Gets ready to meet with a mediator today and the ntsb is continuing its investigation. The death of two its investigation into the death of two workers killed on the tracks over the weekend. This was the scene this morning as commuters tried to take advantage of the limited Free Bus Service provided at nine b. A. R. T. Stations. There were also long lines at bay area ferry terminals and the traffic backup started early on bridges and roadways. We want to give you a live look at the conditions it looks like the roads are clearing up a little bit. You can see the bay bridge toll plaza on the left side of your screen where there is a slight backup. A little unusual for the middle of the day. But over at the san mateo bridge, conditions seem to be smooth. As you can see most of the roadways are green now. Theres some red at ashby and berkeley. There looks like slowing as we saw on the approach to the bay bridge toll plaza. We have team coverage. B. A. R. T. Strike and the investigation into the two deaths on the b. A. R. T. Strikes. We begin with ktvus brian flores who talked to both sides and joins us live from the lake merritt station where workers are still picketing. Reporter good afternoon. Workers have been picketing since early this morning, a day after two workers were killed on the b. A. R. T. Tracks yesterday afternoon. In terms of the negotiations just in the last few minutes, we understand they may be ramping up again. There was supposed to be an emergency b. A. R. T. Board meeting scheduled for 3 00 this afternoon to get an update on negotiations. But those meetings were canceled by the b. A. R. T. Board. The only explanation from b. A. R. T. Management it was not needed at this time. A b. A. R. T. Spokesperson just texted me and said were trying to find a location so talks with the mediator can continue. I spoke to someone close to the negotiations who said, yes, talks between both sides may continue this afternoon. As you recall for several days and weeks, both sides met at caltrans in downtown oakland. Back here at the picket line, the members say they just want to get back to work. Were doing the best we can. Were trying to hope that, you know, they will come to some resolution as soon as possible. Reporter now, weve not been able to talk with b. A. R. T. Management on camera. But late last night as weve been reporting, there was a counteroffer. And they say that relates to new technology. That was a Sticking Point that caused negotiations to break down last week. The unions are willing to accept the pay raise but wont budget on the safety proposals unless that somehow changes today. As we take it back out here live, Union Members continue to picket out here. This continues to be a fluid situation in terms of how negotiations are going to be today, where goex negotiations are gonna take place. Well have a full update at 5 00 and 6 00 tonight. As many as 19,000 riders could be on the boats today. Alameda, oakland, san francisco, and vallejo ferries normally carry around 2700 passengers on avaverage weekday morning. So far, its been a smooth ride on the ferries but some commuters say they are still upset over the b. A. R. T. Strike. I feel very disrespected by the fact that the two sides are not able to come to an agreement. It goes beyond this week if it goes beyond this week, i think well see some problems. What i noticed from the last strike more people are realizing they can take the ferry so the lines are definitely longer than last time. Shes right. We sped this video up fed this video up so you could see the lines. They all made it on the boat. Parking was tight at jack london square. The ferry has 12 poets running boats running. Many got up early to take advantage of the complimentary charter buses. There were long lines of people waiting to board. The crowds started to pick up at 6 00 a. M. The shuttle, not bad. Its a really nice service. Its just really unreliable and the timings are inconvenient. If you need to get to the city after 8 00, its kind of impossible. The last buses to leave the east bay departed at 8 00 a. M. And they will start to pick up passengers near the transbay terminal and will continue until 7 00 p. M. But those rides are only offered to people who have a return voucher from the morning commute. Caltrans is trying to make it a little easier for carpoolers during the strike by expanding the hours for certain h. O. V. Lanes. In the east bay on interstates 80, 880 and 680 diamond lane hours will be extended all day from 5 00 a. M. Through 7 00 p. M. And single motorists be aware, the fines are 490. Some drivers used a new app called karma carpooling. It matches carpools and sets up meeting locations at east bay b. A. R. T. Stations. Today was the first day tuesdayers used the Service Users used the service. The first 300 drivers in walnut creek who registered were eligible to receive 25. Right now, the ntsb continues to investigate the deaths of two workers killed on the b. A. R. T. Tracks over the weekend. Tara moriarty talked to other b. A. R. T. She said managers were controlling and operating the trains that day and it was irresponsible for b. A. R. T. To allow that. B. A. R. T. Is not commenting. Meantime, you can see the memorial thats growing here. This is right near where the accident happened where the two workers lost their lives on the tracks. A lot of people wondering why cong . B. A. R. T. Workers say these electric trains are pretty quiet until they are right up on you. At that point, its too late. The portion of the track is on a curb and that also adds to the danger. This morning, crews were out here for four hours cleaning up the tracks after saturdays deadly accident. We were told that the evidence stretched over a third of a mile. The ntsb is now investigating. B. A. R. T. Workers say even if the operator saw the worker inspecting the track. The fourcar train was traveling 55 miles an hour and couldnt stop on the dime. It could take 500 feet to stop. Dozens gathered last night at the b. A. R. T. Station for a candlelight vigil far Larry Daniels and chris shippered. One worker was doing the inspection while the other was supposed to be on the lookout. Radio transmissions suggest confusion about whether work was going on along the track. Its Great Sadness that were here. Its unnecessary and senseless. My condolences to the family and to the kids who dont have a father. They are b. A. R. T. Family. The train was running in automatic mode at the time of the crash. The ntsb will be on the seen for four to six days. Inspector killed by a train in 2008 is speaking out about this weeks deadly incident. Reporter its just awful, awful. You think they would have had more Safety Measures and when jim was hit, they said it was his fault because he should have known the train was coming. Cal osha found b. A. R. T. Responsible for jims accident. In the 2008 incident, b. A. R. T. Was fined for poor communication and inadequate visibility. Linda strickland does not believe promised safety reform ever happened. Police say a School Employee and a student who was the likely shooter are dead. Two other students were wounded. Sparks is east of reno. The middle school and an Elementary School next door were evacuated. Theres no word yet on what led up to the shooting or how the shooter was killed. And Las Vegas Police say an argument over a cover charge sparked a deadly nightclub shooting. It happened at dairys afterhours club at baileys ballys casino at 5 30 this morning. Police say a man opened fire wounding a manager and guard. Another patron was shot and killed while trying to calm the gunman. The gunman was hospitalized with unspecified injuries. San Francisco Superior Court is working to change a program that gives the accused a chance to defend themselves and gives their attorneys valuable experience. It concerns volunteer attorneys with the public defender and district attorney. The court wants to cut down on misdemeanor criminal trials and increase plea deals since trials cost more money and take more time. Some judges are proposing rule changes. If they want a staff member from our office to sit down next to them during every single stage of every single proceeding. The inincreased supervision, they say, could dismantle the program. With the federal government reopened, president obama this morning turned his attention to the troubleplagued signup process for his healthcare program. After the unions issued a 72 hour drive notice, the Governor Brown appointed the panelle that asked for him to provide a 60day cooling off period. That provides a 60day window to allow the parties to redouble their efforts to come to an acceptable resolution. A. C. Transit workers have twice rejected offers enforce endorsed by their union leaders. Truck drivers are protesting at the port of oakland. They say the port is inefficient and it takes to long to get in the too long to get in the port, pick up their load and get out. They say it affects how much money they make. A hearing is taking place to find out the status of a gas pipeline in san carlos. Pg e took the gas pipe offline earlier this month after an internal email raised questions about safety. They then said tests showed the pipeline is safe. Since the explosion in 2010, pg es natural gas line has been questioned. And pg e crews are working to fix a gas line in walnut creek. This was around ten after 9 00. Police asked people to avoid the area. Witnesses say they saw gas shooting in the area. No word when the repair work will be finished. Beachgoers and fishermen are being warned about big waves headed to the coast now. The big waves are expected between sonoma and monterey county. The Weather Service warns of strong rip currents and sneaker waves, the ones that can sneak up and pull you out to sea.
