This is a live picture at a very busy intersection with police activity, Authorities Say gunshots were fired on capitol hill leading to a lock down. Now we have just heard that fox news is reporting that lock down is no longer in place according to Capitol Police. It has been lifted. There are reports that one officer was injured after the gunshots were reported, at the u. S. Capitol according to Capitol Police and there is another Senate Leader saying there are reports of injuries plural but at this point we have only gotten word from Capitol Police of one officer who has been injured, a warning was sounded inside the capitol, the house went into recess, lawmakers left the chamber floor, they were told to shelter in place in their offices. People inside the building could not get out, people outside could not get in. The house by the way had just finished approving legislation aimed at partly lifting the government shut down by paying National Guard and reserve members. People standing outside the Supreme Court across the street from congress were hurried into the building by authorities and the white house was locked down and the stretch of pennsylvania avenue in front of the compound was closed to pedestrians. Security service said the procedures were precaution they are. We were hearing that there was reports that this happened outside one of the Senate Buildings on the east side of the capitol. Justin gray joins us now from our bureau there outside on the street. Justin, what is the situation there right now . Reporter i tell you tori for the past self minutes we have been hearing announcements warning us to shelter in place and if we were outside we needed to take cover, in the past two or 37 minutes they changed us now telling us that shelter in place order is cancelled so things more relaxed in the past 5 minutes, we have a crew near where this happened, this is the heart Senate Office building. The layout here at the capitol beside the capitol there are buildings for the offices and their staff. You can her here Police Moving in, still a lot of sirens and Police Coming by but these are right by the capitol, right near one of those where this shooting took place, we understand there is a Capitol Police car that is just smashed up, air bag deployed and told by witnesses there on scene at least 4 to 5 shots they heard. We talk also to our sources inside these offices, they tell us police were rushing in telling them to shelter in place, again, though, just in the past 5 minutes that shelter in place order is over. So a little bit of a sense of relief here, still trying to piece together what what happened but it was right by that Senate Office building and that location there is a Capitol Police car just smashed up, tory. So was that officer possibly in that car injured . Was that the one injury that we have been hearing . That is the question we are not so sure about. We know that there was in some way a shooter, some way shots fired, we know that car was smashed up, still waiting from word on police on who it is that is injured, i can tell you we are in a furlough situation, all these normally have police, they are down to one entrance open so less police on duty, with dont know if that played a roll in this security situation as well. Justin gray, there, nice job getting telling us what is going on. There will be a press conference a News Conference rather with the police to give us more information so we will keep an eye on that and join that when it begins, House Democratic leader nancy pelosi tweeted out, all members and staff, we are in temporary capitol lockdown as police, Capitol Police work quickly to secure the area, please stay safe and once again that is now lifted, it is no longer happening. I believe we have joining us on the phone is is way congressman eric socalledwell, are you there . Yes. So tell us where were you when these shots were fired . I was in my office and we were just doing work, and fortunately all of our staff were here and accounted for and we heard through the paging system that each Congressional Office has that we were so shelter in place and that means shut and lock your doors, stay away from the doors, stay away from the windows and we just had that order lifted and have been given the all clear now so the capitol complex is a large sprawling complex, you have up constitution avenue three Senate Buildings and the Capitol Building between constitution and independence avenue, where three House Office Buildings sit and we are at the top of capitol hill in the Cannon House Office building. Congressman i have to ask you, i know you have not been there for very long, have you ever experienced anything like this . What was it like . It was a tense week, because of you know the shut down and my staff and the staff on the hill has been here late into every evening, so it has already been tense. You know this escalates it. I was here as a intern on september 11th, 2001 when i worked for allen tosher and it just gives you that feeling you know of anxiety and just you know being on high alert and mindful of your surroundings. You know in 1998, july 24th, 1998, Capitol Hill Police officers, two of them, were killed and we are learning right now that at least one was shot and was medevacd out of here and you know they keep us safe every day and am certainly pulling for the officer or officers who were shot in this incident. Yeah, that that certainly you know makes it puts everything in perspective i would imagine potentially in light with with the government shut down, you know with what is really important here is is peoples safety and mind. Is there any sense that may potentially make any movement or any breakthrough right now in the shut down . The right now i think everyone is just concerned about the wellbeing of the person or persons who were shot. We have heard varying reports. I have only scene one officer taken out on a helicopter and you know certainly hoping that officer makes it through. These brave men and women work late hours and on the front line literally you know guarding the building that you know where the greatest democracy in the world operates and so they are on the front lines, put their life you know in harms way every day and you just reminded of how dangerous it can be. Yeah, and certainly you know how vulnerable it can be despite all of the security you have there even in washington, d. C. , all right, congressman joining us live from washington, d. Reporter yeah, we are confirming some of the what the congressman was just telling you, we are learning this was a Capitol Police officer injured when shots fired, again witnesses there say at least 4 to five shots they heard and that Capitol Police car just crushed, it looks like it was the result of some sort of police chase, also down at the white house down pennsylvania avenue it was put on lockdown, lots of pennsylvania there in front of the white house is blocked off but the key thing here as far as safety right now is that that lockdown we were all under is over but again a Capitol Police officer, the person who was injured in this, senator harry reid also confirming it that to us here in the past few minutes and this happened again, we will give you just that orientation, this is the capitol everybody is familiar with, right next door, right here behind me is the russell Senate Office building, right next to that is the heart building and on the other side the Supreme Court, so all together, all walkable, everybody makes this walk today, the senators walk there to their offices from the capitol, there is actual a tram as well but most people do it outside so it is right there is where barbara boxers office is, dianne feinstein, her office also in the heart office building, right in front of that building where the shooting took place tory. Do we know the status of the shooter, the gunman . Are they in custody at this point . We understand they are under control getting sort of different reports here. We are not sure if they are in custody or they are they passed away, again different reports there, but with you know the emergency search situation is over, that shooter is taken care of, we are just not sure what that means yet. Yeah, i know, in this breaking news situation we want to make sure that we dont jump the gun and dont jump to any conclusions too soon, but yeah, the bottom line here is there was a brief lock down and it has now been lifted, thank you justin gray for adding that information. Again to summarize this breaking news the capitol was on lockdown for half an hour or so, there were multiple shots fired, a Police Officer the car you can see there, that car crashed. There was a Police Officer med evacd out of the area obviously injured and at this point the situation is now under control. The gunman who was responsible has been taken care of, we dont know exactly what that means, whether in custody or shot, but we do know that the lockdown has been lifted and there is no longer a shelter in place order on capitol hill. A student pilot and instructor are very fortunate to walk away unharmed after making an emergency land in the middle of a busy road in the south bay during the morning commute. Reporter good afternoon, the plane is owned by aerodynamic aviation, the owner of that Flight School spoke to both the student pilot and instructor about what happened, he is thankful they are okay and said they did were they were trained to do. It was an odd sight to see during the commute hour, this small plane was sitting in the southbound lanes of capitol expressway. The Emergency Landing happened at around 8 00 this morning about two minutes after take off. Shortly after take off the engine lost power. It was just running at idle, not much more than that so they nursed it along and because of the traffic lights it had a big empty space. The owner said it was a student pilot that was behind the controls but when the engine puttered the instructor took over and was able to avoid colliding with anything. This is a picture of them after that. They were happy for avoid that and it actually turned out very good for anybody involved. With no injures to attend to police diverted traffic for an hour while they waited for them to tow away the plane. It will be taken apart. It is not something that happens every day, although we train for it all the time so the skills are there, it very rarely happens, it is reliable so it will be interesting to see what happens. They will be investigating the incident. We are told the plane dates back to 1975 and the owner says all of their planes are serviced every 50 hours of flying time. Turning now to the looming bark strike, we are a week away from the deadline, when the governor ordered cooling off period expires, as Paul Chambers reports they announced a major break in negotiations. They are running but for how long, they say they are sick about it. It is all games, it is all about the money, they should be able to reach a decision by now. That is the same thing they are claiming. They said they made 3 counter proposals and goes on to say bart hasnt given the union a new offer in the last three days and still they are making concessions. The union made a proposal to pick up three million s additional in healthcare and made a creative proposal on wages. It lowers their wage increase to 3. 75 for the first two years and goes to 4 in the third year, they say they appreciate the new offer but still for the on board. We have been trying to strike a deal, we think a 10 raise over 4 years is a fair deal. Some riders say it is time for the bickers to stop and both sides need to do whatever possible to avoid a strike. They have had plenty of time so i wish they would come to a resolution. Union reps have safety concerns as well. Part says they are looking into those concerns but those are separate discussions. In oakland, paul claim bers, ktvu channel 2 news. Right now in livermore friends and family are celebrating the life of a young woman struck and killed by a drunk driver at chico state, Sal Castaneda joins us live from livermore where she is being remembered, sal. Reporter some 700 people are inside the Cornerstone Church remembering the life of that 21 year old woman who police say was killed by a drunk driver. Christina chesterman of livermore was killed on sunday, september 22nd by an alleged drunk driver while riding her by cycle near the campus of Chico State University where she was a student. Chesterman graduated from livermores gre nada high school. She was studying for that. The family requested no cameras, but there were pictures of her, people bought flowers and cards that expressed disbelieve she is gone, as for the driver, Police Arrested him on suspicion of hitandrun and dui and charged with manslaughter, chesterman did sign up to be an organ donor and in her death she was able to help two, she did help a man and also an infant with those organ donations according to her family, Sal Castaneda, ktvu channel 2 news.
