encounter. the via duct is said to be in place and ready for traffic again tomorrow morning at 5:00 a.m. traffic moved smoothly to and from the precidio today. caltrans says that's because too many drivers ignored detours signs and put too much emphasis on traffic. >> it was fine actually. there was some traffic through the precidio it was just a detour. >> reporter: caltrans says the public got the message and avoided the area. coming up in just nine minutes the fall out from the big project. see how for some people getting to the giant's game and opening day on the bay today became a real test of patient. fremont police just two hours ago arrested an 18-year- old for the stabbing death of another teenager outside a party last night. ktvu's debra villalone is live at newark where the victim was a popular athlete poised to graduate next month. >> reporter: a football star and at this school of some 2,000 students, i'm told everybody knew ossana futie. a big guy friends say with a bigger heart. >> we all loved him to death and it's just a sad situation. >> reporter: kelly helped guide futie. >> i was waiting for the day that he could walk aross the state and graduate -- across the state and graduate. but it's not going to happen. >> reporter: last night, futie and several others got a text about a party. those with ossana say that they were trying to run when ossana they say got hit with a sword. in the high school weight room, students are shocked. >> he's always smiling. always having fun, he makes a joke out of everything. >> reporter: coaches say futie was menacing on the football field but left it there. >> he was big in stature. >> i made sure he did all his work, just to keep on top of it. i feel horrible. >> reporter: a vigil for ossana is planned at his high school tomorrow night at 8:00. and i just hung up from police, they say they are not just naming the homicide suspect other than to say he is 18, he's from fremont, he's not a student and he is in custody along with three juveniles as accessories, we're live in newark, debra, villalon. we have new video to show you now of a fire near a dock near the cartenas bridge. the fire was reported near the nantucket restaurant. their initial investigation suggests that two workers were grinding metal that houses an out of business bake shop and that sparked the fire. workers say they were able to put it out before an hour. san jose police say a young man was found dead last night on the campus of an elementary school. gunshots were heard at about 9:30 last night at lowell elementary school. paramedics pronounced a man dead there at the scene. police have not released the person's identity and say no arrests have been made. a man was shot to death at the same housing complex where a father was gunned down earlier this month. today's shooting happened at the lockwood apartment complex. police have released few details but the victim's nephew says that today's shooting happened during a home invasion robbery. 24-year-old smith was shot to death while pushing his 1-year- old son in a stroller outside that same complex. the baby was not hurt. more efforts today to try to find missing morgan hill teenager sierra lamar. volunteered spanned out this morning looking for any sign of the 15-year-old girl. they were joined by team amber. that's the san diego group named after amber duvua. a teenager who was kidnapped and killed three years ago. workers in benecia had a big mess today after a tree fell on a building. the ewe eucaliptus came crashing down. the trees in the area date back to world war ii and could be rotting. dozens of boats sailed through san francisco bay today to celebrate the start of the bay area sailing season. news chopper 2 was overhead this afternoon as a parade of decorated boats sailed from chrissy field to pier 31. it was part of the blessing of the fleet. the festivities were also marked with sadness at the recent death of five members of the sailing community during a recent yacht race. one of those killed will be honored tomorrow at at that time park. the san francisco giants plan to hold a public memorial for former bat girl alexa bush. bush and four others were thrown over board when their boat the low speed chase was thrown over. her father is a former executive vice president for the team. the memorial is set for 1:00 p.m. tomorrow. the skies were sunny and bright for the opening of sailing season. apparently not everyone was feeling cheery as they marked the occasion. it's not clear what started this brawl in tiburon but it quickly escalated into a full on fistfight. police were already on hand to keep an eye on things and immediately responded to violence. the witness who shot this violence says two men were escorted out of the area. one man was in handcuffs. three people are dead and a fourth is missing at sea after a yacht was apparently hit by a ship. the crash occurred near the border with mexico yesterday. the crew of the 37-foot agian was competing in a yacht race between new port beach and encenada mexico. a organizer for the race says the yacht may have been struck by a freighter. the accident comes just a few weeks after the tragedy in if ferelons that left several people dead. police say an suv driver was speeding in excess of 70 miles per hour this afternoon when it bounced off the left hand median, veered into traffic and then went over the right hand barrier. the van then plunged 60 feet before landing upside down in a remote area of the zoo. no one inside that van s urvived. the victims are all members of a single bronx family. including an 84-year-old man and an 80-year-old woman from the dominican republic. their three daughters, one of which was the driver and three children. last night a storm suddenly moved in and gusts of 50 to 70 miles per hour hit the tent where fans were celebrating a win by the st. louis cardinals. the tent had passed inspection but the city requires at the present times to be able to withstand winds of 90 miles per hour. it was 20 years ago that los angeles erupted into riots after the acquittal of three white police officers that were accused of beating rodney king. the cost of damage was estimated at $1 billion. dozens of people clashed with police as parts of the city decented into chaos. >> it was clear we weren't taking control of the city and i think that message got out to everybody. they saw what was happening in these little small pockets and they decided it's a free fall for the public. >> i to at that time park for the giant-padres game was more than a bit frustrating for some. detours due to the doyle drive detour slowed traffic to a crawl. nearly triple the drive time for fans trying to get into the city. >> we had to go from the richmond bridge. it took us three hours to get here when it usually takes us 45 minutes. >> probably the worse i've seen coming here. i used to go back and forth to the bay when bonds was playing. i have never come across anything that bad before. >> reporter: opening day at the bay also drew crowds. traffic control officers directed cars through the marina. >> coming in along the marina was the biggest issue with a lot of pedestrians, it was sunday. a lot of people were out and active and the sun is shining. >> reporter: people we found at chrisy field said they planned accordingly. >> not as bad as i thought. it only took 25 extra minutes. >> they did a lot of pr, really advertising well, making sure people had the right routs. it kept the city kind of moving. >> reporter: folks coming up from the south bay reported traffic was normal for a game day. cara liu. news chopper 2 flew over some of the alternate routes routes to doyle drive. traffic was heavy as you can see cars were lined at the toll plaza waiting to get into the city. here's a look at the rich richmond-rafael bridge. traffic was heavy coming into the island. in duo led them on a chase after deputies tried to pull them over earlier this morning. that driver lost control in oakland. deputies say it began a bill earlier when they learned the car the men were in was stolen. when they tried to pull the men over. deputies say they took off. after a short chase, the driver hit a fire hydrant then a tree. the two were taken into custody, no one was seriously hurt. the coroner today identified the 15-year-old girl who died in a car yesterday in brentwood as she drove to the hospital with a stab victim. malone was a passenger in a pickup when the driver ran a red light and was broadsided by another vehicle. a mother and daughter in the other car suffered serious injuries. that stabbing victim was treated and released. a driver was arrested after police say he led offices on a chase through three county -- officers on a chase through three counties this morning. when officered tried to stop him he kept driving on to hayward and san jose. officers then set up spike strips. the driver hit the strips and crashed. authorities in marin county have arrested a teenager in connection with a shooting. the 17-year-old from san rafael was arrested in point richmond last night and they say they found a loaded handgun and a motorcycle in his position. he was riding a motorcycle and he shot at a couple on april 13th. the two were not hit but did suffer cuts from a shattered window. many students attending uc campuses could see lower tuition this fall under a pair of new bills. east bay assemblywoman skinner and other democrats have introduced the middle class scholarship act in the state legislature. the act would close a loophole for out of state corporations then use that money to fund scholarships for families making 80 to $150,000 a year. several corporations are lobbying against it and republicans threatened to block the 2/3 majority vote required. the assembly bill go to committee hearings this week in sacramento. an experimental warship built in secrecy here in the bay area now appears destined for an inglorious end. it was built primarily to test whether the navy could make an entire ship invisible to radar and was never fully commissioned. classified with radar material, a former lockheed employee says that anyone could go undetected. california voters may be asked if the state insurance commissioner should have a say in the cost of health insurance premiums as he currently does with auto insurance premiums. ktvu's consumer editor tom vacar tells us the man spear heading the effort has headed this way before. >> reporter: as he did 24 years ago, with auto, home and business insurance, rose nfield collected signatures for a ballot initiative. this time it's to get rate insurance rates. >> if we can prove we need these rate increases we will give the commissioner the power to stop them if they're not satisfied. >> reporter: 200,000 more signatures are needed by may 15th. >> health insurance premiums have risen 153% over the last 10 years. the inflation rate has been a small portion of that. >> reporter: allison heath says her rate just skyrocketed again. >> we just got a premium increase to $1,767 a month for my husband and me. >> reporter: she says it's the third big increase in 1-1/2. >> that's 66% increase in less than two years. >> reporter: lobbiests have successfully blocked them in the state legislature for the last six years. al george signed the petition today. >> i wouldn't put myself as a liberal or conservative. i'm in the middle. >> reporter: you can download a advisor said today there are no indications that al-qaida is planning a terrorist attack on the first anniversary of osama bin laden. it was may 1st that carried over into the next day that osama bin laden was caught at a compound in pakistan. the fight against al-qaida continues. >> the greater the organization significantly over the past decade and over the past several years in particular as we've taken off the battlefield the founder leader. we're determined to destroy that organization. the obama administration has come under attack by opponents by highlighting the killing of osama bin laden. when asked if it was appropriate to politicize the issue, brennan says he does do politics. new reports say newt gingrich will end his campaign for the presidency this wednesday in washington. previous reports said he would quit tuesday. the former house speaker won only two primaries, south carolina and his home state of georgia. and he never regained traction after losing to mitt romney in florida. gingrich is expected to endorse the likely gop nominee and has said republicans need to rally behind romney to defeat the opposition. the election will probably turn on which candidate inspires the most confidence. he also warned all politics that there are no quick fixes to big problems. >> the things i was talking about 30 years ago, pension reform, renewable energy, completing see things that resinate taken from this area. my piece becomes almost a mirror of the activity around. i think it really, i think it'll work. >> villareal says he's half way toward raising the $8 million he says he needs for the project. there would be less than $100,000 in public money invested in the exhibit. >> there's very limited public funds. only the processing and some of the environmental studies that are required. >> andrew fremire of the transportation commission says the -- is helping the process. >> i think it'll be an amazing project. >> reporter: if all goes according to plan, the lights will be up by the end of the year and will stay up for at least two years. drivers on the bridge will not be able to see them but magnificent light shows can be seen along the city's embarcadero, treasure island and right here on a boat bobbing along on the waters of the san francisco bay. mike mibach, ktvu. >> pretty cool. all right drivers getting a bit of a break at the pump. gas fell a nickel in the past week. the bay area, san francisco drivers paying a little bit more, an average of $4.27. a gallon averages $4.14 in oakland and $4.16 in san jose. cupertino based apple is taking in heat for loopholes. the corporate tax rate in california is 8.84%. in nevada is zero. the practice is legal and many other companies do the same thing. but because apple is so large it's avoiding paying billions of the dollars in its worldwide tax bill. a south bay singing sensation returned to his hometown in the south bay almost like a hero. >> reporter: favorite on american idol. >> what was it about him? >> his voice. >> reporter: the 17-year-old was honored by members of the city council with an official commendation of the city. it's been a whirlwind since he's come back. even when he's in his car. >> everywhere i go, people are snapping pictures of me, in the car, it's cool. >> watching them and still think, i was on that same show with them. it's weird but it's just like, nice to know that i was with them and i know them. >> deandre spent the afternoon signing photographs and meetings admireerers. the young singer hopes to make r & b and reggae music. >> i'm sure he's going to be successful. he's a cute kid, he's very respectful and he has a lot of talent. >> reporter: he's grateful for his fans and is excited to perform in the
