>> what president obama calls a mass shooting here outside the u.s. navy yard in southeast washington d.c. just moments ago, the chief of the dc police and mayor gray, the mayor of the city updated us on the very latest. the very latest, at least 12, at least 12 people confirmed dead in terms of injured we were told that at least 10 people are injured, at least 10 people. among them, one d. c. area police officer injured in direct gunfire. the chief told us that other police police officers were also injured but not directly by gunfire. in terms of people being transported to local area hospitals we have heard a number of people have been transported to local hospitals. we have been hearing from local police officials. as for president obama, he has again call this a mass shooting, not very long ago he talked about a number of service members and civilians who served in the navy yard, knowing full well that violence can occur at any time whether serving abroad. but they don't expect for this kind of thing to happen here on base. but of course; that did happen here today. at this point there is no known motive. reporting live from washington, i'm shannon travis, now back to you. >> thank you shannon. a power outage in a tunnel cause add massive traffic back up during this morning's commute. it kept tunnel workers from opening a second westbound bore as they do at 4:00 a.m. that forced all the westbound traffic in the commute direction through one tunnel. the electricity was restored at 7:00 a.m. but not before traffic backed up all the way back to lafayette. the outage might be related to construction of the new 4th 4th bore, which is said to open up by the end of the year, but they have not yet confirmed that. the b.a.r.t. labor show down continues. there are now 24 days remaining until the governor's mandated cooling off period ends. ktvu's alex savage is in oakland where both sides are back at the bargaining table, but neither side appears to be expressing much optimism about a deal getting done in that time frame. right alex. >> that's right. right now we're in the middle of a 60 day court ordered cooling off period and for the first time today, b.a.r.t.'s employee unions sat down with managers to talk about the key sticking points in these negotiations. pay and benefits. and while the two sides are talking right now inside the caltrans building behind me, there are science that a strike could be in the cards. >> what do you guys expect today. >> good things. >> reporter: a union negotiator sounded up beat and optimistic this morning as she headed back to the bargaining table, hoping to avoid another b.a.r.t. strike. talks began last week, but the two sides only discussed minor issues then. today they focus on salary and benefits packages, and on those issues, b.a.r.t. and its employee unions aren't even close and for that reason, the transit agency is preparing a back up plan, considering the idea of training managers to run the trains if workers take to the picket lines. >> i feel they could be putting riders at risk. >> reporter: a member of siu1021 and a b.a.r.t. operator. managers would need him to train them, not something he's on board with. >> why would i train someone in such a short amount of time to do my job. it's not fair. we have workers that are capable of doing this job. >> reporter: b.a.r.t.'s board of directors will decide whether to give the green light to the contingency plan, putting managers at the controls. as for negotiations, the latest offer from b.a.r.t. management is a 10% raise over 4 years. the unions say that's far from fair. and i just talked with a b.a.r.t. spokesperson, she told me she hasn't received any updates from negotiators but did tell me b.a.r.t. is committed to avoiding a strike, and at the same time they have to be prepared in case the strike does happen. if a deal isn't reached by october 10th, that's less than a month from now, more than 2000 b.a.r.t. workers will walk off the job. we're live this afternoon in downtown oakland. alex savage, ktvu channel 2 news. a police a chase came to a crashing end. the suspect slammed his car into a liquor store at 98th avenue. officers spotted the man driving erratically and pulled him over. he then took off. investigators say they're not sure why. >> we're still investigating that part of it. but he's got some history, some criminal history, and so we're looking at all those factors. >> the suspect hit a pole and another car before crashing into the liquor store. the woman in the other car went to the hospital with minor injuries. happening now, the 10-year- old antioch boy attacked by two pit bulls last month is set to meet with firefighters who were the first to reach him. this video was taken as hunter killborn left uc davis after surgery to repair his wounds. he was at a neighbor's home on august 11th when he was knocked down by one pit bull and mauled by another. the owners are fighting to get the dogs back. a public hearing is set for september 26th. a suspicious death is under investigation in san jose after a man's body was found inside an rv. police say a homeless woman discovered the body about 3:30 this morning inside an rv at north 4th street and julien. the coroner found evidence that the man's death was suspicious and called investigators. the man whose name has not been released was 80 years old. an autopsy will be done to determine the exact cause of death. is the plan to suppress gang violence working in the south bay. ktvu's janine de la vega joins us live from san jose where that information and another update on crime fighting efforts was released this morning. >> reporter: good afternoon. the acting police chief says he is pleased in the past 8 months, violent crime has dropped by 10% compared to the same time period last year, and the department isn't letting up, and the chief is trying to figure out how to keep this up long-term. after the city experienced a spike in crime earlier this year, the department established a violent crime reduction plan. officers schedules were shifted to cover evening and weekend shifts. specialized teams patrolled gang hot spots in an attempt to police gang related crime. and the past 2 1/2 months of enforcement 83 arrests were made and 70 weapons recovered. gang related violent crime also decreased. homicides dropped by 43%. aggravated assaults went down by a 15% and robberies decreased by 39%. the department says it will continue high visibility patrols by their specialized units, that gang and crime intelligence collected will be shared with patrol officers and hot spots will continue to also be patrolled heavily by officers. my colleague, robert honda will have more on this story coming up for a jewish prayer shawl that was stolen. it has tremendous sentimental value because it spanned generations and survived the holocaust. the relative mailed it back and the box containing the shawl was stolen off her front porch. the shawl was in a blue zippered bag with the word shalom written on it. the family is considering a reward for the safe return. federal authorities have arrested a suspected child predator thanks to the help of a new app. ktvu news first told you about the app called operation predator last thursday when the department of homeland security released it. officials say within 36 hours of the launch, they arrested a man in michigan. the app features a list of suspected fugitives and has an option for users to send anonymous tips. mount diablo state park reopened for the first time since last week's massive wildfire. park rangers tell us 9 0% of the park was unaffected by the morgan fire. most areas reopened and some roads and picnic sites are posted as closed. the fire burned more than 3000 acres. it is now fully contained. the call fires crews are still on scene watching for hot spots. workers still must repair damaged picnic areas, restrooms and trails. it's been a tough day for students and staff at deer valley high school after a well liked student is killed in a car crash last week. we'll tell you what the school is doing to help people food, good life. an update on today's top stories, breaking news, we have just learned from senate officials that the u.s. senate is to be shut down while a search continues for possibly additional navy yard shooters. this all started with some fatal shootings this morning, 8:20 east coast time at the navy yard in washington d.c. we have learned in the last hour, 12 people have died. witnesses say it started when a gunman opened fire on a crowded cafeteria from a 4th floor overlook. one gunman is reported to be dead, but police are reported to be searching for a second man, believed to be part of the attack, although it's not clear at this time if their actually is another gunman involved. again, the breaking news, the u.s. senate will be shut down until the search is resolved. president obama today used the 5th anniversary of the collapse of leyman brothers and the start of the recent financial crisis to offer an assessment of the economy and he warned congress and the nation about upcoming fiscal battles. the next challenge facing capitol hill is raising the debt limit, something republicans say they will only support if president obama delays implementing the affordable care act known as obama care. the president has rejected that option. >> at the moment, republicans in congress don't seem to be focused on how to grow the economy and build the middle class. i say at the moment because i'm still hoping that a lightbulb goes off here. >> the president called on congress to in his words pass a budget without drama. for the 20th straight year forbes magazine has ranked bill gates as the wealthiest person in the world. he is of course the founder of microsoft. warren buffet came in 2. larry ellison was 3rd. the 400 people on forbes list account for $2 trillion in accumulated wealth. the employment gap between america's highest and lowest income families stretched to the widest levels in ten years. incomes with more than $150,000 a year have an unemployment level of about 3%, but unemployment levels for low income levels are now above 21%. a difficult day for students and staff at deer valley high school in antioch as they mourn the death of a classmate. last friday, a 17-year-old student died aft car he was in struck a tree -- after the car he was in struck a degree. brian flores is live in antioch with what's being done to help the students and staff get through the week. >> reporter: grief counselors and psychologists have been here at deer valley high school all morning long talking to anybody, really, who needs to help cope with the loss of 17- year-old lidel benjamin. >> it was supposed to be another day of class for students and staff. and instead many are left grieving. >> it's crazy because i just seen him on thursday. before i went to go get breakfast and then it's like now he's gone. it's like man,. >> reporter: senior student tyrell odam was a neighbor who grew up with benjamin. he was a passenger inside a jaguar sedan when it crashed into a tree at the intersection of hill crest avenue friday night. both lidel and the unidentified 19-year-old driver was ejected from the car. the driver lost his leg and remains in the hospital and remains in serious condition. the driver of the second car is cooperating with investigators and the incident is a reality check for students at deer valley. >> that tells everybody else, just stay safe, you know, don't be reckless in driving, don't be speeding. it's not worth it. >> reporter: at deer valley high, teams of grief counselors and psychologists have been meeting with students and staff who are trying to simply cope. the school says lidel was well liked on campus and will be greatly missed. >> we have talked to the staff about being understanding, and compassionate and treating those that might be affected with extra special care. >> reporter: antioch police say they are continue to go investigate if both cars were racing. but they say both cars were traveling well above the posted speed limit. residents who live nearby say it happens all the time. >> the speed limit is 45, and no one does 45 down this street. there's always exsays ex-- exsays of speed. >> reporter: unfortunately this isn't the only time residents have seen accidents in the same stretch. in february, we reported another incident off hill crest avenue that killed 14-year-old hasanadi white as she was crossing the street. live in antioch, brian flores ktvu channel 2 news. salvage crews are making their first attempt to up rite the cruise ship. no bodies have been found in the wreckage. the operation known as what are buckling takes a cruise ship and rotates it -- harbuckling, takes a cruise ship and rotating it. it will be towed to port and turned into the scrap. rescue crews are getting to people stranded in mountain towns cut off by the devastating floods. four people are confirmed dead. two others missing and presumed dead after five days of rain and flash floods. hundreds remain trapped behind flood waters and closed roads. the mayor of boulder says the weather is providing a break, but there is much work ahead. >> the normal colorado sunny for the rest of the week, we believe, but there's a huge amount of clean up and a huge amount of repair, and a huge amount of destruction that people will be dealing with for a long time. >> fema officials and emergency responders are arriving after president obama declared a major disaster in colorado. an marble reunion as a group of high school -- an emotional reunion as a group of o high school -- of high school students, returned to sacramento. they ended up being stranded for two days when the roads washed out. staff members say students were never in danger because the ranch was on high enough ground. mexico is cleaning up after a double whammy as its gulf and pacific coasts were hit by two major storms at the same time. at least 21 people died and thousands of others have been forced to leave homes. hurricane ingrid has weakened to a tropical storm after making land fall on the gulf coast. near seasonal temperatures in the forecast for the final week of
