couch. >> we will talk about it throughout the morning. first to developing news. it comes to us from the caribbean. people are concerned. hurricane matthew is roaring towards the southeastern part of the u.s. right now president obama is speaking to reporters. he is at fema headquarters in washington, d.c. we're monitoring his talk in the news room. we will bring you his comments as soon as we have them. this comes after the governors of florida, georgia, south carolina and north carolina have declared states of emergency and ordered evacuations along their coast. the storm slammed haiti, cuba and the dominican republic overnight. it has caused 11 deaths. matthew is headed to the bahamas and expected to make landfall in florida tomorrow night. with more on the story including president obama's comments later on the 9. >> the other stop story -- top story, a debate with a lot interruptions. reporter caroline is joining us live from the site of the debate last night in farmville, virginia. caroline. >> reporter: good morning, guys. this is a real contrast in style. you had a feisty and energetic tim kaine versus a cool and collected mike pence. >> how do you know that? >> reporter: both candidates doing their best to keep the attention focused on their running mates. tim kaine repeatedly interrupting to take jabs at donald trump with mike pence offering critiques of hillary clinton. trump supporters say the frequent interruptions show that the clinton campaign is out of ideas. >> he sounded like all of the hillary clinton paid advertising. he sounded like what the campaign -- he kept with the same sound bytes. >> after the debate, kaine struck a defiant tone, continuing his criticism of the republican nominee saying pence did his best when trying to defend donald trump's controversial statements. >> we're going to do everything that we can to make sure that the president leading that celebration is a woman rather than somebody who offends women every time that he opens his mouth. >> reporter: now the question is what impact will it all have on the polls? experts say while the vp debate was important, the focus is now back to the top of the ticket. >> these polls are close. >> they are. >> that's why you're seeing trump in november nevada today really competing heavily there and the battle ground states. this is decided by a handful of states. >> reporter: the vp nominees are back on on the campaign trail today and clinton and trump meet again sunday night for their next debate. back to you guys. >> thank you, caroline. looking forward to sunday night. >> yes. >> let's talk about what happened last night. joining us on the 9, political analyst joe tuman. and san francisco senior political writer from the chronicle. joe. you know what i mean. it sums up a lot of people's reaction. the vice presidential debate was hard to watch. i had to turn it off. especially for those first 20 minutes or so. they were talking over each other. >> yeah, they were. and the moderator was not effective at controlling that. but they were not going to listen to her or him or anybody at that point. they were going to do that. i thought mr. kaine, senator kaine in that exchange was veering between rudeness and reminding us about gore's performance. i know the answer routine. it's off putting for a lot of people. he did less than that later. >> was that his job to get there -- it doesn't matter what people think of him. >> that was the game plan. >> to get there and make as much stick to donald trump if you will. not really worried about him but more worried about calling trump out. >> yeah. and not only call trump out but force pence to defend trump which is where he went for the rest of the debate. and so not fun to watch. but we were also watching pence's inability to respond on those things other than shaking his head or sitting in silence. >> joe, you wrote in the paper today. plenty of irritation. >> yeah. i was irritated. as a viewer. i was thinking as an undecided voter if you're tuning into this right now, what did you learn from that? they are yelling at each other. he said she said at the same time. if i want today hear that, i would stay at home. it was painful. it was painful to watch. i learned nothing about either of them until joe and i were talking about this towards the end you got to see them as human beings where they were talking about their faith and tough decisions they had in their lives where they had to wake their politics versus their faith life. that was the only real person relatable type of moment in the debate. >> nobody stuck around. >> no. >> the few people that i spoke to, like the gentleman who tweeted who tuned out in 15, 120 minutes. >> no. people were gone in 15 minutes. i would love to see the overnight ratings. >> do you think it did damage to donald trump or hillary clinton. >> no. as we talked about the other day. do no harm to your ticket. neither did any harm to the ticket. it was kind of a scrum for 90 minutes. as unwatchable as it was, you didn't see a person as a winner or loser. >> we talked about this off the air. many people have made up their minds. there used to be swing voters. >> yeah. >> i'll answer your question this way, sal. in this election cycle an undecided voter is trying to decide whether to vote or not not who to vote for. and that risks i think in hillary clinton's candidacy than donald trump. it also is part of the reason along with having two other candidate that's both of the candidates are in the mid-40s percentage rage. you have to be over 50% to win this thing. >> what can we expect at the next presidential debate? will donald trump study more? will hillary clinton try to be more likeable? >> i think the challenge is it will be interactive. real people in the audience. a much more intimate setting. most of the time when he with crowds they are a hand picked audience and they're on his side and amped up. he won't be able to do what he does with those crowds. he will have to know how to interact with the awed eps. body language will be good. he is going to have to as bill martin did i feel -- bill clinton did, i feel your pain. it will be interesting to watch. so will hillary but she has done these before. >> this is a town hall format. >> yet. >> years ago i did academic work for the bipartisan commission doing focus groups to select the most popular forum. town hall is everybody's favorite to watch. it's also a format that trump might be comfortable in because he does have that sort of showmanship that goes with walking around in front of a crowd and owning a stage. i think he will be comfortable in that. i don't know that mrs. clinton is as comfortable in that kind of format. in the 1992 election, for example, george bush looked stiff. bill clinton loves that stuff. >> that was his thing. >> yeah. >> i'm not sure that's her thing. i think for both of them, especially in this case for mr. trump, that he needs to avoid the mistake that he has made continuously throughout this debate, debate process and the election of reinforcing his negatives. i think also the paterno owe since we're talking about interruptions of interrupting mrs. clinton repeatedly reminds women that men talk over them a lot of the time and there's a gender issue there. >> not to interrupt, but. >> yeah. >> is men interrupting men different than men interrupting women? >> i would think that men interrupting men is part of the competition that stupid men do sometimes. and the other man might be flustered by it but not -- it's a form of competition. i think when men do this to women, women sometimes suffer this but on the inside they think -- if it's ever happened to you, i'm waiting for this to finish so i can get my words in. to the viewer watching this, it's -- it's a bit form of disrespect. >> did either one look presidential? >> i think pence looked more presidential. calm demeanor. very measured voice. now, that's on appearances. i think he won the style war. i think in terms of the style points i would not give many to kaine last night. maybe that was not part of the game plan as we talked about. >> actually i don't. i thought that pence's nonverbals made him look uncomfortable. i mean, i was reading his nonverbals. in the statement that he made near the end of the debate before he said there you go dragging out that mexican thing again. mexican thing. oh, boy. he said donald trump is not a polished politician. if i was translating his thoughts there and his words, it was i'm tired of having to defend this. and you know, pence in the end if we're talking about looking presidential looked like a guy who was just playing with the cards that he had been dealt. but as i wrote this morning, you know, that deck was stacked against him a long time ago. he's had to defend some really indefensible positions. >> he was trying to look presidential for 20/20. >> yes. >> he is trying to matthew which is showing every sign of moving towards cape canaveral. more on that. today is a beautiful day for us. we have warmer temps. although the lows were significantly cooler. so a bump up on the temperatures. these are slightly below average though. san francisco 67. the average is 70. were you here in 1987? san francisco? whoa. it was hot. 102. today not even close. getting above average maybe tomorrow. clear skies. it looks good. maybe a patch or two of fog. not much of a breeze. what is there is showing north/northwest. 50ths and 60s and warming up here. the temperature difference is cooler because we lost the cloud cover. just a teeny system up near northwest california. everybody says a beautiful fall day. 60s and 70s and even warmer temperatures kick in on thursday and even more so on friday and saturday. >> steve, thank you. >> you're welcome. there have been at least 15 fires set in fremont since the middle of summer. >> now police think they are all the work of one arsonist. >> jeanine is live in fremont where police and fire officials say they want that person caught before someone gets seriously hurt. jeanine. >> reporter: definitely, sal. and so far it seems like this arsonist is either walking or driving along warm springs boulevard and setting bushes and garbage on fire. you can see we're here at one of the locations where that happened. it seems to be recent just because we can still smell. it is smoky out here. now, since july 15th, there have been 15 fires set. and it's all been on warm springs boulevard between hackamore lane and laten way. the majority occurring in the overnight hours. but now they're starting to happen during the day as well. authorities worry that the arsonist may get bolder and target homes. we spoke with a resident who ran out of her house after neighbors told her the backyard was on fire. she got emotional talking about it because it reminded her of a fire that happened when she was young. >> it happened to our house before. and so it's kind of scary to think about. ink about. and so i didn't want to. i didn't want it to happen. >> reporter: fremont police do not have suspect information. they have though increased patrols in the area and they're going to now send two police officers whenever there's a fire in the warm springs neighborhood. detectives and arson investigators are working together on this. they're looking for tips and would like to talk to anyone who might have more information. rmation. they're telling people to be vigilant and not hesitate if they spot somebody who looks suspicious in the neighborhood. back to you. >> thank you, jeanine. it's not all about just the blue angels and ship tours for fleet week as you know. fleet week is here. yesterday about a dozen marines and navy sailors took time away from their duties to visit young patients at usf children's office. we were in the playroom in the hospital where there were smiles all around. >> reporter: you might not normally see a marine or a blue angel in a children's playroom. >> i think you're winning. >> j10. >> okay. >> but then again n is no normal playroom. >> g5. >> g5. >> this is ucf children's hospital. >> oh, you put -- he put olaf in the firefighter team. >> the patients are seriously ill, some with cancer. >> i have two kids of my own. being here and spend time and seeing them smile, you know, enjoy their part of the day, it's the greatest. >> reporter: many of the kids had no idea who these visitors were. >> i'm the maintenance chief for the blue angels. >> do you know what the blue angels are? >> no. >> reporter: it didn't seem to matter. he won round after round. >> you're a good guesser. >> uh-huh. >> or you have solid intelligence, don't you. >> uh-huh. >> close but a miss. >> it really means a lot to us. it's a lot of what we like to do. flying the jets, smiles on kids faces, it's up in the skies but it's awesome. >> you want prince charming. >> reporter: normally these marines are manning the ships and giving tours during fleet week. and the blue angels we met are part of the maintenance crews for the jets that dazzle crowds with their seemingly impossible formations. but today -- >> have a great day, my friend. >> more smiles than before you came in. >> reporter: they were just play mates. >> how many games did you lose. >> every single one. single the united states. at 9:30, how some southeastern states are preparing for the massive storm. a first of its kind partnership to keep jobs in california. more on the plan with the ceo of one of the companies behind the california jobs matter campaign. >> we have some breaking news in sonoma county. right in front of the le van winery. power lines are down after an injury crash. three of them are down. so the area will be closed for quite some time. at one point chp saying there was one person stuck inside a car. so a very dangerous situation. the rescuers had to get to that person and get him out of the car with the power lines being down. this is one of the major roads. it leads to a lot of areas in sonoma county. it will be shut down. it doesn't look like the know when they will be opening it up. the injuries were just minor but the roads will be crowded again in sonoma county. >> thanks, sal. they're partnering up to keep jobs in california and prevent people from leaving the sacramentyand work here in the bay area. a lot of that has to do with housing. >> right. in fact we have 119,000 people now that drive from sacramento to the bay area for a job. some of that has to do with housing. some of it has to do with the fact that we don't have a strong job base. what is going on in california, 17% of the population, the bay area and silicon valley producing 40% of california's tax base. and as this market is getting stressed, you know, where else in california can we bring an economy outside of here? the central valley, sacramento has been largely a government town with the state capitol. we're working with the council to distribute a healthy economy across northern california. you can live in the bay area and enjoy your work a little better maybe. >> yeah. not two hours. >> right. not two hours. >> it's expensive to live here. >> a lot of companies say it's expensive to do business in san francisco and the bay area. you're try to prevent companies from leaving california. >> that's right. >> how do you do that. >> first off they have to give sacramento a shot. one of the things that we found out, this is a new organization about 18 months old. sacramento has been too comfortable and the economic development community has been too comfortable. one of the things that we want to do is take a stand against the mountain west and the pacific northwest, the southwest who have been coming in and taking jobs. two markets in particular, seattle and austin are two of the big beneficiaries. two of the most congested cities in america. some of the people are leaving for are going to refined in seattle and austin. sacramento is in the top 7 in the united states for commute times to work. >> you talk about transportation. mike and i were talking about this. what about getting people to sacramento. they can take the train from oakland. what about other transportation? is it easy to get to and from? >> it depends on when you leave. it's about an hour and a half drive if you leave at the right time. if you catch the bay bridge at the wrong time or coming down at the wrong time, that can push to two, two and a half hours quickly. one of the goals of the strategy with the bay area council is to get sacramento and san francisco connected with an hour to an hour and 15 minutes. if you can expect the two markets, now people can live in the bay area, travel to sacramento to work, vice versa. take some of the cars off of the road. there's a planning piece to do a better job to connect the  capitol corridor. there's a job piece. some of the conversations have been the jobs leaving california don't hurt us. they do hurt us. los angeles has lost the middle class. our economy is too dependent on the state government for well being. >> if i'm the mayor of a city in bay area. i like sacramento. i have a sit enter who lives up there. i like the kings. you have a lot going on. if i'm the mayor of fremont and this company in my city had no intention to leave out of state but you create what you're doing and they start thinking i'm going to move to sacramento i'm going to get frustrateds because i have this company that is now leaving and going to sacramento. should i be concerned about that or not. >> you shouldn't. fremont has done a great job. they took good advantage of the infrastructure and converted it into tesla. >> that is a good example. >> yeah. if the communities down here are doing a good job, they will be able to hold it. mountain view and cupertino have been completely overrun. it's the local communities in the peninsula that are putting stop growth measures, you know, on the books in their community. >> so you're not -- >> you want to spread it out. >> yeah. this is a pro california piece. you know, we want companies that are in fremont to stay in fremont. we would never try to encourage a company to leave. but we had two companies real quickly, parabel a cool online company and support bay. parabel was in san francisco. support bay was in mountain view. it was moving to charlotte, north carolina because of cost. parabel was going back to new york because of the cost of engineers. both of the companies are now in sacramento, california. >> nice. >> so we want those jobs in our state. now those jobs are in sacramento. we benefit from it. but the public schools in this community and the taxes stay here. the infrastructure for silicon valley stays here. if we do this right, it should be a win-win for everyone. we don't want all of our eggs in one basket. 85% of the people can't afford housing. i think a long-term plan makes sense. >> you're kings not warriors. >> i am a kings guy. >> i knew it. >> i just went to marcus to stop complaining and play some defense. just got a briefing from fema about the preparations underway as hurricane matthew heads for the southeastern u.s. the president says people need to pay attention and they need to follow evacuation orders. >> if you get an evacuation order, just remember that you can always rebuild. you can always repair property. you cannot restore a life if it is lost. >> matthew is now a category 3 storm. down from a category 4 hurricane. the forecasters say it could strengthen again in the coming days. already matthew is blamed for 11 deaths since it made landfall in haiti. mandatory evacuations are underway in parts of florida. just this morning governor rick scott told residents to leave if they are able to along the coast. >> if matthew directly affects florida there will be massive destruction that we haven't seen in years. again, this is a deadly storm approaching our state. >> and we just got this new video from south carolina. dozens of school buses lined up along the highways as the governor evacuates quarter million people from the coast starting this afternoon. >> national guard already mobilized. we have 700 traffic control points along the interstates. you will see lots of law enforcement officers as well as guards. we will have the comfort stations which will have the bathrooms as well as water. >> the governor encouraged people to make arrangements to evacuate now so there is not a mad dash to get out of town all at the same time. four states have declared an emergency because of the hurricane. north carolina, south carolina, georgia and florida. matthew could reach the u.s. by early as tomorrow night. >> people who live from florida up to the carolinas are preparing for this dangerous storm. they are stocking up on supplies. dwindling food and water and long lines at the gas station mean shoppers really are preparing for the worst. >> we're buying a bunch of canned food and water. >> batteries and your lanterns and flashlights. >> going to get more canned goods and paper goods and stuff like that. >> again, at this point it is not clear exactly where hurricane matthew will make landfall. >> for more on this, let's bring in steve paulson. steve, this thing could be gaining strength as it starts approaching the mainland. >> that's correct. real quick. >> yeah. >> there are signs that this may go right over cape canaveral. >> wow. >> the next scheduled launch is november 4th. it's the next generation weather satellite. it's like going from black and white tv to high definition tv. 30 days away. but if you have a hurricane going over. >> it could damage. >> exactly. plus very low like areas. so we will keep an eye on that. projects take it from fort pierce. underneath the timeline there, that is tropical storm nicole. everything is making a turn to the west which is taking matthew which is strengthening because it is over open water and feeds off of 86 committee agree water -- degree water and the eye is developing again. wind at 120 miles per hour. yet was due north. now it's north/northwest. the track though, some of the morning runs on the forecast models take it even closer, category 3, category 4. somewhere around fort pierce, melbourne, up to and around cocoa beach. cape canaveral, daytona beach, jacksonville and swing it's by the georgia coast. by the way, there has not been a category 4 move into the georgia coast since 1898. south carolina and north carolina, huge nascar race this weekend in charlotte, north carolina. i doubt that happens. real quick, there are a couple of projects of matthew going out to sea and looping back towards florida in the 7 to 10- daytime frame. >> coming back around. >> wow. >> the key will be thursday and friday for the florida coast. >> okay. >> atlantic side. the atlantic side. >> thank you, steve. >> you're welcome. right now members of the marine corps are on treasure island training. they're working with the department's rescue dog team doing exercises. alex. >> reporter: yeah. important training exercise happening here today at the san francisco fire department training facility on treasure island. we're with the urban search and rescue team and getting a firsthand look at what these urban search and rescue dogs can do. the department has four dogs here. and we -- we have them with us here today. this is angus, fritz and vita. i got all of their names right. i'm proud of that. tell me about the skills these dogs have in the event that there is a largest. what will the role be? >> these are all part of the san francisco fire department k- 9 search team. we have developed a number of additional dogs to support the department. san francisco is prone to earthquakes. >> right. >> we have seen building collapses. what these dogs do is search collapsed buildings and they alert rescuers to the location and the presence of intombed victims, survivors waiting to be rescued. >> every second counts in a situation like that. a short time ago i got a firsthand look at what the dogs can do. specifically vita, i was buried. i became an earthquake survivor. we will show you what happened when vita went to look for me. >> you want to go find him? vita, search. vita. >> girl. >> what's in there, vita? who is in there? who's in there? who is that? >> hey. >> hi, vita. good to see you. hi, sweetie. hi. hi. hi. hi. >> all right. so vita found me. as you can see she found me quickly. she got a little distracted. there was apparently a stray cat wandering through the rubble. that threw her off for a moment. once vita finds a victim in the rubble, she finds a treat. what does she get? she gets to chew on something. she gets to chew on a piece of fire hose right there. that is her reward. let me tell you about the training that these dogs go through. how are they trained to be able to find vick temperatures. >> it's rigorous. it takes two years to certify a dog. they get fema certified after passing an evaluation posted by the federal government. they search two rubble piles. they don't know how many victims are there. it is littered with distracts like cats and toys and food. we want to ensure that the dogs don't alert on anything other than victims, survivors of the earthquake or collapsed building. >> part of the urban search and rescue team. the fire department is doing important training part of fleet week. training members of the military in disaster response specific hely. they are learning how to use the tools, concrete saw, a jackhammer to be able to free victims in the event of a large scale spoke of is right here. jessica you have ridden from japan and came over to the united states. tell us about your ride in japan. >> yes, my ride in japan was about 3,000 miles long. it was very wet but very beautiful. i rode about 2,000 miles in the rain. but the bike did brilliantly. >> and you did brilliantly too. you will hand it off to eduardo. you ride from san francisco to where. >> indianapolis. but not before going to -- well, all over california. yosemite, death valley, l.a. and then i'm going to grand canyon, utah, colorado. so got a long way to go. >> when you ride this bike and you ride because of the 9 0#o 90th anniversary. do people say things to you. i should ask jessica. you have been riding. >> they say what is this and where do you come from and they look at the stick enters and they are passionate about this bike is going around the world and i tell them it's a relay in 7 stages. >> these guys were chosen to ride because they went through a boot camp and they chose the best possible riders. how many people were chosen. >> over 3,000 people applied and they chose 14 people to go to italy, they have a training place, a castle. and we spent the day riding and doing a bunch of activities. out of the 14, they chose 7. so we are one of the seven lucky ones to ride around the world. >> so let's just say that you are riding. what -- let's sates one -- what are the tips for someone who wants to a bike. can you give us a tip on what the safest way is and the way to have fun on a bike like this is. >> yeah. always be equipped with riding gear. plan ahead. start small. small rides, trips before going on big adventures so you can really enjoy with -- you know, be safe. >> right. so you may not know the answer to this. but this is a beautiful bike. what model is it? how much will it set you back if you wanted to buy one? do you know the answer? >> this is 1200 and i don't know the price in dollars. sorry. >> it would be around $20,000. >> hey,
