We do know that five people were rescued in your last live report. Have more people been rescued. Reporter at this point, no. They have drawn back the response. You see the water is still moving quickly. It might be tough to see but there is debris. That is what remains of some of this homeless encampment that was in the area. We had heard initial reports of 20 to possibly 40 people that called this their temporary home. The water started rising at 6 45. Fire officials got the call to come on out here to the golf course to try to pull people out of the water. We heard reports of people in trees on high water, desperate for rescue. Now at this point though fire Officials Say that they have scanned the water with the helicopter. They have scanned the water with boats. And they say at this point it seems that there is no one else out there. We have video of what that very dramatic scene looked like earlier as crews were rushing through the area, trying to find as many individuals in the water as possible. We saw two people pulled out of the water and brought in to emergency officials to get them the medical care that they needed. One of the Major Concerns of course is the cleanliness of the water. Fire Officials Saying that everyone in the water will need some level of decontamination. The water is dirty and potentially hazardous to everyone involved. We spoke with the fire chief or the fire captain rather who was here overseeing some of this operation. He says while they have drawn down their response, that by no means means that they are done for the day. We always are concerned. If were told there are two victims and we only find one, we will continue searching. That doesnt mean that we havent missed somebody. But we give it the best effort that we possibly can with all of the equipment that we have at our hands to do it. Reporter all right. Coming back to our live picture now. You can see these are some of the technical rescue workers who were out here earlier and in the water. We just watched as they went through a rather extensive decontamination, hosing off the gear and getting it ready to be repositioned and be staged again so that as they now shift crews and they bring on the daytime firefighters, they will be able to use the equipment if they need to to respond to out here. At this point, we can tell you that the helicopter has landed. They have cleaned off their equipment, preparing for the possibility of returning later in the day if they need to. Throughout the morning, you spoke live with a man who had just been rescued from the water, edgar. Tell us more about his story. And also where might he be right now. Is he on the side or is he getting warm and treatment. Reporter thats ailment good question, gasia. We have been down next to the water. So we havent had a chance to see exactly where he was taken. We know the people were taken for some level of medical care. We asked about their update. We asked for an update on their condition. The fire captain did not have an update. Edgar and another man and we saw live around 7 40, they pulled a woman out of the water. All three checked out. There were a host of ambulances and other medical personnel that were in the area to check out those individuals. Presumably those people are getting the medical care they need. Once they get them out of the water and the medical care they need, they are in good shape. Did the captain say what he thought the water was contaminated with . Reporter he didnt. He just said that is very dirty water. You can imagine weve had five years of drought and all of a sudden a lot of water rushes down through the area. As you can imagine, it will churn up everything. That includes anything that was laying alongside the creek bed, stuff that could have been in overflowed drains, that kind of stuff. All in that water way. A section on southbound 17 near los gatos remains close because of a landslide. This was reported last night near the lexington reservoir. Rock debris forced the chp to close both southbound lanes. Traffic is being diverted off of 17 to the junction to highway 9. No estimated time when the lanes will reopen. In the north bay, people are worried about the rising creek levels and flooding. It hasnt rained as much as expected. The Emergency Operation center was deactivated yesterday. The center respond today just a few weather related incidents. The creek is an area of concern but water levels have subsided. This morning the creek is at 5 feet. Flood stage is 13 feet. Many people who live there as well as Business Owners are using sand bags to prevent any flood damage. The Russian River is rising and one home could slide into the water soon. This house was built in 1969 and survived many rainy winters. Now the foundation is collapsing and slipping into the Russian River. The owners have tried to save it but a sink hole opened up underneath. Firefighters say the home will fall and its just a matter of time. This winter, a lot of talk about dams, roads and bridges and both the president and the Governor Brown agree that fixing the infrastructure is a great way to grow the economy and create new jobs. Tom has a series of stories this week on infrastructure and right now we look at our bridges. Reporter in the last ten years, 1100 new bridges and overpasses have been built in california such as this Napa River Bridge 13 months ago. Almost 600 others have undergone major reconstruction. Nonetheless the state has identified needed repairs on 4100 more structures at a cost of 13 billion. In his state of the state address 13 months ago, Governor Brown proposed increasing car registration fees and gas taxes to pay for an estimated 77 billion in needed repairs. Not just to our brings but our ravaged roadways as well. We have to bite the bullet and enact new fees and taxes for this purpose. Reporter what has happened since then . We still dont have the money we need to maintain the existing system we have in california. And we need sustainable funding to maintain our infrastructure. Reporter the Builders Association estimates that about 5 of californias 25,000 bridges are structural deficient. What that means is that about 1400 bridges in the golden state have some sort of structural defect that is so bad that theyre rated poor or worse. Nationally, 56,000 structurally deficient bridges are crossed by 200 million cars, trucks and buses. To put that in a more understandable light, if you put end to end those 56,000 deficient bridges, they would stretch all the way from San Francisco halfway to new york city, almost 2700 miles away. As the old saying goes, anybody who says you cant fix a problem by throwing money at it is talking about somebody elses problem. As they checked him for weapons, the man pulled out a gun and started shooting. The officers returned fire, wounding him. One officer was injured and is currently in stable condition. Just a week ago, the suspect was released from jail and just hours before the crash, police say he killed a male relative and stole his vehicle. The murder trial of sierra lamars accused killer continues in the south bay today. Last week defense lawyers turned their focus to a piece of rope found in garciatorres car. The memos allow planning to begin on an expansion of the border wall between the United States and mexico. As the members of the muslim community, muslim whos believe in the messiah, we discussed civil rights, religious freedoms, liberties with an added emphasis that islam teaches peace. The Trump Administration is pointing to a revised executive order on that immigration ban unlike the last one this one according to reports would not impact green card holder. Is that sufficient or not sufficient. We believe under the guidance under one leader that National Security although it is of paramount importance should not be implemented in a way that creates divides and should not do more harm than good. The vetting process should be extreme. Were up for that. But it should not cause barriers and single out on the basis of religion, color of the skin or gender. Have you noticed any difference since President Trump took office in the way that your members have been feeling or has it been business as usual in the what i that you feel about, you know, maybe traveling or anything like that . What have your members told you. Our community is a peaceful community. We believe the executive order was wrong and we need to tear down the walls instead of building them actually. However, the true teachings of islam is we follow the injunctions of the god, the prophet, and the owe pointed owe appointed officials. We do not result to violence. We have protests in a peaceful manner and we cooperate with the representatives and the officials. That is what we discussed with all of the congressmen and senators we met. The flooded creek caught them unaware. They were living in a homeless encam maniment along encampment along the water. We spoke on mornings on 2 with a with a man who says i was out there just days ago telling the Homeless People<\/a> to find safety, to get to higher ground. Joining us now on the phone, someone with the city of san jose, ray branson. He is in charge of the Homeless Program<\/a> for the city. Thank you for joining us. Thank you for having me this morning. Tell us about the effort that you made in the area that is now under so much water. Certainly. Last week we were notified by the department of Emergency Services<\/a> there would be a potential for flooding today and yesterday. So we deployed our outreach teams from our nonprofit home front to go out to the creeks to let individuals know about the potential for flooding in the lowlying areas. We also operated and activated our inclement Weather Centers<\/a> at four sites to allow Homeless People<\/a> to get in out of the cold and to safe conditions. Gasia mentioned our conversation the last hour. He is with the ministry. He mentioned and i wrote this down because he said its not a priority to help them out. You would disagree with that. You say you do have a plan when this happens. Absolutely. Its very much a priority for the city. We fund nonprofit outreach teams to provide outreach in times like this to get the people in safe in unsafe, unstable conditions and try to get them into polices where they can be out of the cold and out of the rain. When someone says no, i dont want to go, what is the next step . We dont have the ability to force people to leave. However, we can do everything we possibly can to make sure that people know about the condition thats are coming and to do what we can to make make places available for people to go if they want to get out of the life of this threatening conditions. Ray, do you find under normal circumstances people prefer to live along the creek than go into the certain Homeless Program<\/a>s . Is it a question that they have nowhere else to go or is it a question that they prefer to live along here . Obviously were facing a housing crisis in our community. And we need to develop a lot more opportunities for people to go inside. But ill tell you, we conduct surveys and census of people in the community and 90 of the folks say they would accept a house if it was made available to them. I think people want to get inside. And certainly nobody wants to be out on a day like this. Ray, so often we see members of Homeless Outreach<\/a> groups delivering supplies. Essentially helping people where they are, without saying thats it, you have to come to a shelter bed. Do you view those deliveries of supplies as sort of enabling what is ultimately a potentially dangerous situation . Situation . I think the best thing that we can do as a community is connect people to services that help them get stabilized and into housing. We need to get people out of encampment because those people are at greater risk when floods like this come around, when it is freezing outside, when they can be victimized. We need to get people inside and not put peoples lives at risk. I imagine this is something you that havent been for years. California has been in a drought for five years. This is the first time that we have been seeing pictures like this in at least that long. Yeah. These are very high water conditions. We were always concerned about it as people were moving further and further along the creek banks and area thats had flooded historically. This is something that we knew could happen. We just didnt know when. Okay. Ray branson, thank you for joining us this morning. We will be staying on this story throughout the day. People near manteca are being told they cant go home. They live in an area where a levee broke last night along the san joaquin river. The gap in the levee is being filled up with large rocks. It breached on the east side of the river forcing the evacuation of some 500 people from homes, farms, ranches. Evacuation center has been set up. Its unclear how long people will be kept out of the area. The latest storm rolling through the bay area expected to drop up to five feet in the sierra. Yeah. This rapid buildup is attracting skiers and snowboarders but also leading to more avalanche. Mark tamayo spent a day with the ski patrol to assess the danger and met a young pup that could be a hero when the next avalanche hits. Reporter the fading drought has left its work on the slopes. Over 35 feet of snow has piled up, a dream for skiers and borders. This year we have no idea what is going to happen. It rains. It snows. Everything is in gigantic proportions. Its like a winter on steroid snooze his team surveys the snow pack and the avalanche danger. He points out a part of the mountain that failed two weeks ago. It was surprising. We hardly ever see this area go. Reporter im standing up here at 9,000 feet the top of sierra at tahoe. The ski runs are off to my left. Behind me is is is canyon. Thats what we live for, to get into the back country with your friends. Nobody is around. Waistdeep powder. The best feeling in the world. Reporter he leads a team to minimize avalanche dangers. He says the storms have produced big loads on the existing base. It has a lot of relationship to avalanches. And when you overload the snow pack with a lot of weight with rain, it can be detriment. Reporter if heading to the back country, always do it with a buddy. Bring a shovel, strobe and transreceiver. It sends out a signal with a frequency. Im on send which means im sending. If i was to get buried, my partners switch to to search and they locate me. Reporter fresh snow can make any mountain unstable. This avalanche rescue dog kuno represents a select group that may save your life. This is his last season before retiring. Stepping up is sooner, a pup in training. It takes about two years of training before they are fully certified avalanche dogs. Thats the goal by the end of the year so he is Mission Ready<\/a> and ready to go. Reporter the crew is teaching him a game to find the first steps. Find the toy. Whats up. Reporter a run to the snow cave before one last call. Come get me. Reporter the cave is sealed and he hears the command to search. Theres never any discipline involved with search training because this is the happiest thing they ever get to do. They want them to be happy with the drills and happy finding the victim. Reporter the training exercises can easily turn into actual rescues. This winter has produced a couple of surprising images. Back in january, an avalanche trapped two men in this car and they were both rescued. This was a big knock on the door. A controlled avalanche at Alpine Meadows<\/a> pushed this mass of snow into a cabin. There has been one death. This report was filed from the Sierra Avalanche Center<\/a> after a skier was killed last december near mount rose. Were going to run this through it and see where the fracture starts. Reporter back country danger is real and will likely increase with storms moving in. A lot of the terrain has been getting snow and rain at different times even within a day. There are some things that ceos need to consider before making their own opinions known. Reporter Many Companies<\/a> and executives have decided to tack a political stance. From retailers taking ivanka trumps products off the shelves to companies pledging to hire refugees and immigrants in response to the president s travel ban. But how does this affect the companys image . Employees and stock . I sat down with ken wine who is an Investment Analyst<\/a> and wall street history buff about what he thinks. I am concerned as an american you have the right to express your opinion. But if theyre doing it as a ceo of a company, have you considered the other stakeholders in these companies such as upshareholders, the employees, the customers. And by the way, many of those customers might be government agency. Reporter he talks about Historical Perspective<\/a> on corporations and politics. Lets go back to the bush gore election. In many ways worse than this one. Down to florida with a few hundred votes. But there was a the destination of one of americas Great Corporation<\/a> was at stake, microsoft. I wonder if gill gates and steve balmer had made comments during the election, you know, there was talk of them being broken up by antitrust. That might have happened with the bush administration. At the turn of the last century, John Rockefeller<\/a> made his feelings known clearly about how he felt about theodore roosevelt. Guess what happened, the federal government took down John Rockefeller<\/a> and broke the empire up. Reporter he cites the famous quote dating back to the bible and reiterated by leaders overtime. With the position of wealth and power comes great responsibility. Pam joins us this morning to talk about it. We heard under armour ceo and nordstroms dropping ivanka trump. A lot of people vote with their dollar. They do. That is the concern. And thats what he brings up. You also have a lot of people working for these companies. Investing in the companies. And so what you say, good or bad, can affect your whole entire company. He brought up the example of, for instance, the travel ban and immigration. For a ceo to go to his or her employees and say, hey, we have your back, we want to make sure that youre not sent on a plane and away from here, were going to help you, instead of coming out against the travel ban or policies, it tells a different story for other people that might not agree with you. Why wouldnt a ceo knowing that what he says will alienate half of his customers because we are a divided question keep his opinions to themselves. It is an interesting question. Along with this White House Administration<\/a> and the policies it is precedent setting. We havent had a president so involved with corporate ties. And we havent had companies speaking out so vocally as often. It seems like everybody is a little more aggressive. Uhhuh. And ceos are like if you dont like what im saying, dont be a shareholder. Hit the road. Right. Part of it is social media. Right. The word gets out quickly. Much quicker than it used to. Thank you, pam. According to the National Safety<\/a> council the number of traffic related deaths in 2016 was 42,200. This is the first time that the fatality total has exceeded 40,000 since 2007. Here in california we have the second highest fatality increase in the country at 16 just below alabama. Also theres been an increase in socalled vulnerable drivers that include teenagers and motorcyclists. Along with more cars on the roadway, the council says one of the leading causes of crashes, distracted driving. And this morning, Oaklands High School<\/a> impact team drivers and at t are teaming up to educate students about the dangers of distracted driver. Allie rasmus joining us live at the school with a simulator designed to have students realize how dangerous not paying attention is out on the roadways. Reporter this is it behind us. Were in the auditorium of the high school where later this morning, students will have a chance to try for themselves this Virtual Reality<\/a> simulator. You see the goggles on the floor. This is the screen that people will see when they get behind the wheel with the goggles on. We will have a firsthand view of what its like to be in a crash when you glance down at your phone and get distracted and the impact that has. This is all of the idea of one of the students here, alec. Youre a junior here and your familiar. You decided to make this happen because of something that happened last year. I was driving too fast and i looked down at my phone and when i looked back up, i was out of the driving lane and started swerving uncontrollably. And i ended up flipping the car and it was completely totaled. And i crawled out and im lucky to be alive. Mom, you were telling me that that experience was so impactful, so traumatic for you. What did you decide to do. I decided to make a difference. I didnt want another family to experience what we had. The Emergency Responders<\/a> said that it was quite a miracle that alec was alive and barely injured. I wanted to spread this Important Message<\/a> of distracted driving and reckless driving and it being the number one teen killer. I didnt want another family or child to go through this experience. Thats how this got started here. Alec is getting behind the wheel right now with the Virtual Reality<\/a> goggles. This is your apparatus. This is your project. How exactly does this work . What is alec seeing. He is a virtual driver right now. Were showing every student the consequence of distracted driving. Alec as he looks around. He is watching this person as you see on the tv. He is about to hit that car in front of him. Yeah. Were reminding everybody that when youre behind the wheel that no posts or texts or a selly is worth your life or somebody elses life. This comes to a point where when the people behind using the Virtual Reality<\/a> goggles see what its like to be hit on the road. They actually experience a crash with the Virtual Reality<\/a>. Yeah. In about 15 or 20 seconds from now, as he is driving, he will look at his phone and its that one ambulance when you take your eyes off the road for a second that can change everything. At at t we remind you that it can wait. It is not worth a life when youre texting and driving. You mentioned that its the number one cause theres the crash that were talking about. Thats what people see. Alec, how impactful is that to see that. It is pretty impactful. Scary. Does it give you a flash back to when you were in your crash. Definitely. Do you think that Technology Like<\/a> this could convince people. Yeah. Its going to help. We want to prevent as many collisions as we can. It is the number one cause of death for teens. Anything that we can do to help to imbed in their minds that it is not a good idea, well take it. We have heard about Car Manufacturers<\/a> putting technology in their vehicle so a phone is disabled when youre driving, to prevent the temptation of being distracted. Do you think its going to take that kind of technology to really make people and teenagers stop this . We use education and enforcement. Sometimes we need help from technology. This is great, simulators like this i understand that some consider manufacturers are making it so you cant use the phone while sitting in the drivers seat. Im not sure we can wait for that. We need to convince people before the Technology Comes<\/a> out to stop texting and driving. Thank you, officer. What do you think of the Public Transportation<\/a> throughout the state . Specifically in the bay area. We were talking about infrastructure yesterday. Saying take the money from the bullet train and dump it into roads and bridges. We have read negative ones. There are some positive. Extremely well. Compared to most major cities it works well. My only complaint is they dont run 24 7. Michael says Public Transportation<\/a> in San Francisco<\/a> is one of the best in the nation. However he writes it is insufficient. In a story you will see only on 2, a San Francisco<\/a> firefighter is arrested for a misdemeanor Domestic Violence<\/a> violence at a daly city restaurant. It is the same firefighter at the is not enter of a scandal at station 2. Ktvus Tara Moriarty<\/a> joining us live from the hall of justice with more on this story. Tara. Reporter Daly City Police<\/a> arrested 54yearold sam romero last night for hitting a 40 yearold woman. It is the same woman who filed a harassment claim against several firefighters at station 2 in San Francisco<\/a>s china town last year. Now, several witnesses said that romero slapped the victim extremely hard across the face in front of a room full of people and left the restaurant. Romero was booked on misdemeanor Domestic Violence<\/a> last night. And for authorities to classify this as Domestic Violence<\/a> means that there has to be or has been a romantic relationship between the suspect and the victim. Romero has long denied an affair with the woman who worked with him at station 2 until he and other firefighters were transferred out pending an investigation. The victim claimed that several firefighters at station 2 had mistreated her, spreading feces on the womens bathroom floor, hiding her boots during an inspection among other things. Ktvu spoke with self of the firefighters back in november who denied the allegations. They said that the victim made up the story to deflect from the fact that she and romero were having an affair and romero showed favoritism to her. Relationships are allowed but only if disclosed to the administration. And in this case, that never happened. Live in San Francisco<\/a>, im Tara Moriarty<\/a>. About being to you. Thank you, tara, for the report. Students are narrowing down where they would like to go to college or maybe theyre just making a list of things to take with them. While excited, nervous or anxious, everybody experiences this transition in a different way. Letters from stanford, 125 years of correspondence from students from stanford. Thank you for joining us this morning. I cried and cried that first night i went to college. I went to a concert. He went to a concert. So personal. I remember it like it was yesterday. Is that what you found in your research as well. Yes. We have lots of letters from the first days of freshman year. It starts out with a chapter on first letters home. Did you find through all of the letters a common theme or completely different. Lots of common themes. Like what, for instance. How do i do the laundry. Please send money. Please send fill in the bank for 125 years. Please send is probably the most common phrase. Do you find it harder to keep records of this sort of then now. When i was in college, there was no email. Im old. But now theres email. People correspond that way. How do you keep track of that . We about two years ago we put out a lot of the word around the Stanford Community<\/a> for people to send in emails and texts. That is still something that needs to be worked on obviously. And also ran across a lot of people who wrote letters or had letters that their relatives wrote but they have thrown them out. Oh. So people delete emails and throw out letters and delete texts. Why, allison, why did you want to do this . Theres so much connective tissue here. No matter where someone goes to school or maybe what their first day was like, theres a lot of Common Threads<\/a> about growing up, moving away from home, learning about yourself, learning about the world, trying to figure out where the heck you fit in. By the way, how do i do laundry. It sounds like a sociology class. Exactly. When our time comes to send off our children in 15 years, is there any advice to take away from this book so my child doesnt cry his eyes out the first night away from home. Let the voices from the book speak about their experiences. And i think they can be very comforting for High School Students<\/a> and parents who are thinking about transitioning their kids transitioning to college. In the 40s, the 70s, the 90s, we see students struggling with friendships, roommates, academics, finances. And i think its comforting for people to see how people have moved through that. And made it to the other side to the graduation. Right. One of the items that i notice you talk about or write about is some stanford students earn money by cleaning off bricks that have fallen from the earthquake. I remember getting that first job in college. Wanting to take that step of being independent and making my own decisions and saying this is a good thing to do. I want to do this. Growth and independence is key in the letters that youre seeing. It is key. But i think a lot of students present that but there is a constant sort of looking over their shoulder to home. Theyre straddling home and the rest of their life. No matter what decade you write about . Yes. There is that feeling. That commonality. My parents made it clear that i could go back home. Absolutely. And it made it easier for me to leave. I didnt go back home but they made it clear that i could go back. Allison, thank you for joining us. Letters from stanford. Wonderful.
