been issuing the ticket in the first place. >> reporter: the emoryville city attorney says his advise to drivers is to not pay. and if the company issues a lawsuit, to fight it in court. ktvu channel 2 news. after 2 investigates began making inquiries, the owner says that signs will be added explaining the company's terms. until then it's stopping enforcement. but the city still says the company has no right to ticket, period. and turn out for next tuesday's election is expected to be low. for example the june primary was a record low with just 25% of registered voters casting ballots. observers say this year there aren't many high interest ballot initiatives or close races. however there are still some important local races including for mayor of both san jose and oakland. recycling crews are back on the job in the east bay after agreeing on a six year contract. waste management recycling workers walked off the street. this is video of them picketing outside the recycling sorts center in san leandro. they had also been pickets in oak land. with this deal they got more affordable health care and increase in pay. by 2013 they'll be making just about $21 an hour. the halloween party is just getting started in san francisco's castro district. still ahead tonight we'll go back there live as the costumes go out and the night gets under been arrested near a string of fires on september 28. another man 22-year-old andrew gutierrez will now be charged with setting all seven fires. gutierrez is the sole suspect. a police investigation found no link between the two men and safeway security video helped clear peterson. gilroy police say tips led officers to $1 million worth of marijuana plants. investigators say people in the community provided information about a potentially illegal grow operation in a warehouse on monterey street near third avenue. detectives issued a search warrant for that warehouse and found more than 550 marijuana plants. police say no one was in the warehouse during the search. so far no arrests have been made. a u.s. marine is back home tonight in southern california after months behind bars in a prison in mexico. marin reservist andrew paul landed in san diego county just about an hour ago. earlier this evening a mexican court ordered his immediate release. the 26-year-old was arrested eight months ago near the u.s.- mexico border and accused of illegally bringing weapons into mexico. but tamarisi said he just took a wrong turn on a california freeway ramp and that's what sent him across the boarder by mistake. suspected pennsylvania cop killer fren made his first court appearance after seven weeks on the run. the 21-year-old was walked into jail wearing davis jr.'s handcuffs. the self-thought survivalists was hiding in a hanger. two miles away from where corporate dixon was killed. pennsylvania state prosecutors plan to seek the death penalty. because of the man hunt some towns had cancelled halloween. now that fren was in custody, kids were able to go out trick or treating tonight. the flow of molten lava has stopped for now. hawaii officials say if the lava reaches public land they will try to allow a spot so people can come look at it. one couple was arrested for trespassing when they collected a sample of that lava on that egg beater. dozens of new police officers take an oath. and at the castro, more from there in a home. plus bill martin's bay area forecast for the weekend. plus a trick or treat costume with an inspiration. one boy's attempt to honor a hero he owes his life to. well it doesn't get whole lot better than trick or treating at the white house. the president and the first lady got into the halloween spirit today and handed out candy to the children of military families at the portico of the white house. while hundreds of kids spent their halloween going door to door. one bay area boy, a little boy dedicated his day to the volunteer program that saved his life. >> matthew, who was your donor. >> london. >> reporter: donated blood helped 3-year-old matthew of antioch as he went through a kidney and liver transplant in june of last year. his donor who just heard him say was named brandon was a 22- year-old army soldier who died in a car crash. today matthew and his family honored their hero to show donors how far their gift can go. >> it's a miracle. it's amazing. i think back to that first night and how we weren't sure if we were going to have another night. >> reporter: matthew's mother christie says her halloween costume a donor's driver's license is a tribute to those who register. >> so cute. halloween in san francisco's castro district is well under way at this hour with costume people coming out for this year's big bash. we want to check back now with jana katsuyama, she's been watching as the crowd grows there, jana. >> reporter: hi, julie, you know it was really quiet until 10 seconds go. now we're seeing a few fire trucks. you can see one pulling in right here at castro street. we're at the corner of market and skas -- castro. we're going to try to figure out what's going on with that. but until now things have been very peaceful. a lot of police officers you can see there's some right here who have been monitoring the situation. it's definitely one of celebration that has been continuing since the giant's parade earlier today. there are a lot of people who have been here from early on and the crowd just keeps getting bigger. we've also been seeing people in giant's gear. tonight there's more street light and more space. that's because they've widen the sidewalks on castro street by about 10 feet on each side. something which has really helped with the crowd control here. one thing talk with police officers who said they have had no problems here to far. but of course we did show you that, about a minute ago that fire truck going straight down castro street. so we're going to try to fine out what's going on there. it's definitely a celebratory night with the giant's parade and halloween which was a big one for san francisco. a lot of people enjoying it hopefully peacefully through the night. jana katsuyama, ktvu channel 2 news. dozens of new police officers were sworn in today in the city of oakland. >> congratulations. >> chief meteorologist bill martin chief 35 men and women became the city's newest officers for the first time in four years the oakland police department now has a sworn staff of more than 700 officers. and the new officers are wasting no time. they start their 16 weeks of field training tomorrow. big day in the bay area, today big day in san francisco. we had the rain. we had the commutes, we had the parade, we had the critical mass. halloween. there's a lot going on. we got some rain too. that rain amounts seemed impressive especially in the hills. we're talking about a half inch generally. which is pretty good. it's good for this time of year and it's something but it would have been nice to get that half inch in there. these are the current imagery. you can see showers are mainly kind of hanging out in the san jose area. as i mentioned a lot of topography impacts this. this is mission peak. fremont late shower, you have light showers on 35. san jose you had a report of few light showers down there and even in gilroy and morgan hill. this has moved off to the east. there's a chance of a scattered shower tomorrow morning. south down toward redwood city. maybe a thundershower. 9:00a.m. tomorrow morning. then that's it. okay so it looks better. no it's not. we night see something down by mountain view. don't change your plans tomorrow. starts off clear though. sunday looks nice. sunday is the nicest day on the weekend. but it starts off cool this morning. this is the reason for the instability the front went through. and that's what i just showed you for a scattered thundershower or shower and that very cool morning we're going to bring in tomorrow morning. but then, saturday afternoon starts to warm up, high pressure builds in. by sunday and monday, we're starting to get back there. by monday and tuesday we're back into the 70s. so nice looking weekend just not going to be as nice as last weekend. last weekend and the weekend before that. set the clocks back. we're falling back. a little not happy. lakers are 0-3. well, the raiders might be going for their first win, but we're going to talk about high school football. our game of the week featuring well a true underdog in the south bay. seeing if they can stop it from being a run. sports part two next. one of these weeks it's bound to happen. raiders are going to win this would not be the week. i would pick that to be. up in seattle against the seahawks. a team that struggled in their own rights last week looked like a winnable one. leaving oakland at 0-7 but despite that the raiders well they're giving full respect by from any game. win, lose or draw. >> all right, our high school football game of the week takes us to the south bay. an extreme underdog trying to give the favorite a scare. gunderson comes in with a michael jackson thriller game. that's about as thrilling as it got for them. figueroa35yards. touchdown warriors. west phopbt leading 7-0. this time it's cooper touchdown. they built it up to 28-0. but gunderson snap it is shut out. i have to show you the quarterback as harrison up top, 55 yards on the money for packer. he's gone, touchdown. 35-13 final. and the warriors are now 7-1. and looking
