washington spirit altered the pregame ceremonies and played the national anthem while the teams were in their locker rooms. the spirit said they didn't want to subject fans and friends to the disrespect they feel kneeling represents. rapinoe says she was saddened by the move, and will continue taking a knee during the anthem. earlier yesterday, the rain had issued a statement saying it encourages players to participate in the pregame ceremony but also says players will be allowed to participate in a manner that is consistent with their personal beliefs: and that leads us to our question of the day today. it's about the story. the washington spirit said it took the action in order to not disrespect the fans but a lot of people are saying that action infringes on the player's right to free speech. the question of the day is this, do you think it's right for a team to prevent players from protesting during the national anthem? we asked you why or why not. a number of tweets action in an effort to combat human trafficking. later today, district attorney mark peterson and other local leaders will hand out information and posters to businesses. it outlines a state law proposal that requires certain types of businesses to post notices informing the public of hot line numbers to seek help of report human trafficking activity. joining us live this morning in studio. dana fulkowski for the contra costa district attorney's office. thank you for coming in. >> good morning. >> can you set the scene when it comes to human trafficking. is it getting worse or are begetting better at combating it. >> what we're trying to do is raise awareness from the forms of human trafficking. i think we have done a good job of educating the public about sexual trafficking, commercial sexual exploitation, but we're really just trying to get now people to understand the other forms that include labor trafficking and wage trafficking. we have a lot of immigrant groups that are preyed on. we have investigated labor trafficking in everything from elder care facilities, to large buffet style restaurants to even an illegal marijuana dispensary. >> when you say preyed on, what do you mean specifically? how are they preyed on. >> it's easy to take people who don't have language skills and connections to resources in the community and who are also very concerned about their immigration status and manipulate those fears as a means to control them. >> threatening to turn them into ice or something like that unless they do what you ask them to do. >> absolutely. absolutely. andstandst -- absolutely. and that's one of the reasons our office is partnering with different investigative organizations at the state level like the department of labor, and the federal level, the department of state and homeland security so that we can try to get the community and victims to understand that they are crime victims and to seek and receive services and support. >> so often these victims, the people who are being exploited are under the radar, right. they're not getting a paycheck. they're not paying taxes. how do you reach this segment of the population who by some means doesn't exist. >> that's the importance of events like the event we're having today. we need to raise awareness in the community as to what human trafficking actually is, in all of its various forms. one of the challenges is victims don't identify themselves as being victims and they don't understand where to go for resources and support, so bills like senate bill 1193 which is what we're dealing with today, have come up with a means by which we can partner with other community organizations and with local businesses to provide that information in the public. >> and that's important because you are seeing your agencies is seen as later, so someone who might be leery of coming to help from law enforcement, maybe not so much if they come to a business owner or someone they trust more. >> and we are seeing other community members may recognize somebody that they know as a victim, if they can see this information, and they encourage that victim to seek help and support. the posters we're distributing today contain hot line information for national hot line, but they direct people where to go within contra costa county. in particular, our family justice centers in richmond and concord are established as basically one stop shopping centers for victims of crimes such as sexual assault, domestic violence, elder abuse, and human trafficking. those centers are staffed with people that we identify as navigators, and it's their job to under stand what a victim is facing and identity the community organizations, law enforcement or social service organizations that exist to provide services and support. >> i want to get your take, alameda county and the case going on, big news with regards to the oakland police department, and the discipline of 12 officers involved in this sex scandal. what was your reaction to that, seeing these law enforcement officers, sworn officers crossing the line. >> well, victims are everywhere. and offenders are everywhere. and it just underscores the importance of events like the one we're having today so that victims can become empowered to seek services and support before it gets to that level. >> do you understand why some people might have a hard time seeing the woman celeste guap as a victim in this case, and do you see her in that victim role. >> that's an important shift that we are trying to accomplish as a community right now in educating the public that people that are involved in human trafficking aren't involved with this by choice. there are a lot of personal vulnerabilities, cultural vulnerabilities and social vulnerabilities that can be exploited. a lot are economic vulnerabilities and so shifting from looking at the people that are involved as being trafficked either through labor trafficking or sex trafficking, shifting away from seeing them as perpetrators or willing participants into victims and eventually survivors is a really important thing that we can do in the community right now. >> dana, i noticed today reading up on it, there's representatives from b.a.r.t. >> yes. >> explain that. >> well, one of the things that's really significant about our community is how we are linked to many other communities. we are linked through our highway system, and also through our public transportation through b.a.r.t. the fbi has identified california as within of the four top destinations for trafficking victims. in our community, we have two international airports, one right here in oakland, and one in san mateo county, the san francisco international airport. contra costa is very easily linked to those airports by our rail system which is b.a.r.t., which is why b.a.r.t. is one of the locations as a train system mandated to post these notices, and they have been a very supportive and willing participant in working with us on getting this information to victims. >> okay. thank you so much. >> appreciate your time. >> thank you so much. >> coming up next on mornings on 2, the 9. there are 61 applicants for the job as san francisco police chief. up next, we are joined by police commissioner dr. marshal for more on who's in the running and what happens next. the city of san francisco is moving closer to selecting a permanent police chief. the police commission received a break down of the 61 people who have applied for that job. a number of them currently work or have worked in law enforcement. they range from acting chief, tony chaplin to lieutenants and consultants, a couple educators applied for the chief's position. over the next two months, the police commission will pick three candidates from the list of 61 applicants. then mayor ed lee will choose the chief from the final names. joining us this morning the san francisco police commissioner dr. joe marshal. 61 applicants, are you sized so many people want that -- surprised so many people want that job. >> i'm not. it's a challenging position, and it's funny, despite what you hear that people not apply, we had a healthy applicant pool. >> you don't think the controversy about mayor ed lee saying he supports, chaplain, you don't think that quieted anybody's interest in the job. >> not by the numbers we got, and the places we got the protects from. -- applicants from. >> all of them in the united states or any overseas. >> we had a couple international candidates, one from nigeria, cypress. >> the person in nigeria, what did that person do? >> we didn't have the resume, 55 men, 5 women. >> how do you determine who you interview? are you going to interview them all? >> it's almost like a football, i don't know, you make the first cut, and then the other ones are considered more seriously. >> that's a great analogy. that's what we're doing. it starts next week when we set up process. get binders, go through the resumes and begin the process of the analogy by cutting people, and it's a lot of work. it's a lot of work. >> can you guess how many are, or an idea of how many you will interview. >> no. until we get a feel and look at everybody, and the level playing field, as they say. we don't have an idea who we will interview yet. >> there's a radio advertisement saying hey, tony chaplin, it's all about tony chaplin, does that play a role, and will it impede in the process. >> it will not play a role at all. i saw his name up there. i haven't seen the list of candidates. i have no idea who's applied. it will not play a role at all. nobody gets any preference, and it does not influence the commission at all. >> you would think, there's only been a couple out of the department chiefs who were brought in in the last three or four decades. the odds are not necessarily in favor of someone coming from outside the department or applying. or do you throw that out the door. >> i don't want to say no but you're right. we have two outside chiefs and interestingly enough, and everything that we heard from both the, you know, the community members and most of them, and obviously officers, inside, inside, inside, is their preference. >> dr. marshal, you know, people know you now, see you on tv a lot. are people coming up to you on the streets saying listen, dr. marshal, i want this. i'm not talking about formal meetings. i'm talking about you, people coming up to you, what do they say? >> it doesn't happen a lot actually because they know it won't do any good. no, they came up to me, and laughing and say you got a tough job, and i know you'll do a good job, and thank you for being on the commission, but people have indicated, you know, that the things they like in general terms. not trying to influence me. much like i got when i went to the community meetings to talk to the officers helps. >> among the commission members -- themselves. >> among the commission members, how much has their thinking changed in what you learned from the public forums and the online survey. >> probably the most interesting thing from the public forums online survey was the amount of agreement among community members and officers about what they like to see. they pretty much coalesced on the same things. >> give us the top three. >> integrity, transparency, excellent communicator, trust worthy, problem solver, credibility, support of officers in the community, tech savvy, professional, strong leader, and that was pretty much across both community and police officers. >> we're looking at your notes here, you have the male to female break down of the applicants. >> 56 men, 5 women. >> wow. >> you go to a cone of silence, am i right. >> no cone. >> you call us first the minute there's a decision. >> when i can tell you something, you'll know. >> get it down to three and hand the list to the mayor. >> falsely accused of kidnapping. san francisco police say david lee russell tried to kidnap two women. he talked to us in the jail. >> i didn't know none of this was happening. >> russell looks different than he did a picture we shared with you one week ago. he has shaved his goatee and dyed his hair. in one case he says he was trying to help someone out by offering a ride. >> i told her to make her feel better or whatever safe, she can take a picture of me, take a picture of the car, we called her mom, i would give her my phone number. i never, i don't understand how if you talk to somebody and say hey, do you need a ride, and she freaks out and you walk away, how did i do anything. >> prosecutors say russell is convicted sex offender and they call him a dangerous man. he was arraigned yesterday on charges of attempted kidnapping. he's set to be back in court next wednesday. some employees at a college in fremont have received extortion e-mails. they warn if they don't pay up, their personal information will be released. two weeks ago, the school learned that some employee information, including names and social security numbers had been compromised. some of those employees say they had received untraceable e- mails that demanded a 600 bit county ransom. the school says it doesn't believe the college mainframe was hacked. >> the information contained in our mainframe was never stored in that manner. and also the information that has been breached is as of 2010. and prior. >> the school's technology staff is being assisted by the fbi, a republicansic team, a legal -- forensic team, a legal team and its insurer. the leading theory is an old file may have been copied to a thumb drive. they have offered employees credit repair in feed. we have breaking news we were covering about this morning's school shooting incident in texas. these are the pictures people have been posted online. local stations are reporting, a female student shot a female classmate at alpine high school in west texas in the city of alpine. we are told the shooter then committed suicide. the victim is now recovering at the hospital. a local alpine newspaper reports an officer was also hit by gunfire, but that may have been an accidental shooting we're told by a fellow officer. we know this, classes canceled for the rest of the day. neighboring schools are on lock down. this is happening in a small town. alpine is fewer than 6000 people. let's get to dave clark in the newsroom for more on the big stories happening in the bay area. >> here are some of the top stories we're following for you. san jose police arrested a man blamed for firing shots at several cars along blossom hill road. 30-year-old michael lewis is suspected of targeting ten cars since may. lewis was arrested last month on unrelated charges when his home was searched, police say shell casings were found. matching bullets recovered at four of the shooting scenes. the ten shootings happened after midnight, and near blossom hill road and monterey road. no one in the targeted cars were hurt. lewis will be booked into the santa clara county jail on four continues of attempted murder and being a felon in possession of a firearm. in antioch, police are investigating an alleged hate crime and case of arson. yesterday morning, a family woke up to discover racist graffiti scrawled on their home, and someone tried to set their house on fire. the homeowners security camera, throwing molotov cocktails at the house. the 7 people inside the home escaped safely. later today, the mayor of antioch will hold a news conference about this case. and police in dublin will increase patrols in the neighborhood where four masked robbers forced their way into a home sunday night. the robbers, some of whom had guns, terrorized a mother and her three children. ransacked their home, but did not physically hurt them. dublin investigators are contacting other bay area police agencies, just to see if they're investigating similar crimes. those are just some of your morning head headlines from our newsroom, mike, sal, and gasia, i'll send it back to you. >> and we are following some of the stories coming out of our san francisco bureau. ktvu's tara moriarty is live at the hall of justice. tara, a lot of people are excited about the first ever steak 'n shake fast food place, which is pretty common in the midwest and the south. it's opening in daly city, but not everyone is compete excited, right. >> no, there are a lot of neighbors who are steaming mad about it, because it's being built in a predominantly residential neighborhood. across the street on the corner of which the steak 'n shake sits is a strip mall. on the side it sits, there's mainly houses around there, and the space was vacant for years and neighbors were pushing to have a park built there, but instead, the property was bout so his son-in-law could make the steak 'n shake there. that i said say they worry the steak 'n shake will bring unwanted traffic and create a lack of parking but ultimately city officials say they couldn't turn down the proposal because the fast food chain would increase daly city's tax base. moving onto public transportation and the mini version of the east span of the bay bridge is going to be somewhere in downtown san francisco. what's that all about? >> >> reporter: well that's about the bus ramp being built at the transbay terminal. that project is underway. this is what is called a 9/11 span. it's -- called a mini span. it's going to allow buses to go between the terminal at first and mission and the bay bridge without having to get sucked into the street traffic. the design is different than the eastern span of the bay bridge but it's close to the sable suspension section and the all white color. the bus bridges tower isn't just eye candy. it will provide structural support for the six block long bus ramp. back to you. >> tara there was a lot of pressure. i know it's a tv show, but i'm sweating out for you guys when you're under those deadlines and then you have to have it tasted by ramsey. what's that like. >> completely intense. right now the current season is on, and i'm watching it, and i feel like i'm reliving it almost. i know the intensity of it. i know how crazy it is to be in the kitchen, and gordon ramsey has these piercing blue eyes that feel like they go right into your soul. he's definitely as intense as everyone expects him to be but he's such a mentor, and it's really wonderful. >> your book here, a taste of mexico, why mexico. is it just the passion and. >> yeah, i grew up completely traditional, first generation american, but mexican threw and through. i would spend my weekends in has italian, with my -- mazatlan, and with my family, with the culture. i'm exited. i love, love, love to be able to share the food that i grew up with. >> i cook a lot of mexican food, can you give us tips, any one thing. what do you use for the beans, broth or? >> no, i use regular water. i think that not uncovering is a big one for us. i think cooking with love and making sure you're spending the time required to make it perfect, i think is what makes a difference. >> corn dumplings and pinto bean cream. just one. >> the people who you expect to join you for dinner tomorrow night in san francisco, this is a spicey shrimp ceviche. you can adjust the temperature in terms of heat. my family is used to making this with habanero peppers. and you said, let's go for the jalapeno. can i do like a poblano, a really mild pepper. >> you could but it's not going to give you the same kind of flavor. poblanos are richer in favor and they have a different texture. it needs to be something that you can actually grind down. you put everything, you put about, you know, a cup to 2 1/2 cups of lime juice, and blend that up with, your choice, right, you could, if i was you, and you were definitely not somebody that really liked spice. >> i'm ascesesy. >> -- sissy. >> the yellow jalapenos are mild, and you'll get the same idea. in this bowl what i have is shrimp that i have had working with a little bit of salt. now, these are peeled and deveined shrimp. you can buy them this way. >> and do all the hand work. >> this salt is super important. you have to salt this before you actually add the lime juice. that's a big mistake that people make with ceviches, they add the lime juice and then the salt, and all you're doing is salting the juice and not the protein, so add the salt before, and then what you want to do is so in my case, what i do is i just add this onto the plate. whatever platter and again, this is super easy, i have tons of ice in here just to make sure it's nice and cold. >> really really nice and cold, and what you do is you pour that mixture. >> that's okay. >> you pour that juice over, and it's usually served raw in mazatlan. if you don't like it raw, you can dump it back into the bowl, and what you want to do is lit it sit in the fridge for 30 minutes. >> and that essentially cooks it, if you will. >> it will cure it. >> dress it up with red onions. >> these are ribbons of. >> cucumbers. >> so much prettier than chunks. >> make it look all nice and beautiful. make it master chef worthy. >> of course. and tomato for another pop of color. >> add the pop of color. i usually put them right around the plate, and then one of the last things, if you really are as fierce as i am, you know, you like your stuff on fire, you add some crushed red pepper over top. >> i can't taste that, i'm going to have to ask sal to come in here and give it a try. i'm a big old sissy, you grew up cooking like this. take it away. while he eats, claudia, i'll ask, are headphones. they are providing another option for those who are worried. >> we know there are people who have analog connected devices out there, so we have also made this. it's an adaptor, lightening to mini phono audio adaptor, and we'll include that in the box with the iphone 7 and 7 plus as well. >> reporter: apple is providing an adaptor for older headphones in addition to the lightning headphones which experts say should satisfy users. >> it was a real risk that would feel like a downgrade rather than an upgrade, and i think by including both of the things in the box, they're going
