i just talked to their captain who has been with them tonight at the hospital ever since they left here. they're being checked out for broken bones and internal injuries and certainly they are banged up after this crash on a routine ride. news chopper2 was over head at the time of this collision. >> they were bleeding. they had bloody. one had a bloody face. bloody arms. >> reporter: heidi jeffrey heard the crash from her porch. two officers sliding and then crashing to the ground. a third officer riding with them ran after the driver, shouting at her. >> do you realize what just happened? do you realize you almost just killed two police officers. then i walk -- walked up to the motorcycles and said, you are very lucky, you are very lucky. >> there's no sign of impairment. >> reporter: the woman in the suv was sober and cooperative and after questioning she was allowed to drive away but that won't be the end of it. >> there were some distractions that were involved and that's what the california patrol is looking into. we don't know whether it's phone or gps device. some kind of device inside the car. >> reporter: no one could fathom how a driver would miss two motorcycles in her way. >> that's something for the other driver to explain. >> reporter: and heidi has another theory. >> friday 13th. >> reporter: reporting live in redwood city, deborah villalon, ktvu channel 2 news. across the bay a fremont police car was involved in an accident with a female motorcycles who also works for the department. it happened on fremont boulevard shortly before 4:00 this afternoon. the woman's name has not been released but we're told she was seriously injured and has worked for the department for 18 years. her motorcycle hit a pickup then collided with the patrol car. here's a photo sent by a ktvu viewer. the motorcyclists was the only person hurt. officers say she is expected to survive. >> reporter: governor jerry brown is promising to sign legislation that would allow undocumented immigrants to obtain a california driver's license. the bill was sent to the governor late last night after being approved by lawmakers. the goal is to strengthen the rights of immigrants in california. it also includes some provisions. we caught up with governor brown. >> california recognizes these human beings are very important to our community, to our economy, and hopefully the people in washington will get the message. california is not the first to pass this type of legislation, nine states and the district of columbia currently issue driver's license to unlicensed immigrants. while the governor was here he signed an agreement that boosts cooperation between california and china on climate change. chinese and california energy and officials plan to work together to find ways to share low carbon technology. governor brown has a long list of bills now waiting for a signature. one would prohibit law enforcement agencies from deportation when a person is arrested for a misdemeanor crime. continuing coverage now of the labor dispute involving b.a.r.t. and its union. 20 days remain and tonight still no sign of progress. ktvu has learned b.a.r.t. is now considering a contingency plan if it's unions go on strike again next month. as mike mibach report this is time around b.a.r.t. may have managers operate a limited number of trains. >> reporter: b.a.r.t. trains are running, operators are operating and passengers are calm. >> i feel we have at least an obligation to see whether or not it would be possible to run some type of skeletal b.a.r.t. service. >> reporter: paul overser says some of the transit agency could possibly be trained to run the trains in case of a possible strike. a plan unions are questioning loudly. >> it is absolutely reckless and irresponsible of b.a.r.t. to train managers. they don't know how to troubleshoot. they would not be able to evacuate. this is seriously a problem if they're talking about that. >> it takes support staff and technicians and mechanics. >> safety is what we're all about. >> reporter: passengers reaction to managers operating the trains. >> would you feel safe? >> not if they don't know what they're doing. >> i think they would do a good job hopefully. >> kind of scary. because i'm not sure if they would know how to do it. >> reporter: this contingency plan would have to be presented to the board. mike mibach, ktvu news. we broke this story on wednesday, you recall drivers were complaining that the new lights could be blinding. the led lights are said to use 60% less electricity than the old lights and last five times longer. but caltrans says they take a few weeks to burn in to a less intense level. so until that happens, caltrans has turned off some of the lights inside the turn to reduce some of the destruction on drivers. it'll be the first anti war protest to take place on the new eastern span. the protest is set to begin at 1:00 tomorrow afternoon and last for about an hour. tonight john kerry meets with his russian counter part. the prospect of peace talks to disarm syria of its chemical weapons. a shooting inside a hotel sent a cab driver to a hospital. it happened just outside the mariott hotel at around 3:00 this afternoon. police quickly locked out the area. they said they found the gunman a short time later. the taxi driver suffered a leg wound and is expected to recover. the ohio state football team and some of its fans are staying at&t mariott before tomorrow's game with the cal bears. the santa clara county police department is now telling us the names of four men after a home invasion in an unincorporated area. they are all charged with robbery, kidnapping and weapons violations. authorities are still looking for a fifth man. deputies spent hours searching for him yesterday afternoon and into the evening. they closed down the area near meadow roads but the search came up empty. turning now to this week's wildfire in the eastern flank of mount diablo. calfire say it is morgan fire is now fully contained. some 3,100 acres burned. the cost is estimated at $45 million. the fire started last friday afternoon. it was sparked by someone target shooting at an abandoned mercury mine. a man died today after falling 50 feet out of a california national guard helicopter. it happened while on a flight to a marijuana grow site. it's not clear how he fell. he regularly volunteered to clean up the forest. amber lee is in our newsroom and is learning the clean up at a library. >> reporter: people are supposed to keep quiet at a library but this is a part of the workers. >> reporter: the first floor is the busiest and it was here at 2:55 wednesday afternoon that there was a violent and bloody attack in the computer area. a man threw a chair at another patron hitting him in the head. >> i am highly concerned. >> reporter: this father says his two children are in the library every afternoon when they get out of school. >> i don't want them witnessing violent acts. some where where it's supposed to be safe. >> i don't remember having anything like this happen in the library and i've been here for five years. >> reporter: michelle jeffers says there's usually five security guards on duty and that they quickly detained the suspect on wednesday. but there will be a change starting next week that was already in the works. >> as of monday we'll have a full time sfpd sergeant here at the main library. >> reporter: full time? >> full full-time. >> reporter: indents of people acting inappropriately happen hundreds of times in the library. incidents involving inappropriate behavior happen every day but what took place here on wednesday they say is unusual. >> i am homeless. >> reporter: this man who asked us not to show his face says he's concerned about the attack. because bad behavior is often blamed on the homeless who seek seek refuge in the library. >> without that, i don't know. >> police need to make more rounds. >> reporter: police have arrested a 25-year-old san francisco man for the attack. the victim was treated for nonlife threatening injuries. amber lee, ktvu channel 2 news. game. and this game was a tribute to a former student. u.s. ambassador chris stevens who was killed september 11th 2012 during an attack in libya. stevens was a member of piedmont's class of 1978 piedmont students. >> reporter: the halftime ceremony ended with a moment of silence. the school gave stevens brother a purple wristband that said remembering chris stevens. students will be passing federal appeals court in san francisco today upheld his position for obstruction of justice. bonds said he was disappoint with the ruling. the giants slugger was convicted in 2011 in connection with the balco steroid standard. the ninth circuit court of appeals wrapped up today. he faces a $4,000 fine and 250 hours of community service. a big party with a bad reputation is making its way to the east bay this weekend. about 8,000 people are expected to attend. sensation the ocean of white which is being held at oracle arena tomorrow night. among the concern surrounding the rave type event is drug use, extasy or molly is popular among people who attend dance music festivals. another concern is the noise. another event was held intense in the parking lot and generated a lot of complaints. >> they are inside. as i understand it was one show last year here that made some problems for the neighborhood but it was an outside thing so it's totally different here. >> reporter: in all that party at the coliseum prompted more than 1,700 complaints about noise from people in oakland and as far away as san leandro. more details now, molly or ada is a powder or crystal form. the federal government says between 2004 and 2009 there was a 123% increase in the number of visits to the er because of people using mdma. continuing coverage now on a special report we first brought you last night. it involves a newark family without a permanent home struggling to raise two school aged children while moving in and out of motels. as ktvu's heather holmes explains our story 24 hours ago triggered support now pouring in for that family. >> reporter: it's estimated that 47,000 school kids live in motels across the country. last night we introduced you to two of them. brothers brody six and nicholas five. they help their mother move out of one motel and into another every 21 days. but hope that they will soon find a permanent home. >> reporter: the family lives in a tiny motel. once her 5-year-old sonic -- son, nicholas got out of school they took all their belongs to another motel down the road. they're limited to three weeks  at each motel. >> there are no words. there are no words. i'm just amazed. >> reporter: ramirez was more emotional than usual on this move day. after telling the family's story on last night's 10:00 news, offers to help have poured in. >> but there's so much positive statements in here. i wish i could print them out and just hang them on my wall for the times i've felt the lowest. >> reporter: robert lost his job two years ago and that's when they lost their house. they've been living in motels ever since. she reads from the ktvu facebook page. >> how can i help? how can i help. a lot of people, are reaching out. >> reporter: offers of assistance and encouraging including from a berkeley housing organization. a caseworker told me that the family could qualify. >> you're not alone, you're not alone. we're here for you. >> reporter: robert is working again but his wage is only enough to pay for a motel. but now a glimmer of hope that the next time the family moves will be into a home. >> my heart is full. >> reporter: the ramirez family says in its two years of living in motels it's come across several families in this same situation. mom angel says at least 16 other children live at the easy eight motel in newark where they thousands of government workers empty-handed. a friday 13th jinx hit about 130,000 government employees today. the department of interior failed to process direct deposit paychecks. they're working with 1,800 banks to back date deposits which should be made on tuesday. the agency said the processing center entered the wrong day for electronic transfers but it has made changes so it doesn't happen again. president obama is reportedly backing off in a threat to use force on a united nations resolution on chemical weapons. but the new york times is still reserving the right to order a military strike on his own if syria fails to give up its chemical weapons. john kerry and russia's prime minister discussed that. they also opened the door to talks on syria's civil war. >> we've also agreed to have open conversations, both of us want to get back to them now. >> reporter: general moon said that the u.n. report on syria's use of chemical weapons will be quote overwhelming. it's expected to be issued on monday. the state department says no americans were hurt in an attack on the american consulate in afghanistan. militants set off two car bombs and opened fire in a compound but were unable to get inside. herot -- h era t had been considered one of the safest areas in afghanistan. all but essential staff of the consulate have now been evaluated and tonight the taliban is claiming responsibility. a judge in india sentenced four men to death by hanging for taking part in a gang rape that left a 23-year-old woman so badly injured she died. crowds outside the courthouse demanded death. indiana's supreme court have ruled the death penalty should only be used in the rarest of cases. last december's attack shocked the masses. president obama is promising federal help million to hold the race. and a spokesperson told me today that a nonprofit has raised 16 million and she's hoping they'll be able to close that gap. one supervisor calls this america's cup a total bust. the america's cup is right off the san francisco shoreline. but out of reach for many. >> we came down to see the america's cup races. the technology that the boats are made of and created of are very important. >> reporter: on this race day you didn't have to elbow your way in. it could all be over if the kiwis could win this weekend. >> coincidentally it might be over soon. >> i think if january. the dow closed up 75 points adding 3% for the week. the nasdaq gained six. one analyst said investors remain anxious for a fed report next week on economic stimulus. data quick reports sales were down 7.7% in august from the previous month. the medium price for all types of bay area homes was $540,000. prices though are still up 32% compared to a year ago. and data quick says 21% of all sales were by absentee buyers or investors. walnut creek is considering a proposal to double its parking heater rates to $2 per hour. they're recommending the hike to get cars off streets. walnut creek hopes to create a 50% vacancy rate for street parking. right now it's not unusual for all parks spots to be filled. the matter could go before the city council in the next month. and nearly one dozen people are dead and unaccounted for in colorado. flood waters swallowed entire neighborhoods. alicia acuna reports on the help that is now on the way. >> reporter: at least two communities were cut off after flood waters destroyed all roads in an out. national guard troops are finally getting into the small town of lions with tactical vehicles. and in near by james town, the weather finally allowed rescuers to reach locals by helicopters two days after the rain hit. >> i've never seen it like this. you sort of roll your eyes when they say, you have to be prepared for the 100 year rains. and here we are. >> we're certainly going to need help with the recovery. >> reporter: and the help is under way. president obama approved disaster assistance. safety remains the top priority for lawmakers. and the governor warns recovery won't be swift. >> this is not going to get fixed in a week. we have lost a great deal of infrastructure. and it's going to take you know many weeks. >> reporter: and for the third time in school history the university of colorado cancelled it's saturday football game with fresno state. the chancellor reporting that it would be inappropriate to put additional pressure on the community. alicia acuna, fox news. new information tonight about a deadly fire in san ramon last week. the alameda coroner identified one of the victims at 56-year- old leonard hogue jr. hogue and an unidentified woman died. authorities are still trying to find the woman's next of kin before releasing her name. and the fda is recalling candy from india because it was contaminated with lead. it is recalling their santos rowandi candy. the led levels exceed the state's standards. health fishes say they are working with the company to remove that candy from stores. a nightmare bus ride on the first day of school. a mother's story of how her young daughter with autism was left behind twice. >> she was terrified. >> the latest on it weretures and conditions for horrendous experience. >> reporter: she says 19-year- old city met a teacher and placed a call to his father that police traced back to golden gate park after that the trail is cold. complicating matters sean has a serious medical condition. >> sean has a severe traumatic brain injury. so it is possible he's wandering around the city. with some memory loss and he may not know where he is. >> reporter: sean city is one of the five young men who have gone missing in san francisco since 2010. the others are 23-year-old jackson miller, 31-year-old cameron renner, 25-year-old christian hughes. none of the cases are connected and there's no sign of foul play. the families of the missing men plan to hold a vigil at golden gate park hoping it will spark public attention and per happen as few leads. >> we want to bring public awareness to the fact that there are five missing young men in san francisco. and we have five desperate families searching for their sons. >> reporter: city's family and friends have posted fliers throughout san francisco. police say all five cases remain open and describe the sean city case as extremely active. reporting live in san francisco, rob roth. sanford university is getting a federal grant to help the government improve air quality in the future. stanford and a doher schools will help develop more fuel efficient passenger jets. the schools are daughter was traumatized by her school bus operation. >> reporter: gonzalez took this picture and posted it on facebook. cateland getting on the bus wednesday the first day of special needs school. after what her mom called a traumatizing delay another bus took her to the right school but then the durham driver didn't pick her up after school. an emergency contact finally got her home. >> the following day she did not want to go to school as you can imagine. she was terrified to get on the bus and she didn't. she did say bus hurt me, bus pinch me, bus bad. >> reporter: durham bus services did accept responsibly. but district superintendent says there's little options. >> durham's response today is completely inacceptable. >> reporter: tkpwopz >> reporter: gonzalez who has two other autistic children says she no longer trusts the school bus service and is asking people to postcomments on h her facebook page. delta blames a computer glitch that hammered its ability to dispatch flights. an online tracking service shows more than 200 jet blue flights were delays. some those delays were due to weather in the northeast. united says it will make good on free tickets it mistakingly sold. united accidentally listed air fares for nothing. zero dollars. word spread and tickets were scooped up quickly. the carrier fixed the mistake within two hours. united won't say how many tickets were sold or how much it will cost the airline. tens of thousands of californians all set to join forces tomorrow to help clean beaches, creeks and other water ways all across the state. it's the 28th coastal clean up day called the largest garbage collection ever organized by the guiness book of world records. last year, 1,600 volunteers picked up 770,000 pounds of garbage. if you would like to participate, you can find more on ktvu's web link. if you are headed to the coastline tomorrow. you probably already guessed the forecast. fog already at the coast and pushing back into the bay. we still have a pretty good on shore breeze and that remains in place for tonight and early tomorrow morning. basically through the evening with those cooler on shore wind. right now the fog already racing across the bay out toward south san francisco. oakland and san leandro. i was talking about the wind. the southwesterly wind pretty strong out toward fairfield. sustained in oakland. wind out of the west at 14 miles per hour at last check. time lapse from this evening looking out toward the sunset here. you will notice the low clouds on the increase. right now in oakland we have mostly cloudy skies. you see the fog bank that was a factor pushing back into the region. this area of low pressure is offshore. this marchs a little bit closer to the coastline into the weekend. so with that a sun/cloud mix. we could have some drizzle for the coast. and a cooling trend as this cooler air continues to surge into the region. that means the warmest locations only into the lower 80s. you can see we do have some more rain showers in the forecast for tomorrow into saturday. and then we'll take a closer inspection into sunday. you will see the rain bands increasing some what in coverage by sunday afternoon. so i'll just keep an eye on that part of the country once again especially out toward boulder for both saturday and sunday with increasing rain chances. back here in the bay area tonight into tomorrow morning. low cloud, a factor out there. we're waking up to partly to mostly cloudy sky. a solid deck of overcast. clouds flow back to near the coastline. could have a few patches at 4:00 tomorrow afternoon and at 4:00 tomorrow with cal playing ohio state. partly cloudy skies at memorial stadium. forecast highs for tomorrow. about the same as today. we'll be limited cooler in a few spots. vacaville 89 degrees. right around the bay we're thinking upper 60s to near 70 degrees as we head inland. most areas into the mid- to upper 80s. san francisco the clouds in the morning. still left over patches into the afternoon hours. 65degrees. here is a look ahead your five day forecast, we talked about saturday with your weekend always in view. into sunday that will be the coolest day of the weekend. so with that we will break out the forecast time line for sunday. starting out with a cloud cover, some drizzle. clouds will become partly cloudy. as you can see here from monday, tuesday wednesday we gradually increase the numbers. that will be a week from now but we'll keep an eye on it. >> can't wait for that bear's game tomorrow. plumbing problems are delaying the opening of the new $60 million stadium. news chopper 2 flew over the construction site over the maneta airport. the latest problems include difficult connects to the sewer system. it is the second
