good afternoon. tori campbell is off today. six people were killed including three terrorists after a hostage situation happened at a market and a prints plant. a search is on for a fourth terrorist. we are following the latest developments. he joins you now in our news room. >> it has been a very tense few days in and around paris. we know three terrorists from two different locations were killed by french police. we also understand about 16 hostages survived. a loud explosion and several gunshots were heard. this is where two suspects, they were also brothers were surrounded and holding a woman hostage. it is unclear her exact condition. the brothers are aid to be responsible for the shooting at a french newspaper. almost simultaneously police raided a kosher grocery store. a man and woman were believed to have taken several hostages there. one of the gunmen were believed to have tied to al-qaida. they report that the male gunman was killed along with three hostages. the woman suspect was accused of killing a french police officer earlier escaped and she remains on the loose. >> when she overcomes a hardship, a tragedy for the nation and this is an obligation for us to face up to it. >> we stand for freedom and hope and dignity of all human beings. that's what the city of paris represents to the world. that spirit will endure forever. >> french police say they are still on high alert. there is still a lot of work to do. security remains tight in other cities like london. no specific threat but police are also on high alert. we are also hearing during the stand off one of the brothers had called a french television station claimed that they wanted to die as martyrs. obviously a very fluid situation. we'll stay on top of this here. back to you. >> all right. thank you very much. we are now just 12 hours away from the historic closure set for midnight tonight. already drivers are seeing the closure of some ramps. they are putting down cones at rodeo avenue. as we show you some other closures will begin hours before midnight. >> reporter: though the closure has been widely talked about as being saturday and sunday drivers will find restricted access beginning late friday night from san francisco and marin. the plan is to have construction crews up as soon as possible where they will work around the clock. you don't want someone saying hey, it's 11:55. i want to try to get out there. that won't work will it? >> no. do not anticipate planning up to the last minute. we'll have roadways shut down. there will be no access to that section of roadway that is closed. we'll be doing our final sweeps ensuring everyone is off the road. >> reporter: entry points from san francisco will be closed at lombard and marina boulevard. the pedestrian paths will remain open. most people say they have heard about the closure and are staying away. so peoples that are locals steer clear and life goes on. it is an international tourist attraction. many may not know about the closure. >> we are trying to make sure localing are informed but also making sure people coming in from out of town know not to try to come to the bridge. it's closed you not going to be able to get across. >> reporter: they will have extra patrols which is expected to be more crowded than on a normal weekend. they are also expected to see a lot of extra traffic. the bridge is scheduled to reopen in time for the morning commute. ktvu channel 2 news. >> they expect it will have an impact on tourism. one restaurant is sending home servers and bartenders expecting lighter traffic. one decided to shut down for the entire weekend. >> also, this is a slow season. we just get two days off, hang with friends and family. >> tourists can still take the ferry or bus or under the web links section. governor jerry brown unveiled his $113 billion budget plan for the next fiscal year hours ago. the balanced budget increases spenting for the university of california for $120 million. not as much as they wanted to avoid tuition increases. he said his office will meet with the team from the uc president's office to look at way to save money. >> that's lot of things we can look at. most have looked at the cost structure say there is savings that could be had. that would be my goal. >> they want to increase funding by more than 2600 dollars a student. it includes an expansion of the medical program and expresses way to in state pension programs as well paying down the state's debt. president obama unveiled his plan to offer free tuition to millions of american students. he made the announcement visiting a community college. the plan calls for government to pay for community college session. the tab would be split by federal and state gatt. he said the plan would save for two years of study. >> we expect everybody to get a fair shot. in exchange we do our fair shire. that's the basic bargain at the heart of this country. if you work hard you can get ahead. >> working hard means students must have a mentor, complete eight hours of community service per term and maintain a 2.0 gpa. this morning the house of representatives voted to approve the keystone pipeline legislation. it was mostly among party lines. some democrats joined the republican majority. joe reports the vote puts congress on a collision course with president obama. >> reporter: for the tenth time in four years and the third time in six months the house voting on the pipeline. the $5.4 billion nearly 1200- mile pipeline would carry oil from canada to refineries on the gulf coast. supporters saying the project would add much needed jobs. >> i want an all in energy. i want to be secured as a nation. i don't want to buy oil from other countries who use the money against us. it happened far too long. >> reporter: keystone all but certain to meet strong opposition from president obama. the white house threatening use of the veto pen arguing it would be short term also saying the project underminds a review by the state department not to mention major concerns about harming the environment. >> at a minimum he could have waited a few hours. maybe he could have waited a few days. we were taking our oath of office and they were issuing veto threats. come on. >> reporter: one less obstacle for keystone. tossing out a suit but passage might be a moot point. it appears neither the house or senate have enough votes to override a presidential veto. police in san francisco have arrested a man accused of pulling a gun on a golden state warrior center. they say he was at the nightclub early monday morning. reports say gang members tried to remember him of his gold chains in a parking lot across the street from the club. one man had a gun. he ran from the group. he played in the warriors game later on monday night. 49ers tackle making headlines after he helped to stop a shoplifter in los angeles. he said just took a dude out trying to rob a store. he said he and a college friend were shopping when they saw the shoplifting taking place. he helped mall security chase the suspect down. he said he punched the person five to eight times
