Drivers need to pay more attention to those on foot here in San Francisco and likewise, pedestrians need to be more careful as well. This vigil was held at the intersection of van ness and grove where there have been a number of people hit and killed recently. And we heard today about the toll these crashes take on the victims. Were going to also honor loved ones. Reporter on this day before valentines people held up hearts with the names of victims of People Killed in San Francisco. Including sophia liu, 6 years old, hit by a car on new years eve. Sophia is not here, a lot of people are not here because of that. Reporter todays vigil outside of city hall was also a chance for survivers to call for survivors to call for change. Its embarrassing. Im ashamed how the city is. Reporter monique was struck by a hitandrun driver nearly a year ago. The uc berkeley researcher suffered a serious brain injury and is in rehab still. Drivers need to be more careful and keep their eyes open and not play with their cell phones. Pedestrians need to be more careful. Its a twoway street. Reporter todays vigil was organized by walk sf pushing for something called vision zero, eliminating pedestrian deaths in the city within ten years. A big part of thive art, enforcement. San Francisco Police say last month they handed out 43 more tickets. Pay attention to the rules of the road. They have apply to everyone, pedestrians, bicyclist, motorists. If theres a red light, that means a red light for everyone. Reporter last one, 21 pedestrians were killed in San Francisco. So far this year, four people have been killed. City leaders and police say all of those deaths are preventable. It will also take education and improved engineering on city streets. After months of delays, the man accused of the kidnapping and murder of morgan hill teenager sierra lamar will be charged in court in over an hour. Antolin garciatorres was arrested back in may of 2012 but his defense team has repeatedly stalled the proceedings. That change tdz on tuesday when a grand jury indicted Antolin Garciatorres. The sheriff says Antolin Garcia torres has not been cooperating with the investigation. Hes a total lack of cooperation. Hes very smug and is not disclosing anything to us. The biggest hurdle is her body has never been found. But investigators say dna evidence in his car and on lamars belongings is conclusive. Oakland police are explaining about the cancellation about a statewide amber alert that was a false alarm. Witnesses reporting a shoplifting suspect with a knife abducted a man and a teenaged girl. But now police have determined the three people knew each other and that the teenaged girl girl was actually a woman. Were looking at all three people who may be responsible for committing some crimes. What those crimes are, we dont know. Reporter Oakland Police are defending their decision for calling for an amber alert saying it would have been negligent not to take action saying a child may have been in danger. Petaluma Police Issued an alert after a girl said she was followed near school. The girl said she was walking on Western Avenue near petaluma junior high yesterday when she noticed two suspicious vehicles repeatedly circling the area. She described one vehicle as a small blue pickup that was missing paint. The other was a white fourdoor volvo. Both drivers are described as white in their 30s. Police say the men never attempted to communicate with the girl but investigators want residents to be aware and stay alert. Hundreds of unclaimed bikes in San Francisco may now be put to good news as a plan moves forward to donate bicycles to needy San Francisco residents. Sal castanedo explains how the plan will work. Good afternoon, sal. Reporter tori, good afternoon. I want to show you something here. San Francisco Police and Community Groups are also organizing on the same day a plan to register bikes. Now, again, this comes on the same day that new legislation is moving forward to use hun treads of unclaimed bikes that normally silt in the Police Warehouse for years at a time after being recovered by police. Today, city Transportation Leaders advanced a plan to allow the city to give the bikes to lowincome residents. Being able to work with the city, to access hundreds of unclaimed bikes that they have, that are sitting in a warehouse and providing residents who normally dont have access to bicycles a way to transport themselves throughout the city. Reporter these are pictures of some of the children who received the bikes. The Program Gives bikes not only to children but to people of all ages and as more and more people are riding bikes, programs are teaching people how to maintain and do minor repairs. The San FranciscoBicycle Coalition finds people eligible and a host of volunteer organizations recruit volunteers to work as mechanics and instructors. Now, one volunteer says it has been rewarding to help in this way. To see people who havent ridden a bike in a long time, really get excited about not only having a bike and being able to get around safely but to feel like they know how to fix something. You know, its not something thats so hard they have to go to a shop. Reporter this program was first proposed by supervisor john avalos. As we mentioned, the plan has passed out of the Transportation Committee and is headed to the full board of supervisors. As we look back here live, this safe program is a way for people to register their bikes in San Francisco. Its a partnership between the Organization Safe and the San Francisco police to help who are riding bikes more frequently in the city get their bikes back if they are stolen. Authorities have now identified a woman whose body was found inside a garbage chute of a San Francisco residential hotel. The body of the 54yearold was discovered inside Hotel Sunrise on valencia and 15th street late last night. Police say at this point her death is not being investigated as a homicide. But its still unclear how the woman died or how her body ended up inside the garbage chute. An incredible scene of mangled metal and damaged vehicles. What led up to this crash in oakland this morning and who was behind the wheel. Another round of dense morning fog. Coming up, mark tamayo will let us know when we can expect wet weather this weekend. A push for a new law in the wake of a 3yearold napa girl. How it could protect child abuse victims. A stolen uhaul truck driven by a suspected drunk driver caused all of this damage. Witnesses say the truck was going as fast as 90 miles an hour when the driver lost control on 14th avenue around 5 00 a. M. Very close to highland hospital. The truck hit four vehicles, overturned and sheared off a power pole. The driver identified by police as a 22yearold man from vale climbed out of the one vallejo climbed out one of the trucks windows and stayed at the scene. He may be charged with dui. Witnesses say he smelled of alcohol. Lucky he survived. The crash knocked out power to homes in a twoblock area. Pg e has to replace the damaged pole. Its unclear when the power will be restored. A 36yearold man is dead and three others are in the hospital after a shooting in oaklands fruitvale district. It happened just before 10 00 last night at 37th avenue and international boulevard when a gunman walked up and opened fire. One man died at the hospital and a 26yearold woman is in critical condition. A 24yearold man and an 18 yearold woman are in stable condition. Police say the 18yearold told them she was just walking by and did not know the other people. The tragic death of a 3 yearold girl from napa could soon lead to a new state law. The body of Kayleigh Slusher was found in the apartment she shared with her mother and her mothery boyfriend after napa police visited the apartment at least nine times since may. Records show the visits were made in response to domestic disturbance calls and welfare checks. Now one napa woman is launching a petition drive calling for a new type of three strikes law. I think thats too many calls. We just feel there needs to be a law in place that the police have to take action after the third call to the home. Investigators say caylees mother and her boyfriend beat the child to death and put her body in a freezer. A busy concord offramp is back open after being shut down after a highspeed chase. This is cell phone video of the chase sent to us by a ktvu viewer. The star was a stolen Honda Prelude that belonged to the son of a retired chp officer. The chase started at 8 00 a. M. On richmond and 880 and reached speeds of 100 miles an hour. The chase ended when the driver lost control of the car and flipped it on the willow pass road offramp from southbound 680 in concord. Investigators say a cigarette smoker got too close to an oxygen tank and touched off a twoalarm fire at an Apartment Building near San Francisco state university. That was around 12 20 this morning at the highrise on camden drive in the park merced complex. The fire was confined to the sixth floor apartments. About 200 people were evacuated. Didnt do anything at first because the fire alarms always go off, and then we saw people were outside. They were telling people to get out. So we got out. Paramedics streeted the two people who live in the apartment and took them to the hospital. No word on their condition. People were allowed back in the building just before 2 00 a. M. The city of alameda christened the new fire boat this morning. Such a waste. [laughter] yay [ cheers ] pouring the champagne, the retired Fire Departments secretary. And alameda received a grant from the department of Homeland Security to help pay for the 30 foot harbor guard. Its one of the only real fire boats on this side of the bay. Our closest neighbor is San Francisco with a fire boat. Oaklands been out of service for a couple of years. So we are one of the only ones in this part of the bay. The boat can dump 200 gallons of water a minute. It has side doors for rescuing people out of the water. The boat has been on the job for five months already. President obama is scheduled to visit californias Central Valley tomorrow to meet firsthand with farmers affected by the state drought. The president will be accompanied by californias two senator, Dianne Feinstein and Barbara Boxer when he visits a farm in fresno. Senate democrats and House Republicans have complete competing bills on how the federal government should help california deal with the drought. Brown hopes california receives more help once president obama sees the crisis up close. Wanted to see the devastate devastation of the drought and how serious it is. The governor made the comments while visiting the Central Valley yesterday and stopped at an agriculture expo to push for water conservation. There are new details about the massive Security Breach at target stores, the hack expokessed the private information of as many as 110 million customers. Data Security Experts say the breach was done through a malware laced email phishing attack on employees heating and refrigerateration contractor in pennsylvania.
