A 71yearold man was killed and the do suspects will be in jail the two suspects will be in jail today. Police say they killed Edward French and stole his camera on the morning of july 16th as he was taking photos of the sunrise. Just days before the twin peaks killing, mims was arrested for possession of a firearm by a felon. That has the victims friends and family asking why mims was even released from jail. He was arrested on the 7th and he was released just four days later. It makes you question the judicial system when you have a convicted felon in possession of a firearm that is released on his own reconnaissance and commits such a line us crime five days late. Mims and de cour are accused of robbery just two weeks ago. Alex savidge joins now from the scene with more on the investigation and what we are learning about the victim of the shooting. Reporter yeah. Good morning to you. Just a senseless crime here. The owner of this liquor store was gunned done right in front of his wife late last night. He was a husband, a father of four. And he was shot by an armed robber who burst into the place. This is jims liquor mart. You can see right there on the ground as we zoom in that someone has brought flours to leave here at the door of this business after what took place here last night. This business is inside of a Shopping Center near the next of white and quimby roads. Just before 11 00 last night. The owner of the store who was killed was 57yearold charlie ly. He and his wife were working last night when a masked man armed with a gun, came in demanding money. The victims brother told us that ly was taking a lap at the time behind the counter but woke up as the robbery began. His brother says that ly refused to open the register. And thats when the gunman opened fire on him. Regular customers who come to this store are stunned by the killing. I just couldnt believe it. You know, why would anyone shoot him . He is unarmed. He is an elderly man working for a living. Theres probably not a lot of money in there. It is just a problem. It is sad. My heart goes out like i said to the family. Reporter now, this store does have surveillance cameras. Police have been working throughout the morning to try to get some of that video in the hopes that they will be able to identify the shooter in this case. Maybe get a look at a getaway car, if in fact there was one used in connection with this crime. Relatives say ly and his wife very hardworking. They worked at this store they work here at this store seven days a week. Usually customers say the two of them are working behind the counter. Now, they have been robbed here in the past. They have also had several other people come in and shop lift from the store, according to customers. The couple has even posted some surveillance photos of people who have come in and stolen items from the store in the past. And, again, last night, according to the family, an armed robber burst in, wearing a mask, armed with a gun. And eventually opened fire on the store owner, 57yearold charlie ly. Chp officers in oakland and stockton are taking part in a Pilot Program to help the chp decide which body cameras to use. The officers are wearing body cameras and the cars also have dash cameras. The recordings have been useful in documenting evidence, writing reports and recording testimony. It allows citizens to know that were being transparent in anything that we do. They have the opportunity to view it after it has gone through the criminal procedures and released by the district attorney. After the program, the chp will decide which cameras work best. In november of last year, voters approved ll for a Police Commission to oversee the Police Department. That Selection Panel received 144 applications. Of that, 28 will be interviewed. The interviews begin today. Happy to be joined by oakland city Council Woman kaplan and the head of the panel. Thank you for joining us. Thank you. How did you whittle down the list to the 28 finalists . We interviewed everyone who applied to be on the panel. We had round one of interviews over the last couple of weeks. There were three Sub Committees, a selection committee. Each Sub Committee interviewed 35 to 46 of the original candidates. And then Sub Committee submitted names for round two of interviews, which begins this evening. What were you looking for . What quality or interest and perhaps what concerns. We were looking for i can speak to my Sub Committee. We were looking for people unbiased, who had a love and dedication to the city of oakland and wanted to see the city do well and prosper. And this Police Commission is a big deal. The strongest Police Commission we have in the nation. Of the first time that oakland has had a Police Commission. We were looking for people who would do a good job and unbiased and would look at the facts and evidence of the cases before making decisions. What about where . Where are you seeing these applicants coming from . Is every pocket of oakland going to be represented here. There was a legitimate concern raised about some of the flat land neighborhoods not having as many applicants. So i do think it is important as the Selection Panel moves forward that they ensure and i hope that they will that all communities are fully represented. And also i think important that we all keep in mind that part of why community members, myself and so many others, fought so hard to create this commission is to ensure public trust and public accountability. And so it needs to reflect that. Was it a priority not to have if this is even true, no former Law Enforcement officer can be part of this commission. That is part of the law. That is part of the law. That is in the law itself. Why isnt that allowed and excons can be allowed. Well, actually former Law Enforcement could apply to be on the commission. Former opd could not apply to be on the commission. Okay. Former or current Oakland Police officers could apply to be on the commission. And thats in the law. Thats in the law. But excons can . They can have a say. Yes. We wanted to look at the city the whole city. And we gave everyone an opportunity to serve on the commission. Everyone who had affects with Law Enforcement. I understand. Did you receive any applications from anyone with a prior criminal record. We did. Are they one of the finalists . I actually dont know the answer to that question. Okay. You talked about teeth. What can this commission do. This commission can hire and fire the chief and Discipline Police officers. This was voted on, wanted by the people who live in oakland. Correct. This measure passed overwhelmingly by the voters of oakland last november. It will create accountablability accountability. We have a lot of good officers. When there is misconduct, if there is no accountability, then People Lose Trust in the whole system. It is important that we have this independent commission so when there are allegations, the public has a place to go that is independent of politics and the Police Department it specifically can provide that response. What frustration are you hearing from the people that you serve in oakland about their voices not being heard. The concerns that im hearing have to do with the fact that, for example, in the sex misconduct scandal that is still being heard by the federal court, that even people who were held in the federal investigation to have engaged in wrong doing have not had any discipline. And even the former police chief who resigned that day was not given any discipline, despite his alleged involvement in the coverup. But you cant go back and discipline sean went. This is Going Forward. The commission will make recommendations Going Forward on new cases and ensure the public there is a place to go with their complaint thats is independent so they dont worry that political gains would determine who does or doesnt get punished. I keep thinking of the word integrity. Would you say that integrity is a keyword in trying to determine this Citizen Commission . Yes. Integrity has come up when we talk about who we want on the commission. It is important that the commissioners have integrity and are unbiased and look at cases for the evidence that is presented. I imagine youre also looking for a good age spread. Perhaps if im 18, i might have different views and input to someone who is 82. Were looking at diversity across the board. This morning im happy to be joined by the oakland superintendent kai johnson terrell. That are you most expected about in your new post going in the new school year. Im excited about getting into schools and seeing schools in action. Schools have been planning. It is a myth that educators have the full summer off. Most are professionally developing themselves and putting their plans into action. I can able to go to the school and see the plans come to fruition and see the excitement of the adults and students, thats what im most excited about. Youre a product of osd. As an insider, you will able to provide parents stability that hasnt been there for the past few years at the very top. Yes there. Is a growing trend in Many School Districts to try to grow and develop individuals and leaders from the superintendent to teachers, administrators from the system. It is who is in the seat but having knowledge to develop the conditions to have stability to move the district forward. Are all of the teaching positions filled at this point or are there still some open. There are some open ones but were working aggressively to recruit them. It is lower than it was last year and in previous years. Can you say a word about truancy. A number of cities have made it clear that the less time children spend in the classroom likely the worst their prospects are as they grow and become adults. Yes. One of the reasons why we Pay Attention to truancy is two fold. One, as many folks know, we get our revenue based on the number of students we have enrolled in our system and the percentage that they are actually attending school. But more importantly or equally as important is truancy is actually an indicator of literacy. We know it indicates literacy performance and graduation performance. The extent to which kids are missing more than 10 of school, even in Elementary School, that is an indicator if were not intervening or putting the systems in place and partnerships, that the child is more than likely not to graduate on time. It is something that we pay a lot of attention to. It is something where we are grateful to have partnerships with different organizations to work with families and get to the root. Lets talk more about the dollars and cents of ousd. In the spring last year, a lot of parents and teachers were upset 8 to 10 million being cut in the school year alone. Teachers telling me i dont have the funds to take my class can on a field trip. People saying i cant even laminate a piece of art that a little girl made in 3rd grade. How is that going to be solved or is it going to be solved . It is going to be solved. What were doing now is being more meticulous about doing some of the projections and the forecasting. Because were not really projected to have additional dollars from the state. So really looking to see where do we need to prioritize so were not having to make drastic cuts in the middle of the year. And more importantly, do a better job communicating when there are unforeseen circumstances, just like in your own personal finances, really if we have to do anything like that that were doing a better job communicating to our schools and stakeholders what is going on through the Budget Development process. I envision the family meeting where mom and dad say times are hard. We cant go on vacation. I need you to pull back on the excessive spending. It is one of my priorities. Organizational resilience. Using both our schools in the community to do creative problem solving. Similar to what you would do in the family when there are less funds coming in. Everybody saying, okay, what do we prioritize and what do we value. So were thinking of the system as far away from students as possible. A last quick question but one that is large in the mind of elementary patients. Enrollment drops by more than half when you look at k through 5 and the middle school years. Are you going to focus on keeping ousd Elementary School families within the district so they perhaps dont move somewhere else or pull their kids out and put them in private. Absolutely. Some of that is continuing our engagement to find out more detail what is it that parents want in terms of School Programs so that we can begin to offer those programs. Quite honestly doing a better job just getting the word out there of some of the programs that exist. We have programs that offer astronomy classes, maker spaces. But oftentimes a lot of parents dont know some of the gems that exist it in their own backyard. Really doing a better job of recruiting in terms of the program so people are choosing our schools. So were at the Carnegie Science Center with tip on the best way to look at the eclipse and get a great photo. You might want to think twice before you look up or snap a picture. It is focusing light on you that can harm your eye and ruin your phone or camera. Reporter here are four ways to safely see the eclipse. Number one, use nasa approved eclipse viewing glasses. It is never safe to look at the suns rays. Number two, use a cereal box. Cut out a hole that you can view through so youre not viewing through the pen. You have a strip of paper in the back and you can look through the hole at a projection of the partial Solar Eclipse. You can take your phone and point it into your pin hole projector and take an image. Number three, it is just like the cereal box but this time using a postcard. Bart police say he was on a train when he hit a man with bolt cutters and punched and kicked him. A firefighter recognized the suspect from the photos yesterday morning and notified police. Residents of a wealthy neighborhood in San Francisco are fighting to regain control of their private street after the city and county sold it to the highest bidner an online auction. The private community whose residents have included Dianne Feinstein and nancy pelosi. Now the street belongs to two new owners who watt them for 9 bought them for 90,000 in a private auction. Thats because the private street was considered a separate parcel and the Presidio Homeowners Association failed to pay the property taxes. If you fail to pay the property taxes for five or more years, you get placed in power to sell. That power to sell was recorded in 2003 and the records show a notice of sell was sent out in february of 2015, with a total of 994 owed in unpaid taxes and penalties. When we get ready to auction, we have to send certified notices to the address of record. And publish a list in the newspaper. And send the list to the board of supervisors for their approval. And did you do all of that . Yes. The notice was sent to the Presidio Terrace association at an address of 47 kearney street on the 6th floor in the financial district. An attorney for the homeowners said no one in the association knew about that kearney address. He says the homeowners didnt even learn about the auction until this past may, long after the sale. Well, what were doing today is were talking about the old shell versus new shell product. In maine we can catch lobster all year wrong. This was a main secret up to the last ten or so years. The difference is literally just the shell. Okay. So you notice the difference in color. Sure. This is the old shell. See how brighter this new shell is. You can tell by squeezing the side. You can see how different that is. Now, when we go to cook this lobster, the new shell versus old shell, the new shell has a gap in between the meat of the body of the lobster and the shell that gets filled with salt water. This makes it salty and sweeter. And also the lobster as it goes into the molting period has a relaxing state for about a month that makes the meat more tender.
