Reporter frank,frank, the Highway Patrol has caught the group and now they are tied to a crime in denver. Crash in martinez. And then the five occupies scattered into the neighborhood. We were informed we had armed and dangerous suspects. Reporter we caught one suspect in custody and a police dog searching for others. This is a group they needed to catch. We arrested a fifth suspect. A female adult. And she was arrested for her involvement. That is what had res dependents concerned knowing these people who were being chased by police were on the loose. You see 5 or 6 police cars, at least, and they are telling you to stay put. You know, you get anxious. But then i found out what was going on. Got really nervous. This is where the car crashed. Leaving evidence behind. The one piece of evidence the chp wants is this license place, which i confirmed belongs to the car. I gave it to the chp. The car is owned by rental agency in oklahoma. The chp says it has not been reported stolen. This case is connected to other california cities and to denver. We are working in conjunction with the Police Department, chico Police Department as well as denver, colorado Police Department. Regarding the stolen merchandise that were found. Denver police were trying to find four people in relation to a smash and grab tuesday morning. They found weapons and jewelry. Stolen property. I will leave it at that. Sheriffs deputies made it sad discovery in yolo county before 10 00 a. M. This morning in brush. A remote area. It comes after the mother and baby disappeared on monday. Yesterday Police Received a 911 call from someone saying they found the babys mother samantha green. She was hysterical and had cuts to her face. A command post was set up and searchers looked through the night for the baby. Then this morning the sad discovery, the childs body was found. 10 minutes to 10 this morning, deputies from the yolo county sheriffs office, search and rescue located the body of an infant. The mother was taken to the hospital but has been released as investigators search for answers. Oakland turned to detroit for guidance. I went to detroit twice. The police chief says detroit was under a mandate oo reform its to reform its department. They turned things around based on one concept. We believe and we engage in constitutional policing. When i went to detroit i met the chief there. He said to me was constitutional policing is good policing. Here we have a city that, you know, has more problems than oakland and has a tough crime problem and yet the chief was saying that in detroit. Reporter he was one of the attorneys that filed the legal action that resulted in the reform process. Constitutional policing is this . We are not above the law. If we are going to enforce the law we have to respect it. Right . We expect our officers to treat people appropriately. Nsa required oakland to make 51 specific changes in how they operate. In the first two years of the nsa nothing happened. Cops are somewhat resist tonight change. So that is always difficult. Reporter slowly one by one almost all of the 51 mandates have been met. That leads to feweriaries for suspects and fewer injuries for suspects and officers. The number of complaints we get is way down. What the city gets is a Police Department that treats citizens fairly, with respect, and is also effective at reducing crime. Our police chief is humble but he has been flown out twice to address the committee on Building Community trust with police. The mayor says oakland still has a long way to go but there is a sense the Police Department turned a corner. We dont expect people to forget bad behavior of the past. We will have to continue to work hard to earn that trust every year. Department learned a lot of lessons from mistakes and i think are doing good job.
