Parking placards allow people to park anywhere for as long as they need. Theyre a common site in the bay area. This month, three San Francisco residents were arrested for filing fake documents to get those placards and the parking privileges that came with them. Just from anonymous tips that came into the department of motor vehicle. Reporter two were arrested this weekend. Another woman was arrested earlier, and arraigned july 3. All three are charged with filing false documents, perjury, and commercial burglary. The mother and son team, they were falsifying a doctor signature. Reporter the mother and son also faced forgery charges. They claim they were being seen for lung disease. There was no record of either of them being a patient. Morales is accused of filing seven fake accusations over the years. Both doctors listed denied treating morales. These are serious crimes. This is something that really hurts people that need to use those placards, and need those parking spaces. Reporter there is a big incentive to misuse the permit. According to the municipal transportation agency, the city has 29,200metered parking spaces, but has issued more than 60,000 disabled parking placards. Many of those people have legitimate needs, they estimate there is misuse that is costing taxpayers. Were losing more than 20 million a year because of disabled parking abuse. This is a big problem for the city. Reporter all three are out on bail tonight, and the mother and son team are expected in court on thursday. The mta tells us, its taking steps to eliminate the incentive for abusing parking placards by improving enforcement, and looking to charge at metered spaces used by disabled drivers. Right now, those spaces are free. Reporter new at 10 00, late word that San Franciscos muni operators have ratified a contract tonight. They told the vote among its members was 634 in favor. 485 against. About two dozen fare inspectors also voted this afternoon. The contract guarantees three years of raises, totaling 14. 5 . Muni operators also have to pay into their pensions, but the raises cover that with more on top. Happening now, crews are working to repair a key stretch of bay area roadway that remains closed tonight after a tanker trunk overturned 15 hours ago. Its been a day long detour for tens of thousands of drivers. Crews are working to clean up gallons of gasoline spilled from tay tanker. That truck overturned along sir Francis Drake boulevard. Debra, could that cleanup also jeopardize the morning commute . Reporter not if these contractors have anything to say about it. They are working furiously. This road carries some 60,000 vehicles each weekday. But you can see the rush hour right now is the paving crew. We sped this up. A climactic moment in marins traffic nightmare. 12 hours after it flipped, an overturned fuel tanker was put back on its wheels. 6,000gallons of gas had to be pumped out before it was light enough and safe enough to move. About 4,000gallons spilled out, flowing down the road, and over an embankment toward san quentin. That curve there. All it really takes is to leak into a crack like that. The 30yearold driver of the big rig was cooperative, and investigators will examine whether he exceeded the 35 mile perhour speed limit in between freeways. Not an ideal configuration. They think john mezker hit and killed garza jr. He was walking along petaluma road. Mezker was accused of driving with a suspended license and violation of probation. Two member are facing assault, and battery charges, outside a giants game. Ktvu obtained the cell phone video of a punch that knocked a woman unconscious. She apparently stepped in to try to break up a fight. Anthony rucker punched the woman. He is now charged with two counts of assault and battery. 32yearold Francisco Lopez is charged with one count. Both of the men are from palo alto. The victim was joined to a store on hamilton avenue at about 1 15 this morning. Police say the robber who was armed with a handgun took the victims wallet and cell phone. Police say a similar robbery happened yesterday evening in menlo park, and may have involved the same man. New information tonight about an odd case out of san mateo, where police are asking for the publics help. It involves a woman who says that she was followed, and that her car was fouled with some kind of strange substance. Ktvus Ken Pritchett is live now from where it happened. Ken has also learned this may have happened more than once. Reporter frank, it happened here at this Michaels Craft store on south delaware street last wednesday. A woman goes in to shop. A man, following her. Who later poured an oily substance in her car. Police say its a strange case, but its possible this person has done the same thing before. She was walking to the store, she noticed a suspicious gentleman that was following her around, and videotaping her. Obviously, that raised her concern. Reporter San Mateo Police provided this catch. An asian man, 57 to 59. Black hair, brown eyes. The video goes on to show him outside. Pacing, and examining his phone. The woman saw him standing next to her car. She noticed there was a substance all over the seats of her vehicle, and she left her windows partially rolled down. Reporter police say it was a foul smelling oily substance. As for that foul smelling substance, police say the victims have not reported any ill affects, and they do not believe that this substance is bodily in origin. Lab tests are being performed on a sample of this substance from a previous incident. The sample from this latest case was not viable in terms of their testing and investigation. Some families tell me living here is a last resort. A smile lights up 6yearold angela fargass face, when she watches cartoons in the small room her family calls home. The air is stuffy. A fan provides little relief in this 8 x 12 room, which houses the family of five. Were going to live in a better place, because my mom in here, went to somewhere. We applied for a house. Reporter for almost a year and a half, the vargas family has lived in the same room. Like dozens of families in this building. Its been hard, but what i want to say is at least were not out on the street. Reporter angelas father says the loss of a job and a family emergency meant losing a large apartment and living here. Both families now work at cafes. Cant even make enough money to pay the rent. Reporter rent for this single room is 900 a month. The family acknowledged they havent been able to pay rent for three months, but hope to catch up. Some families complain that the hot water in this Residential Hotel works only sporadically. Theres one kitchen for the entire building. Theyve gone to supervisor campos for help. I think its really shameful what were seeing out there. Reporter a book mobile from the Public Library parked in front this afternoon, to give the children from the building a safe place to be, to get outside of their rooms. It feels good. Reporter they have owned the motel for four decades, and that they repeatedly brought in exterminators. A lot of them dont to the cleaning theyre supposed to do. In recentiers, more families have moved in, because of skyrocketing rents. The brothers say theyve been working with the city to make sure the building is up to code. We compromise. Crews were busy today, pumping water from basement stock rooms. A contractor working on the central subway project punctured a water main on saturday. The leak was capped. Many stores are left withstanding water, and basement stock rooms filled with high end merchandise. No word on the cost of the damage. The man behind the measure to split california into six separate states says he has enough signatures to get it on the november ballot. He has spent nearly 10 million of his own money, to promote the six californias idea. He says california is too big to govern. Opponents say his idea has no chance of being implemented, and is a waste of time and money. A wildfire in Shasta County has prompted a new set of evacuations. The bully fire is burning about 25 miles southwest of redding. Cal fire says offenses say so far, 5500 acres have burned. Tonight, the fire is only 15 contained. The blaze is threatening 55 homes. Since the fire started last thursday, its destroyed 18 structures. About 1900 firefighters are currently battling the flames. A San Francisco man was arrested over the weekend for starting the fire. Tough new restrictions aimed at getting more people to conserve water. John fowler reports on the stiff fines that water wasters could soon be facing. Many homeowners already take seriously existing drought restrictions. We have a lawn in front, and a lawn in back that we no longer water. Reporter jim has lived in walnut creek for 34 years. He says water wasters deserve some punishment. Yeah, maybe they should fine them, but i would warn them first. Reporter theres no watering during daylight hours. No hosing of sidewalks. No landscape watering that floods gutters. State proposed restrictions are similar. Dont expect any big changes. Its a continued push for conservation, and a continued reminder about how serious the drought condition is statewide. Reporter if approved, local police or anyone authorize the by a Water District could write a ticket for a fine of up to 500 a day. Police agencies say they have not yet considered how to enforce this. Money from fines would be split like traffic tickets between local water agencies, the court, and the state. Reporter homeowner Hector Rodriguez thinks this is less about water than about cash. I think the state is looking for another opportunity to make money from a crisis. Reporter water Officials Say thats boloney. That fines are a last resort, but a necessary tool to convince homeowners that the drought is serious. If approved, california residents would be temporarily prohibited from using water to clean hard surfaces, wash vehicles with a hose lacking a shut off nozzle. Fire investigators are looking into reports from neighbors, but as many as ten people were squatting in the apartment and ran for safety when the flames started. In less than an hour, a ceasefire between israel and hamas may take place. Reporter the Israeli Army Says it shot down a hamas drone north of the gaza strip. U. S. Border and customs acts announced an unusual seizure at the Los Angeles International airport. Someone was trying to smuggle 67 snails into the states to eat. A dog found three packages of cocaine that was hided in the engine compartment of a pickup truck. In all, investigators say more than 8 pounds of cocaine was confiscated with an estimated street value of more than 100,000. Anybody armed with a knife like that, who is intoxicated, and not thinking properly, certainly could injury several people. A judge sentenced suleman to two years probation, and 200 hours of community service. Police in San Francisco say theyve transformed a public park in the mission district. Officers say Garfield Park is now a place where families and children can feel welcome and safe. Years ago, the park was known for gang violence, and families stayed away. But now thanks to officers and volunteers, it has been totally cleaned up. Police say the park is a way for the department to be present in the community.
