to start up in the north bay, and it is now a missing persons case that has turned into a homicide investigation. >> the body found has been identified as that of an 18- year-old. >> alex savage is live with the victim had graduated from high school earlier this year. >> yes, certainly it's a tough day and we are here right now on the state university campus which is close to where this young man graduated in june. this is where his body was found just be on the parking lot in a wooded area the thick brush. he was found on wednesday. you have some search and rescue volunteers who are going to be walking through the area looking for additional evidence. you can see that the area remains taped off. and let me show you some pictures. he had just graduated from high school in roanoke park. and investigators have identified the victim as the 18- year-old kirk kimberly. his family reported him missing on october 17 when he was last seen riding his bike to a friends house. now, it is high school, we are told that there are grief counselors on hand for students and teachers. is a respectful young man. and, he kept his own business. and, talking with the team and his teachers he was a while you liked young man. he had a sparkling personality. he was the type of kid that other students admired. just a beautiful human being. >> and, even though his body was found here, they have just confirmed for us that he was not a student. and, bringing in with the sheriff's office and the sergeant. talk me a little bit about why this area behind us, the crime scene is still taped off and what the search and rescue volunteers will be doing. >> yes, it's taped off because we are still considering it a crime scene. we want to pick up any additional evidence that may be left behind. our search and rescue team assembled here this morning and they will be searching about a 10 acre area of land. and, we will be collecting any type of evidence. >> what will they be looking for quick >> anything that stands out, any bit of evidence, weapons, insurance, clothing, anything that -- instruments, clothing, anything that left behind at this time. >> reporter: can you say how he was killed a quick >> we do not want to release that for fear of tampering with witnesses accounts and so forth. >> i know it's very early on but obviously people will wonder if those are in any certain direction. you have people of interest anyone involved in the homicide quick >> it's still early in the investigative process. we spent all night performing the autopsy and getting him identified. so today begins that investigation and we would ask anyone who knows anything about him to please give us a call at least in the last few days of his life, the need to get started. >> and i know that that your game plan. and, we will figure out what the victim was doing. a major homicide investigation is underway and again, they the search and rescue volunteers who will spend a good portion of the day coming through this large area almost 10 acres or so looking for any additional evidence. >> and conscious to clarify quickly, he never made it to his friends house that he was heading towards? >> he was last seen it going to a friends house. do we know he made it if you'd best if he made it to the front house? >> we do not know at this point. >> that's part of the investigation. they are trying to piece together the last couple of weeks and the last couple of days to figure out where he was. >> the countdown is on to election day and tens of millions of people across the country have all ready i'm going to be sick at all? >> well, the health advisory that was put into place by the california department of public health is from her in court county north. so south of that -- marin county north, so south of that it should be okay. and, levels that they have seen come in it's not you know, entire be every crab it's just been a few. so, as a precaution they are just saying, eviscerate the crab before you eat them, so everything else should be fine. >> and, does the drought have anything to do with that? and, what exactly makes it a factor? >> it actually comes from an algae. it is naturally occurring during the summer months. it's impossible to predict but it does happen every year. what typically happens is by the time that the crab season opens those water temperatures have really kind of squashed. and they have metabolized it out of their bodies. and last year even though we didn't see a lot of the rain, there were warmer ocean water temperatures that persisted a lot longer which is why they believe that is what kept the acid along -- around a lot longer. so it didn't metabolized as fast. and, that's why it was delayed all the way to may of this year. >> jordan, i don't remember stopping the sale of crabs has it happened before? i remember it last year because people couldn't have crabs for things having. is this something that is a new problem? >> actually, lester is the first time that it was ever delayed due to the acid. it has been delayed for other reasons north of that. and, they need to check that it is enough on the animals before they open the season. so, it has been delayed for that reason but never had it been delayed because of that. and with that said, a lot of people may have become sick from the in the past but just not known that it was that i was making them ill. and they really haven't been tracking it since then. it's really more of a recent thing that we have been tracking. >> so, i have been to half moon bay, in fisherman's wharf, you name it, the commercial guys are excited. i know that november 13 has been the date that has been set. are you guys giving the green light on that to go ahead for that? >> i really can't tell you we don't know at this point. >> why? >> why do you not know? >> i just don't have that information about whether or not they will close the crab season. they are continuing testing there is today, new developments are expected surrounding jasmine of buzz lynde in the bay area police sex scandal. the district attorney's office will hold a news conference prosecutors are expected to say if charges will be filed against law enforcement officers. she claims she had sex with officers from law enforcement agencies all around the bay area and that in some cases she was under age at the time. last month prosecutors charged seven officers in connection without scandal and former oakland police officer terrel smith is facing five charges related to a sex abuse case. he was charged with five misdemeanor counts of improperly accessing computer databases. they say that he looked at the criminal records and gave information. smith has since resigned. funerals are scheduled for the to iowa police officers -- two iowa police officers. only members and friends will be gathering on monday for the funeral of sergeant. anthony. he was killed about 20 minutes after officer justin martin was fatally shot less than 2 miles away. the funeral will be on tuesday in his hometown of rockwell. yesterday the suspect was charged with two counts of first-degree murder. those are just some of your back and it looks like the weather is perfect. the celebration is underway. problems on a busy corridor, what officials are doing to try to fix this. happening now, taking a live look at what is happening in the city of chicago, a big victory parade is underway for the newly crowned world series champions the chicago cubs. it started a short time ago at wrigley field and it's ending up with a huge rally at grant park. they are all sitting in those open-air double-decker buses. and, the city expects 5 million people to show up to the celebration and from this live picture, i think that they disaster can quickly turn deadly the driver of this bmw never made it to work after they were rear-ended by a big rig just before 6 am on 580 w. and, they say that the big rig was going 50 miles power and never stopped. it changed the cause -- a chain reaction. and, several people were injured one person was killed. >> that accident is just one of 72 total accidents this year alone on that 580 interchange according to chp. >> over the past 10 years they saw a peak in accidents in 2006 and 2007 right before the economy crashed into thousand eight. now again we are in another period of economic growth creating more congestion on the interchange. >> it's very busy, and brings it all to the bay area. we have increased traffic because there are so many homes. >> you will find new construction homes and there's more to come. the city plans to add 2000 more households by 2021 neighbor in pleasanton is no difficult looking to increase the numbers i 1500 between now and 2022. and right now more than 70% of residents drive along to work. >> we create more housing where will those people go? >> it's a fair question there to find out how they are planning to handle the influence -- influx? >> we are aware that we are monitoring that. >> they tell me they are gathering information for a future project that the transportation commission is working on. >> modernization of the interchange on offense and on- ramp going to be something that we are looking at. >> they oversee planning and policy and tell me that voters approved $20 million to address those. >> we are about to embark on a study to really determine what the final design should look like and what the construction costs would be. >> drivers that i spoke with are skeptical concerned of the timing and sees inability. >> they can expand those lanes. there's not enough room. they will have to start going multilevel. they're going to have to start stacking. it's not going to get any better. >> what would you in the transportation commission say to drivers who feel that way? we feel that there's a project that it's not soon enough? >> well, one will not solve all of those issues in the bay area. so we are working on a full suite of projects are working on the 680 northbound lanes we just opened the 580 express lanes and we are seeing people having 20 to 30 minutes and those lanes. >> so people who are looking for a quick temporary fix will see relief sooner rather than later? >> that's correct. they're going to be constructing those northbound lanes starting next year so, there will be released in a couple of years. >> for many drivers who spend most of their day five days a week gassing and then breaking a couple of years still is too long. >> i don't stress about it anymore it's just a part of living in california. >> in the first phase of the project which is that daddy is expected to's -- that study and is expected to start been. and they will be looking for additional funding. it could cost upwards of $1 billion. and right when they opened that interchange -- because they have redundant a few times the problem started right away. and i don't think that you can plan ahead because you do something and then a few months later that >> right. >> so hopefully that will change because we see a lot of crashes every day from 580 westbound they see a lot of accidents hopefully not only are they an eyesore but they are dirty as well as dangerous. not only do people who live there but for the public. the fire department recently released statistics that show over the past two years the number of fires has tripled. this is video of a fire last november and it was a fire ignited at a homeless encampment. the average number from 2005 to 2013 was around 30 fires a year but last year that number spiked to 100 and this year it is projected to be even higher. the supervisor offered at which would ban homeless tenants. >> it is the fires, it's a drug abuse is the other criminal activity and the rodents in the feces that we see. >> what they're doing is trying to demonize the population make everyone get more and more scared of homeless people. >> and, they say that with the basics and what you know, you would add that to your legal cookies, add a little danger, -- ginger. yes, just play with them. >> so i should branch out from chocolate chip? >> absolutely not. >> and you are required to do it from scratch. i have done things from scratch following recipes and things taste better. can you tell our viewers, it's not that hard. >> absolutely not, i feel like it's easier. when you know exactly what that process is going to be it's going to be the same thing every time. and it's done. and i feel like you can taste the love and the handmade part. >> i enjoy watching the shows, i'm not really a baker. and i always get entertained when especially, during top chef when they're like you have to make your final dessert. but someone who's a baker how are you
