what the president says about the documents released from quicklyleaks. a drunk driving recently sentenced for the death of a novato girl was just killed. edward shaffer who had nine dui convictions was stabbed to death and the fellow inmate is responsible. >> reporter: good afternoon. shaffer was found dead in san quentin prison. at the time of the sentencing, shaffer apologized. it's reported that an inmate stabbed shaffer on monday morning. shaffer was serving time for killing 9-year-old melanie osheroff. we spoke to aaron, her father, and he told us that police came to the door with the news. >> instead of him being in prison and serving time, he's like dead. we sort of felt that he got out the easy way. >> reporter: sosheroff said he would rather have had shaffer serve the entire investigation. >> we just continue on with our lives. that's what we're trying to do this whole time. just continue on with our lives. i mean, shaffer is -- edward shaffer himself is removed from the picture now. >> reporter: we're live at san quentin state prison this afternoon. tonight you will hear from their spokesman. he will discuss the investigation into edward shaffer's death and the person prison officials label a prime suspect. 31-year-old frank sosa. we'll sit down with aaron and i find out how he's coping with the investigation. >> okay. thank you, jade. ever since oakland laid off 80 police officers, there s been a spike in crime in part of that city. but as voters are faced with measures on police staffing, city leaders say there is another side to the story. ktvu's tara moriarty joins us live now to explain. good afternoon, tora. >> reporter: good afternoon. both sides are seemingly at war here. police say that violent especially home-invasion robberies have actually surged in one section of the city. while city leaders point to overall crime which they say is down 20% compared to last year. now, both sides of the city and police union have been embroiled in bitter negotiations for weeks to try to shake the city's projected $50 million come next fiscal year. fine hi last night, a breakthrough when the city council voted to propose a dollar a day parcel tax for homeowners for the november ballot. officers would start paying into own pension. but the measure needs a two- thirds majority. >> it was a hard thing to think about. we think a lot of homeowners can't afford that amount but we wanted to meet the union halfway. it's a chance for the community to weigh in. the only way we're going to retain and save or bring back more officers or have more officers than we had before is by inkeysing revenues -- increasing revenues. >> reporter: the police officers association is refusing to comment on the situation, posting signs saying no pre, no interviews. the hope is to hire back those 80 officers laid off last month. measure y would suspend a minimum staffing requirement until 2015. here is a look at staffing at the oakland police department. prelayoffs, the number stood at 803 officers. the current level is at 689. if both measures fail, it would only be 574 officers on staff. that's a total of nearly 230 officers lost. now, the issue will be put before voters in november but in today's economic climate, both sides from the police department as well as city council say that the passage of this new measure is quite a long shot. tara moriarty, ktvu channel 2 news. mayor newsom is receiving praise now that the city has adopted a budget without laying off police officers and closing fire stations. newsom presented city supervisors by the june 1st deadline. but there have still been painful cuts and concessions. >> over $250 billion in wage concessions, at the same time we did some targeted layoffs that actually allow us to make this point that we have the lowest number of city workers since 1998. >> he also talked about a plan to use a civilian police force to beef up police resources. he says the individuals will be trained, paid professionals who will help with investigative work while officers spend their time on patrol duties. the city has hired 36 of these people with plans to hire 15 more. two people are behind bars now accused in the deadly shooting of a virginia man who was in the bay area for a job interview last week. the suspects are identified as 24-year-old george huggins and 33-year-old althea housely. they were both recognized from surveillance video. huggins was arrested yesterday in west oakland for the july shooting for 45-year-old jinghong kang. police say he went to a home to meet housely but didn't know she had been arrested on saturday. police say a good samaritan recognized huggins, tackled him and told nearby neighbors to call police. investigators believe the killing was committed to get drug money. the obama administration is scrambling to repair any political damage from the release of classified documents on the wickileak website. the defense department says the leak could cause more doubts about the war and prompt questions about u.s. stability to protect military secrets. there's also concern the documents could compromise information -- >> while i'm concerned about the disclosure of sensitive information from the battlefield that could potentially jeopardize individuals or operations, the fact is these documents don't reveal any issues that haven't already informed our public debate on afghanistan. >> the documents range from files on afghan civilian deaths to evidence of u.s./pakistani distrust including accusations that the pakistan intelligence agency is secretly assisting the taliban. still ahead, a fight over windmills in a bay area city. and the bay area city is concerned about what may be going on at massage parlors. steve paulson has the bay area forecast just ahead. also -- >> reporter: and the first first smart parking meters are installed. according to police, it started with an argument. one guy got stabbed three times. people in the group fled. officers are trying to identify them through muni surveillance videos. high-tech parking meters are debuting today in parts of san francisco. they not only charge more, depending upon space availability but they can also help you find an open parking spot. ktvu's kraig debro joins us with more. >> reporter: time something everyone. it just so happens a city worker right now is initializing one of these meters. when all three phases of this project is complete, 51% of the city will have these meters. >> i think it makes sense. i just live like a block away. >> i think it's pretty good. the only thing is, you know, worrying about personal information getting out. >> reporter: what sounds good in theory is about to be put in practice. the two-year pilot program is called sf park. this year crews began removing the heads off existing meters and installing 190 smart meters in hayes valley. in addition to accepting change, the new meters accept debit and credit cards and eventually prepaid parking cards. >> i think it definitely needs to be easier than carrying change around with you all of the time. there's probably better uses for funds and doing street improvements and cell phone applications. >> reporter: the new meters can also be adjusted to charge what the market demands. for instance, if there is a giants' game at at&t park, a space could cost up to $18 an hour. but those same spaces could cost $7.50 an hour if no one is around. >> i know i'm an app junkie, so that sounds good to me. >> reporter: according to a person supervising today's installation, 8,000 electric sensors are already embedded in the asphalt. they will interfate with cell phone apps and will direct drivers to open spaces, eliminating the need to drive around the block a few times. >> i think it's a great idea and the city only has so much room. >> now, according to san francisco, sf park, of the $24 million for this project comes from the federal government. i talked to somebody at sf park and they say the rest of it comes from local transit funds. i want to show you the sensors because these sensors are the ones that make them go. there are a bunch of these sensors along with the application that will tell you where there is an open parking space. reporting live in san francisco, kraig debro, ktvu channel 2 news. the bellmont city council is set to meet tonight to take action on a disturbing report on massage parlors in the city. police say 37 therapists from the parlors went to schools that have been deemed illegitimate. the city is considering a moratorium until the current stat ticks are checked. >> the city as a regulatory agency has a responsibility to the public that if they go to a city licensed facility that it is professional and meets the appropriate standards. >> belmont police say despite the registration and training issue, no massage therapist has been arrested for prostitution. bp announced today that ceo tony hayward will leave that post in october and be replaced by the first american to head up the british oil giant. the company says he's stepping down by mutual agreement. he will receive $1.5 million severance pay and keep his $17 million pension. ee going to siberia to head up the bp division in russia. bob dudley will take over his position. at the same time, bp says the company lost more than $17 billion during the second quarter. that includes the cost of cleaning up the gulf oil spill through the end of last month. the company still faces lawsuits that could top the $20 billion already set aside to pay the victims of this bill. an out-of-control wildfire in kern county has destroyed several building and is threatening dozens of homes. it started about three miles north of kernville near the sequoia national forest. the fire started around 1:45 yesterday afternoon. officials had to evacuate people from the small community of river kern and a nearby juvenile detention center. the flames have burned 2,000 acres so far but no injuries have been reported. the cause of the fire is not known. it could soon be illegal to light up in some housing units and condos. the proposal is being considered to make smoking illegal in buildings with four units or less. if approved, this would go into effect next year. let's check in now with our meteorologist, steve paulson. is it getting any warmer outside. at least the fog is start thing burn off. parts of the peninsula, south bay, east bay. it's been a slow process in the north bay. but still on live storm tracker 2, everyone was socked in this morning with fog. today will be a cool one. low overcast, once that burns off, though, a little breezy to wind -- a little breezy to windy. inland highs are -- some are 20 degrees below average. very cool afternoon highs. a few degrees near the coast below average to well below inland. it does look warmer as we get towards the end of the week. yesterday was one of the coolest temperatures for the summer since we started here with highs only in the 60s for many locations. they should be in the ideas to near 90. thunderstorm popped up towards reno, boomtown, maybe looks like a repeat performance getting it its act together -- getting its act together going again. we'll be hard pressed to get past 76. san jose state's only 66. palo alto is warmer. at 67 degrees. 90s near 100 palm springs and also las vegas. 80 tahoe. it's warmer there than it is here. cooler weather made it into mendocino county and plake county. for us another system is coming in right there. another low is going to keep that fog bank going, nights and mornings. when inland highs are so cool, it's hard to sustain that fog. it's still there. low overcast, sunny, breezy, 50s, 60s, upper 70s to very low 80s. again, temperatures look like they will stay below average for a while. there will be a rebound on some of these highs inland, especially as we gets friday and saturday but there's no sign of any heat or hot at least right now. >> thank you. >> any time. several san francisco businesses and property owners are working to pay a little extra to help create a safer neighborhood. there are ten neighborhoods that have formed improvement districts and now the mayor's office is helping with the formation of several more. the districts pay a self- imposed tax for things like graffiti removal, flower baskets and extra security. in san francisco's mira loma park neighborhood. one family's plan to install a windmill in the front yard is causing a stir. the family lives in the 400 block of terracito boulevard. they hope the 35-foot high three-blade turbine will help power their two-story home. neighbors are rallying in opposition saying the design is inappropriate, it's potentially dangerous and are atoday it will set a negative precedent since another neighbor put one up. >> they are all -- what if it falls? what if birds fall into it? people were throwing that out. still ahead, word on the death of a former oakland raider. and some treasurer's discovered at a garage sale. taking a live look at the big board on wall street. the dow is managing to have a gain. there was some good news coming in on profits for dupont and a couple of european banks. the dow is up 28. the nasdaq is down 3. jack tatum has died. according to his friend and former ohio teammate he died as a heart attack. he was known as ais sassen -- as assassin. the player singly was a quadriplegic after tatum ran into him. thes from from 65 glass negatives that were purchased for $45 ten years ago by a man looking for antiques. since then he's been trying to prove they are worth about $200,000. the photographs include some never seen before images. it was thought they were destroyed in a fire. united airlines is apologizing for stranding a boy for eight hours at chicago o'hare's international airport. it happened over the weekend. a united airlines employee forgot to pick the child up for his flight. he was traveling alone and heading to canada to be with his mother. united is refunding the added child care fee. some changes
