no other officers were injured. this man hector arius was arrested sunday in mexico wanted for the murder of a 22- year-old man six years ago. his mug shot shows marks not from the scuffle with the chief, but police say he bit to officers and attacked another one in mexico. police say him in handcuffs was able to flip his hands around in front of him escape a lot holding cell and scale a 15- foot high barbed wire fence. i specifically asked the chief how he was able to choose escape cheap custody. >> we are looking into the incident. in terms of his ability to get out of that secure temporary holding facility. we are looking at that at how that happened. how the door was able to be open. >>reporter: police aren't conducting an internal investigation. the independent police is as they say. thank you. a flareup at the chevron refinery in richmond today smoke started a small gasifier. the fire started just after 1030 this morning. a chevron spokeswoman said it was due to an unplanned shutdown of a refinery unit. a health advisory was issued for people with respiratory problems. but was lifted shortly afterward. afterward. fire officials say the grass fire was put out quickly by chevron fire crews. with at san jose report today a security breach that happened late last month. they say a woman jumped the fence back on march 31 the surveillance video provided by the airport shows her in that highlighted circle there on the right-hand side right on the tarmac. the tsa only allows release of certain parts of surveillance footage and another clip we see the woman walking into airport, but we don't see her jump the fence. the woman was detained without incident. had a total of five breaches this year. by 10 feet. barb wire was also added. therefore -- airport concern. now some developing news out of baltimore were the unexplained death of a black man while in police custody is sparking protest. hundreds of people marched through the streets carrying signs. saying black lives matter. gray is the 25-year-old man who died one week after his arrest. somehow he suffered a levered spinal cord. apparently while in police custody. thethe us justice department says it has opened an investigation into this case to see if civil rights violations occurred. assault -- authorities in the south bay santa clara county deputies say 17-year-old conor seldon was last seen by his family about 7:00 o'clock yesterday morning. in his home in cupertino. they say that conor attended his first. class at mono vista high school but then missed the remaining classes unfortunately haven't seen since. connor is 5 feet 5 inches tall he weighs about 150 pounds anyone with information is asked to call the santa clara county sheriff's department. a time hasn't run out in san pablo at seven this morning the hospital closed its doors for good after years of losing money. fox2 news was there this morning as staff said goodbye. >>reporter: sharing hugs, and shedding strapped public hospital in san pablo officially shut down at seven this morning. this facility served roughly one quarter million people across the county most of the patients were low income and lacking insurance. >> i feel for the community. it hurts a lot. for me too have to walk away from this place. >>reporter: and this building holds a lot of memories for doctors, nurses and other staff members. diagnostic technician john decker has worked here for 50 years. he said doctors medical center was like home. >> it breaks my heart. heart. because i worked at other hospitals, and i always come back to this one. because i really feel you get superior care here. >>reporter: over the years patients with no other options came here to this emergency room. to get care. but now that the doors are closed here, the big question is how far will they have to go to get help? patients likely will have to go to kaiser hospital in richmond. in berkeley, or john muir medical center in walnut creek a long way to travel during an emergency. >> many people that walk through these doors one step from death. and, that extra distance will pose a threat to their health. >>reporter: a serious warning. johnson spoke to a conference in moscow, he said that homeland security is setting up a satellite office in silicon valley. that way the government can build closer relationships with the tech time since she has given birth to their third child, a boy named kai, she went back to school to become a medical assistant and for the first time, she got a drivers license. something had been more difficult than other. the family hasn't been able to find subsidized housing. >> it seems like everywhere we are turned we are hitting a brick wall. >>reporter: the family has been getting help through santa clara county victim assistant program but that doesn't help when housing waiting list is long. >> bureaucracy is what it is it doesn't change because you are going through grief. >>reporter: there are 20 -- 22,000 people on the section eight housing list here. >> there are 70 people in need right now that all of the sources are nearly tapped out. >> there is a lot of people out there that are going through what i am going through. this isn't just me. and, we need help. speeone watkins hopes to draw attention to the problems victims of crimes are facing and though she says her life was shattered that day, she is working hard to pick up the pieces. >> i have more of a drive to make sure that i succeed. and, you know the people who took my husband away for me, they robbed me but i'm not going to let me them rob me of everything. >>reporter: six people have been charged with richard watkins murder a preliminary hearing has been set for june 1. >> she so strong. out of the bay area all day today. those wins were transporting this cooler moister air inland and temperatures look like these, these are the current numbers. it's not that late. the sun is still up. it should be in the 60s or 70s out there. we're talking 59 in oakland, in oakland, 66 in livermore and along the coast it barely got out of the 50s today. very cool day. the computer model sets us up. so here we are now. watch the model forecast for the morning. it's exactly like this morning and yesterday morning. this pattern is recycling itself for the next couple of days. which means a big dose of fog in the morning. slow burn off. the temperatures try to warm up . tomorrow it is going to be warmer than today. it's more 70s tomorrow. but low 70s, 60s with fog right back to the coast. tomorrow we expect a little sooner on the burn off hence the temperatures to slightly warmer. so in san francisco 61 degrees, for daytime high with plenty of clouds to start with. plenty of clouds at lunch, and a partly sunny in the afternoon. more cities. you are out of it as you are further east. in antioch and when it doesn't have quite the influence it does a beastly close beastly close around the bay, but i have to say even those areas are going to get hit hard with a lot of cool moist air in the morning hours. the five day forecast will reflect that. just more of the same which is patchy drizzle which we talked about. little change on thursday and friday temperatures actually trended down just in time and the weekend with temperatures work their way back up. there was a high-pressure an arrest. just days after caltrans said the agency is releasing a behind-the-scenes video on anchor rod testing. a five minute video shows the process of ultrasonic testing to measure the length of they arrived at auschwitz. stripping them of anything that could be used to help when the nazi war effort. he told judges as his trial opened he feels moral guilt over his role in the atrocities of the camp but it's up to the court to decide if he deserves to go to jail. >> he has a lots of difficulties physically, and i'm sure emotionally, and mentally. >>reporter: it's a case which goes to the heart of a debate whether people who are strong are guilty of more crimes. until recently the answer from the german justice system was no. victims and their families now thankful they have a chance contra costa county how is the student doing? speeone the good news is that the student is recovering. county health officials say the student does have meningitis but tests were inconclusive as to what form it is. they are not expecting an epidemic. >> at this point, we are not expecting an outbreak. we had a single isolated student gets ill and through the normal process of disease investigation we identified it the most likely people who could have been exposed, and treated them with antibiotics. >>reporter: the st. mary student was rushed to the hospital yesterday with what appeared to be meningitis a word went out to the st. mary's students and faculty, the meningitis can cause brain damage and hearing loss and about 5% of the cases. early systems -- symptoms of meningitis are headaches and a stiff neck which is what the that student was suffering. it's obviously spread through a a cough or sneeze, st. mary's says it will continue to work closely with the health department. >> we are going to be vigilant about any emergency responses. that we need to take. and, we are also going to make sure that we keep the campus community aware. they can come in for any antibiotics. >> 60 students who came in contact with the patient have already been given antibiotics. classrooms the patient use have been sanitized. but health officials say st. mary's can return to normal. >> to clarify here they don't think that students have to worry about getting meningitis here or someone visiting the campus has to be concerned at all? >>reporter: no, they are not expecting a spread. still going to keep a close eye they say and certainly anybody with these kinds of systems a stiff neck and headache should come in. for treatment. but they think it's isolated. >> all right, rob ross on the st. mary's campus tonight. a ferrelli was taken into custody today following a seven and a half hour standoff with police in east santa fe. we were there as officers use the flash bang grenades to get him out of the house tyrone merritt junior the standoff started at about 4:00 a.m. following a call from a family member. that person said that marriage was intoxicated, possibly armed with a gun and was refusing to leave. marriagemarriage was booked into jail on two felony warrants. you see him here in the blue t- shirt. police say they did not find a gum. voted to explore water desalination as a way to boast water supplies. it removes salt out of saltwater to make it drinkable. it is expensive and credits say there are native -- negative impacts to the environment. to study that technology. this comes as a 1 billion- dollar desalination plan set to open in november of this year near san diego. that plan is expected to provide up to 50 million across the bay you will get some low 60s popping up. in the spots you would expect 80s this time of year we will see 70s. it's a little more blue sky tomorrow will allow for temperatures and warm customers have a logic convert and then take the measurements and the customers have six months to finish their landscaping project, there rebate comes in forms of a credit on future water bills. >> husband got rid of their 200 square foot front lawn last fall. they spent $400 on their drought tolerant patio. they got 100-dollar rebate back and cut their monthly water use by 15%. >> i'm very happy with it. i don't have to mow it. >>reporter: they converted about a half a million square feet of lawn to drought tolerant landscape. thisthis year the water district is expecting to double that number. and help customers say goodbye to to a million square feet of grass. and while east bay mud will give its customers 50 cents per square foot other are more generous with their incentive. the
