Im not saying i agree with that. Thats the way we go. Summer is the wild west at our house. I got home at 2 00. The kids still in their pajamas. At 2 00. Yes. I dont know if summer is what it used to be. They are scheduled with camp this and digital device that. I was outside all the time. My mom was home most days in the summertime. She trusted you would be fine. Yeah. I was rarely in the house. Yeah. Until dinner time. I remember playing outside a lot. And i try to do that with my children. They are in camps which i encourage. I used it ride my bike through the construction zone. That was not dangerous at all. No. Construction near my house when i was a kid. I would drive my bike all over the place. And no one thought anything of it. Sal castaneda living on the edge. Were going to talk about what todays kids are experiencing in the summer months. First to mass transit and a story we have been following for a year. Happening today, bart will finally finish installing working surveillance cameras on all of the trains. The entire project has taken a year and became necessary last year when bart had to admit that most of the cameras on the trains were just decoys. Alex savidge has more on the reaction that led up to the final tam camera being put in place. Reporter major milestone for bart. Good morning to you. Bart took a lot of heat last year when the agency made the revelation that twothirds of Security Cameras on trains were actually fake. Ever since then the agency has been working to outfit all of the trains with working surveillance cameras. Later this morning, that project will finish up. Crews will install the final Security Camera on board a train car at the maintenance yard in concord. The disclosure about the Decoy Program came after the investigation into a deadly shooting on board a bart train in january of last year. It appeared in front of what a it happened in front of what appeared to be a video camera. But they did not have video of the crime because the camera was not working. Now all train cameras will be recording. It puts me at ease. It is a little annoying that it took so long. But happy that it happened. So im just hoping that now it actually works. Theyre all up and running. Reporter those decoy cameras were simply a housing unit with a blinking red light inside designed to put the riders at ease and deter criminal activity. Now that will are working cameras on all trains or there will be bit end of the day today, bart says if you are a victim of a crime, take note of the car number you are on. That will help police track down the Surveillance Video and ultimately help with the investigation. Bart is spending about 1. 4 million on these cameras, the recording devices and the installation that has been going on for the last year. That is coming out of barts current operating budget. Thank you, alex. San Francisco Police are opening up about their tactics in stopping a knife yielding suspect without the loss of life. They were called about a man holding a knife and screaming. He made his way to the parking lot of the police station. Officers brat in the Crisis Intervention Team in hopes of deescalating the situation. Talking to the man did not work. Neither did firing bean bags. Police shot him with a. 40 millimeter baton round with a rubber tip. Basically what it does is allow our officers to create the distance and not come into close proximity of the subject while still being able to use a force option. This was the same weapon used last july to bring a four hour standoff to a peaceful end. Yesterday the suspect was taken to the hospital for a mental evaluation. We have an undate ton aa story we record an update to a story we reported on yesterday. People of color, particularly africanamericans, are being charged with more serious offenses than white people. Instead of theft, they may be charged with robbery. The Public Defenders Office says a 65yearold African American woman is a prime example of what is wrong with the system. Her client was roughed up by police after she accidentally spilled coffee on a woman and was charged with mayhem and assault with a deadly weapon. Im still afraid to walk the streets of San Francisco. So when i get that report and a 65yearold woman is in there, what did i actually see . The weapon was a cup of coffee. In a statement, san Francisco Police say the standard for an arrest is based upon probable cause. Whether a case moves forward or not depends on the District Attorneys Office ability to prove the case beyond a responsible doubt. The District Attorneys Office said there was no evidence of the Prosecutors Office adding charges or charging people in a way that suggests racial disparities. Mcconnell will keep working with republican whos are still on the fence about the senate bill to repeal and replace the Affordable Care act. A bill has been pushed back until after the fourth of july holiday because there isnt enough support to pass it. 50 of the 52 republican senators have to support it for the bill to move forward. Right now, there are at least 7 republican hold juts. Some say it doesnt go far enough. Others worry about how cuts to medicaid would affect people in their states. What i want is i want first of all the time to consider this thoroughly. To allow my constituents in wisconsin to provide their input and feedback. Yesterday President Trump held a meeting with republicans at the white house and says theyre getting closer to a deal. Democrats are promising to fight the bill, arguing it would only help the wealthiest of americans at the expense of the poor. It is the most indefensible bill that i have actually seen in 24 years in the senate. Medicaid covers one in three of californians. 14Million People would be at risk of losing coverage. Three in five nursing home beds could be jeopardized. One in two people were disabilities could lose care. The Congressional Budget Office says the senate bill would leave 22 Million People without health insurance. So far there is no word when a vote might take place. Governor brown signed californias 138 billion budget. It is the largest in our states history. The budget bill increases spending for k12 Public Education by 3. And boosts reimburse. For doctors and dentists that treat medical patients. We have 10 million more californians. When you recognize the kind of services that the state is responsible for providing, it makes sense that as the population goes, also our spending plan must grow as well. Republicans argue that the budget is bloated even though it comes with an 8 billion rainy day fund. We had a lot lot much input. But where the final deals were made, no. That was made by the Democratic Leaders and the governor. Reporter the new budget takes effect on saturday, july 1st. Some Law Enforcement officers are urging parents to delete a new feature on snapchat. One that allows people to follow your every move. The snap map shows your exact location and even shows if you are on a plane or in a car without giving you that information. Police officers say it is important to be very careful and say parents should talk to their children about this because it could put those children at risk to falling prey to child predators. Nothing is every private. Right. There are settings that you can go to make changes or to ghost yourself, quote unquote,. But it is never private. When you check in somewhere, when you add to a story from a concern event, your location is given away. Everybody is on social media, including predators. This is sparring a lot of conversation, even here in the news room. A lot of experts are reminding parents to teach their children to be selective of the people who follow them on social media. George lucas and the city of los angeles have cleared a way for a new museum. A 300,000 square foot state of the Art Institution is the vision of lucas and his wife. It will include storyboards, costumes and problems from various films and other film makers. This comes after the failed attempts to build it in the bay area and his wifes hometown of chicago. The goal of the museum is to inspire people to think outside of the box, to imagine whatever you want to imagine, to help build on the myths that bind our city and our people together. I call it a school for schools. Yes. It will be a place where over many lifetimes millions of people will come to learn and engage. To be educated. To be inspired and to be given hope. Lucas hopes to open the museum in 2021. It will be built across the street from usc, his alma mater. Coming up, an Alameda County judge is moving all arraignments to a new east bay courthouse. We will be live with the county defend says this is not in the best interest for people arrested and it isnt good news for their families either. A hundred miles . A thousand miles . How about less than a mile and a half . Crystal geyser always bottled at the mountain source. How fafrom its sourcelpine spring to the bottle . Travel how about less than a mile and a half . Crystal geyser is the only major us spring water bottled at the mountain source. All right. This is video of the east county hall of justice. The brandnew 147 million courthouse located in dublin. Where the presiding judge of Alameda County has determined that arraignments will be held. This is a way to stream line the legal process. Most inmates arrested in oakland will be tried here. For lesson this, we are joined by the alameda public defender brendan woods live in the studio. Thank you for coming in. Thank you. The judge gave an example of buses breaking down from the jail on their way to oakland, delaying the Court Proceedings, costing overtime. So the argument from the judge appears this will save the county money. I have not seen evidence of that whatsoever. When we think about what he is doing, he is now moving all in custody arraignments that normally occur in oakland and fremont to a courthouse in dublin. This will impact thousands of our clients and over 10,000 family members. In what way. The arraignment is a critical stage of the case. Oftentimes family members will come to court and advocate to get their loved one out of custody. That wont happen when they have to travel 30 miles to the area. They cant afford the 12 round trip ticket to dublin. The bart ticket. The bart ticket. Bart ticket and bus. When we begin to take court and Court Proceedings out of the community where theyre meant to occur, it has an impact on the families and the defendants. They will spend more time in custody. Alameda says this isnt our call. What are you doing and asking to change. Were asking the presiding judge to change his made. One decision made by one person that will affect thousands, thousands of people in some ways forever. What would you like to see happen instead . Keep it the way it is. Absolutely. Currently the system is working. Family members are able to come to court and advocate on behalf of their loved ones. Yesterday we had a young kid in court about 18 years old. He came to court and his aunt came and three of his family members came and we were able to talk to them. Because of them being in court he was released from custody. Let me play the judge in this is and ask the attorney this question. How does that actually harm a defendants case or a chance i should say out of a fair proceeding. Way it works is we as attorneys are there in court and we appear at an arraignment with our clients. Were their advocate to get them released. We also rely heavily on information provided to us from the family members present in court. Those family members wont be able to make the journey to dublin. The valuable information wont be provided to us. Is it your job to be prepared and have that information prior to the proceeding. Absolutely. We have to advocate for our clients. He will say he is in school. He has a ged. He has three or four kids that he needs to support. We can verify the information through the family members that come to court and advocate on his behalf. Why are they kept so far away to begin with . If theyre arrested and oakland and the proceeding is in oakland, why arent they kept in oakland before the arraignment . Theres no room. There apparently isnt room. There is a jail in oakland right now, north county jail, which possibly could be used. But the majority of the clients are held at the jail that houses more people. The people housed there. This is another argument that i read from the judge. Some of these guys and women are getting up at 3 00 in the morning, 4 00 in the morning. They have to get on a bus and so forth. It is affecting their own health while theyre at because they have to get up so early. Why not get bussed over down the street. I dont buy that. Court start at 8 30. They will wake them up and put them on the bus even from dublin to go to dublin. Every future Court Appearance will appear in oakland. They will be getting on the bus and going to oakland. It is just for one appearance he wants to hold at east county. And it will still have an impact and they will be waking up early. Why are we hearing about this now . The Court Building was built. Essentially when they were making plans to build it three years it took to build it. Yeah. Why didnt we hear opposition then. We didnt know about it then. About a year ago the judge said it was a possible plan. Nothing was final. It became final or what sounded like it was going to be final about a month and a half to two months ago. Thats when we began to oppose this. Would you say all of the crimes committed in Alameda County, the majority are in the northern part of the county . It would make sense to have the arraignments in oakland. I dont know what the percentage is. Is there more than 50 . To dovetail on that. Something that happened in hayward is not that far from dublin. Right. The plan was to move Hayward Court functions and dublin Court Functions to the new courthouse. Not the oakland Court Functions. Miles per hour toed to say there. 50 of our crimes occur at that oakland courthouse, are arraigned there right now. In general would you say Public Access to courts shrinking on a Bigger Picture in your professional career. Yes. And it is our job to make sure it it doesnt make sure it doesnt happenner. It will deny access to justice. Thank you for joining us in advance of your public statements. We will be right back. Thank you. At at t, we believe in access. Right now there is an event in San Francisco, mike, launching go bike, the bike share program. These are live pictures of the event in San Francisco. The program will put bike stations in five bay area cities, including San Francisco, while as you mentioned, mike, a couple of days ago i went to check out the bikes and to find out how it all works. Reporter hundreds of new bikes are arriving in San Francisco, being pulled off of the truck and put on the streets as part of a new bike sharing program. Ford the car company has teamed up with motivate, a bike sharing company to increase the chance that you will use bicycles as a commute option even if you dont own one. Need to get to work . You can use one of these blue bikes to get there for a relatively small fee. Through the Pilot Program we found out that bike share is hugely popular and there is a demand for bike share across the region in the bay area. We will be expanding bike share over the next two years. Reporter the Pilot Program started with 700 bikes and now expanding to 7,000. The bicycles will be available in 500 spots in San Francisco, berkeley, emryville and san jose. The number one thing we heard was there wasnt enough bikes or stations. It is about providing access to all of San Francisco and bringing ride share to the east bay and expanding in san jose to make it a regional program. Reporter the bike stations will be located right at the curb. To get the bike, use the ford go bike app on your phone or your clipper card. The bike sharing company says the bikes themselves have been designed with comfort and ease of use in mind. Everything on this bike is made so that literally anyone can ride the bike. Reporter just as advertised the bikes are easy to ride. You can virtually wear any type of clothing and they are also easy to stop and get off and on. Bike rides can be as inexpensive as 3 a trip. Ford has made adjustments in pricing to avoid encroaching on the bike sharing market. It is about short trips. From point a and b, from home to work and school. Reporter the company even has a bike train to get bikes from the station back to the service center. It is modeled after similar programs in new york city and washington, d. C. One of the things that i noticed was yesterday the Transportation Authority voted to put some of the funding for research on hold because they are afraid that this bike program might impede or impact rental bikes, the kind of bikes that you right around for tourism. Which is more expensive than the rates youre talking about. Yes. But this program ford and motivate are Going Forward with it. So the money that the Transportation Authority voted to withhold, i have a feeling just from following the story they will work it out in the next month. But the bikes are already purchased. Theyre there. This is going through. Theyre having their event today as you saw. The physical benefits of riding, you get your workout in my brother and sisterinlaw do it ever day. They love it. Saving money. Yes. Always wear a helmet like you saw me wearing in the piece. Thank you, sal. Aaa estimates 37 and a half Million People will get in a car and travel more than 50 miles away from home for the fourth of july holiday. That is a lot of vehicles on the road at one time. With the fourth of july falling on a tuesday, many are taking a four, maybe fiveday weekend which would make it easy to avoid some of the traffic. Leave on thursday if you can. Your second choice would be saturday. That would keep you out of the traffic on friday. A lot of tieups expected that day. That is likely to be the worst in the afternoon and evening. Plan on a rough drive getting home on tuesday, especially tuesday night when most drivers will be tired and in a rush to get home after the fireworks displays are over. Drivers at least one thing to be happy about no matter when theyre hitting the road for the holiday. For the first time in this century, gas prices will be lower on the fourth of july than on new years day. Summer gas prices are usually higher because of cleaner and more expensive fuel blends. This year the price of crude oil has declined so much that it is making up for the summer price jump. The average price for a gallon of regular gas is 2. 21. 12 cents than the lower of the area. Here in the bay area were always above the national average. We have seen prices drop 20 cents in the past month. The price for a gallon of regular gas in San Francisco is 3. 14. It is 3 3. 01 in oakland. They are expected to drop through the Holiday Weekend. Are you off tuesday. Im here until like thanksgiving. Ill ask the boss. You let me know. Go ahead. Coming up on mornings on 2 the 9, former 49ers wide receiver Terrell Owens returned to the football field. How former pro bowlers are trying to sell tickets. How parents can get their children to put down that laptop, phone, tablet, et cetera and get out there and have some summer fun. Seriously sometimes the boss comes out late and says do you want this holiday off. That never happens to me. One of my favorite little swimming holes a lake in oakland is closed until further notice. A toxic algae is blooming, creating danger for families and animals there. Reporter the blue green algae is back again. And it is adding to the list of things that you cannot do in this park now because of the toxic algae. You can no longer swim in the lake because it can be very harmful to your health. Since this is a nonchlorinated freshwater, the algae is a natural occurrence. But its bacteria can turn toxic in the water. If you accidentally ingest it, it will cause nausea and vomiting and you cant let your dogs near it because it can kill them. The lake was closed much of last summer because of the same toxic algae. The algae covered the whole lake and smelled horrible. They were hoping that this summer would be different. I was surprised to see the signs because last week there were people swimming and lifeguards on the beach. You cant swim here but you are allowed to fish. A warning says if you plan to eat the fish, throw away the guts and clean it with tach or bot with tap or bottled water. If you are look for a place to swim, you need to check the parks website first to make sure it is safe. My personal favorite is in livermore. Leigh martinez, ktvu fox 2 news. As we bring steve in, i want to ask you, steve, if some of this algae bloom may be because of the warm weather, some of the heat wave we had in the last few weeks in the bay area. I would think that would accelerate it from last week. The cooler weather would help. This was a problem even when we had the Drought Conditions because it was stagnant water. A lot of other stuff was washed in. So it happens every year it seems like. But i think the heat did accelerate that a little bit. It is a lot cooler theyre. Temperatures are beginning to rebound. It will be an average day for some to slightly below average. Inland temps are inching up a little bit. You have to be far away from the fog bank. It is retreating a little sooner today. Today it is more around 2500 feet. It still made an impact. Mpac most locations are running a little cooler. Some slightly warmer. Not a big deal. Napa airport down 4. 65 in the city. What is average . 67. The record 88 in 1942. Also day baseball after a long night game. It looks nice. I think you will get a mix of sun and clouds there. Still a delta breeze. Not a roaring breeze but it was up to 33 earlier this morning. Low clouds hanging on more to the north today compared to the south which was the case yesterday. Look for highs to be in the 60s to 80s. We are looking for a warmup heading into the Holiday Weekend but it will coelemic down on sunday. Seasonal temperatures. Started june off cool and got really hot. We will end it on the cooler side as well. Thank you, steve. You bet. Espn reporting that he will wait until the warriors complete the bulk of their summer transactions before resigning later next month. He will take less money to allow them to sign free agents such as iguodala under the calorie cap. There is a petition to stop the warriors from visiting with President Trump if he invites the team. More than 51,000 people have signed a petition asking the team not to accept an invitation to the white house this year. President trump has not yet invited the team. Just last week, the coach head steve kerr said the team should consider an invitation and it may have possible ramifications if they go. So our question of the day is about this report. Weve been asking you if the warriors are invited to the white house, do you think they should go . We will look at the poll results. 29 say yes. 71 say no. Felicia says i agree with coach kerr. The visit could go a long way towards the healing that this country so desperately needs. Lead by example. Another viewer said dont mix politics and sports. Renee says of course they should. Why not . Because somebody is mad that Hillary Clinton did not win . Get over it. Im seeing a lot of conversation. Someone will respond and someone responds to that. I love when that happens. I hope President Trump does not invite them. Trump is too good to golden state. Somebody replied stop your lies. Trump wants to deport and take health care and money away from those that happen to be brown. It opens up a question that opens up a lot of responses. Just go. It is the classy thing to do even if you dont agree with his politics. I hope trump does not invite the warriors. They have been disrespectful. Put politics aside. Kerr is right. Thank you for using our hashtag tvu. The fourth of july is less than a week away. And that means fireworks. The Consumer Products Safety Commission put on a demonstration in washington to show the dangers of fireworks. Organizers reenacted several scenarios lighting fireworks. Four people died and 11,000 were injured by fireworks last year. Ktvu Crime Reporter henry lee says a suspect is accused of selling the fireworks on craigslist. We followed up with a search warrant at the individuals house. Reporter police found these boxes of fireworks and arrested 21yearold ali on possession of dangerous fireworks. Ktvu found no shortage of fireworks ads on craigslist. I called a number with a 408 area code. He said he was shipping fireworks from nevada. He wasnt worried about being caught and, quote, in columbia, they deliver cocaine and none of them get in trouble. I dont think it is smart to advertise on craigslist or any other site for the mere fact that you never know who you are going to sell to. In this particular case, it was fireworks. To the police. To the police. Reporter the Alameda County sheriffs offices bomb squad was called in to remove the fireworks and now are stored in a special bunk. We keep them in a cool temperature outdoors insulated. So thats what we do. We take this very seriously. Most injuries to people and officers is not from explosive devices but from fireworks. Reporter these fireworks will eventually be removed and destroyed by the state fire marshall. In Alameda County, henry lee, ktvu fox 2 news. For more family Summer Vacation is in full swing. That means a lot of extra time for the little ones. How do you minimize screen time or find other ways to hold their attention. We have answers. An associate professionor of social work with Brandon University and the author of ignore it. Happy to have you joining us live this morning to talk about summer and how it is really not the summer experience that the three of us probably had. Right. I mean, parents are used to having the kids with their screens and the kids are used to want to be on the screens. To avoid the arguments, parents should think ahead to stop the kids from spending all day every day on the tv, on the xbox. By planning stuff for them to do. Right. Plan ahead. Have rules so they know when they can use the screen and when they cant. And lets plan activities to fill up their time all day. This is a hard task for many in the bay area. Many families are two parent working families. I looked into the price of camps and they can be outrageous, especially if you have more than one child. I think parents can Work Together with neighbors, friends, relatives. We create a plan so they can have camp at home for the day. One of the things that i am often noticing that im a hypocrite. I want my daughter to be off her device but im on my device. Right. Sometimes were on the couch on our devices. Youre like teenagers, sal. Right. If i stay off my device more and i have young children, do you think they will follow suit. Think they watch what their parents are doing. When they see your attention is here, theyre like okay i can pick up mine. I tell patients have a time that everybody has a basket and you put the phone and device in the basket. Even if its just for dinner or two hours after. You have to put your phone down if you expect them to. I love having activities that dont cost a lot of money. We went to makers fair in San Mateo County and i cant recycle a toilet paper roll or a piece of cardboard without my kids saying no. We need that. I think in the summer, we should be saving every box, hanger, toilet paper roll. Give them a full toilet paper roll. What . They will spend hours making things with it. All of the stuff that we usually throw out, they might make a computer out of the box or a race car. And that is creativity, something that they can work on together. Yes. Everything that we want. And also that once they make it, they will be playing with it for days. Yeah. It is not just the activity then. Let me get out my race car and do something in it. Doing your research for this book, what is the number one complaint that parents had about their kids, especially during this time of sum . That they are annoying, drive them crazy with whining and complaining and begging and tantrums for more screen time, whatever it might be. Theres an easy way to avoid that. Ignore all of the behaviors. The kids only whine and complain because they know it is effective. Do you think that parents set their expectations too high. We took a week off and went to the beach. And i was like were going to relax. And the kids fight all day long. Which i dont normally see because i escape to the office. Do you think we need to lower our expectation a little bit and not want them to be perfect kids. Definitely. I think it takes a day or two to settle in. Were not used to the routine of being all together and not used to free time. It takes a day or two for everybody inform to settle in. Some of that bickering is normal. They need to learn to Work Together. We need to give them space to do that. Later on in life, i dont remember fighting with my brother and sister. I remember going to camp with them. So the good memories are there. And the bad such we forget about stuff we forget about. Right. For my kids, the Vacation Time is when they bonded. They may fight more but theyre creative more and making annoying soppings and jokes songs and jokes. I think they need that time together to build up their relationship. Thank you so much for joining us. Helping parents everywhere since were at the beginning of the summer months. Coming up, supporting u. S. Companies from coast to coast.
