California shortly. And we are also going to check in so the sierra. Lots more snow expected over the next few days. Of course thats great news for skiers and snowboarders. It can be a treacherous drive home. Lets go over to rosemary who is tracking this storm. Kind of already here, more headed our way . This is going to be a doozie of a storm. White flag, huh . Yes. Weve got light rain that will fall over the next, we will call it, 12 hours or so, and then by tonight thats when the brunt of the system sweeps through and we have wind as well as some heavy rain coming our way. Heres a live look outside our doors across the oakland estuary towards San Francisco, the overcast skies back in place, the scattered showers already falling this morning. Take a look at your temperatures at this sour, santa rosa 48, San Francisco 48, oakland 51, 46 in livermore and san jose checking in at 48 as well. Heres a look at stormtracker 2, go in close, take a look at the east bay where we are seeing light, scattered showers at this time, past 580 stretching towards 680 through milpitas, we have some there in livermore, closer to the bay we have got hayward as well as fremont with a little bit of light rain falling and over the north bay, weve got santa rosa, farther north into areas like cloverdale, saint whata reporting saint helena reporting light snow. Talk about our advisory first, this coming later today into the afternoon and notice it sticks around all the way until Tuesday Morning, we have the possibility of flooding and that watch is for the entire bay area. Meanwhile, if you are thinking about heading to tahoe, theres a lake wind advisory in place now. Im sure there will be more advisories popping up due to the snow that is coming our way as well as the wind. Heres a look at what this system is expected to bring us anywhere from an inch and a half to 5 inches and the models are looking even wetter today than they were yesterday, so ill show you that. Gusts expected to hit about 50 Miles Per Hour in some areas, especially along the coast, especially in our hills, and again we are looking at a winter storm watch for the sierra. So when i come back i will detail the time line of this system, we will take a look at the rainfall amounts and in the extended forecast when we will finally see dry weather coming up. Thanks, rosemary. The days and weeks of rain have created problems for the bay area, drivers, homeowners just really bogged down with all this wet and all these problems expected to continue with these latest storms. Yeah, its been a long winter indeed. Reservoirs and creeks are hitting levels they havent seen in years and ktvus allie rasmus joins us live in the area in pleasanton with a look at conditions there. Good morning, allie. Reporter good morning, frank. A light rain falling in pleasanton. We are standing next to the Pleasanton Canal which feeds into gold creek which runs parallel to 680. The water in the canal is much lower than its been in recent weeks but you can see from the mud and rain soaked vegetation on this canal, you can see how high the levels were. Show you video from earlier this month. Residents and people who live nearby gold creek and pleasanton say in the past month this creek is as high as its been in years. This is what it looked like earlier in february after some of the heavier rain showers we saw. Across the bay in novato, highway 37 remains a problem. It is still shut down on and off from february 9th because of flooding in the marshland it sits on. Heavy rainfall, a nearby levee broke this month inundating the highway and the highway itself has been sinking. Caltrans come up with a long term fix to raise the roadway and add new drainage pipes but that fix is still in progress. The road has not reopened yet. And on this president s day Holiday Weekend people might be heading to and from the sierra. You heard rosemary mention t Many School Districts in our area have the week off but keep in mind if youre headed that direction, chains are required on highway 50 between twin bridges and meyers in el dorado county, chains required on westbound interstate 80 between kingvale and wig rigs being stopped to show they have maximum chains required. Later on this morning, now that we are finally starting to get daylight through the clouds, we will be heading over to gold creek to get a look at the water levels there but throughout the bay area in general, people have certainly noticed their local creeks and streams higher than they have been in some cases in years because of the wet weather we have had pretty much seems like nonstop since december and there is more wet weather headed our way tomorrow as you heard rosemary mention. Even driving in with a little bit of rain, i saw the same puddles now that i know to watch out on the roadways, it happened so quickly once the rain starts to fall. Reporter yeah, you know, maybe we are kind of getting used to it. Its definitely different than it was last winter, winter before. I mean, this is the rainiest winter at least it seems like we have had in a while. Now its been on and off rain for the past month, month and a half, maybe we are getting used to the trouble spots on the roadways, maybe drivers can avoid them on stay safe on the road. We have been 50 plus days, in 2015, 40 plus days already in 2017. In the south bay flood concerns continue this morning at the largest reservoir in Santa Clara County, that would be the Anderson Reservoir. Reporter for the first time in 11 years the spillway has been activated at the Anderson Reservoir, now at 104 capacity and sending 416 cubic feet of water per second into coyote creek. Its magnificent. I had to make sure that i brought my daughter. I have not seen it this full. Last year it was full but it was nowhere near this full. Reporter that could also be a problem. The anderson dam has not been seismically retrofitted and must be kept at 88 because of the nearby calaveras falls. Wide range of estimates. It could be four weeks, could be nine weeks. Reporter if it rains more than they expect, possibly longer but right now the spillway is working as designed. Its performing well, but we inspected it recently like we have all of our spillways and we are not expecting any problems to the structure at all. Reporter rob malcolm, ktvu fox 2 news. Retrofit of the dam would cost 400 million and would take close to four years to complete. Meanwhile People Living near Lake Oroville still on standby to evacuate again even though the water level of the reservoir is down from its highest level the last few weeks. Crews working around the clock on the damaged spillway at that dam, water flow across the spillway has been cut to 449,000 gallons per second. Thats a little more than half the flow a week ago. We will have the steady light rain and then as we with get into the evening hours its going to increase and tomorrow is going to be a doozie, yes, we are looking at a major storm coming our way and, well, this is just the beginning. Given you giving you a look across the bay where we are with plenty of gray skies. Light showers already falling at this hour as expected and its not going to change. Your sunday going to be a soggy one. Take a look at stormtracker 2 where we have got north bay and east bay on the radar here where we are seeing some light rainfall along 680 from san ramon, maybe through areas like danville and dublin, crossing over towards 580, pleasanton, livermore seeing light rain at this time and it stretches a little bit farther north towards highway 4, crosses over near areas between vallejo and fairfield along i80 you will find some there and then to the north bay where we go where we have light scattered showers in santa rosa and farther north than that you will find some in lake county. Watch in place for flooding, starting at 4 00 this morning until Tuesday Morning for the entire bay area so expect the ponding on the streets, expect the unexpected, expect to be blown around by the wind because also a wind advisory with this storm. Also starts at 4 00 this afternoon. We will also go will also go until 5 00 a. M. On tuesday and includes the entire bay area. Talking about a good amount of rain, let me show you the futurecast model on this. Here we are today at this hour. As we get through your afternoon, more of the same, just light scattered showers in store but by tonight it begins to intensify. Here we are at 11 00. Here we are tomorrow morning, heres hoping you dont have anywhere to be tomorrow morning because take a look at that. Thats a pretty good line of rain that moves through. Heres 5 00 tomorrow afternoon and you notice that the rain didnt stop. It continued to fall as we get into monday night, it is still with us and we have scattered showers in the forecast for tuesday as well. As far as rainfall totals, heres a look through tonight, so just it looks like 1 2 or less for most of us, not a big deal today, ben lomond in the screws mountains could pick up an inch. Now here we are into monday night and take a look at some of these rainfall amounts, an inch and a half for san jose but 4 inches protected for oakland projected for oakland, 5 inches projected for san rafael. Yesterday we were looking at three, maybe 4 inches for our urban areas, we could see more than that. Areas like the Santa Cruz Mountains could pick up anywhere from five to 7 inches by Tuesday Morning. This is going to be a major storm. Giving you a look at the temperatures right now, 49 in San Francisco, 51 in oakland, 48 san jose, afternoon highs for today upper 50s to near 60, so temperatures not changing a whole lot but we will not have the sunshine today. We are going to have plenty of the cloud cover and the scattered showers and then as we get into monday, you know, just be prepared, its going to be coming down, tuesday we will have we will remain with scattered showers in the forecast, a chance on wednesday, finally dry out on thursday. How much snow in the sierra on monday . You know, well, snow levels are going to actually climb and then drop again on tuesday. Okay. So there could be actually flooding concerns as opposed to tough sledding getting down the hill if youre up there for the holiday. But a major storm, people should not take this as, oh, more rain headed our way. They should be prepared for prepare for flooding, rising creeks, streams, rivers. At least a lot of people are off. Lets take this live look outside. It looks pretty nice right now, San Francisco looking north towards the Golden Gate Bridge and gorgeous out there, nice and calm, but heavy rain and strong winds, believe you me, are on their way. Thanks for joining us again on this stormy sunday, i guess you could say, to be. Yes, and we want to start this half hour with a check of the weather and, rosemary, with so many storms that we have had, you know, some big, some little, we are always trying to gauge them for people and youre saying this one is a big one, pay attention, the totals expected are significant. Yes. We are going to get flooding. Its not something we havent already seen so far this season but everything is already saturated, it doesnt take a whole lot for our creeks and streams and rivers to come up and we are going to see that as we get into the next 24, 48 hours or so with advisories already posted by the National Weather service, its going to be wet, its going to be windy, especially the closer we get to monday. In fact, those advisories come into play a little bit later today. Heres a look at whats going on right now. Right now we will call it the calm before the storm because even though its a gray start, its a little bit of a soggy start, this is just the beginning. We havent seen anything just yet. Heres a look at the stormtracker 2 where we continue to watch a few scattered showers overhead, over the east bay and over the north bay, we will go back into the east way where we are seeing it taper off a little bit, have some right there along 580 in livermore and over the diablo range. If we go to the north bay, maybe a few sprinkles falling but for the most part its to the north of us in areas very north edge of the Sonoma County and into lake county. Heres a look at the watch in place. Starts later today, will go until Tuesday Morning for the entire bay area, that means all of us have the opportunity or are at risk, i should say, of flooding. Wind advisory also in place for the entire bay area. The wind gusts could reach 50 Miles Per Hour in some spots. Not everybody sees those strong winds but definitely going to be widespread enough that theres an advisory in place. So rainfall amounts anywhere from an inch and a half to 5 inches and thats a lot to try and figure out, am i going to get the inch and a half or get the 5 inches . Looks like areas like san jose, anywhere from about an inch and a half, maybe 2 inches, some areas over portions of the north bay could get up to 5 inches and we could see more than that in the Santa Cruz Mountains, could see more than that along the coastal range. Talked about the winds already and for the sierra, snow levels will be coming up over the next 24 hours above 7500 feet but they are going to drop again, so definitely going to need to be aware things are going to be changing in the sierra, going to be pretty fluid there as well. By the end of it all said and done, the sierra, the Higher Elevations could pick up anywhere from two to fa 5 feet so we will be tracking that for you. We will be tracking the rain at home. Ill come along with the time line, we will have a look at your temperatures in just a bit. A wet start this morning but continuing with this as we get into the second half of the day and this is just the beginning. Take a look at san jose, i think i see a little bit of sun, actually, peeking through those clouds. We are in between systems, although we are already beginning to see those showers. Yesterday we told you we would start this way and by the end, the rain and the wind will be with us so sunday night into monday going to be worse than what we are experiencing right now. Lets check in on the east bay where we are looking at a little bit of rain here but it has now shifted out of the area, livermore along 580 we started there this morning and over the north bay we had a little bit to start the day but you can see it is farther north at this point, north of santa rosa in areas around cloverdale and lake county. Futurecast model, light rain and scattered showers for your sunday, not a huge deal, but its going to just be sort of soggy out there. Here we go into the overnight hours, late tonight into tomorrow morning and then as we get into 7 00 tomorrow morning, its still coming down. So this is when we expect the heaviest rain, this is when we expect the strongest winds into the future we go, where we are looking at monday afternoon and the rain has not stopped. So monday is going to be a washout and you can see pockets of moderate rain there, heavy rain at times. Heres monday night and it is still going and in the extended forecast we have the possibility of rain continuing into tuesday with the chance lingering on wednesday. When it comes to amounts, we are actually looking a little bit wetter than even before. Heres through tonight, 1 2 or less for most of us, Santa Cruz Mountains could pick up an inch or so but then i push you all the way into late monday night, again, looking this is after we have had a whole solid 24 to 36 hours of good amount of rain, heavy at times, anywhere from three to four to 5 inches a possibility for our urban areas and our hills four to six. For the Santa Cruz Mountains and over our coastal range, so, again, its going to be wet, it is going to be windy, we have snow for the sierra, we have advisories in the sierra, snow levels will be coming up but dropping so make sure you have your chains or your snow tires if youre thinking about braving the storm. Heres a look at the numbers right now, upper 40s to near 50 outside your door, afternoon highs upper 50s, 57 expected San Francisco, 59 in antioch. Your extended forecast, so a bit soggy today but, again, the big storm comes in tonight into tomorrow, tuesday more rain before we finally begin to see it taper off and dry out in time for next weekend. All right. At least its the holiday tomorrow so the commute should be take it easy. I think with the numbers that youre talking about, you know, on when we were talking last weekend, even a small storm can cause big problems because of how saturated we are. This is a big storm so its safe to say if youve had flooding in the area, its going to happen again. Yes. Could be worse. Going to happen again. Trees down, powerlines. Pg e is asking for more help so everybody is preparing. I think we all know whats coming. Its going to be a good one or a bad one. 7 53. Speaking of all the rain, a cemetery in Sonoma County flooded over the weekend after some trees crashed through a water main, not just the rain up there. It happened yesterday morning at the Valley Cemetery at east mcarthur street, a little bit of damage there. Two, three large trees hitting the water main creating small rivers causing all kinds of damage to some of the plots. Two nearby homes were also threatened by, but sandbags kept the water away but they have got a lot of work to do in the sonoma cemetery to get it back up to snuff. Its 7 58. We are keeping our eyes on the sky and the weather headed our way. Heavy rain coming to the bay area. Yeah. A live look at the bay bridge toll plaza. Good time to head to the city, apparently, because no one is on the road. We will tell you when the next storm is expected to arrive and for how long and much more at 8 00. Stay right there. This is ktvu mornings on 2 weekend. Take a look outside. The weather looks gray but this is nothing until we get to maybe tonight, tomorrow, rosemary watching a big storm headed our way. It is going to be one that brings a lot of rain. Lets see if we can go over to chinatown right now because, yep, there we have it, they are getting ready for the 38th annual Chinese New Year run. Its going to start at sacramento and grant street. It will wind its way through china town and finish on kearny between california and sacramento. You can see they have already got the cones up so its good to know if you are headed to that area and wondering whats going on. They are still celebrating. Yes, Chinese New Year is a long celebration and not a bad day to get in the run in the morning before things change quickly throughout the day and into tonight. Welcome to mornings on 2. It is sunday, february 19th. Im claudine wong. Hi, everyone. Happy sunday to you. Im frank mallicoat. We are going to check in with rosemary in a couple of minutes to get that forecast. But first take a look at whats going on on this sunday. Of course we are on the storm watch this morning, live look, those ducks, look at that, a mallard and his little friend there. Live look, these are conditions in pleasanton, and right now they look pretty good. Our allie rasmus will join us live there at gold creek coming up in a couple of minutes. We know that the rainfall is keeping things saturated, reservoirs filled and so an area like that, it can change very quickly when you talk about the number of inches of rain that we are getting in. And the Anderson Reservoir already over capacity, a lot of rain headed our way over the next 48 hours. Yeah, we are going to take a look at the situation there over capacity and how about the oroville dam, how is that holding up and what have folks been told in butte county. More on that. Check out this video. Very scary situation. When you talk about Southern California, that was the sinkhole, the drivers are okay. We will have more on what happened. The water down below is gushing like a river, so and obviously we had sinkholes up here that we have been dealing with and every time the rain comes, it kind of shows us where theres a weak spot in our roadways, on our hills and we are going to get a big test of that coming up in the next 36 to 48 hours as well. So with that, lets head that way. Get the weather word. Yeah. Wet is the word of the day, i guess, right . Yeah. And we will add wind to that a little bit later as well. A pretty good storm coming our way. You know, its nothing that we havent already seen but as we know, wow, we are very saturated and with each passing storm at least those big ones, we continue to see the powerlines come down and the trees come down and flooding and perhaps even flooding where we havent seen just yet. Giving you a live look in San Francisco, waking up with a lot of cloud cover this morning, a few scattered showers reported, early on we had some sweep through, we have actually dried out just some but not going to go away. This is just a prelude of whats to come. Heres a look at sfo right now, San Francisco reporting 49 degrees, 49 in santa rosa, 51 oakland and 47 outside your door in livermore and san jose 49. So a cloudy start, relatively mild start for this time of year with all that cloud cover in place, and the moisture as well. Heres a look at stormtracker 2 where again we are looking at just a few scattered showers this morning, the sierra, pretty much dry, seeing a few scattered showers there. We will check in on the sierra here in just a second. Come home first where we have, again, the north bay, had a few scattered showers this morning as well as the east bay but at the moment not a lot showing up on the radar. We have some off the coastline and as we head toward the sierra, you can see mainly dry here as well but we have the rain coming and we have advisories coming as well. Theres a watch for flooding, the entire bay area, that starts at 4 00 this afternoon and will go all the way until Tuesday Morning and then the wind advisory also starts at 4 00, will go all the way until Tuesday Morning, could see gusts to about 50 Miles Per Hour at times and notice its for the entire bay area as well so a pretty strong storm coming our way, flooding will be likely, additional mudslides definitely a possibility and those damaging winds could bring down trees as well as the powerlines. Heres a look at the time line, so the first half of your day, a little soggy but not too bad, by about the dinner hour, 5 00 or so it picks up just a bit but really late tonight into tomorrow when it really gets going. This is when the winds will be at their strongest as well and looks like monday is going to be pretty treacherous. When i come back, we will detail this time line a little bit better, we will take a look at how much rainfall we do expect between now and the end of the wet weather, which could actually last at least a few days. We will have more on this in the extended forecast coming up. Thank you, rosemary. This is a day of changing weather conditions all around the bay area. You heard from rosemary, some places are getting a brief break from the rain but its coming. Watch this other round of storms coming our way for the start of the week, going to check in with ktvus allie rasmus in pleasanton where you have seen some of the problems that the heavy rain has caused there, rate, al right, allie . Reporter yes, next to the Pleasanton Canal and this feeds into gold creek which has been pretty high in the past few weeks. But i want to show you behind us on the other side of the canal you can see where they did have some problems with erosion earlier this month, possibly. You can see a tarp with some sandbags around it to prevent some of the mud and dirt from washing away. You can also see some of that erosion along gold creek, we are about maybe 10 minute hike away from it but we walked over there so we could show you where some of the dirt and some of the banks of the creek have kind of washed away because of some of the heavy rainfall and the high creek level that we have seen the past month. You can see from the mud and rain soaked ground where that water level was. Now, this wet winter has caused much more dramatic erosion problems elsewhere. We are talking about highway 17 in the Santa Cruz Mountains. It is still down to just one lane in each direction from Granite Creek road to Scotts Valley because of a mudslide that happened there earlier in the season. Caltrans has been working on repairs but they had to stop because of the rain on friday and the agency says repairs will not resume until this latest storm passes. Now, tomorrow is a holiday and Holiday Weekend for some, it may mean an easier commute for those of you who have to hit the roads tomorrow versus a typical monday. Many schools have the entire week off so that is the good news but you heard rosemary mention that big storm headed its way towards us tomorrow, so it may be a good idea to give yourself extra time if youre hitting the roads. So back out here live at the Pleasanton Canal, the ducks out here have been out here all morning. They dont seem to mind the high water levels but again if youre planning on driving for the workweek, planning on heading out at all tomorrow, you definitely want to give yourself some extra time. Back to you guys. Yeah, those ducks look like they are having a good time. Turn a rainstorm into something very, very good. Pretty. They have been hanging out here all morning since we have been here. Very good. Allie rasmus live for us in pleasanton. Thanks. The largest reservoir in Santa Clara County is full and with more rain headed for the south bay that means new concerns about flooding in the south bay. For the first time in 11 years there is water flowing over the anderson dam spillway, more than 3100 gallons a second are pouring out of the Anderson Reservoir in morgan hill. The Water District is trying to drain as much water as it can from the reservoir, so theres room for the rain that is coming over the next few days. That is creating a tourist attraction for the reservoir. You know what . Its magnificent. I have to make sure that i brought my daughter. I have not seen it this full. Last year it was full but it was nowhere near this full. The Santa Clara Valley Water District says if theres a lot of rain there could be flooding between now and tuesday in the berryessa neighborhood. The other worries keeping the Anderson Reservoir at less than 68 capacity because the dam these seismic retrofitting and they need to keep the water level at two thirds. People remain on alert in oroville. One Evacuation Center is still open as todays storm moves in. Crews have been working around the clock on the damaged spillway at the dam. The water flow across the spillway has been cut to 449,000 gallons per second which is a little more than half of the flow that we saw last sunday. Now, state water Officials Say the water level is now about 46 feet below the top of the dam but they are worried that the water level is going to rise again. Todays storm dropping as much as 5 inches of rain in butte county. It is 8 09 now. At least five deaths in Southern California are now being blamed on the recent storm this week. Yesterday police in Ventura County say found the body of a man at a creek who had been swept away by fast moving waters. That was on friday. And in San Bernardino county, one person was found dead inside a car that was submerged in water. In sherman oaks, a 55yearold man was electrocuted by live powerlines that had been brought down by a tree and the chp says wet weather played a big role in two deadly accidents in san diego as well. New video showing a car falling right into a 20foot sinkhole in l. A. Theres a few cars in there. The sinkhole opened up friday night swallowing both those cars. One of the drivers had to be rescued when firefighters arrived, they found a 48year old woman standing on one of the cars. Had to lower a ladder down to help her climb out of that pit. The driver of the second car was able to escape before it eventually went down. Well, Fairfield Police were able to talk a man down who climbed onto the travis boulevard overpass above interstate 80 in fairfield. Police say they started getting calls about a man hanging over the overpass about 2 30 yesterday afternoon. He was standing on the outside of the railing holding onto a fence. Police say the man was distraught and suicidal, claimed to be armed. There was a lot of traffic just backed up as police tried to resolve this situation. Took about an hour but police were able to convince him to come down and he was taken in for a Mental Health evaluation. Police say he never actually had a gun. Might need a jacket this weekend. Make it a waterproof jacket because we have got the rain out there this morning, fairly light and will remain light for most of us sunday before it really begins to pick up tonight. Heres a live look again into china town where the runners are still going, its a good morning for a run, slick roads, but not too bad. Not a lot falling from the sky, just yet. We had a few scattered showers pull through early this morning and at the time at least we are looking at mainly dry weather across the bay area. We will go in closer, take a look because as i pointed out in the last hit, we did have a little bit off the coast and you can see beginning to move in now, so a lot of just hit or miss light stuff for the first part of your sunday, a little bit soggy out there, but then as we get into tonight, it really begins again to pick up and into the overnight hours you can see moderate to heavy rain, so it could actually even wake you up. It will be coming down on your rooftop, heres a look at tomorrow morning, thankfully its a holiday and hopefully you dont have any place to be because it will really be coming down tomorrow morning as well. And then as we get into monday afternoon, its still coming down and how about monday night . Yeah, its still coming down. We are already into Tuesday Morning and as i mentioned a moment ago, into tuesday scattered showers in the forecast. So this storm is going to be a strong one. We talked about advisories and if you are just joining us we have an advisory for wind, we have an advisory for possible flooding and it includes the entire bay area. As far as rainfall amounts, from an inch and a half in areas like san jose to three and 4 inches over San Francisco, santa rosa and our hills could pick up anywhere from looks like four to six, maybe even a little bit more in the Santa Cruz Mountains by late monday night, early Tuesday Morning. The wind advisory starts later this afternoon, goes all the way until Tuesday Morning as well and there is a winter storm warning for the sierra. Snow levels around 6000 feet now but we will be rising in the next 24 hours, but then we will be dropping once again and the highest elevations all said and done tworks to 5 feet of new snow. So its going to be a whopper up there as well. You can expect whiteout conditions, just be very careful if you plan on going up. We are looking at temperatures right now in the upper 40s to near 50 degrees for many, 52 half moon bay. For the afternoon today, a bit of a cool one, temperatures havent changed a whole lot over the last couple of days. We wont have the sunshine that we had yesterday, 59 in oakland, 57 for San Francisco, 59 in san jose. Theres a look at your extended forecast. So, yes, we get off to a wet start today and then it just doesnt really stop until wednesday. Even still a lingering chance of scattered showers, temperatures do turn cooler by midweek wednesday but then we are also drying out. So next weekend maybe a little bit of sun . Next weekend is looking good. What is that . Havent said next weekend looks good. Bring it on. All right. Thank you, rosemary. Sure. Here is our instagram pic of the morning. It was posted by fanny food style. It kind of speaks for itself here with the caption, high winds and rain overnighted, there goes the neighborhood and our poor neighbors car. Its china towns ymcas 30th annual Chinese New Year run. These runners started at sacramento and grant street. They are going to wind their way through china town, they are going to finish on kearny between california and sacramento. So as you can see there, you know, any run in San Francisco, you get hills. Im just saying. Funny how that works, right . They are headed right now, thats california street and then they are going to take a little turn onto grant and so not a bad day. Have you run it in. I havent done that route. Ive driven that california and turned onto grant, so theres that. Good enough. Good morning, everybody. Good to have you on board on kind of a soggy sunday. Im frank mallicoat. Good morning to you. Im claudine wong. We talk about those runners being okay right now, well, if they waited 24 hours, it would be a much different story, correct . Uhhuh. Yes, it would. What a mess. They would be kayaking down california. Good thing we have a Holiday Weekend maybe so fewer people on the roads in the morning because its going to be a mess. President s day storm we will call it is going to be quite a doozie. We are looking at wet, windy weather whipping through the bay area. How about that . Its going to come in later tonight, going to last the entire monday and then even into tuesday we have scattered showers. Heres a view, a mix of sun, a little bit did i say mix of sun . A mix of clouds with a little bit of sun out there this morning. We have a shot that was sent to me on twitter yesterday, this coming from brad, muddy water hitting the blue pacific at the end of the Russian River and i took a look at that and all i could see is a blue sky. It is a distant memory at this point. We are going to remain with gray skies for today, scattered showers in the forecast for today and as we get into tonight, this is all going to just worsen. Heres a look at stormtracker 2 where we are seeing a bit of a break right now. Early on this morning, you can see the wave move through, its a three hour time lapse. So when we came in 4 00, 5 00 this morning it was raining a little bit and in the sierra we have a little bit going as well. For the meanwhile it has tapered off but not going away. As i mentioned, we are just Getting Started here, heres a look at the sierra where we are dry at the moment. There is a lake wind advisory here going until tonight, so if you are thinking about heading up, be prepared for the lake wind advisory, this shade of green is actually a flood advisory, so snowfalls will be rising snow levels will be rising in the next 24 hours to about 7500 feet before they drop again tomorrow night and into tuesday. For us here at home, we also have advisories in place, this is a flood watch for the entire bay area which means all of us could experience the ponding on the roadways, minor flooding, the minor slides and we have wind to come along with this storm as well. This could bring down the powerlines and the trees, we know how it goes, right . We sort of have been through it at least a handful of times already. This goes until Tuesday Morning as well. So we have advisories in place, start later today, go through tomorrow morning, we have plenty of rain coming our way. When i come back, put a time line on this system, talk about how much rainfall we are going to get and in the extended forecast when we will finally get a break coming up. The National Weather service as well as rosemary warning about the potential problems with this next round of storms rolling through the bay area. Got to get prepped for us. Filled reservoirs and creeks to their highest points in a good decade and allie rasmus is joining us live in pleasanton with one example of how the bay area is fairing with all of our wintry weather. Good morning. Reporter good morning. Yeah, theres a bit of a break in the rain here in pleasanton. Seeing a little bit of sunshine and blue skies after a rainy morning when we first got here, we are standing next to the Pleasanton Canal, which residents tell us has been higher in recent weeks than they have seen it in years. This canal feeds into gold creek which is about probably a 15 minute hike away from where we are standing. Residents and people who live nearby say over the past month that creek is as high as its been in years, possibly even a decade. You can see where the water level is. Show you the video of that as well as signs of erosion along the creek were part of the mud and dirt and banks have washed into that creekway. But some of the people who run and walk along this Pleasanton Canal in gold creek say it is a nice change seeing the water level so high after this creek was nearly dry for several drought years. Its wonderful to see every morning when i come out here and its it looks like everything is getting the water it needs. Reporter now, in other parts of the bay area, some roadways are getting more water than they need, causing problems for commuters. We are talking about in novato, highway 37, it remains a problem, it is still shut down and has been on and off since february 9th because of flooding on the marsh land is sits on. Nearby levee also broke next to that highway inundating the roadway and the highway itself has been sinking over the years. So caltrans has come up with a longterm fix to raise the roadway, add new drainage pipes but the cost is pretty expensive. Up to 11 million or more and theres no time line to reopen that roadway. Now, on this president s day Holiday Weekend, people might be heading to and from the sierra, Many School Districts in our area have the week off but keep in mind if youre heading up there, you probably want to do it today before this next storm hits tomorrow, chains are required on highway 50 between twin bridges and meyers in el dorado county, required between kingvale and state route seven interchange. Back here in the bay area in general, people have noticed some of their local creeks and streams higher than usual and depending on who you talk to, folks say its either a nice change or sometimes in some cases it makes people a little nervous, especially when some of these creeks are right next to homes and neighborhoods. Back to you guys. I know but for now, i mean, i know we are preparing for this really big storm but its sunny where allie is. Pleasanton, yeah, jogging out there, looks like a nice day but thats about to change. Enjoy that while that lasts. Yeah. 8 36 on the clock. Lets talk about President Trump. He is working today to fill the spot of National Security advisory after Army Lieutenant general Michael Flynn resigned last week. Going to be four interviews, those will take place in florida. The list includes Lieutenant General keith kellogg. Weve got former u. N. Ambassador john bolton as well, and then Army Lieutenant hr mcmaster, and then lieutenant robert caslin. Secretary of Education Betsy Devos is now receiving protection from u. S. Marshals. The move comes after an encounter with protesters at a d. C. School. Its not clear whether the protection is a direct response to the incident. It is unusual for the Marshal Service to protect a cabinet member. Those members received Security Protection through their own individual agencies. It is 8 37. This morning a lot of buzz around the president s campaign really president s Campaign Rally yesterday in milburn, florida. A star is born, a star is born. It was an event that the white house billed as his first reelection rally. Believe it or not, President Trump greeted by a cheering crowd. He focused on trade immigration and some of his Campaign Promises and at one point, you saw it earlier, the president let a supporter address the crowd. I hear your demands. I hear your voices, and i promise you i will deliver. I promise that. We the people, our movement is the reason why our president of the United States is standing in front of us today. President trump already has a lot of things planned over the next few days working on finding the National Security advisor along with signing a new executive order on immigration. And this weekend President Trump reiterated his intentions to have obamacare repealed and get replacement legislation moving through congress sometime next month. Its also time for the Senate Democrats to take responsibility for obamacare and to work with us to replace it with new reforms that reverse this nationwide healthcare tragedy. Its a tragedy. Yesterday Congressional Democrats held meetings all over the bay area making their case to save the Affordable Care act. Ktvus lee martinez has that story. Reporter across the country lawmakers are meeting with constituents. The talk always turns to healthcare and what republicans plan to do with the Affordable Care act. While republicans faced hostile loud crowds, Democratic Leaders in california were greeted by supporters. Real difference in the lives of the american people. Reporter democrats say they will not compromise on redrafting the Affordable Care act. But as the minority party, they will need public help. You have to talk to your friends in republican districts to tell them to call their member of congress. Reporter democrats argue medicare and medicaid are tied to the aca. We do have some republican governors who are helping us who have expanded medicaid in their states. Reporter Ohio Governor john kasich is one of them. He expanded medicaid in his state and says nearly 700,000 ohioans could lose coverage if the aca is repealed. As a way around, the President Trump and the g. O. P. s repeal of the Affordable Care act on friday two california legislators introduced a bill to provide a single payer state healthcare system. This is the moment where the power of the people is going to be what saves us against this repeal. Reporter a singer payer California Healthcare would under the single payer system the state would negotiate prices for services and prescriptions with the Healthcare Providers and pharmaceutical companies. Supporters say single payer could reign in high copains rein in high copays and deductibles. William chan says the state would also need to invest more in its healthcare system, something she says it lagged on for three years. Healthcare that plan was delicately balanced, it has to do with pharmaceutical companies, insurance companies, has to do with the pool, all with these kind of things. I believe california can do it but lets not let them do send it back 10, 20 years. Lee martinez, ktvu fox fox 2 news. Vice president mike pence took his first overseas trip. The actor set up a 24 hour web cam on a wall in albuquerque, new mexico. The only instructions are the words he will not divide us, written above the camera. Hundreds of people have gone up to that camera, repeating that phrase in some form or fashion since that camera went up, including this moment around 7 00 this morning. The world that we live in now, especially the one now run by trump and, in my opinion, is going to bloody hell but there is still hope, there is still so much good in the world, so much to be learned, so much to be discovered, its quite mesmerizing. I love the planet that we live in as corrupt and awful as it is. You will not divide us. And heres a live look at that camera right now in albuquerque. Got a few people taking a little selfie video. Selfie video. You can see that it seems to have a little steady stream of people coming to stand in front of it. I have a feeling it might be busy for a while too. To take advantage of this offer on a volvo s90, visit your local dealer. Good morning, bay area. Happy sunday to you. We are looking at partly cloudy, mostly cloudy skies to start your sunday, a few scattered showers already falling over portions of the bay area, with a pretty big storm coming our way as we get into tonight and through your president s day. Have a look at what you can expect for today and the extended forecast coming up. Thanks, rosemary. Well, we are now less than a month away from the largest public showing of asian and asianamerican films in north america. The International Asian american Film Festival known as caamfest starts in just a few weeks and entries include works from india, asia and north america. And joining us this morning is festival director. Thank you so much for coming in. Good to see you again. Thank you. 35 years of caamfest, its a good way to showcase the talent out there but we were just talking so much changed and tell me what people can expect from this festival that had you guys changing courses a little bit. I think our festival has always been Community First and we reflect what we want the communities to talk about and reflect whats happening and when we are talking about mainstream media, whether its oscars or looking at the kind of tense Political Climate we wanted to have a festival that can bridge bring people together to talk about these really important issues and also to really hopefully have a safe space for us to discuss, to share, to inspire people to move forward and do something within their community. And so when we are talking about the Political Climate, youve had a lot of films that are look backs at history and important moments in, you know, asian and asianamerican history and those are kind of taking a bigger platform. Yeah, absolutely. We really wanted to make sure that we had enough time at our festival to really talk about this, so our closing night presentation at the castro theater is the premiere of the chinese exclusion act which is a documentary that caam is so proud to produce and it talks about the only legislation in the u. S. That barred a group of people on their ethnicity and race and sadly its becoming more of a topic now and we want to make sure that all generations, all communities really know about this history so that we can hopefully avoid that in the future. Yeah, and today with the 75th anniversary of the signing of the executive order for japanese interment camps it also has a lot of discussions ongoing now. In terms of specific movies, because we have got a couple, youre opening your Opening Night movie, tell me about that one. One of my favorite, if not favorite film of 2015 is a tiger hunter. Narrative made by lena kahn and its the immigration story of Asian Americans moving to america and its really its a comedy, its funny, it talks about these really serious topics like immigration, about kind of the dynamics between multiple generations but it does it with levity, with smart storytelling and we are going to be at the castro theater. We know that these are important topics but we also, i think its important for us to laugh together, to come together and to have a moment where we can celebrate stories like this. So 35 years for people who havent been to caamfest before and now that we have got a little bit of time for people to plan it out and navigate it, its at all these locations. Tell people how it works. We are looking at the 35th anniversary and it gave us an opportunity to reflect back. When we started we were a one day festival in chinatown and now that we are 35 years later, we are in 15 venues, all around the bay your from San Francisco, oakland, we are in so many different neighborhoods and our programming has really shifted as well so we hope you like films and if you do, theres a slate of films to watch but we also have live entertainment, we have music, dance, we have spoken word, we have food programming, so if you like if youre more into food food is great and food is film. They go hand in hand, right . Absolutely. So you talk about communities. So it really is a place in all these different parts of the bay area which i think is great for people to come together wherever you are, you will be able to find a venue that fits you. Lets put the information on the screen so people can plan out your second week of march there. Caamfest kicks off march 9th until the 19th, San Francisco, oakland and you can go online right now and get tickets. We made that easy for you by posting a link on our website, just head to ktvu. Com and look for web links. We are excited for the festival so thanks so much for coming in. We appreciate your time. Thank you so much. Head over to rosemary, she has got about a few weeks to make sure theres good weather for that Film Festival. In a few weeks, yeah no pressure. Be getting close to springtime in a few weeks. Yes, indeed. We are looking at gray skies for most of us this morning. We do have a little bit of sunshine out there at times, but its not going to really last. We have the clouds that will continue to pull in ahead of the main storm, we also have scattered showers that will remain in the forecast as well. Go back to stormtracker 2, see if anything is shaking out there, early this morning we had a scattered we had scattered showers pull through the bay area, since tapered off, at least for now, sunny breaks in some portions of the east bay you can see here as we go to the north bay, just north a few scattered showers over the lake county area, areas around santa rosa mostly cloudy but mainly dry at the moment, along the peninsula a few scattered showers there and as we head to the sierra, mainly dry as well, there is a lake wind advisory in place for the sierra and then a winter storm warning expected when this system begins to ramp up a little bit later tonight and into tomorrow. As far as rainfall amounts here at home, an inch and a half for portions of the south bay to three, four, even 5 inches over portions of the central and north bay and the hills will be slammed with rain, it looks like four to 6 inches or so expected for Santa Cruz Mountains as well as the coastal range. The winds will be picking up a little bit later this afternoon. We have a wind advisory that starts for the entire bay area, 4 00 this afternoon, goes until early Tuesday Morning. Heres a look at your futurecast model, a few light scattered showers at this time. As we get into the evening hours, though, it begins to really intensify. So most of today will just be light showers, a little soggy out there, winds picking up in the afternoon, a flood advisory expected to also be from later this afternoon all the way into Tuesday Morning, continues to rain as we sleep and then tomorrow morning we wake up, we have got another heavy band rolling through the bay area, i stop it here at noontime, looks like it could linger over the south bay, so the south bay could have a morning of very wet weather. Here we are now into the afternoon and thankfully its a holiday and hopefully not a lot of folks on the roadways but we will have a lot of travelers going to and from. We have got some rain that continues and then if i take you into tomorrow night, its still raining so, again, we are not likely to see a break until really wednesday into thursday because it looks like we will have scattered showers in the forecast on tuesday as well. Anyway im giving you way too much information. Take a look at the rainfall amounts expected just today, anywhere from quarter inch to 1 2, an inch possible for the Santa Cruz Mountains but then as we go into monday night when again we are looking at quite a bit of wet weather for the entire day, inch and a half for san jose, 4 inches San Francisco, five san rafael. These numbers are trending even wetter than yesterday. Temperatures right now upper 40s to low 50s into the afternoon, upper 50s to near 60, mostly cloudy skies, light showers, with the heavier stuff coming in late tonight through tomorrow, a few showers on tuesday, a chance on wednesday, we start to see a drying trend wednesday, thursday and into next weekend. But, wow, i mean as we know, it doesnt take much for our rivers and our streams and our creeks to start flooding and the winds we are full. And a doozie tomorrow. We are full. Quote unquote. More coming. Thank you, rosemary. Yeah. More coming our way as well, chrysler issuing a big recall. The vehicles affected and why the automaker is pulling them. We will tell by that and much more right after the break. But it is going to be widespread enough that the entire bay area is included in this. Wind gusts to 50 Miles Per Hour along the coast, inside the bay, in our hills. Those are damaging winds. Those will bring down the trees and power lines. We have seen it before. Here is a look at your futurecast model as we roll through the afternoon on sunday. Hit or miss showers continuing. Here is tonight though. This is when it begins to ramp up. It will continue as we get into the overnight hours. Here is tomorrow morning. We wake up with a pretty good band of rain moving through. Keeping in mind this is just a projection. It could change a little bit. It could shift a little bit, slow down a little bit, speed up a little bit. But for folks on the roadways tomorrow morning, it looks treacherous. Thankfully it is a holiday and hopeful lien a big commute. As we get into the dinner hour, it is still hanging on. Monday night, still with us. It looks like scattered showers in the forecast for tuesday as well. Over the next 12 hours or so, we will take you through your sunday evening. Then as we get into president s day, by tomorrow night and into Tuesday Morning, after all of that rainfall has come to pass, three, four, five inches a possibility for maybe even our urban areas. It was an event that the white house billed as the first re election rally just a month into his office. President trump was greeted about i a cheering crowd. But william chan says the state would also need to invest more in its health care system. Something she says it lagged on for three years. The plan was delicately balanced. It has to do with pharmaceutical companies, insurance companies. It has to do with the risk pool and all of the kind of things. So i believe that california can do it. Residents looking at high water marks in homes and the local Elementary School suffered damage to the carpeting and the floor. It is east of the oroville dam. Releases were not part of the problem. It has nothing to do with the oroville spillway situation. This water is water that accumulated from the foothills and worked its way east oust the foothill out of the foothills. We have some right on the east side there near the Bay View District it looks like. Into the east bay, we have some over the east bay hills. To the north bay we go. Fairly dry at the moment. If we shift a little farther into lake county, scattered showers here as well. For your afternoon today, mostly cloudy skies. Scattered showers. Here is a look at the Atmospheric River. It has a water vapor loop. It shows a good juror of showing you all of the water in the atmosphere. You can see it stretches back to the hawaiian islands. When those two occur, we know we will get a good amount of rain. With that comes an advisory. A flood watch for all of the bay area. It starts at 4 00 this afternoon and runs all the way through Tuesday Morning. Going to bring wind with this storm. Also at 4 00 this afternoon, a wind advisory for the entire bay area, lasting until 5 00 in the morning. Some spots dont see the wind so strong. But it is widespread enough it will include the entire bay area and the hills will be very very gusty especially late tonight into tomorrow. Thats when the brunt of the system will move through. Today we could pick you have half an inch or so. Less in some spots. As we get into sunday night and into monday night, thats 24 hour time frame, take a look at the accumulation here. Anywhere from two to three to four inches for our urban areas. The hills are expected to pick up five, maybe even six inches. So a good amount of rain coming our way. Here is a look at the futurecast model. There is tonight. This is when it begins to intensify. We go into late tonight, overnight hours. Tomorrow morning, its still going. Tomorrow noon time, its still going. Into the afternoon, dinner time, still going. Tomorrow night, its still going. Tuesday, scattered showers in the forecast before we start to dry out. The Higher Elevations all said and done, you know, two, three, four, five inches of new snow. I should say feet. Feet. Not inches. Feet. Big difference. Lets talk oroville dam. That is still an issue. Take a live look at what is happening at the dam now. You can still see the damage. Now, the water levels and were talking about that, those are actually. 852. 852. That is actually good when youre talking about what it was. And the dangers. But theyre going to get a lot of rain up there as well. Right. Yes. Youve got the folks there still on alert. They have been allowed back into their homes. But one Evacuation Center is still open and theyre keeping that open. State water officials are concerned because when youre talking about, you know, the rain coming, anything is going to cause damage. The good news, they have emptied that quite a bit in the last week. Yes. They have a lot of room before the thing will overflow. With the streams coming in and the snow pack and all of that. Were talking about all these things. Its the longterm fixes that will take a while to really get yourself where youre like okay, thats fine, where youre not overly concerned. That alone over 200 million to repair. Yeas. Just amazing. Just a crack in the spillway there. All of the erosion going down below it. They will have to completely remodel that. And the power of the water still going.
